BOAT RACK UPDATE  The board has approved that all boats on the ground or unpaid in storage racks are to be removed by May 1, 2010.   

 After May 1, 2010, they will be considered abandoned.  The boats will be taken to storage, to be disposed of on June 1, 2010.   Any boats claimed after May 1, 2010 will be charged $25.00.  After May 1, 2010, a storage rack will be built at Holiday Lake.  No more boats are to be left on the ground including boats at Angel Beach.   All boats in racks need to belong to members “in good standing” and a current sticker must be on the boat as well as the boat rack storage fee of $10.00 must be paid.   We cannot do extra snow removal for boat removal. 

The 2008‐2009 seasons were not charged because no report was completed.  We currently have 48 boat rack slots with a potential income of $480.00.  $90.00 was paid this season. 

 

  

 

  The Christmas party was full of fun for all ages.  Members enjoyed visiting, seeing the crafts and enjoyed a session of Guitar Hero.  Thanks to all who participated in the potluck.  It was yummy!  Our next activity is the Super Bowl Chili Cook‐Off and Potluck on Sunday, February 7th at 4:30 pm.

Many thanks to Herb Breen – lot 247 for the handmade oak quilt rack.  Thanks also goes to Georgia Romine – lot 542 for the handmade lap warmer and let’s not forget Betty Metz – lot 206, a.k.a. Grandma Betty for the handmade fleece wilderness blanket.  These beautiful and generous donations were used as raffle items and the proceeds will go to future White birch Lakes Recreational Association activities.  Dorothy Nalepa won the quilt rack and lap warmer and Helen Thompson won the wilderness blanket.  Congrats and thanks to all.  Additional thanks go once again to Grandma Betty and numerous members for the large donation of hats, scarves and mittens that will be donated to the Farwell schools this month.   

A “sweet” thanks for Dave and Linda Conley – lot 756 for all the candy canes donated during this holiday season.    All these donations benefit our entire community and are greatly appreciated. 

 

  

   

 Hello everyone: have you noticed that the days are getting longer!!!  !And when the sun is out, it actually does melt some snow!!!!  The sun is getting higher in the sky. Honest it is!   I’m happy to report that the collection of non‐perishable food was a 

great success. Thanks to all the donations collected we sent two large boxes to the Lake George Community Church and one large basket to the pantry in Clare. This will be an ongoing effort for a few months because the need is there whether it is a holiday or just an ordinary day.  The basket is ready for some more goodies and is at the clubhouse.    Thanks to all the volunteers that help keep the roads clear on days that Doug is not available.  Christmas  brought a bit of rain and sleet and then snow and I saw people out helping with the roads with their plows and snow blowers.  This is very much appreciated!  Member Magee Bastian (lot 14) is feeling better and is now at home recovering from some medical needs.   And member, Georgia Romine (lot 542) will be having knee surgery on January 25th and will be off work from the clubhouse for about 6 weeks.    The clubhouse is in need of a nice used desk for the kitchen, where we use that area for assisting members when the office is closed.  The desk we have right now is on its last leg.   If you are able to donate an unused metal desk please give Dawn a call at the office.    Well, that’s all for now.  Think spring!!

We’re planning a road trip – AUGUST 5, 2010!!  Where??  To a Detroit Casino AND a Detroit Tigers vs. the Chicago White Sox baseball game.  A deluxe motor coach that will hold approximately 57 people will provide round‐trip transportation from White Birch to Comerica Park as well as to one of the famous Detroit casinos.   The cost for the trip which includes bus fare and the Detroit Tigers game will be approximately $70.00 per person.    If you already are down‐state and just need a ticket to the game, your cost will be approximately $45.00.  Seating at the game will be in the 3rd base infield sections (131 – 134).  So let’s start singing,

WINTER’S ALL AROUND US…  Now that winter is all around us, please take extra caution when driving through White Birch Lakes Recreational Association.   Please STOP at all stop signs and remember to watch for children and animals.  Roads may sometimes be slick so please drive slowly and be prepared to stop in the assured clear distance.   Oh, and one more thing…. Be patient!  Spring is just around the corner. 

SUPER BOWL/CHILI COOK‐OFF & POTLUCK  Sunday – February 7th at the clubhouse 4:30 to ????           Here’s your chance to show off your favorite chili recipe and enjoy the super bowl while you potluck with friends.     All chili entries need to be at the clubhouse no later than 5:00 p.m. sharp on Sunday, February 7th.  Any late entries will be added to the potluck.   Sign up at the clubhouse to enter the cook‐off.   There will also be a super bowl square fund raiser.   Everyone is welcome even if you don’t enter your chili.  Please bring a dish to pass.  Please!!

I. Call to Order: President Bryant called the meeting to order at 11:07 a.m. Board members present, President Bryant, Director Nalepa, Director McNeil, Director Perkins, Director Briggs and Director Dombrowski. Absent, Director Bridges. Also present Secretary/Treasurer Elaine Carrasco. 

a. Invocation: Director McNeil led the membership in prayer. b. President Bryant led the membership in the Pledge of Allegiance. 

II. Additions to the Agenda were as follows: Director Perkins adds under New Business, Kampworkers and requests that are under C & R committee be struck from the agenda. Director Nalepa adds under New Business; Executive Committee, Activity fund transfer, Nominating Committee, and Approval of Additional expenditures. Director Briggs adds under New Business, Security Mileage. Director McNeil adds under New Business, Board Packets. Director Dombrowski adds under New Business, ice shanties and WBRLA Brochures. 

III. Approval of the Minutes: Director McNeil moves to accept the minutes as written, second by Director Perkins, all in favor, carried. 

IV. Treasurer, Elaine Carrasco, reports for the month ending December 31, 2009, income was $6,603.67, expenses at $29,750.09 and total of both restricted and unrestricted accounts at $166,034.52. Director Perkins moves to accept the Treasurer’s Report, seconded by Director McNeil, carried. Director Perkins moves to approve the payables, second by Director McNeil, carried.  

V. Presidents Report: “Welcome to 2010, it has been quite an eventful year. Where we sit financially, was reported last month, we are in very good shape and right on target. The amount of back assessments collected were considerably higher then anticipated, of which we are thankful for and we will continue with those efforts.  We lost two long time residents recently, Helen Calhoun and Winsley Walker, Helen has been a member since the early 70’s, she will be missed. Winsley was a terrific guy, he will be missed, especially by me, both were very nice folks.  We have a couple months left in the fiscal year, I see that we have some items to purchase, that we have been holding off on and it is great to be in a position to be able to purchase some of those items. Thank you all for your help, I especially want to thank this board for working together toward these accomplishments.”  

VI. Supervisor’s Report: Dawn reports on the fuel transfer pump we purchased. Fred Witchell handled the security camera signs. We now have 6 other barrels of salt, beside the ones at the gate for slick areas on corners. These are for our roads, not your home driveways. Opening the gates during inclimate weather seems to be working out and will continue. Neighborhood watch signs, need to decide where to put them, a detailed boat report will be in the January Birch Bark. We have a new ceiling fan, as you can see, the other was not repairable. Still working on the collection bid, I had only one response. Dawn gives a report on pool use during the month of December. 

VII. Committee Reports: Activities Committee, Dawn reminds members that we are having a Super Bowl and Chili Cook‐off, we will be selling squares for the Super Bowl 2 dollars each square, February 7th and activities start at 4:30. We will continue a food drive. We are recycling ink cartridges for discounts on office supplies; please donate your empty cartridges. The Christmas party was a success; Feb 13th we will begin the line dancing again. We have soup today made with leftover ham from the Christmas Party. We donated 2 boxes of winter 

Proposed Board Meeting   Minutes ‐ Unapproved –January  9,2010 

mittens, scarves and hats to Farwell schools. Securities report by Steve Bryant nothing to report beside a couple members in ditches. Campground, Director Dombrowski, nothing to report. Mary Perkins reports for EPC, one trailer owner was notified and moved their trailer, the other, no response. No report given for By‐Laws. Reporting for Financial committee, Director Nalepa reports a financial meeting on February 19th at 7 p.m to review expenses.  

VIII. Comments from The Floor: Available at the clubhouse. IX. Old Business: Expense budget workshop, Director Nalepa moves to have an expense budget 

workshop, February 19th, 7 p.m, second by Director Perkins, all in favor, carried. Supervisor’s job description, Director Nalepa moves that the draft job description and evaluation form for the position of supervisor be approved for use. I further motion the board members meet at the next board workshop on February 19th, 7 p.m. and collectively complete the evaluation form, followed by the executive committee meeting with the supervisor at 10 a.m. on February 20 for purposes related to the evaluation, second by Director McNeil, all in favor, carried. Bus stop/Emergency exit: Director Nalepa moves to approve the following resolution: “Resolved, that White Birch Lakes Recreational Association shall, subject to a dismissal without prejudice and without costs by the Court, discontinue legal proceedings in Clare County Circuit Court file number 09‐900304‐CH. It is further resolved that the bus shelter and emergency exit shall remain in their present location and that the current Board of Directors shall take no further action regarding the bus shelter or emergency exit. In the event any future Board of Directors deems it appropriate to take action concerning the bus shelter or emergency exit, it is specifically conditioned as part of the dismissal of the court case that after giving notice to the membership of any proposed resolution, a future Board of Directors shall wait at least 60 days before implementing any proposed change in the bus shelter or emergency exit in order to give interested parties time to take appropriate action if desired”. A second by Director McNeil, results from call of the roll: Director Nalepa, aye, Director McNeil, aye, Director Perkins, aye, President Bryant, aye, Director Briggs, aye, Director Dombrowski, aye, all in favor, carried.  

Closed session:  Director Nalepa moves to go into closed session, second by Director Dombrowski, all in favor, carried. The discussion of realtor bids was the topic in closed session. Director Dombrowski moves to come to some form of decision and decide on a realtor today, second by Director Briggs, results in all ayes, except Director Nalepa and Director McNeil abstained. Motion Carried. Realtor bids: Director Briggs moves to go with White Birch Realty as our realtor for this next fiscal year, a second by Director Dombrowski, call of the question results in: Director Perkins, aye, Director Nalepa, abstain, Director Briggs, aye, Director Dombrowski, aye, Director McNeil, abstain. Motion carried. 

X.     New Business: Employee Compensation: Director Perkins moves that “Employee Compensation” be taken off the agenda and discussed at the Board of Directors workshop, second by Director Nalepa, motion carried. 2020‐11 Annual Assessments: Director Nalepa moves that the 2010‐11 annual assessments remain at $375.00, second by Director Perkins. All in favor, motion carried. Annual Audit and Taxes: Director Perkins moves to schedule the audit and taxes, (taxes not to exceed $600) with Weinlander Fitzhugh A.S.A.P, second by Director Briggs, all in favor, motion carried. C&R’s: Perkins Director moves that the board allow him to look into the legality of our C&R’s as to if they are legit or not, as of the 2002 election from when they were changed, and have a report by February, second by Director Nalepa, all in favor, motion carried.  Emergency Maps: Director Dombrowski moves to have our current maps modified, seconded by Director McNeil, Director Perkins moves to table this issue, second by Director McNeil, all in favor, tabled. Kampworkers: Director Perkins moves to advertise for Kampworkers again for this year, second by Director Nalepa, motion fails. Director Briggs moves to advertise for Kampworkers to clean 

the bath house, trash in area and work with the office for use of a site and amenities with a deadline of April 1st. second by Director Nalepa, all in favor, motion carried. Executive committee:  Director Nalepa states that as stated in our bylaws, article 7 section 9 an executive be appointed by the Board of Directors. Director Nalepa moves that the executive committee named during lasts months closed session (Perkins, Nalepa, Bryant) are approved by the Board of Director, second by Director Dombrowski, all in favor, carried. Activity fund transfer: Director Nalepa moves that the general fund reimburse the activity committee fund the cost of the flags that were presented as a gift to the board last month.  While the gesture was very thoughtful and generous, I request this transfer so that the monies raised specifically for activities be used in the spirit in which they were obtained, second by Director McNeil, all in favor, carried.  Nominating Committee: Director Nalepa moves as stated in our bylaws, article 6, section 2, that a request for nominating committee members be advertised for in the birch Bark, clubhouse and website so that a 5 member committee is named by the March 15th deadline. In addition, I recommend that Director McNeil be the board member representative of this committee if she would be so kind to accept this request, second by Director Perkins, all in favor, carried. Director McNeil is appointed Liaison. Approval of additional expenditures: Director Nalepa moves that the following items be approved for purchase during this budget period instead of next fiscal year given the successful back due collections which would support these purchases, second by Director McNeil, Supervisors Computer up to $500; Thermal Printer(stickers)  tabled Promotional items for camper show up to $500; Rugs/Vacuum u to $500;Phone up to $100;Utility Trailer up to $900; Tools up to $800; Ladder up to $300. All in favor, motion carried. Security Mileage: Director Briggs moves to pay the scheduled security personnel mileage, second by Director Dombrowski, all in favor, motion carried. Board Packets: Director McNeil moves that board members receive their packets by no later then Friday before the board meeting  at time of clubhouse closing, no motion needed, falls to the floor. Ice Fishing Shanty: Director Dombrowski moves that shanties be of pop‐up tent style and removed daily after use second by Director Briggs, motion withdrawn. Director Dombrowski moves to develop new WBLRA brochures, second by Director McNeil, amended to include a sign up sheet be posted for volunteers on this project. Motion withdrawn.

ICE FISHERMEN:  State regulations say that any ice shanty that is left out on the ice must have the owners name, address and phone number attached to it.    This law governs lakes inside White Birch Lakes Recreational Association so if you put an ice shanty out on any of our lakes, please be sure that it meets state regulations.  Thank you.
