enhancing the quality of Toastmasters Leadership Institute (TLIs) in District 40,
Toastmasters International. It is not intended to duplicate information included in
any Toastmasters International publications, particularly the Training Club

INTRODUCTION
A handbook is a concise guide or reference book. This Toastmasters Leadership Institute (TLI)
Handbook reflects experiences, ideas, and suggestions from six successful TLIs conducted in
Division 40 attended by 908 fellow Toastmasters. It is not intended to duplicate information
included in any Toastmasters International publications, particularly the Training Club Leaders
Booklet. Where information from the Booklet is included, it is appropriately referenced by the
abbreviation (TCL) and page number, for example (TCL, 7). Throughout the Handbook the
abbreviation TLI will be used interchangeably with Toastmasters Leadership Institute. The Training Club Leaders Booklet provides many resources and a systematic "nuts and bolts"
approach. As an example, the Booklet references the "Achieving Success as a Club Officer"
scripted training modules. This series should be the core for the Club Officer Training, whether
it’s completed in a Traditional or TLI format. The Booklet and this TLI Handbook are “must
reading” for anyone associated with a successful Toastmasters Leadership Institute.
This TLI Handbook is organized around the themes of Planning, Conducting, and Evaluating a
successful Toastmasters Leadership Institute. It is designed as an "easy read" with information
that highlights what we learned. My intention is to contribute to District 40 TLIs being even
more effective than the high quality level they already exemplify. Enjoy insights that originated
with your fellow District 40 Toastmasters and JOIN THE CROWD at our next Toastmasters
Leadership Institute!

This quote from Ralph Smedley, the founder of Toastmasters International, sets the stage for this
TLI Handbook. I'm going to tell you a story that we will talk about with each other and our
Toastmasters friends. Most importantly, it could serve as a "call to action" to improve the
Toastmasters Leadership Institutes (TLIs) offered in District 40.
You'll see quotations from Mr. Smedley throughout the Handbook. Just as the one above, they
will be identified by his initials, RS. Other quotations will include the author’s name.
The Handbook also includes "GEMS" gleaned from the six Toastmasters Leadership Institutes
cited in this Introduction. A gem is defined as a polished precious stone, one that is highly
treasured. I saw many “GEMS” at our TLIs and will share them with you!

FRANK CHI (1954 – 2015)
In everyone's life you meet a few people who really
make a difference and the world is a better place.
Frank Chi was such a person. Frank’s family, Taiwanese
heritage, and faith always came first, but he loved
Toastmasters. We all miss him.
Frank was a Distinguished Toastmaster (DTM) in every
sense of the word. He was our unofficial TLIs Photographer.
Frank was a Leader, a TLI Presenter and Committee
Chairperson, and even once went to his car to get a USA flag
when none was available! He will be remembered!
His inviting smile and helpful attitude made everyone
feel happy and valued. Frank Chi mentored countless
fellow Toastmasters and served as a role model for all
of us. Those fellow Toastmasters will be Frank’s legacy.
Rest in peace good friend.

I. PLANNING
"People will willingly follow a leader when they know where he's going" RS
Remember, Mr. Smedley (did he say “he”?) grew up in a time when men were given more
opportunities to lead than women. In fact, until 1973 Toastmasters International was an all male
organization. That was true with most organizations. We forgive you Mr. Smedley.
"If you don't know where you're going, you will end up somewhere else" -Yogi Berra
PLAN (Noun) - A method or design for achieving a desired end.
(Verb) - To have in mind, as an intention or purpose.
Many of the specific steps you need to follow in planning a successful club officer training
program are in the Toastmasters International Training Club Leaders Booklet. For a successful
Toastmasters Leadership Institute, your efforts need to include the Booklet and the TLI
Handbook.
ORGANIZATIONAL COMMITTEES
We had chairpersons from multiple Areas within District 40. That was great for enhancing
communications and generating interest in the TLIs. Don't just rely on a small clique of
friends. Ask the TRIO (District 40 Governor and Lt. Governors), or other experienced leaders,
for recommendations. Your own networking at various Toastmaster activities will help in finding
people. The TLI Organizational Chairperson sets/monitors Committees’ efforts (Appendix C)
Toastmasters International talks about a 6-8 weeks period for planning. That would be nice. It's
usually shorter. People don't step up to lead and organize TLIs. They need to do that. I
volunteered to lead the January 11, 2014 District 40 TLI at the December 2013 District
Executive Council (DEC) Meeting. Step up, put your name "in the hopper" as part of a personal
long term Leadership Development Plan.
We had our difficulties. One chairperson resigned. However, our responsibilities were clear, we
gave each other helpful suggestions, and each one of us got our part of the planning done.
GEM #1 When possible, be sure each Committee Chairperson has done it successfully before and
understands their responsibility. Try to have each committee have assistants who can "shadow" the chairs
and succeed them. Give each Chairperson a Responsibilities Checklist (Appendix C) with dates for tasks
to be completed. Be sure to review their progress weekly and expect attendance/involvement in planning
meetings and/or conference calls. Let them know they did a great job. Reward them for a job well
done. A small gift would be nice.

PLANNING TIMETABLE AND COMMUNICATIONS
"Leadership is the capacity to look ahead, think ahead, plan ahead, and then influence others to go ahead with the plan” RS
Thank goodness for email, texting, conference calls, etc. We never were able to personally meet
as an Organizational Committee with everyone present for any of the successful TLIs that served
as the basis for this TLI Handbook. Busy, busy people! I got very frustrated. I’m sure they did
too. I felt like the guy on Facebook who said "I have 3,214 friends, but I haven't personally met
any of them". Oh well, having a clear Planning Timetable (Appendix A), Key Meetings
(Appendix B) when you can, and confidence in each Committee Chairperson doing his/her job
coordinating Committee Responsibilities (Appendix C), made it work.
Of course, dates need to be coordinated with the District 40 office. It would help if specific TLI
dates would be set in the District 40 Calendar at the beginning of the year for the whole year. As
a TLI Organizational Chairperson, I tried very hard to make sure we followed our Planning
Timetable. My High Performance Leadership (HPL) Project Guidance Committee and I
developed a way to do that. At a midpoint in our planning, I asked the Committee Chairpersons
the following questions (High Performance Leadership (HPL) Manual, 55):
• Are we accomplishing our tasks?
• Are our goals being met by deadline?
• Is the rate of progress acceptable?
• Are we working well together?
• Am I (Erlinda) working well with the group?
• Does our group have team spirit?
• Have conflicts and diversity of views been handled well?
• How do you feel about the work we are doing?
• How do you feel about my (Erlinda) efforts as a leader? (I am not really your leader. We are all
doing our roles. I am just here to oversee the TLI. Every one of us is a leader.)
GEM #2: "The deepest job of belonging comes as one learns to cooperate, contribute, and help." RS
Mr. Smedley's right, and one way to do that is "be on the same page" and clearly communicate. Use the KIT
approach - Keep In Touch. Find a way to do it. We did. Just don't expect to do it with six planning meetings with
everyone present! By the way, leading a TLI is a great HPL project. More Toastmasters should do that!

PROGRAM DEVELOPMENT
"Education is our business; it has been from the beginning" RS
A Toastmasters Leadership Institute (TLI) is a premier educational opportunity for club officers,
as well as potential officers and interested members. Encourage your "newbies" members to
attend. What a great way to learn about our organization beyond the club level! We encouraged
our Club Presidents to match officers with members who are interested in (or have the potential
for) leadership. TLIs are for everybody, so the program needs to not only meet the primary
objective of club officer training, but also offer something for you, and you, and you!
The Training Club Leaders (TCL) Booklet has some insightful thoughts on this topic:
"More than 290,000 members comprise Toastmasters International. Each year more than one-
third of these members leave the organization and are replaced by new members. Each member
stays about two years. This means that most of our more than 75,000 club officers are new and
inexperienced. Yet, we rely on these officers to conduct the Toastmasters program and keep
their clubs healthy and successful. If we want them to be successful, we have to make sure that
they have the knowledge and tools they need. Club officer training provides the knowledge and
tools. Trained club officers can result in more satisfied members, more exciting club meetings,
more new members, more Distinguished Clubs and more Distinguished Districts." (TCL, 3)
Again, the Training Club Leaders Booklet goes into detail on the training curriculum and
references the "Achieving Success As A Club Officer" learning modules with power
point/visuals and handouts. They say that insures quality and consistency. In fact, Toastmasters
International REQUIRES you use these materials. BUT, we can do even better!
In addition to the required training sessions, our TLIs organized the concurrent sessions around
Officer Training, Leadership Information, and Skill Building. We also carefully selected
presenters (a healthy mix of experienced and emerging Toastmasters leaders (Appendix G - TLI
Presenter), confirmed their presentation/facilitation competency (only way to get asked to do it
again (Appendix F)), and quality expectations (presenters were asked to send presentation
materials to us in advance of the TLI, if possible, for review/approval). Expectations for TLI
presentations were communicated through a Presenter's Guidelines/Checklist (Appendix J).
Toastmasters International (TI) cautions "who your trainers (presenters) are is just as important
as the training curriculum". They say (TCL, 7) trainers (presenters) should be:
• Experienced
• Knowledgeable
• Entertaining
• Committed to using Toastmasters International training materials.

However, we need to personalize our presentations. The TI materials are primarily providing
needed and necessary information to provide leadership to local clubs. That's good. There is
also a resource in the Successful Leadership Series, "From Speaker to Trainer” that is "must
reading". Remember, trainers facilitate learning, while speakers provide information! Another
helpful Toastmasters International publication is “Facilitating Discussion”. TLI session
participants want to DO something, INTERACT with one another, and most importantly, have a
PLAN OF ACTION to take home to their clubs and make a positive difference for their
members.
I wish our TLI Programs were based on more systematic feedback from our D40 Clubs to better
address individual clubs, officers, and members. The feedback from each TLI I chaired set the
stage for an even more successful next TLI, but most people may not be as willing as I was to
take the time to make that happen. It was worth it. Look at the evaluations! Do something
constructive with them. More on this later.
GEM #3: A Toastmasters Leadership (it could be Learning too) Institute (TLI) is too important to leave to chance. It is
not enough to do "same old, same old" with program presenters or topics. Find the right topics, then presenters, and do NOT
take just anyone who wants to do it just to fill a slot. The evaluations will show when poor program planning and selection of
topics/presenters occurs. Settle only for the best! Seek ideas from other TI Districts (Appendix Z) "If it doesn't challenge
you, it won't change you" Fred DeVito (Danny's brother?)
WEBSITE POSTING/PR/REGISTRATION
"People pay attention when something that is said connects with
something they greatly desire" John C. Maxwell
Again, timing is everything. With the help of the District 40 office/website, information,
registration, and promotion about upcoming TLIs should not be a problem. If the TLI is large
enough, such as the D40 TLI that our Division H hosted, the District Website should include an
RSVP with a TLI Session Choices Survey (Appendix W).
The key PR effort needs to happen at the club level! For goodness sakes, the primary purpose of
the TLI is to train CLUB officers and leaders. Coordinate these efforts with Club Presidents
directly, often, and continuously. Ask yourself, do I do enough with communicating,
encouraging, and supporting TLIs as a Club President? Area or District Governor? The
Toastmasters International Training Club Leaders Booklet has some good ideas and we
developed a “Club President’s Checklist For A Successful TLI” (Appendix E) to facilitate their
involvement.
GEM # 4: "A trained club (with all officers trained) is 7 times more likely to be a Distinguished club than
one that does not focus on officer training" Robert O'Donnell, PDG. Registering for a TLI should be more than
for just "getting credit". Toastmasters International reports that clubs who trained at least 4 officers each term have
an average of 9 new members during that same year. That should be enough PR to bring motivated club officers to
every TLI! An Advance TLI Flyer (Appendix D) and the on-line Registration/RSVP (Appendix H.) are critical pieces
of the Information/Registration process.

LOGISTICS (FACILITIES, REFRESHMENTS)
"At least they could have had a TLI sign on where to park.
Can you believe they ran out of coffee AND bottled water?" -An anonymous disgruntled TLI attendee
(probably not from D40........)
What can I say? There is no question the location, clear directions, setting, convenience,
amenities, food, and knowing where the bathrooms are located all contribute to a successful
TLI. This always seems to be a challenge, and is a little frustrating when these concerns show up
on TLI evaluations. Toastmasters International recommends that libraries, churches, and
corporate offices may work best if you don't have much/any money (which is usually the
case). Read about it in the Training Club Leaders Booklet (TCL, 5, 6). It is very important that
the location selected has an easy public access.
GEM #5: "We learn best in moments of enjoyment" RS Ralph had it right, again! It is fun to call each club to see who can bring the bananas. Seriously, such
things as asking each club to bring refreshments (and staying for the TLI), networking over yogurt, and
having something to eat and drink at a TLI that runs from 8:30am to 1:00 pm is good stuff. Do not
underestimate its importance! If food is donated by a store or company, (give them one month advance
notice for their accounting purposes) give them credit with a nice sign by the food (free PR for them.
Carla Clifton, DTM, really knows how to get this done!). Don't forget a personal Thank You
note.............I love that word LOGISTICS. It seems like it's used on every TV commercial I've seen
recently. The TLI Venue Components/Set-Up (Appendix X) must be in place for a TLI to run smoothly.
Questions about TLIs (Appendix N) are easily answered by using Toastmasters International website,
Publications (Appendix T), Magazine (Appendix U), and Internet/On-Line (Appendix V).
II.II.II.II. CONDUCTING
"Toastmasters is learning through doing and improving through criticism" RS
CONDUCT (verb) - To guide or show the way; keep within bounds or on a course; operate
smoothly.
Chairing a Toastmasters Leadership Institute is like choosing a neighborhood group of other kids
and putting together a play for the kids across the street. You plan the performance, pick your
actors, learn your lines, and entertain the crowd. That day of the play can be exciting, scary, and
satisfying. So it is with a successful TLI!

PROGRAM IMPLEMENTATION

We've talked about planning the program. What's it look like when it actually
happens? Toastmasters International recognizes two formats for training (TCL, 5). The
requirements for club officer training are very specific (Appendix Y, TCL, 5 and 12). The
Traditional Format has one or two trainers train all club officers as a group in one room during
an evening or weekend training session lasting about four hours. That does not sound like much
fun. The Toastmasters Leadership Institute utilizes training programs that are conducted
concurrently as courses. TLIs provide value in the “following ways:”.
1. The schedule and courses offered make it flexible for club officers, and
2. Club officers can choose their electives, so they can attend sessions that are of special
interest to them (TCL, 5). We know they should also be a lot of fun!
Quality control seems to be a focus, as it should be. We tried to be attentive to that in the
following ways:
• Sessions were set up to facilitate INTERACTION. Most attendees do not want to watch
a power point presentation for 40 minutes. A Presenter's Guidelines/Checklist
(Appendix- J) helped in this regard. A Facilitator assisted each Presenter and was given
specific tasks ((Appendix K - Facilitator's Guidelines/Checklist).
• The sessions were arranged to complement, not conflict with, each other. For example,
the President's training session wasn't scheduled at the same time as "How to Become a
Distinguished Club" or VP Membership at the same time as “Recruiting New Members”.
• The printed program reflected a clear, professional image worthy of a "premier
educational opportunity" (Appendix I-1, I-2 - D40 Toastmasters Leadership Institute
Programs/Agendas). You can do it. We did. Find a printer who will donate the
printing. Give them credit in the program or during the TLI's General Session
comments. Find a Toastmasters member who is a printer, or a corporate club in the TLI
Area(s) who can take care of it. Just do it. It's worth it!
GEM #6: A Toastmasters Leadership Institute Program will be well received if it is based on club
needs, includes exceptional presenters, is organized to run smoothly, and includes everything needed
(Agenda, Schedule, Evaluation Form, Calendar of Events – Appendix I-1, I-2 - D40 Toastmasters
Leadership Institute Programs) by those attending. Give it the professional touch it deserves!

VENUE/ACCOMMODATIONS
"They really have their act together" A happy TLI attendee
The day of the TLI starts with lots of helpers. My experience has been most positive in this
regard. Many times the venue has been arranged by a fellow Toastmaster who works at the
location, attends there (such as a church), or often uses the facility (library). That is great, since
most of those venues are FREE, and the setup (Appendix X) is usually easy to accomplish.
You know the drill. Committee Chairs need to be there at 7:00 am for half day or all-day TLIs.
Put up the signs. Put out the food. What? Who can't be here to present??!! Are all the
certificates signed? Get someone to make sure the microphone works! Make sure every session
room is ready (lectern, projector, laptop, tables-much better than rows of chairs). Copies of all
handouts from each session should be available to everyone who attends the TLI as part of a
Resource Center. Take a big breath and open the doors!
ORGANIZATION/FACILITATION
“This is really where the "rubber hits the road." Some helpful hints:
• Signs, signs, and more signs. Maybe it's just because everybody hasn't had their coffee
yet, but no one seems able to find where they are going. DO BIG SIGNS in the parking
lot, a positive attitude starts right there!
• Have greeters who have ASK ME name tags (good ideas Liz Reed, ACS, ALB) to help
people find their way, or help answer any question about the TLI, Toastmasters, etc. This
is great for "newbies". There is a lot of "alphabet soup" in our organization. Do you really
know what every acronym stands for?
• Be sure the Welcome/Comments accurately include all information, not "I'm not sure
where the bathrooms are located". Keep the refreshments replenished (even if you have
to ask your spouse to go get some more bottled water-I did!). Ask Don Schulze, DTM,
for ideas. His committee put out a spread!
• Start and end on time (early if possible). REPEAT … START AND END ON TIME! If
you are organized this will not be a problem and everyone really appreciates it!

GEM #7: Hopefully all the Logistics mentioned above won't either be the highlight of the TLI or the
thing people remember most. However, if those things are not in place and do not go smoothly, you can't
really call it a most successful TLI.

CERTIFICATES AND AWARDS

-Erlinda C. Simmons-Sonedecker, DTM Those of you who know me know WE CELEBRATE at any of the events for which I am
responsible. Ok, so the group picture of everyone who attended the Area 75H Speech and
Evaluation Contest was a little "corny". BUT, isn't that a big part of what Toastmasters is all
about? I am not too hot on door prizes, but if you can do it and you like it go ahead!
One of our Division Governor friends (Erik Jul, ACS, ALS) put it best at a Division Speech and
Evaluation Contest. He said we are about "fun and fellowship, with like-minded people, in a
mutually supportive atmosphere, dedicated to each person's personal growth" Why not celebrate
that every chance we get?
If we are going to do it, let's do it right! I like certificates (Appendix L). Some people do
not. Why not start a folder for your certificates and awards? Let it serve as a commemoration of
all you've done for Toastmasters. Give a certificate to each of your grandchildren (at a recent
Speech and Evaluation Contest, the winner's (Shirley McPherson, DTM) grandchildren were
“discussing” who gets to put the trophy in their room!). In any case, don't be so ungrateful not to
appreciate the intention of certificates and awards.
GEM #8: It's worth it to take a few minutes at the conclusion of a Toastmasters Leadership
Institute to recognize those people who contributed to its success. Also be sure to acknowledge
(stand up!) all new first-time club officers at the TLI Opening or Concluding Remarks.
A SPECIAL NOTE: please "stick around" for that part of the program......you didn't want to go
right home and mow the yard anyway.

III. EVALUATING
"One of the most important factors in Toastmasters is evaluation." RS

EVALUATE (Verb) - To examine carefully; to determine the value of; to appraise
EVALUATION (Noun) - A systematic determination of a subject's merit using a set of
standards; enables reflection, inquiry
EVALUATION/FEEDBACK PROCESS
This is the real Moment Of Truth! I am most proud of the way we approached Evaluation in the
six TLIs cited in this Handbook. We did some things differently, with lots of positive feedback.
The Training Club Leaders Booklet includes ONE paragraph on evaluation, Step 8: GET
FEEDBACK (TCL, 10) and a sample form in the Appendix (TCL, 15). They are "on-target"
when they say "Use the feedback to determine how to improve the next training session and to
select future presenters". However, there is little information on how to accomplish those
desirable outcomes. Maybe the author just got tired of writing, just like I am at this point. But
this topic is too critical to slow down!
Our evaluation/feedback process was successful because of the following:
• Expectations were made very clear to the organizational committee chairs, presenters,
and facilitators.
• Support and encouragement was provided to all concerned.
• Evaluation/Feedback information was provided for the committee chairs, presenters,
organizational chair, and the District 40 Office. It was also shared with the Club
Presidents at the last three TLIs.
• Most importantly, the results can be instrumental in improving the next TLI! The June 7,
2014 TLI participants rated the Overall Program at 97% Excellent/Very Good, the BEST
TLI EVER! Let’s make the next and the next TLI “The Best Ever!”

How did we do it? First of all, we used ONE form to accomplish all of the above (Appendix O
Evaluation/Feedback Form). It was inserted inside the printed program and TLI participants
carried it with them throughout the Institute. It worked for a number of reasons:
• The importance of the process, how to fill out the form, returning it before you leave for
the day (our greeters became "door police" to be sure no one left without completing their
evaluation) etc., were all emphasized and re-emphasized during the Welcoming and
Concluding Remarks.
• Each presenter emphasized the importance of the Evaluation/Feedback Form. (PLEASE
NOTE: a separate form was NOT used in each session. Presenters received excellent
feedback, however. More on this later).
• The Concluding Remarks ended with the comment, "If you don't return your completed
form, you can't go home." Do you get the picture that evaluation must be an important
part of a successful Toastmasters Leadership Institute (TLI)?
Let's take a closer look at the Evaluation/Feedback Form. Each area represented by the TLI
Organizational Committees is included. The Keynote Speaker (if you choose to have one) is also
included in this section. Each Session is evaluated (more on the Presenters later). All of those
aspects of the TLI are rated from Excellent/Very Good-3 to Not So Good-1.
I know, Needs Improvement might have been a better designation. As usual at TLIs, there were
Evaluation Questions about What We Did Well, Could Do Better, and Include In Future
Training. I often wondered what happened to the answers to those questions in other TLIs. Do
you know?
By having a space for Comments on the right margin of the Evaluation/Feedback Form, the ease
of completion and the "richness" of the process were enhanced. We received 124
Evaluation/Feedback Forms from the 153 participants at the January 11, 2014 TLI! That's 81%!
The return at the June 7, 2014 TLI was almost 90%! They took it seriously too. The comments
were thoughtful and helpful to share with all concerned. Some said it was their best feedback
ever.
GEM #9: There is limited information regarding evaluation/feedback in the Training Club Leaders
Booklet. Evaluation should never be an afterthought. I wish I would have had a "debriefing" meeting
with the TLI Organizational Committee to review our efforts and share our thoughts. Oh well, maybe
next time.

(COMMITTEES, PRESENTERS, AND CLUB PRESIDENTS)
"They said what about me?" TLI Presenter
Each of the TLI Committee Chairpersons, the Keynote Speaker, and Session Presenters received
a copy of the Evaluation/Feedback Results JUST FOR THEM (Appendix S-1 through S-4, you
can't miss them)! The overall results, or some form of summary, should also go to the Club
Presidents of the clubs who had members attending the TLI. The Evaluation/Feedback
Summaries speak for themselves. Take time to read them carefully. Do you see yourself in any
of the comments? The quality of the comments for individual Presenters was outstanding
because:
• The importance of the evaluations was made clear throughout the TLI by many people.
• The format of one form for everything made it easy to keep track of and complete.
• The individual session/presenter evaluations were not returned to the presenter in the
session (my buddy will know I said that about him, he just took the form from me!).
• Each presenter’s evaluation comments were compiled and CONFIDENTIALLY sent to
them as a summary (examples in Appendix S). As a side note, I got a number of emails
from the presenters thanking us for the process. Their comments ranged from “most
helpful feedback I’ve gotten from a TLI” to “Sorry Erlinda, I knew I just wasn’t on my
game.”
Each of the TLI Evaluation/Feedback Overall Summaries, and selected attachments, was sent to
the District 40 office. I am encouraged by their support and have always felt free to ask for
information and assistance from them.
It is fitting that the last section of our Toastmasters Leadership Institute (TLI) Handbook focuses
on Evaluation. Our TLIs utilized the Evaluation Form included as Appendix O, the Overall
Summaries as Appendix P-1, P-2, and P-3, and the Evaluation Comments (Appendix Q).
Finally, each TLI participant at the last few TLIs were able to record things learned, “Take
Aways” (Appendix R) that included “Our Club TLI Follow-Up Plan of Action”. Our focus
always needs to be translating education into action for a successful Toastmasters Club.

IN CLOSING
The Toastmasters Leadership Institute (TLI) is an important part of the foundation for personal
growth that we all value as Toastmasters. I am hopeful that this TLI Handbook will be a useful
resource whether you are planning, leading, participating in, evaluating, or benefiting from a
Toastmasters Leadership Institute. My sentiments are best expressed in my Concluding Remarks
(Appendix M) at my first TLI serving as Organizational Chairperson. Have fun! Make a

A successful Toastmasters Leadership Institute (TLI) requires active committees with clear responsibilities/tasks with a timeline for completion. Usually, an eight week planning period is necessary for all committee tasks to be completed in a timely manner. The TLI Organizational Chairperson oversees and monitors all activities. A few months ago our area governor, Erlinda Simmons, ask me if I would be interested in being one of the presenters at the next officers training. Without giving this much thought at the time, I said I probably would. I forgot about this, but Erlinda didn’t. She remembered me saying I would volunteer to be a presenter, so she asks if I would do the presentation for Vice President of Public Relations. I felt like I had to say yes, and so I did, but as January 11th grew near, I was beginning to wish I hadn’t made that commitment. I was now on the hook to give a thirty minute presentation.
As I sometimes struggle to give an eight to ten minute speech, this would seem like an eternity. Time was running out now so I got busy putting a PowerPoint presentation together, and made copies of VPPR officer’s responsibilities, for handouts. After making numerous changes to almost every slide, I finally decided to use what I had.
After I set my laptop and projector up, everything looked good. As I was waiting for the people to enter the room, the first slide was being projected on the wall just as I wanted. After everyone was seated, and I began to talk about the first slide, the screen went blank. Fortunately one of our new members came to my rescue and quickly found that I had not plugged the computer power supply in, and the battery went dead. As he corrected the problem for me, I continued to speak. Soon I was off and running again.
After this distraction, things seemed to go very well. The audience participation was very good, and many questions were asked. As I went through my talking points, the time seemed to slip by almost too fast. I barley had enough time to finish talking about the last couple of bullet points on the screen. I can’t tell you how much I enjoyed doing this, and it was not only a learning experience for me, but it made me stretch my ability.
I can thank our area governor, Erlinda Simmons for remembering that I made this commitment, and she held me to it. The Toastmasters Officers Training sessions are always in need of volunteers to help with many functions. Why not consider being a volunteer. It is truly a learning experience that you will gain from. After all, isn’t that why we join Toastmasters?
For me personally, I found this to be one of the most rewarding officers training events I have ever attended.

THANK YOU for your important contribution to the June 7, 2014 District 40 Toastmasters
Leadership Institute (TLI)!!! Your experience, expertise, and willingness to share in the personal
and professional growth of our members is appreciated.
Please keep in mind the following Guidelines/Checklist for your session to run smoothly
and be most successful and beneficial:
LOGISTICS:
___ A copy of the TLI PROGRAM/AGENDA is attached for your information. Please note the
Time and room number for your presentation.
___ Each BREAKOUT ROOM has WIFI, a ceiling mounted projector, and a large electronic
“pull down” screen. There will be up to eight (8) round tables with 8-10 chairs/table with a
table and/or lectern for the presenter. It may be difficult to accommodate other needs
(such as easels, flip charts, etc.) because of the number of D40 Toastmasters that are anticipated to
attend. However, let us know what you would like to have and will try to arrange it for you. Our
REGISTRATION included a short SELECTION SURVEY regarding the choices of sessions for each
participant. This is the first time we have tried this approach. If it works, we should be able to tell each
Presenter an approximate number of people to expect for your session. We’ll see.
___ Each SESSION is one hour long with 50 minutes allotted for presentation and 10 minutes for
transition to the next session. The Breakout Rooms are ideally located a few feet from one another and
right next to the General Session/Ballroom. BE VERY AWARE OF TIME. A Sergeant-At-Arms/Facilitator
will be present in each room to assist you. They will let you know when you have 10 minutes, and then 5

____ To save time, you can give a BRIEF INTRODUCTION of yourself and move quickly into the
presentation. They came to hear from you not about you! Do remind your audience to complete the

PRESENTATION
____ Use the mindset “From Speaker to Trainer” (I have included a HELPFUL CHART summarizing
some information from the TI Manual)! Our TLI Survey of Club Presidents and TLI Chairs completed
for the Spring Conference indicated that TLI participants want an interactive, “hands-on” group
discussion, Q&A learning experience. They do not want “same old”, same old” formal PowerPoint
presentation (although some “information giving” is appropriate) and being “talked at”.
____ HANDOUTS and activities that INVOLVE the participants are desirable and are being
emphasized in this TLI. The last General Session “Taking What You Learned Back To Your Club: A
Plan of Action”, facilitated by Erik Jul, will bring the day to a close on that note. Do your part in this
regard. It will be greatly appreciated and contribute to a very positive learning experience! A
Speaker gets applause; a Trainer gets positive changes in her behavior. Be sure participants are
standing up to speak and project so all can hear.
RESOURCE CENTER
____ This TLI will include some “firsts” for D40. A RESOURCE CENTER will be set up in the Lobby
area or Breakout room area. It will include a Toastmasters Information Booth, a New Officers/First
Time Attendees Reception Area, and Displays of TI Materials (manuals, booklets, etc.). You can help
make the Resource Center a success to the whole TLI no matter what sessions they attend! This is
done in many other Districts around the country and can make this TLI very special. Bring a whole
bunch (50+ if it’s one or two sheets, 10-15 if it’s more). Drop them off at the Resource Center when
you arrive. During the day MAKE YOURSELF AVAILABLE at the Center. For the “big bucks” we are
paying you (at least you got a FREE breakfast and lunch), that’s the least you can do!

THANK YOU FOR BEING A FACILITATOR for one of the sessions at the February 4, 2015 District
40 Make-Up Winter Toastmasters Leadership Institute (TLI).
Please keep in mind the following guidelines/checklist for the Session to run smoothly and be
successful:
___ 1) Check out the room where the session is to be
held.
___ 2) Check with the Presenter in regard to room set-up, AV equipment, handouts, etc.
___ 3) Arrive at the Session Room before it begins to greet participants.
___ 4) Place any handouts at each seat, or distribute as people enter the room.
___ 5) Ask participants to sign Attendance Sheet -- pass around the room during session (takes
less time than a line when entering) – be sure to collect sheet after everyone signs.
___ 6) Stay by door to greet/seat late comers (seat later comers at the back to avoid
disturbance).
___ 7) Keep time for the Session, signal speaker when 10 min and 5 min left.
(Sessions are 40 minutes long).
___ 8) Collect Sign In/Attendance Sheets, and turn in at Registration Table.
___ 9) At the end of session, remind participants to complete evaluation for this session and
any comments.
___10) Be sure room is cleared quickly and seats are arranged for next session.

TLI is an acronym for a Toastmasters Leadership Institute that offers required club officer training sessions, along with concurrent sessions of interest. Q. Why is training important? A. All districts rely on club officers to conduct the Toastmaster program and keeps their clubs healthy and successful. Club officer training provides the knowledge and tools to make a difference in each of the clubs who participate. Q. Does my club receive credit for the Distinguished Club Program (DCP)? A. Four club officers must attend TLI Training for your club to receive credit in the Distinguished Club Program. Q. Can non-officers attend the TLI Training? A. Yes. Non-officers are encouraged to attend, particularly club members who might be considering a future leadership role within the club. Q. Why should I attend Club Officer Training? JUNE 7TH TLI SESSION CHOICES SURVEY
As part of the June 7th D40 Toastmasters Leadership Institute (TLI), the D40 Registration Website was linked to a SESSION CHOICES SURVEY. Each person registering was to complete the survey to give the TLI Planning Group and the Presenters information about the numbers of people to expect in each TLI Session. The process was somewhat helpful, but with mixed results. On the one hand, the approach of announcing all topics (and presenters) prior to the TLI was very well received and has rarely, if ever, been done prior to this time. On the other hand, only 108, of the 255+ who registered, actually completed the survey. That might have been partly because the link to the Survey could have been more "user friendly". Nevertheless, the old "a piece of the pie is better than no pie at all" approach applies in this case. To provide some information, we have taken the results and projected a number of session participants each presenter MIGHT expect and plan for in their preparation. This is an imperfect effort, but hopefully will be helpful in determining the room set-up (facilities committee) and number of handouts (presenter) for the session.

X. TLI VENUE COMPONENTS/SET-UP
A Toastmasters Leadership Institute (TLI) is often held in a public facility at little or no cost. When selecting a site, consider facilities other than hotels, such as community centers, colleges, and libraries, as these are often much less expensive. A TLI usually requires one large room, plus enough smaller ("breakout") rooms for planned concurrent sessions (TCL, 5). Once you have the location/facility/venue in place, the real important work begins. Make your TLI more than just Officer Training, Leadership Information, and Basic Skills sessions. Additional TLI Components that can complement the concurrent sessions could include the following. RESOURCE CENTER
TOASTMASTERS INFORMATION BOOTH - Arrange an area close to
Registration and the Refreshments where experienced Toastmasters (in one hour shifts) are available to answer questions. TLI HANDOUTS/PRESENTATIONS - Include 15-20 copies of each session's Handouts/Presentations and make them available to all participants in the Institute. Often times, participants are unable to attend each of the sessions in which they are interested. This allows them to benefit from more than those sessions they attend. Some presenters prefer to place their session copies after they present. A sign-up sheet should be provided for each Handout so a copy could be sent (hard copy or electronically) to them if the available copies are all taken. D40 is also beginning a District Library where electronic copies of TLI materials could be accessed. TI MANUALS/MATERIALS - Display "hands-on" copies of selected Toastmasters International Manuals/Materials. TLI participants can take a look at the High Performance Leadership (HPL) Manual (as one of many examples) that they can leaf through and get an idea of what's involved in completing that important step toward becoming a Distinguished Toastmaster (DTM). Be sure the materials are FOR DISPLAY ONLY!

DIGITAL DOWNLOAD - Our D40 Spring 2014 TLI included a Digital Download Station setup so that TLI participants were asked in the District Calendar Flyer to bring a USB Drive with them to the TLI. One of our Toastmasters with IT expertise assisted them in downloading Toastmasters International materials that are available to be downloaded for their own use.
RECEPTION AREA - This can be especially positive for "first time" club officers and/or members who are attending a TLI for the first time. Space could also be designated for Advanced Toastmasters. They are often the forgotten group at TLI's. In fact, our last TLI offered a breakout session titled "Just for Advanced Toastmasters" and focused on an open-ended group discussion led by three highly respected DTMs. CLUB HIGHLIGHTS AND BANNERS - A Club Highlights display encourages individual clubs to bring materials, etc. that they have developed for their members. The TLI Organizational Chair should send out a Call for Club Highlights and solicit high quality displays. Remember, we should celebrate our accomplishments! Another way to do that is to request each club that attends the TLI to bring their Club Banner to brighten up the main room. EDUCATIONAL SESSION ROOM SET-UP - There is a strong trend in our D40
TLIs toward sessions that are interactive, "hands-on" experiences that involve participants in developing/sharing successful approaches that they can take back to their clubs. Handouts or Worksheets, along with ample time for Q&A, are important aspects of all presentations. Therefore, each room should accommodate no more than 15-25 people and be set up, if at all possible, with round tables seating no more than 6-8 people. TLI participants really don't want to sit in rows of seats listening to the presenter (or trainer, TCL, 4) talk "at them" for 40-50 minutes. This set-up can only enhance the required Club Training by "adding to the TI programs/curriculum" (TCL, 4). Be creative and make your TLI a truly special learning opportunity for everyone!!!

Y. TOASTMASTERS INTERNATIONAL REQUIREMENTS FOR CLUB OFFICER TRAINING
Club Officer Training can follow one of two formats (Training Club Officers, 5, 12):
The Traditional Format trains all officers as a group in a four to six hours session. Usually, all the club officer roles are presented consecutively, or trainers break up the group by office as part of the training where each group is trained on its specific office roles and responsibilities. A sample agenda is available on page 12 of the Training Club Leaders Booklet from Toastmasters International. Four hours is the minimum time it takes to effectively conduct officer training in a Traditional or Toastmasters Leadership Institute (TLI) format. The Toastmasters Leadership Institute (TLI) core curriculum focuses solely on each individual club office roles and responsibilities. Each of the seven officers must be covered in the training sessions as it is required to receive Distinguished Club Programs (DCP) credit. Training programs are conducted concurrently, and may be supplemented by additional courses. However, the course schedule and content must guarantee that each club officer has the opportunity to get the training necessary for success in his or her specific role. A sample agenda is available on page 12 of the Training Club
Leaders Booklet. Each of the above format requirements also apply to the Second Training program. Though not all topics must be covered in each round of club officer training, always include Club Officer Role Breakouts (TI: Club Officer Training Materials).

Z. IDEAS FROM OTHER TI DISTRICTS A number of Districts within Toastmasters International have unique approaches to Club Officer Training and Toastmasters Leadership Institutes (TLIs). D26 - Maintains a LinkedIn Group for Discussions, Jobs Member Search; Speakers Bureau. D29 - Includes varied information about TLIs on website; TLI Dean who coordinates training programs and serves as a resource. D30 - Facebook page where you can connect with others going to Club Officer Training; Excellent Calendar for Education &Training; Includes Judge's Training as part of Club Officer Training. D31 - Actively solicits member clubs and their host organizations for TLI venues. D36 - Comprehensive TLI "About the Instructors" Bios and Session/Topic Descriptions; TLI participants can "browse" new manuals, etc. in the District's Bookstore; Speakers Bureau - Three Tiers of speakers, qualifications, a Speakers Directory, and a Bureau Chairperson to arrange speaking engagements. D45 - Club Executive Roles and Responsibilities Checklist. D46 - Excellent Website; Information on Advanced Officer Training and an e-learning program for club officers. D52 - Narrated video of Club Officer Training. D57 - TLI Session Presentations/Handouts can be accessed electronically through a TLI Document Library; TLIs offer Advanced Training Sessions; LinkedIn Group and You Tube; TLIs include a Top Ten Reasons Contest..."Give us your best reason to become an officer in 25 words or less"...Top Ten answers are read, winners selected by the TRIO!
