Haldane Horizons School Budget Stays Within Tax Cap Limit Dear Haldane Community Member, At the April 17th Board of Education meeting, the Board adopted a proposed budget for the 2018-19 school year that amounts to $24,070,392. This represents an increase of 2.35% over the 2017-18 school year, which is within the tax cap. This year’s budget process took place over the course of several months and incorporated input from many. The district’s full administrative team was involved, including the superintendent, business manager, principals, student support specialist, and athletic director. Many members of our community also dedicated a great deal of time and effort to provide feedback and input. The hard work dedicated to this process produced a fiscally responsible budget that addresses the ever-changing educational environment and continues to guide our students to be exceptional learners. At the outset, the district’s overarching goals for developing the budget were twofold: to propose a budget that remains within the tax levy limit and to maintain the same level of instructional programming currently available to our students. This was difficult in that it required the district find ways to reduce projected costs by $330,129, while at the same time address developing needs. In the end, the district found ways to reduce costs by $431,729, which were offset in part by additional costs of $101,600. The reductions were accomplished primarily through realigning some staff positions and through attrition (i.e., staff retirements). The additions include security enhancements, a School Peace Officer, an Arts Coordinator position, additional technology assistance, and software licensing costs. At the April 17th Board of Education meeting, the Board adopted a proposed budget for the 2018-19 school year that amounts to $24,070,392. This represents an increase of 2.35% over the 2017-18 school year, which is within the tax cap.

In addition to voting on the district’s proposed budget, which will be Proposition I on the May 15th ballot, voters will also vote on two additional propositions. Proposition II proposes the purchase of one 30-passenger bus totaling $55,000. This purchase would be funded through a Bond Anticipation Note (BAN) and that would not require payment until the 2019-20 school year. Proposition III is the proposal to re-establish the Capital Reserve Fund. The district established the Capital Reserve Fund in 2008 for a 10-year term with a maximum allowable amount of $1M. For the district to maintain a Capital Reserve Fund, it must be re-established by voters for another 10-year term.

We encourage you to vote on Tuesday, May 15th. Polls will be open from 7:00 AM to 9:00 PM in room 105 of the Elementary/Middle School Building. You will be voting on the school budget (Proposition I), the purchase of a 30-passenger bus (Proposition II), the re-establishment of the Capital Reserve Fund (Proposition III), and two Board of Education trustee seats.

We continue to demonstrate great fiscal responsibility at Haldane. This school year we have again received a 0% fiscal stress rating from the New York State Comptroller’s Office, which is a tremendous accomplishment! We continue to be proud of the work we are doing at Haldane while maintaining tax increases that are within the tax levy limits, receiving minimal state aid increases, and fulfilling ever-rising unfunded mandates. The Board of Education is grateful for the dedication of the administration, staff, parents, students, and greater community, as we work together to provide our students with exceptional educational opportunities.

PROPOSITION 1SCHOOL BUDGETShall the Haldane Central School District be authorized to expend an amount not to exceed $24,070,392 during the 2018-2019 school year for the purposes shown in the statement of estimated expenditures by the Board of Education with such sum to be raised by levy of tax upon the taxable property of the school district?

PROPOSITION 2SCHOOL BUS PROPOSITIONShall the following resolution be adopted, to‑wit:RESOLVED, that the Haldane Central School District at Philipstown, New York, is authorized to purchase a student transportation vehicle, at a maximum estimated cost of $55,000, and said amount, or so much thereof as may be necessary, shall be raised by the levy of a tax upon the taxable property of said District and collected in annual installments as provided by Section 416 of the Education Law; and, in anticipation of such tax, obligations of said District shall be issued.

PROPOSITION 3FACILITIES IMPROVEMENT RESERVEShall the Haldane Central School District Board of Education be authorized to establish a capital reserve fund to be designated “Facilities Improvement Reserve Fund” to defray the cost of construction and reconstruction of School District facilities, with an ultimate amount to be $1,000,000 (plus accrued interest), a term of 10 years, and annual appropriation of available fund balance and other legal funds to such Reserve fund?

HALDANE COACHES With an ever-shifting and unforeseen global horizon, the public education program in the United States should provide our students with dynamic, interconnected experiences, through which they are challenged to apply knowledge and skills to solve problems and better engage with the world around them. Student‑centered educational opportunities, like project‑based learning (PBL), provide a platform for the students of Haldane to immerse in these experiences.

With extensive training and firsthand experience with this approach, the PBL coaching staff started and will continue to train the Haldane staff in order to continue our shift in instruction. Through modeling, planning, and collaboration, the Haldane teachers involved in these workshops have produced tremendous work. It is the goal of the coaching staff to help expand this push towards authentic, inquiry-based learning and to help lay a pathway on which the students of Haldane can navigate to their successful future in the world that awaits.

Haldane High School New York State Reward School Since 2009, Haldane High School has been recognized as a High Performing New York State Reward School. To be named,a school must have:

- Math and English state test scores among the top 20% of schools statewide (based on two prior school years) - or - have a prior year growth score among the top 10% of schools

- Graduation rates above 80%

- 95% state test participation

- No unacceptably large gaps in student achievement groups

Voter InformationAnnual School Budget Vote & Trustee ElectionPlease vote on Tuesday, May 15th between 7:00 AM and 9:00 PM in Room 105 of theHaldane Elementary/Middle School building. Parking is available in the upper bell lot on campus.

Board of Education Trustee ElectionRegistered voters may vote for two trustee positions: Two (2) ‑ three (3) year terms expiring June 30, 2021 (incumbents: Margaret Parr and Evan Schwartz).

Who Can Vote?You must be a registered voter in order to vote. If you voted in a school district, county, or national election within the past four years, you are already registered. In order to register, you must be a U.S. citizen, age 18 or older, and a resident of the Haldane Central School District for at least 30 days. Voter registration will be held on May 10, 2018 between 4:00 and 8:00 PM in the corridor of the Elementary/Middle School building.

Absentee BallotsApplications for absentee ballots may be obtained from the District Clerk in the District Office between 9:00 AM and 3:00 PM on any school day or on our website at haldaneschool.org on our Annual Budget page under Board of Education. The application must be returned to the District Clerk at least seven (7) days before the election if the ballot is to be mailed to the voter, or the day before the election if the ballot is to be given personally to the voter.
