Into the smart city including towards the green city of Manado City Government shown through the launch of various regulations include:
Manado City Regulation No. 1 of 2014 on Spatial Planning (RTRW) Manado City Year 2014 - 2034;Manado City Regulation No. 7 of 2006 on Environmental Protection and Management and Waste Management;Perda Manado City No. 6 of 2012 on Building Buildings.

In Manado city there are still households that have not electricity yet,electrification ratio of Manado city about 98.3%.There is no city gas distribution network.

There is no yet city energy organization.There is no regular reporting andevaluation of urban energy usage.No yet energy information service.Implementation of energy saving is still anappeal.No yet building has received a greenbuilding certificate.City electricity network has not smart grid.

The concept of smart city administration program implementation Tomohon by cooperating with PT Telkom to help the City Government access information and communication with the launch of Free Wifi. Because internet access is not only in the business area, but already entered up to the schools so that students and students can use the internet facilities to order to increase knowledge insight.Application of ICT TechnologyTomohon City Government launches DevelopmentInformation System with website based applicationwhich contains data and information of inter-connected development between SKPD. All dataavailable in the application built Pemko integratedwith the Information System AdministrationPopulation. IPM
Tara-tara landfill has an area of aboutthree hectares which uses sanitarylandfill operating system by heapinggarbage. Tara Tara's landfill is actuallyconstructed for 10 to 15 years' life, butbecause the handling process is not yet inaccordance with the procedure, it is fulland mounted even though it has onlybeen used for a few years. The wastegenerated by the Tomohon communityamounts to 190 tons / day already to thestandard like a sanitary landfill.Tomohon launched a garbage bank andgarbage dumping program in schools. Thegoal, to help raise awareness of schoolstudents about waste and its problems.Currently there are 165 built and 80garbage banks

OPPORTUNITY• MANADO CITY : TO ANTICIPATE THE POPULATION DENSITY,
NOW CITY GOVERNMENT PREPARING TO DEVELOP A NEW MANADO CITY APPROACH TO ENVIRONMENT FIRENDLY, SO THE PLAN IS BUILD A NEW SUSTAINABLE CITY AS A MODEL OF SMART ENERGY CITY, AS A PART TO PROMOTE ENERGY EFFICIENCY AND CONSERVATION SYSTEM
• BITUNG CITY : THE GEOGRAPHICAL POSITIONS, AND AS A TRADE, INDUSTRY AND TOURISM AREA SO THE CITY BECOME A GATE TO EASTERN PART OF INDONESIA, EVEN TO THE ASIA – PACIFIC REGION ;
• WHERE THE SPECIAL ECOMONIC ZONE LOCATED, PREFERED BY APEC AS A LCMT TO SUPORT THE REDUCING GREENHOUSE GASES PRODUCTION IN THE AREA
• TOMOHON CITY, AS A LARGEST AND POTENTIAL PRODUCER OF RENEWABLE ENERGY FROM GEOTHERMAL AT NORTH SULAWESI (ABOUT 80 MW WHILE THE CONSUMPTION ONLY ABOUT 12 MW ) SHOULD BE A MODEL OF SMART RENEWABLE ENERGY CITY.
OPPORTUNITY
PROBLEMS• Because of the survey for data collection is
done in a very limited time, so there is still a lot of data that actually needed is not obtained : Tomohon and Bitung City Energy management data not collected and prosessed.
• Implementation of the Pree Feasibility Study on smart energy city for the city of Manado, Bitung and Tomohon still stagnant due to limited data, funds and human resources
CLOSING REMARKS
A FOLLOWING UP STUDY BASED ON LCMT CRITERIA AS IN BITUNG SPECIAL ECONOMIC ZONE (SEZ) IS NEEDED TO BE A REFERANCE FOR DEVELOPING A SUSTAINABLE ENERGY CITIES IN MANADO, BITUNG AND TOMOHON LIMITATION OF HUMAN RESOURCES TO BE MET THROUGH CAPACITY BUILDINGSUSTAINABLE ENERGY CITIES IS BUILT ON LCMT BASIS IN THE REGION SHOULD BE DEVELOP BASED ON THE REGIONAL CHARACTERISTICS AND LOCAL WISDOM AMONG APEC ECONOMIES.WITH LIMITED EXISTING DATA AND RESOURCES, AS MENTIONED ABOVE, BUT THE PRESENCE OF APEC PROJEC OF BITUNG SEZ LCMT, HAS BEEN TRIGGERS AND LEVERAGE THE SUSTAINABLE DEVELOPMENT IN THE SMART ENERGY CITIES FOR URBAN AREA IN NORTH SULAWESI PROVINCE.
