Dushyant Chautala, leader of the Jan- nayak Janta Party (JJP) will take oath as the Deputy Chief Minister. According to sources, some ministers would also take oath on Sunday, but their number was not clear. The oath-taking ceremony will take place at 2.15 pm tomorrow. Incidentally, this will be the second time Manohar Lal Khattar will be the Chief Minister of the state. The Haryana assembly election pro- duced a hung assembly with BJP winning 40 seats, Congress 31 and the JJP 10. But the BJP was successful in cobbling up a majority with the support of the JJP and 7 independents. The BJP's decision to win over Dushyant Chautala’s JJP under- lines its quest to placate the Jats, a dominant community in the state which is believed to have voted against the saffron party. But top BJP leaders moved swiftly after the poll results were out to cobble together a majority in Haryana when the party was six short of the ma- jority mark. Earlier speculation was rife that Naina Chautala, mother of Dushyant Chautala and wife of Ajay Singh Chauta- la will be the deputy CM. PIL on jobless engineer’s request for mercy killing

KANGRA:Advocate Rajan Sharma has moved a Public Interest Litigation (PIL) petition before the Himachal Pradesh High Court on the basis of a news report that appeared on October 8, regarding 59-year-old jobless engineer writing to the President for 'mercy killing’. In his PIL petition, Rajan Sharma prayed “Judicial system is enough to redress the grievances of the petitioner by providing him justice on July 8, 1993 but the political system and bureaucracy is so arrogant under which innocent are usually victimized”. He further prayed that he as a lawyer feels that the matter was against the rule of law and spirit of justice if the news is found 100 per cent true. That the BJP was shaken up was evident from thegloat-free celebratory speeches and rapidly-darting eyes of itstop leaders on Thursday evening. Their continuous claptrap onArticle 370 left the voters unimpressed; the latter were more con-cerned about the economic winter ahead. Perhaps the LoCshelling was, in hindsight, evidence of the ruling party's anxiety.

Also worrisome for the party that likes to monopolise theflag were the Block Development Council election results fromJammu and Kashmir. In Jammu, a region that ought to be a BJPbastion now that the Valley has been “put in its place”, there wereonly 40 winning BJP candidates, while there were 87 Indepen-dents who won. Though the Congress and the National Confer-ence officially boycotted the BDC poll, make no mistake —those 87 were their people. Even in Jammu, nationalism fol-lowed the law of diminishing returns.

More state elections are around the corner. Jharkhand wasnot held this week though BJP CM Raghubar Das could easilyhave been told to request an election by his “high command”. Hewasn’t; the BJP knows it is badly-placed in Jharkhand, while theCongress-Jharkhand Mukti Morcha alliance has got its act to-gether. The “high command” probably hopes that a pro-Hinduverdict in the Ayodhya dispute (considered by some to be a fore-gone conclusion) will swing the urban areas back to the BJP. Per-haps. But there’s Delhi, with its popular CM Arvind Kejriwal;and then the biggie, Bihar, where CM Nitish Kumar’s JD(U)won only one of the five bypolls this week. A loss there willdemonstrate that like our banks, the ruling party’s political cap-ital has become a non-performing asset.

Some would term last winter’s elections, where the BJP lostthree states in the North, and this week’s elections, where two in-cumbent BJP CMs are returning, as “normal elections”. Theymight call the 2019 Lok Sabha poll “abnormal”, because the re-sults were beyond expectations, unlike in 2014, where everyoneclearly read the mood of the nation. We hope that rather than relyon “abnormal elections”, the powers that be focus on the economy.

If the neonatol-ogist has merely stated the in-explicable factor, the IMAhas no cause to intervene. Butif he had called it a miracle,implying divine intervention,he is on shaky ground. Manydramatic cures belong to therealm of the marvellous andwondrous, defying prognosis.But miracles are not the do-main of medicine, so goes theargument.

Thestate has seen a consistent risein crime in 2015-2017. Thecrimes registered under theIndian Penal Code and specialand local laws in UP rosefrom 4,74,559 in 2015 to6,00,082 in 2017. At 15.6 percent, crimes against womenare the highest in this state,but the rising trends are worri-some. Uttar Pradesh is fol-lowed by Maharashtra (8.9per cent) and West Bengal(8.6 per cent).

The Unnao rape and theBJP's blatant misuse of powerto protect MLA Kuldip Sen-gar for the longest time arerelatively recent incidents. In2017, Uttar Pradesh reports5,830 sexual harassmentcrimes — which is one-fourth

of the total number of cases inthis category that took place inthe country. In Haryana, theBJP’s sitting chief ministerManohar Lal Khattar had thegumption to call even Con-gress president Sonia Gandhiall sorts of names during therecently-concluded state elec-tions. One can even remem-ber Mr Modi’s remarks of“Jersey cow” and “50 croregirlfriend”. And who can for-get that a BJP minister has la-belled our friends in the media“presstitutes”?

In the backdrop of suchvile attacks on our womenleaders and citizens, theHaryana election where fan-tasies like “plots in Kashmir”and “Kashmiri brides” wereused liberally by BJP leadersto entice voters during the

campaign, led to a resultwherein the BJP does not havea simple majority any moreand the Congress hasresurged. In Haryana, alongwith former chief ministerBhupinder Singh Hooda, itwas Kumari Selja leading thecharge.

The byelections in UttarPradesh, too, have shown thatMayawati, whose party BSPrarely contests by-elections,got zero seats while the Con-gress more than doubled itsvote share to 12.80 per centunder the leadership ofPriyanka Gandhi Vadra whohas been continuously raisingthe Unnao case and the Ubbhamassacre in Sonbhadra dis-trict, where 10 members of theScheduled Tribes weregunned down. Ms Vadra has

been visiting the family mem-bers of the victims and con-soling them in their time ofgrief. This time, women vot-ers have noticed the dismalsituation across the countryand punished the BJP for tak-ing no stringent action inHaryana or Uttar Pradeshagainst rising crime.

In the backdrop of this,besides the economic woesaround the country, risingprices hurting us all, an almost“no demand” economy, withbarely any jobs, women vot-ers have silently started toditch the Modi bandwagon.Maybe, the Prime Ministershould start becoming wary ofStree Shakti and start workingtoward real vikas, after all, forits absence could otherwise bethe death knell for the Modigovernment.

In the recent humdrum ofthe complexities involvingJammu and Kashmir, one

area with territorial dimen-sion attached to it and notdrawing sufficient focus is theSiachen glacier. It’s rarelydiscussed these days as itsspecifics are much lessknown. Yet, increased tensionwith Pakistan and the collu-sive threats arising from Chi-na after recent tensions de-mand a revisit to this crucialarea; if for nothing else, atleast for better public aware-ness.

With tourist trails havingbeen introduced, fromSiachen Base Camp right upto the glacier’s central loca-tion, a flavour of peace andtranquility appears to beadded to Siachen. It’s a gooddecision to have introducedhigh-altitude hiking in thearea; awareness in the publiceye about Siachen’s existencewill increase, as also the chal-lenges of defending it fromadversaries, while survival inthe glaciated terrain will findsome focus. Yet, this maylead to a degree of trivialisa-tion without a full apprecia-tion of why India must con-tinue to occupy the Siachenglacier; the strategic aspectsrarely get explained but thatknowledge is necessary too,especially if it is better knownthat India expends Rs 4 croresevery day to maintain theArmy in the glacier deploy-

ment. The problem of theSiachen glacier arose becausethe ceasefire line (latertermed the Line of Control)was not delineated beyondmap point NJ 9842. That isthe map coordinate fromwhich the further northwarddelineation was consideredimpractical and left vaguewith the statement “the LoCwill thence run north to theglaciers”. The last four wordscame back to haunt Indiawhen in 1978 Pakistan com-menced patrolling the areaand sending foreign expedi-tions along with Pakistanitroops, thus laying virtualclaim to the area west of lineNJ 9842 to Karakoram (KK)pass. India responded with aneffective counter claim; lay-

ing down “north to the bor-ders” as the line along theSaltoro ridge watershed, thusdefining the entire Siachenglacier lying to the east, fromIndira Col in the north to theglacier snout in the south.

When nothing could beresolved for six years, in April1984 India proactively flew ahelicopter-borne force andoccupied crucial locations onthe sub-glaciers which flowfrom the passes on the Saltororidge. This allowed its troopsto move up to the passes atheights up to 22,000 feet andthey have since remainedwith the Indian tricolour em-bedded there. Pakistan madedesperate bids to evict the In-dian troops but failed. This in-cluded one attack personally

led by Gen. Pervez Musharaf,who was then a brigadiercommanding Pakistan’s SSG(special forces).

Siachen’s first strategicimportance is that its frozenicy waste melts into the RiverNubra, which drains theNubra Valley and provideshuge resources of water toPakistan; the River Nubraflows into the River Shyokwhich in turn flows to RiverIndus in PoK. Pakistan’s wa-ter sources lying under Indiancontrol is a strategic psycho-logical blow to it. That is oneof the prime reasons for Pak-istan often terming theSiachen glacier issue a “low-hanging fruit” in the spectrumof the India-Pakistan borderdisputes, and advising India

that this be resolved amicablyby “mutual withdrawal” sincethere is no strategic signifi-cance attached to it.

Only few in India havehad the opportunity to exam-ine the Siachen glacier bothon the ground and in detail onmaps. Even a cursory glancewill reveal the extent of Pak-istan’s ruse. Mutual with-drawal in the context of Pak-istan’s proposal will onlymean one army withdrawingfrom the crucial tacticallydominating heights of theSaltoro ridge; the IndianArmy. The reality is that Pak-istan cannot even view theSiachen glacier, let alone bein a position to do mutualwithdrawal. This fact it hasastutely hidden from its pub-lic and the media, deceivingthem with films and docu-mentaries of an imagined oc-cupation of parts of theSiachen glacier. A majorsource of water for Pakistanlying in Indian hands is defi-nitely a strategic advantage,especially when Pakistancontinues to rave and rantabout J&K and refuses tobudge from its establishedstrategy of using terror as aweapon against India.

There is an even greaterstrategic dimension whichonly those with operationaland tactical experience gener-ally tend to understand. Itneeds a brief explanation.What has to be noted is that

the strategic significance hasonly enhanced over time. Hy-pothetically, the possibility offull Pakistani occupation ofthe triangle, NJ 9842-SaltoroRidge-KK Pass, would bringthe Pakistan Army to the edgeof the Saltoro Ridge, afford-ing it domination over thecrucial Nubra and Shyok Val-leys. The latter provide addi-tional depth and broad operat-ing space to the Indian Armyfor the defence of the LadakhRange, which in turn providesdepth to Leh, the capital ofthe new Union territory ofLadakh. Pakistan’s occupa-tion of Siachen area would dothree things for it. First, itwould broaden the China-Pakistan link into a largercontact zone to afford opera-tions against Indian deploy-ment in the Nubra and ShyokValleys. Second, it wouldmake Indian deployment atthe KK Range relatively un-tenable if the valleys were tofall to the China-Pakistancombine. The extreme high-altitude area of the KK Rangearound Daulat Beg Oldi andstretching into EasternLadakh would feel threat-ened. Third, the potentialthreat to the valleys would en-tail the defence of Leh beingmet through deployment on asingle mountain range, theLadakh Range, not the mostprudent operational way ofdefending the core centre ofthe new Ladakh UT.

Security, other arrangements madefor Class 10th, 12th exams in Kashmir

All arrangements, includingsecurity, have been finalisedfor the smooth conduct ofexamination in Classes 10 and12 of Kashmir valley, whererestrictions under Section 144CrPc will be imposed in andaround centres, so that anykind of eventuality is averted,an official said here onSaturday.

The decision to conductexamination was made byauthorities, despite majorityeducational institutesremaining deserted due touneasy situation in the valley,following scrapping of Articles370 and on August 5.

The annual examinationsfor Classes 10 and Class 12will commence on October 29and 30, respectively in thevalley.

Meanwhile, after privateschools, now differentColleges and Universities haveasked students to collect studymaterial, including videotutorials, where passengertraffic, including the buses ofState Road TransportCorporation (SRTC), remainedoff the roads for the 83rd dayon Saturday.

The official said that theDeputy Commissioners ofdifferent districts of the valleyhave held meetings and

reviewed arrangements for thesmooth conduct of boardexaminations in theirrespective areas.

'Arrangements are beingfor provided for transportfacility to the studentsappearing in the examinations,'he said.

Meanwhile, a DistrictControl Room has been beingestablished in Baramulla,which will provide necessarysupport during the process.Teams have also beenconstituted in all districts todevise a viable mechanism intheir respective jurisdictions, toconduct the examinationwithout any hassle.

He said that 27 centers

have been identified for 10thBoard exams at 21 locations,besides 15 centers areidentified for the 12th Boardexams at 12 locations acrossGanderbal district in differenteducation institutions.

The Principal ofGovernment Degree College ofBijbehara said that all thestudents of BG-3rd, 5th and 6thSemester have been informedto collect the study materialpertaining to their concernedsubjects from the college fortheir convenience.

'The students of thesesemesters are asked to contacttheir respective Head of theDepartments for collection ofthe material at the earliest,' he

said.The Islamic University of

Science and Technology(IUST) has also asked itsstudents to collect the studymaterial, including videotutorials, from a rentedbuilding in Nowgam bypass.

The IUST is currentlyoperating from this building, asaccording to officials of theinstitute, the situation is notconducive for reopening of thevarsity in Awantipora in southKashmir district of Pulwama.

J&K, Ladakh to get equitablebenefits: Union minister

NEW DELHI, OCT 26

Union minister Jitendra Singhon Saturday said the two newUnion territories -- Jammu andKashmir, and Ladakh -- whichwill come into existence nextweek, will get equitablebenefits, cutting across allsections of the society andregions without any bias.

He said over the last sevendecades, a constant grievanceacross the state was that certainregions and sections of peoplewere feeling discriminatedagainst.

While Jammu alwayscomplained about the lion'sshare going to the Kashmirvalley, Ladakh too feltneglected, the minister said.

"As a Union Territory,Jammu and Kashmir will getequitable benefits after October31, cutting across all sectionsof the society and regions,regardless of any extraneousconsiderations. The samewould also apply to the UnionTerritory of Ladakh," he toldreporters here, ahead of theformal bifurcation of the state.

The Centre had, on August5, announced abrogation of thespecial status given to Jammuand Kashmir under Article 370of the Constitution andbifurcation of the state intoUnion territories, which willcome into being on October 31.

Singh, who hails fromJammu and Kashmir, said evenin the Kashmir valley, while"certain families made a quickfortune overnight without anyknown sources of proportionateincome", the common mansuffered in silence and wascaught between terrorism onone hand and "state

indifference" on the other.The Union Minister for the

Prime Minister's Office (PMO)said since the UT of Jammuand Kashmir will come directlyunder the control of the UnionHome Ministry, there will notonly be an equal distribution ofgovernment resources, but alsoaccountability for the same.

He said one of the greatestmisfortunes of Jammu andKashmir was the lack oftransparency in governanceand this too would graduallychange for the better.

"The needless interferencein the maintenance of law and

order and the role of the vestedinterests would also graduallyrecede," he said.

The most importantbenefit, Singh said, would bethe change in thepsychological attitude andmindset of the people of theregion, with a greater degreeof self- confidence and senseof belonging as citizens ofIndia.

The benefits in terms ofnew breakthrough in highereducation, professionalcolleges, industry and self-livelihood opportunities weregoing to gradually unfold withthe passage of time and theirultimate magnitude wasperhaps too difficult toimagine right now, he added.

At the social level,particularly for women, the"medieval legacy" would endwith the introduction ofprogressive laws such as thosebanning triple talaq, childmarriage and dowry, inaddition to the right to parentalproperty, which already stoodrestored after the abrogation ofArticle 370, the minister said.

176 newly-elected Maha MLAsfacing criminal charges: ADR

MUMBAI, OCT 26

As many as 176 newly-elected MLAs in theMaharashtra LegislativeAssembly are facing criminalcharges, as per data releasedby an advocacy group onSaturday.

On analysing self-swornaffidavits of 285 of the total288 MLAs, the Associationfor Democratic Reforms

(ADR) found that 62 per cent(176 MLAs) have criminalcases pending against themwhile 40 per cent (113MLAs) have serious criminalcases.

The ADR said affidavitsof the remaining three MLAscould not be analysed as theircompleted documents werenot available on the ElectionCommission's website.

Comparing the present

findings with the data onoutgoing legislators, theADR said that in the 2014elections, the state Assemblyhad 165 MLAs with criminalcases, of which 115 werefacing serious criminalcharges. The advocacy groupalso found that the newAssembly has more numberof millionaire MLAs than theoutgoing one.

There are 264 (93 per

cent) millionaire MLAscompared to 253 (88 percent) in the outgoingAssembly, the data stated.

"The average of MLAs'assets in the new assembly isRs 22.42 crore, which was Rs10.87 crore in 2014. At least118 MLAs have been re-elected in 2019 elections andthe average assets of re-elected MLAs in 2019 is Rs25.86 crore," the release said.

Water recedes from inundatedMumbai-Goa highway

In a relief, water levels on several stretches onMumbai-Goa national highway between Canaconaand Margao receded on Saturday though heavyrains continued to lash Goa on the fourthconsecutive day.

According to officials, the overall situation isnormal in the coastal state which has beenwitnessing heavy rains since October 23.

In view of the India MeteorologicalDepartment's (IMD) prediction of heavy rains onSaturday, state authorities have issued a warning tofishermen and tourists against venturing into sea.

"Water levels receded from several stretches onthe national highway which were under water onFriday," an official said on Saturday. The Mumbai-Goa national highway was inundated at severalplaces between Canacona and Margao on Fridayfollowing the heavy post-monsoon rains.

The IMD predicted heavy rainfall at one or twoplaces over North Goa and South Goa districts onSaturday. In neighbouring Maharashtra, adepression over east-central Arabian Seaintensified into cyclonic storm "Kyarr" in the earlymorning of October 25, which is likely to bringheavy showers in coastal districts of Ratnagiri andSindhudurg.
