On October 30, 2018 at approximately 1849hrs, local law enforcement deputies and officers were given a BOLO from 911 Dispatch that a silver Buick was just observed possibly dropping off contraband to the Hamilton Correction Institution which was reported by one of the correctional officers. The vehicle was last seen leaving the facility headed back to CR 249.

Officer Van Zile with the Jasper Police Department observed a silver Buick bearing Florida tag# Y78UCA traveling on CR 249 matching the above description. When Officer Van Zile pulled behind the vehicle he observed the vehicle fail to maintain a single lane and conducted a traffic stop. While on the traffic stop I arrived on-scene along with HCI Prison staff. Officer Williams and other prison staff identified the vehicle stopped to be the vehicle observed and stated the passenger (identified by Florida driver license to be Ronnie Goodman) was wearing the same clothing (grey shirt and jeans) as the person observed dropping the contraband on prison property. The driver was identified by Florida driver license to be Kwone Matthews. Mr. Matthews and Mr. Goodman were both detained and transported the Hamilton County Jail to continue the investigation.

During my initial approach of the vehicle, I observed a Samsung Galaxy J3 Luna Pro cell phone box sitting on the back-driver side passenger seat. Deputy Smith arrived on-scene at the HCI work camp where the bag was dropped and told me the contents were one Galaxy J3 Luna Pro cell phone (later revealed the IMEI # on the box matched the IMEI# on the cell phone), two-gallon sized plastic bags containing small brown in color cigars, and one white in color Samsung charger. Due to the vehicle being stopped on a curve for officer safety it was towed to the Hamilton County Sheriff's Office Operation Center for inventory. The cell phone box was removed to be placed into evidence and multiple cell phones with loose US currency was placed into Mr. Matthews property in the jail.

Officer Williams with HCI completed a statement saying that on October 30, 2018 at approximately 1845hrs, while on perimeter security she observed a silver 4dr Buick with an unidentified male wearing a grey shirt and blue jeans get out of the vehicle and throw a yellow package over the lift station fence located in front of the training building. A chain of custody was completed and the items were turned over to the Hamilton County Sheriff's Office.

During my interviews at the Hamilton County Jail, Mr. Matthews was read his Miranda rights and immediately requested a lawyer. At that time, all questioning was stopped and Mr. Matthews was returned to his cell. Mr. Goodman then entered the interview room and I read Miranda to him he then initialed each line stating he understood his rights then signed the Miranda sheet waivin his ri hts and then I be an s eakin with him. During the interview, Mr. Goodman stated to me post Miranda that

Mr. Matthews and Mr. Goodman were placed under arrest in accordance with Florida Statutes 944.47.1a6 (Smuggling Contraband into Prison Cell Phone) and 952.22.1 (Introduction of Contraband) both were transported to the Hamilton County Jail without issue.

On the 30th day of October 2018 at 10:00 AM, I arrived at the Hamilton Correctional Institute Work Camp in reference to someone had been caught trying to bring contraband in the Prison Work Camp.

Upon my arrival, Ispoke to Investigator Howell for the prison who said she talked with the said defendant, Ms. Rachel Sheffield, and Ms. Howell said that Ms. Sheffield had the contraband up in her vagina area. Ms. Sheffield gave it to them in the bathroom from what Ms. Howell had said.

I observed the contraband to be wrapped up in a clear type plastic and the black tape around it also. I took possession of the contraband that was in the clear plastic. The black tape was taken off to see what the substance looked like inside of the clear plastic wrapping.

The substance that was in the clear plastic was a greenish brown in color. I field tested the substance and it field tested positive for K-2 spice synthetic cannibals.

The above defendant, Ms. Sheffield, was arrested for the charges listed and transported to the jail for processing.
