Minato City Policies & Objectives Minato City is devoted to developing and implementing various child-rearing policies and introducing support facilities to assist parents with raising children. This July, Mayor Masaaki Takei announced his plans to eradicate nursery waiting lists, calling it "his top priority." Since his appointment to the post, Mayor Takei has successfully increased the capacity at daycare facilities within the city from 1,978 in 2004 to 7,006 this past April. He has also simultaneously decreased the number of children on nursery waiting lists from 274 in April 2010 to 64 in April 2016. Minato City has also introduced medical sub-sidies for children under junior high school age, free day care enrollment for subsequent children and an English curriculum in all elementary and junior high schools within the city in an effort to be the best city for child rearing and children's education.
Free Public Child Facilities: Azabu Kids-to-Teens HallAmong the many free public childcare initiatives in Mina-to City is the Azabu Kids-to-Teens Hall (Azabu Chukosei Plaza), located near Arisugawa-no-miya Memorial Park. Opened in September 2014, this facility is free for children under high school age and their guardians and is open seven days a week, except for December 31-January 3 and national holidays, excluding May 5. It features three floors with various facilities for children under 18 years old and their guardians.
On the first floor is a child-friendly café with simple menu items like juice, toast with egg, or curry and rice, that is welcoming for all, from children to senior residents. The second floor is the main area in the facility, equipped with plenty of separate rooms and space to spread out in areas full of natural light with lots of tables and chairs to accom-modate all. This is also where registration for the usage of the facility takes place. This floor hosts a study room, a playroom equipped with toys, building blocks, chess, and a spacious craft room where children are stimulated to boost their creativity and ideas, as well as engage in various hobbies. Also on the second floor is the Arena, a fully equipped gym that also contains a stage for special
events. The rest area on the same floor is where children can gather to talk and eat lunch together, as well as enjoy a multitude of books in English and Japanese. There is also a music room complete with an entire band set-up and a dance room with mirrors that can be reserved by teen-agers for practice.
On the fourth floor of the facility is a rollerblade area, a spacious outdoor space equipped with a safety net, where children can play a variety of other games. The third floor of the facility is the Arisu Iki-iki Plaza, which provides rental rooms and senior residents-focused activities dur-ing the day, so grandparents and children can easily visit the center together.
The Azabu Kids-to-Teens Hall also organizes regular events including dance classes, seasonal festivities and other gath-erings. For more information, contact the facility directly.
Using the facility First time users of the facility are required to register in advance. Visit the registration office on the second floor of the facility and fill in a registration form, available in Japanese and English. A membership card will be issued after the registration is complete. Please carry this card when visiting the facility.

Higashimachi Elementary School and Nanzan Elementary School are seeking new English Support Teachers (EST) to assist in their international classes for the 2017 academic year, from April 1, 2017 to March 31, 2018.
Job Description This is a part-time teaching position for five days, 30 hours a week, Monday through Friday.
Responsibilities Successful candidates will support Japanese teachers during English classes; cooperate and collaborate with homeroom teachers; teach different subjects in English; translate and write various study materials and school-related documents in English; provide consultation to children and guardians in English and other related duties.
RequirementsApplicants must meet all criteria below:
1. Be a native English speaker or have equivalent English proficiency, and have teaching experience with children
2. Have a Japanese work permit
3. Have basic Japanese proficiency skills
SalaryCompensation is at an hourly rate. Wages for the academ-ic year 2016 varied from ¥1,880 to ¥2,860.

If the City Hall is closed on the 15th day because of the New Year’s holidays, please submit your application on January 4. When discarding waste, please leave it in the designated areas by 8 a.m. or by 7:30 a.m. at special designated zones. Don’t discard any garbage for the period between December 31 and January 3. For more information, visit Minato City Web.
The Minato Recycling and Waste Management Office will be closed from 4:25 p.m. on December 30 until 7:40 a.m. on January 4. Please note that after the holidays, collection may be delayed due to an increase of waste during New Year’s and traffic conditions. Please leave your waste at designated areas until 8 a.m. on January 4.
Large-Sized Waste Center Holiday Schedule Large-sized Waste Center will be closed during the holidays. Reservations made via telephone will be suspended from 7 p.m. on December 28 until 8 a.m. on January 4. Online reservations will not be accepted from midnight on December 29 until midnight on January 4.
Discarding large-sized waste(1) Call or make a reservation online at the Large-Sized Waste Center at 03-5296-7000 or sodai.tokyokankyo.or.jp/index.aspx specifying the waste you would like to be collect-ed. If you apply online, you will need to confirm your reservation within 24 hours of issuing a temporary reservation.
(2) Purchase a large-sized waste ticket of the amount specified during your reservation at supermarkets, convenience stores and other designated stores
(3) Write your name and the 4-digit number provided during your reservation on the ticket and place it in a visible place on the item you will be discarding. Place the waste at the designated area in your residence by 8 a.m. on the day of the collection. Please note that large-size garbage collection is conducted in reservation order, so contact the center in advance if you wish to discard something within this year.
Home Appliance Recycling Center holiday schedule To discard air conditioners, TVs, refrigerators, freezers and washing/drying machines, please contact stores where you had purchased them directly or the Home Appliance Recycling Center at 03-5296-7200 (Japanese auto-operator only). The Home Appliance Recycling Center will be closed from 5 p.m. on December 28 until 8 a.m. on January 4.

Convenience stores and Automated Certificate Issuing Machines Convenience storesYou can receive certificates at 7-Eleven, Lawson, Circle K Sunkus, Family Mart, Community Store and Ministop (from December 21). To receive the certificate you will need your My Number card or Basic Resident Registration card and PIN number. For more details, please inquire at the Counter Services Subsection of each regional city office.
Automated Certificate Issuing Machines (ACIM) ACIMs are installed at every regional city office and Daiba Annex. An ACIM card and PIN number are required to use this system. For more details, please inquire at Minato Call. Please note that ACIMs will no longer be available after September 30, 2017.
Fee: Obtaining certificates from ACIMs is ¥50 cheaper for every document in comparison to fees for such obtained by telephone appointment or over the counter. Note that the ACIMs do not take ¥10,000, ¥5,000, and ¥2,000 bills or ¥5 and ¥1 coins. Certificates issued at convenience stores will be ¥100 cheaper from January 4, 2017.

Please make an appointment specifying the place and time that you want to receive a certificate. Call the Counter Service of each Regional City Office and Daiba Annex by 4 p.m. on weekdays. To pick-up the documents you need to present an ID, such as a driver’s license, passport, etc. and your seal registration card (inkan toroku card) is required for seal registration certificates. Documents can be picked-up on the following day for any appointments made after 4 p.m.

The Universal Declaration of Human Rights was adopted by the United Nations General Assembly on December 10, 1948, in order to ensure and respect fundamental human rights and freedom as a common standard that should be achieved for all people and countries of the world. Since then, December 10 has become an international Human Rights Day. In Japan, The Ministry of Justice and National Human Rights Committee Federation has established December 4 to 10 as “Human Rights Week” in order to raise public awareness for the respect of human rights through various events on the topic.

PrecautionsAgainst Influenza Infectious diseases caused by pathogens such as influenza and norovirus are common in winter. Washing your hands, gargling and wearing a mask are some effec-tive ways to prevent infection. Be sure to wash your hands thoroughly after returning home from outside and before meals. It is effective to gargle when you return home and in the morning and night. Masks retain humidity and can help prevent germ outbreaks.
Dry air is not good for your throat and nose, so pay attention to indoor humidity levels. It is a good idea to let in fresh air once every hour.
Vaccinations against influenza are also available. It usually takes up to four weeks for the vaccination to become effective. Daily prevention and good health maintenance are important for avoiding infections. Please stay in good health this winter.

Minato City Through Ukiyo-eUkiyo-e, commonly referred to in English as “woodblock prints of the floating world,” was a popular form of printed art in Japan during the Edo period, from roughly the 17th to 19th centuries. Usually, ukiyo-e art depicted scenes from the everyday life of Japanese people at the time, with a particular focus on fashion, entertainment and pleasure. In this series, we would like to share some sights from the area of the current Minato City as it was depicted through ukiyo-e at the time.

“One Hundred Famous Views of Edo: Distant View of Akasaka and Tameike Pond from Kinokunizaka Hill” (Hiroshige Utagawa,1857) This ukiyo-e portrays a feudal lord's procession, or daimyo gyoretsu, as was held throughout the Edo period. After the 17th century, there were many mansions of lords, or daimyo, in the Akasaka and Tameike area. They largely functioned as defence of the west side of the Edo castle.The river that flows by was streamlined as an outer moat of the Edo castle and was also used as a holding pond for certain time. Thus the name Tameike (holding pond) derives from.
“One Hundred Beautiful Women at Famous Places in Edo: Sanno Shrine” (Toyokuni Utagawa, 1857) The woman depicted in the ukiyo-e is one of the dancers who participated in the Tokugawa Shogunate’s festival held at the Hie Shrine.

Protect Yourself and Others from Norovirus
HEALTH PRECAUTIONS
Each year, food poisoning and infectious diseases caused by norovirus tend to increase in November, reaching a peak during December and January. Here are a few things you should know about norovirus and how to protect yourself and others from it.
Infection RouteThere are two different infection routes of norovirus: eating clams such as oysters and transmission of the virus from others.
How to prevent infection- The most efficient and promising prevention measure is to not eat raw clam fish such as oysters which are commonly known as being a prime cause for infections. Norovirus can be inactivated by heating up food properly, so make sure to heat up possibly infectious food at 90 degrees for a minimum of 90 seconds.
- Chlorine bleaching agent is also known to inactivate infections. Wash your hands properly after touching possibly infectious food.
- Apply steam iron onto your clothes or carpets in case of vomit. Sterilizing towels and eating utensils in boiling water is also effective to disinfect from the virus.
Caution While chlorine bleaching agent is highly recommended to use for cleaning vomit and sterilization of toilet and eating utensils, it is also known to corrode metal, bleach clothes white and cause skin inflammation, so use with extra caution. It is also recommended to use gloves and masks when cleaning, in order to prevent norovirus from spreading by breathing in droplets.
Keep your hands clean Wash your hands carefully with soap and water. Rinse the soap off with water for about 20 seconds to thoroughly wash off the virus, and sanitize with alcohol after drying off your hands.
