The March 2015 Board min-utes, copies of which were made avail-able to all Directors, were discussed.Upon a motion by Mr. Arnold, secondedby Dr. Davies, the March 2015 minuteswere approved and adopted.

CHAIRMAN’S REPORTOne aspect of attracting and retainingthe people that AKC must have in orderto sustain and move the organization for-ward is a rewards system that is consistentwith other comparable organizationswho are seeking the same talent. AKCuses Kelly Crean of Mercer Consultingto help guide us in these matters. Mr.Crean gave the Board an update on howour current reward system compares toother comparable groups. He also dis-cussed how our reward system might bemodified to better reflect the individualperformance of key leaders in terms ofgoal accomplishment and teamwork.

There was an EXECUTIVE SESSIONduring the meeting to discuss the com-pensation of individual employees andthe approval of the overall compensationplan.

Border Collie Proposed Breed StandardRevision ResultsThe Board reviewed the results of a ballotconducted by the Border Collie Societyof America, Inc. (BCSA) on proposedrevisions to the breed standard. TheBCSA was granted permission to ballotthe club membership at the October2013 Meeting of the AKC Board. Theresults of the ballot are as follows:RESULTS The BCSA mailed 564 ballots to themembership in December of 2014. Atotal of 229 ballots were returned by theJanuary 22, 2015 deadline. The proposedrevision received the required number ofballots.• In favor of the proposed breedstandard revisions: 197 86%•Opposed to the proposed breedstandard revisions: 30 13%• Incomplete returned ballots 2

Border Collie StandardPreambleThe Border Collie originated in theBorder country between Scotland andEngland where the shepherds' breedingselection was based on biddable stocksense and the ability to work long dayson rugged terrain. As a result of this selec-tive breeding, the Border Collie devel-

oped the unique working style of gather-ing and fetching the stock with widesweeping outruns. The stock is then con-trolled with an intense gaze known as"eye", coupled with a stalking style ofmovement. This selective breeding overtime developed the Border Collie's inten-sity, energy and trainability which are fea-tures so important that they are equal tophysical size and appearance. The BorderCollie has extraordinary instinct and anuncanny ability to reason. One of itsgreatest assets is the ability to work out ofsight of its master without commands.Breeding based on this working abilityhas made this breed the world's premiersheep herding dog, a job the BorderCollie is still used for worldwide.

General AppearanceThe Border Collie is a well balanced,medium-sized dog of athletic appearance,displaying gracefulness, power and agilityin equal measure. Its hard, muscular bodyconveys the impression of effortlessmovement and endless endurance. TheBorder Collie is extremely intelligent,with its keen, alert expression being avery important characteristic of thebreed. Those aspects of structure, move-ment or temperament that enhance thedog's ability to function as a herding dogare virtues that should be stronglyrewarded. The Border Collie is, andshould remain, a natural and unspoiledtrue working sheep dog whose confor-mation is described herein. Honorablescars and broken teeth incurred in theline of duty are acceptable.

Size, Proportion, SubstanceThe height at the withers varies from 19to 22 inches for males, 18 to 21 inchesfor females. When viewed from the side,the body from the point of shoulder topoint of buttocks is slightly longer thanthe height of the withers. The length toheight ratio is approximately 10:9.Correct bone must be moderate, strongand oval. Overall balance between height,length, weight and bone is crucial and ismore important than any absolute meas-urement. Dogs must be presented in hardworking condition. Excess body weightis not to be mistaken for muscle or sub-stance.

HeadExpression is intelligent, alert, eager, andfull of interest. Eyes are set well apart, of

moderate size, oval in shape. Any eyecolor is acceptable, but blue eyes in dogsother than merle are not preferred. Eyerims should be fully pigmented. Ears areof medium size, set well apart, one orboth carried erect and/or semi-erect(varying from one-quarter to three-quar-ters of the ear erect). When semi-erect,the tips may fall forward or outward tothe side. Ears are sensitive and mobile.Skull is relatively flat and moderate inwidth. The skull and muzzle are approxi-mately equal in length. In profile the topof the skull is parallel with the top of themuzzle. Stop moderate, but distinct. Themuzzle is strong, tapering slightly to thenose. The sides of the head should tapersmoothly into the muzzle. The underjawis strong and well developed. Noseshould be fully pigmented. Nostrils arewell developed. A full complement ofstrong healthy teeth should meet in ascissors bite.

Neck, Topline, BodyNeck is of proportional length to thebody, strong and muscular, slightly archedand blending smoothly into the shoul-ders. Topline - Back is level with a slightmuscular rise over the loin, falling to agently sloping croup. Body is athletic inappearance with a deep, moderatelybroad chest reaching no further than thepoint of the elbow. The rib cage is mod-erately long with well sprung ribs. Loinis moderately deep and short. Underlineshould have a slight but distinct tuck up.The tail is set on low and is moderatelylong with the bone reaching at least tothe hock. The ideal tail carriage is lowwhen the dog is concentrating on agiven task and may have a slight upwardswirl at the end like a shepherd's crook.In excitement it may be raised, but thebase of the tail should not curve forwardover the back.

ForequartersForelegs should be parallel when viewedfrom front, pasterns slightly sloping whenviewed from side. Because sufficientlength of leg is crucial for the type ofwork the breed is required to do, the dis-tance from the wither to the elbow isslightly less than from the elbow to theground. The shoulder blades are long andwell laid back. Shoulder blades and upperarms are equal in length and meet in aright angle as nearly as possible. Theprosternum is easily felt but not pro-

nounced. There is sufficient widthbetween the tops of the shoulder bladesto allow for the characteristic crouchwhen approaching and moving stock.The elbows are neither in nor out. Feetare compact, oval in shape; pads deep andstrong, toes moderately arched and closetogether with strong nails of moderatelength. Dewclaws may be removed.

Hindquarters Broad and muscular, in profile slopinggracefully to the low set tail. The thighsare long, broad, deep and muscular. Stiflesare well turned with strong well letdown hocks. Proper length of hock isapproximately one-quarter to one-thirdthe height of the dog. When standingwith the hocks perpendicular to theground the toes of the rear feet shouldbe in line with the point of buttock.Rear feet should be parallel, but may toeout slightly when freestanding. Feet arecompact, oval in shape; pads deep andstrong, toes moderately arched and closetogether with strong nails of moderatelength. Dewclaws should be removed.

Coat Two varieties are permissible, both hav-ing close-fitting, dense, weather resistantdouble coats with the top coat eitherstraight or slightly wavy and coarser intexture than the undercoat which is soft,short and dense. The rough variety coatmay vary in length without being exces-sive. Proper texture is more importantthan length. Forelegs, haunches, chest andunderside are feathered and the coat onface, ears, feet, fronts of legs is short andsmooth. The smooth variety is short overentire body, is usually coarser in texturethan the rough variety and may haveslight feathering on forelegs, haunches,chest and ruff. Neither coat type is pre-ferred over the other. Seasonal sheddingis normal and must not be penalized.Excess hair on the feet, hock and pasternareas may be neatened for the show ring.Whiskers are untrimmed. Dogs shouldbe presented naturally, without excessivetrimming or sculpting.

ColorThe Border Collie appears in all colorsor combination of colors and/or mark-ings. All colors are to be judged equallywith no one color or pattern preferredover another. White markings may beclear white or ticked to any degree.

Random white patches on the body arepermissible but should not predominate.The predominant ear color should matchthe primary body color. Color andmarkings are always secondary to physi-cal evaluation and gait.

Gait The Border Collie is an agile dog, able tosuddenly change speed and directionwhile maintaining balance and grace.Endurance is its trademark. The head iscarried level with or slightly below thewithers. When shown, Border Colliesshould move on a loose lead and at mod-erate speed, never raced around the ringwith the head held high. When viewedfrom the side the trot covers the groundeffortlessly with minimum lift of feet.The topline is firm with no roll orbounce. Front reach and rear drive aresymmetrical, with the front foot meetingthe ground directly under the nose andthe rear foot pushing back without kick-ing up. When the rear foot is coming for-ward, it should reach to the spot justvacated by the front foot. Viewed fromthe front, action is forward and truewithout wasted motion. Viewed from therear, hindquarters drive with thrust andflexibility with hocks turning neither innor out, moving close together but nevertouching. The legs, both front and rear,tend to converge toward the center lineas speed increases. Exaggerated move-ment is not efficient, and therefore is notuseful to the Border Collie.

TemperamentThe Border Collie is energetic, intelli-gent, keen, alert, and responsive. Anintense worker of great tractability, it isaffectionate towards friends but may besensibly reserved towards strangers. Whenapproached, the Border Collie shouldstand its ground. It should be alert andinterested, never showing shyness, fear,dullness or resentment.

FaultsAny deviation from the foregoing shouldbe considered a fault, the seriousness ofthe fault depending upon the extent ofthe deviation, and the degree to whichworking ability would be impacted.

Delinquent Member Club DuesThe Board was advised that pursuant toArticle V of the Charter and Bylaws of TheAmerican Kennel Club, the officers of all

clubs, including the Delegate, were sentthree standard email notifications con-cerning the payment of its 2015 Memberclub dues. The Wisconsin Kennel Clubhas not paid its dues to date. Staff recom-mends that this club be advised to makeits dues payment by May 1, 2015 or faceimmediate revocation of membership.There was a motion by Dr. Garvin, sec-onded by Dr. Davies, it was VOTED(unanimously) to approve the staff rec-ommendation. Canine Legislation Position Statement -Protection for Pets Under StateDomestic Violence ActsSheila Goffe, AKC Staff, participated viavideo conference for the discussion onthe Position Statement.At the request of the Board-appointedLegal Outreach Committee (LOC), theAKC Government RelationsDepartment (“GR”) presented recom-mendations for a new Canine LegislationPosition Statement on Protecting PetsUnder Domestic Violence Acts.Members of the Legal OutreachCommittee are David Hopkins (AKCDelegate), William J. Feeney (AKCBoard), Alan Kalter (AKC BoardLiaison), Martha J. CANINE LEGISLATION POSITIONSTATEMENT

Protection for Pets Under StateDomestic Violence Acts

The American Kennel Club supportsadditions to states’ domestic violencestatutes that allow for the issuance of pro-tective orders that seek to guard pets fromharm, risk of harm or alienation. Suchprotections should include prohibitingalleged abusers from contact with pets andpermitting grants of temporary exclusivecare or control of a pet to a petitioningalleged victim. Statutes may also provideappropriate financial remedies for the peti-tioner to provide for the care of the ani-mals subject to a protective order. Theseprovisions should not impact the legal sta-tus of animals as property.

Employee Participation in AKC SportsThe Sports and Events and HumanResources Departments presented pro-

The proposal would enable moreemployees to participate in the Sport incases where it is clear there is no conflictof interest. The intent of this proposed change is togive our staff the opportunity to participatein AKC’s many event types, providing thema broader understanding of our events andtheir role in fulfilling our mission.The changes would enable VicePresidents and Assistant Vice Presidentsto compete in events for which theyhave no administrative responsibilities.The same would apply to field staff.Employees would be able to compete fora Grand Championship title, but not forthe Gold, Silver, or Platinum levels.Employees would be able to judge anyAKC non-titling event. This will be considered further at theJune 2015 meeting.Delegate Eligibility - “Professional”JudgeThe Board reviewed a proposal that wassubmitted on behalf of the DelegateBylaws Committee. The Delegate BylawsCommittee is proposing that DelegateJudges be permitted to charge a nominalfee of up to $150 per assignment overand above actual expenses. This will bediscussed further at the June 2015 meet-ing. FSS Breed Recognition Criteria andGrowthThe Board requested a review of the cri-teria AKC uses to determine if a newbreed will be eligible for inclusion in theAKC Foundation Stock Service®. Staffbelieves that the inclusion of new breedshas been an integral component to main-taining AKC registration numbers andsuccessfully brings new people into allAKC events. The Board was providedwith all current procedures for an FSSbreed to obtain full recognition as follows:• The number of dogs enrolled in theAKC Foundation Stock Service hasincreased to a 300-400 dogs withthree generation pedigrees in thecase of breeds that entered theMiscellaneous Class with aminimum of 150 dogs.

• The participation in AKC Events isgeographically distributedthroughout the country with aminimum of 5 different dogs ownedby Parent Club Members earning a

Certificate of Merit.

• The Club has conducted aminimum of two Open Shows forMiscellaneous Class and FSS breeds.The Club may request to holdadditional events geographicallydistributed throughout the country.

• A minimum of one year has elapsedsince entering the MiscellaneousClass unless the breed has over 1,000three generation dogs when enteringthe Miscellaneous Class, then theclub may request full recognitionafter six months.

• A health survey and breed testingdata.

Legal Status ReportingMs. McManus, Senior Attorney, pre-sented a status report on pending litiga-tion and other legal activities for themonth of March 2015.

Board Meeting DatesThere was a discussion on the dates forBoard meetings going forward.Traditionally the eight Board meetingswere scheduled based on the secondTuesday for the months in which therewere no Delegate Meetings. For the pastcouple of years, four meetings were heldwith the Delegate meetings, four werestand alone and there were four monthsin which there were neither Delegatenor Board meetings.Following a motion by Dr. Davies, sec-onded by Dr. Battaglia, it was VOTED(affirmative: Dr. Davies, Dr. Battaglia, Mr.Dok, Mr. Arnold, Mr. Gladstone, Mr.Menaker, Mr. Ashby, Mr. Powers;opposed: Mr. Feeney, Mr. Kalter, Ms.Cruz, Mr. Wooding; abstaining Dr.Garvin) to return to the eight stand-alone Board meetings, based upon thesecond Tuesday. Following a motion by Ms. Cruz, sec-onded by Dr. Battaglia, it was VOTED(unanimously) to implement the newschedule as of January 2016. TheExecutive Secretary was directed to pre-pare and distribute the new MeetingCalendar.

FINANCEJoseph Baffuto, CFO, presented unau-dited first quarter financial results. Heindicated total revenues for the quarter

of $15.1 million was slightly belowbudget but above the prior year. Totalexpenses of $13.2 million was reasonablybelow budget and somewhat above theamount from the previous year.Operating income was $1.9 million forthe period ended March 31, 2015.

MARKETING AND COMMUNICATIONSChris Walker, Vice President ofMarketing and Communications, partici-pated in this portion of the meeting. Alsopresent was Stephen Smith, AKCDirector of Digital Content. Two repre-sentatives from the Public Relations firm,Edelman, were also in attendance. Mr. Walker reported on business initia-tives in development. This included thenew AKC Marketplace (formerly AKC’sOnline Breeders Classified) and digitaladvertising. Mr. Walker also reported on“Summer Streets 2015” where compa-nies occupy a full block on Park Avenuein New York City for three Saturdays inAugust. This takes place on dozens ofblocks along Park Avenue and drawshundreds of thousands of spectators.AKC will have a designated block, whereAKC will have the opportunity to stageany type of dog-related display or activityitself, or to bring in other dog-relatedorganizations.

There was an EXECUTIVE SESSIONto discuss a soon to be announced busi-ness initiative.

Edelman, AKC’s public relations firm ofrecord, outlined the firm’s public rela-tions activities over the past two years, itsefforts to promote the AKC brand, torespond to attacks, and to put pressure onthose unfairly attacking AKC. Theseefforts were enhanced by the establish-ment of strategic alliances with veteri-narians, veterinary schools and by identi-fying canine ambassadors in specificbreeds with the assistance of AKC ParentClubs.

AKC InspectionsThere was a discussion onAKC’sInspections Program focusing on its twopurposes: compliance with care and condi-tions as well as identification and recordkeeping requirements and education.There was a consensus that theAKCInspections Program is an essential part ofour support of responsible breeders.Furthermore, there had to be a balancebetween enforcement of our care and con-ditions policy and record keeping require-ments and both were essential to our mis-sion. Staff was directed to review currentpolicies and procedures and to present aplan to the Board to modify them.

International Partnership for DogsIt was reported that Dr. Mary Smith,who serves on the AKC Canine HealthFoundation Board and as a Chair of itsGrants Committee, attended the recentInternational Partnership for Dogs con-ference in Germany, jointly representingAKC and the AKC Canine HealthFoundation. As agreed, the two organiza-tions shared her expenses and would bereceiving her report on the conference.The issues of AKC becoming a memberof the partnership were discussed. TheBoard authorized Mr. Kalter to commu-nicate with the President of theInternational Partnership for Dogs todiscuss possible AKC participation.

AKC Canine Health FoundationMr. Ashby reported on a new draftMemorandum of Understanding (MOU)between AKC and the AKC CanineHealth Foundation. The prior MOU hasexpired. The document would define therelationship between the two organiza-tions, including AKC’s financial andlogistical support of the foundation.Following a motion by Mr. Gladstone,seconded by Mr. Feeney, it was VOTED(unanimously) to authorize the AKCPresident to execute the new MOU aslong as there were no substantive changesto the draft.

There was discussion on AKC’s 2015donation to the AKC Canine HealthFoundation. Following a motion by Mr. Kalter, it wasVOTED (unanimously), contingent onthe execution of a new MOU, to provideup to $500,000 in matching funds fornew donors under the same conditions asthe 2014 matching grant, i.e.:AKC will provide a 1 to 1 dollar-amountmatch for any cash contribution col-lected from a new donor in 2015 up to$500,000. AKC matching dollars will beonly used for grants, regardless of thetype of donation made by the newdonor. A new donor is defined as adonor who has not contributed to theAKC CHF in the past 2 calendar years(2013 and 2014) including their immedi-ate family members or corporations orfoundations for which they control orare on the Board. AKC will only matchcash contributions or amounts that arereadily convertible to cash within 30days.

Position Statement on the Banning ofRetail Pet StoresThere was discussion on the develop-ment of a statement regarding AKC’sposition on statutes prohibiting the saleof dogs at retail in pet stores. There was aconcern that any such position had todifferentiate between pet stores that weresubject to AKC inspection and those thatwere not. AKC could support reasonableregulations governing the sale of dogs inpet stores, but not a ban for those subjectto AKC inspection to help ensure thatAKC’s care and conditions requirementswere met. Mr. Gladstone, Dr. Garvin, andMr. Ashby will work with Ms. Goffe toprepare a policy statement for Boardconsideration.

September 2015 Board MeetingTo avoid conflict with a religious holiday,the September 2015 Delegate Meetingwas moved to Saturday, September 12,2015. Following a motion by Ms. Cruz,seconded by Mr. Menaker, it wasVOTED (unanimously) to schedule theSeptember Board Meeting at Newark,New Jersey on Thursday, September 10,2015.

PENSION COMMITTEEThere was an Executive Session to dis-cuss sensitive business matters. It con-cerned an amendment to the pension

plan, which will be considered for a voteat the June 2015 Board Meeting andwhich will be made public in July 2015if the amendment is adopted. It was reported out of the ExecutiveSession that the Board had unanimouslyadopted the change to the Pension Planas recommended by the PensionCommittee, pending adoption of theactual amendment.

COMPANION & PERFORMANCEDoug Ljungren and Carrie DeYoung,AKC Staff, participated in this portion ofthe meeting via video conference.Agility Premier Class Regulations The Board reviewed the recommendedregulations for a new higher level class inagility called the Premier class (the pro-posed regulations for this class are below).The class provides more difficult chal-lenges than is currently offered in theAKC agility program. This will be con-sidered for a vote at the June, 2015 Boardmeeting.If the regulations are adopted in June,Clubs may start applying to hold thePremier Class after July 1, 2015. Clubsmay actually start running the Premierclass at their agility trials effectiveOctober 1, 2015.

Premier Championship Classes

Section 1. Purpose. These optionaltitling classes are designed to challengedogs and handlers at an increased speedand skill level above those set for theMaster level classes. Handlers/dogs willneed to negotiate courses that requirevaried approach angles, spacing, andobstacle discriminations to be successfulin these classes. These classes are offeredas separate titling tracks and are not partof the MACH/PACH Championships.The classes may be offered once per dayas an additional class or classes. Clubsmay, but are not required to offerPremier Standard and Premier Jumperswith Weaves on the same day.Section 2. Eligibility. Dogs with an

Minimum Obstacle Requirements:• Quantity = 19-21• Obstacles required, allowed, and notallowed will be the same as theMaster level courses as noted inChapter 6, Section 5 for Standard;and Chapter 7, Section 5 forJumpers With Weaves, except thatboth classes will have a maximum ofthree tunnel passes and Standard willnot have a table.• In both classes the viaduct jumps, asdescribed in Chapter 13, Section 9,can be substituted for the paneljump or a spread jump, as long as theviaduct jump can be set for allheights.

Section 4. Obstacle and JumpPositions. Shall generally follow therequirements set forth in Chapter 4,Section 4, with the following exceptions:-A Distance of 25 – 30 feet betweentwo obstacles may be approved up totwo times on a course.-Distances of greater than 30 feetbetween obstacles may be approvedto allow for turns between obstaclesas necessary.-There may be one bi-directionaltunnel or bar/single bar jump on thecourse.

Section 5. Approach Angles. Shallgenerally follow what is stated inChapter 4, Section 5, except as detailedin the AKC Agility Judges Guidelines forthe Premier Class.

Section 6. Titles.To earn the PremierAgility Dog (PAD), Premier Agility DogPreferred (PADP), Premier Jumpers Dog(PJD) or Premier Jumpers Dog Preferred(PJDP) titles, a dog must earn 25 qualify-ing scores with five qualifying scoresearned for placing in the top 25% of thedogs that competed in their jump height. Dogs that are absent or withdrawn will

not count toward the number of dogscompeting in the jump height. The 25%calculation will be rounded down todetermine the number of 25% place-ments in each jump height. In the case ofa tie for the last 25% placement, a run-offwill be held per Chapter 5, Section 2. If aclass has two or three dogs competing,the 1st place dog will be awarded a top25% placement qualifying score If onlyone dog competes in the jump height,there will be no top 25% placement

earned in that jump height.

Lifetime Achievement titles (bronze, sil-ver, gold and century) will be awardedfor each additional 25 qualifying scoresearned in the Premier class.

Eligibility to Judge Coursing Ability Test(CAT) The Board reviewed recommendedchanges to Section 7 and 8 of theCoursing Ability Test (CAT) RegulationsStaff recommends a modification to theeligibility requirements regarding whomay judge Coursing Ability Tests. Thesport is currently constrained by theshortage of eligible judges. The Staff recommend that anyone withthree or more years of experience in thesport of Lure Coursing may judge aCoursing Ability Test (CAT). Currentlyonly lure coursing judges can judge aCAT event.

Section 7 proposed change: Peoplewho are not Lure Coursing judgesmay be approved to judge a CoursingAbility Test provided they meet thefollowing minimum requirements:(1) Must be in good standing withthe AKC and are at least 21 years ofage, and (2) Have a minimum ofthree years of experience in the sportof Lure Coursing. It is the responsi-bility of the hosting club to assurethese requirements are met.

Staff also suggests an addition to Section8 to shift the responsibility for a safecourse design from the judge to theevent committee.

Section 8. Course Design.The course shall be designed withsafety for non-sighthound breeds as aprimary consideration. There shall beno turns more acute than 90 degrees.The total length of the course shallbe no less than 600 yards and shouldbe as close to 600 yards as possible.The lure will consist of plastic strips.Depending on the size and type ofdog, the dog will run either the fullcourse or a 300 yard course. The 300yard distance shall be clearly marked.Safety is of utmost importance. Manyof the dogs running the CoursingAbility Test will not possess theagility of a sighthound and this mustbe a consideration in the design ofthe course. The event committee is respon-

sible for the safety of the courseby ensuring they have experi-enced, knowledgeable individu-als in course design at the event.The judge is responsible forwalking the course prior to thestart of the event in order tolook for hazards.

This will be discussed further at the June2015 meeting.

EXECUTIVE SESSIONState of Washington Tax LawThere was a video conference with DirkGiseburt, an attorney with the Seattlelaw firm of Davis Wright Tremaine LLP,regarding AKC’s possible tax conse-quences as a result of doing business inthe state of Washington whose tax lawsare somewhat different than other states.The content of the discussion would fallunder attorney client privilege and washeld in Executive Session with AKCattorneys Heather McManus andCynthia Beagles, and Joseph Baffuto,AKC CFO.

JUDGING OPERATIONSDoug Ljungren and Tim Thomas, AKCStaff, participated in this portion of themeeting via video conference. Judging Approval ProcedureThere was a discussion on proposed revi-sions to the Judging Approval Process.The draft reviewed included inputreceived during the October 2014 com-ment period as well as staff and Boardcomment. Additional suggestions weremade both by staff and the Board duringthe meeting and those are being includedin the final draft. This draft will be circu-lated to the same October 2014 distribu-tion list for information and commentwithin ten days of the Board meeting. Recipients will be given 21 days to com-ment. The comments will be analyzed byDr. Battaglia. The proposal will also beposted on the AKC website.At its June 2015 meeting, the Board willdiscuss the final version of the proposedJudging Approval Process. This versionwill incorporate any changes resultingfrom the April 2015 comment period.This final version will be voted upon atthe June 2015 Board meeting. Mandatory Ramp ExaminationIn October 2014, the Board directed staffto contact the Parent Clubs for breeds

which could be judged on the ramp todetermine if the club wanted the breedto be judged on the ramp at all levels ofcompetition (breed, group, BIS, JuniorShowmanship 4-6 month competitionand NOHS). Clubs were also asked todecide if it preferred that the rampremain optional and at the discretion ofthe judge or that the ramp be expectedfor the breed. Once this decision is madeit may not be changed for five years. As aresult of this communication, SussexSpaniel and Chinese Shar-Pei have beenadded to the list of breeds that must bejudged on the ramp in all levels of con-formation competition where AKC con-formation titles may be earned, effectiveJuly 1, 2015. The list of table and rampbreeds is posted on the AKC website. Allaffected judges have been contacted aswell as superintendents.Conformation Judges Quarterly StatisticsThere was a report on Conformationjudging applicants for the first quarter of2015.New Breed ApplicantsThere were 18 new breed applicants,who applied for 24 breeds, with all 24being approved.Additional Breed ApplicantsThere were 53 additional breed appli-cants who applied for 405 breeds, withapproval being granted for 328 with 35applicants receiving breeds applied for;14 received partial approval; and 4 appli-cants were denied approval.

EXECUTIVE SESSIONThere was an Executive Session to con-sider the implementation of marketinginitiatives. Representatives from the lawfirm of Lowenstein Sandler participatedby telephone conference.

Registration DevelopmentMark Dunn, AKC staff, participated inthis portion of the meeting by videoconference.There was a report on the status of theroll out of the new Bred WithH.E.A.R.T (BWH) program. The AKCgoal is to encourage breeders to work intandem with AKC’s commitment to doghealth, breeder education and dog wel-fare through health testing of breedingstock and our care and conditions policyresulting in a responsible breeding com-munity. The Breeder of Merit (BOM)and the BWH programs are an impor-

tant part of our breeder outreach andcomplement one another. These pro-grams constitute the only programs inthe United States which are aimed at theresponsible breeding of purebred dogsand provide the tools to do so. BOM andBWH both recognize and supportbreeders who certify that applicablehealth screens are performed on theirbreeding stock as recommended by theParent Club.The BOM program is distinct in that theparticipation requires a breeder to havebred at least four titled dogs, have a mini-mum of five years of involvement withAKC sports, and be a member of at leastone AKC club. Further, BOM partici-pants must commit to ensuring that 100percent of the puppies they producebecome AKC registered. Both of these significant programs, whenfully implemented, will support AKC’scontinued commitment to canine healthas well as help the general public identifythe most responsible breeders fromwhich to buy a family pet.Full details of the Bred With H.E.A.R.T.program will be disseminated and postedon the AKC website as more informa-tion becomes available. Staff was directedto establish a plan to increase participa-tion in the BOM program and to rollout the BWH program as soon as possi-ble, with an update given to the Board atits June meeting.

CONFORMATIONDoug Ljungren, Alan Slay, Tim Thomas,Glenn Lycan, and Bri Tesarz, AKC Staff,participated in this portion of the meet-ing via video conference.Certificate of Merit Title Expansion The Board reviewed a staff proposal toextend the awarding of Certificate ofMerit (CM) points to the regular puppyclasses. Staff also recommends the modi-fication of the Dog Show Rules to awardone point toward a dog’s Champion(CH) title to a dog that earns a CM titlefor a puppy class. For fully recognizedbreeds, CM points are currently onlyawarded in the 4-6 month BeginnerPuppy competition. This initiative willprovide the needed incentive, both fornew participants as well as seasonedexhibitors, to show their young dogs inthe puppy classes. For the new exhibitorit provides the opportunity to learn,meet fellow exhibitors, and receive men-

toring during their time in the puppyclasses. The Board felt it has the poten-tial to boost show entries as well asattract new participants to the sport ofconformation. This is considered a signif-icant initiative to benefit Clubs, currentand future exhibitors as well as the con-formation sport. As a result staff wasdirected to expedite its implementationcontingent on Delegate approval of anyrequired rule changes.Following a motion by Mr. Gladstone,seconded by Dr. Battaglia, it was VOTED(unanimously) to propose a new sectionfor Chapter 16 of the Rules Applying toDog Shows, as follows:

SECTION 1. Dogs placing first ineach of the individual Puppy Classes(as defined in Chapter 3, Section 4)in each of the individual breed/vari-eties and sexes will be awarded pointstowards the Certificate of Merit(CM) title based on the total numberof dogs of their sex that competed inthe individual class according to theSchedule of Points established by theBoard of Directors.Upon completion of the CM title adog may continue to compete in theregular classes so long as they are eli-gible. The CM suffix title is anintroductory title to AKC conforma-tion events and will be superseded bythe CH title when it is earned. TheCertificate of Merit title requires 15points awarded in accordance withthe following point structure. Pointsearned in the Puppy Classes,Miscellaneous Class competition,Four-to-Six Month Competition,and FSS Open Shows will also counttowards the CM title.

Theseclasses shall be divided by sex. All classwinners within a breed shall compete forBest of Breed and Best of Opposite Sexto Best of Breed.Each of the Miscellaneous Class Best ofBreed winners shall be eligible to com-

Concurrent Group and All-Breed EventsBased on a request from the Board, AKCStaff presented a policy to allow groupand all-breed clubs to host events con-currently.The following policy was presented forthe Board’s consideration and will be dis-cussed further and be considered for avote at the June Board meeting:Concurrent Group & All-Breed EventsGroup & All-Breed events may be heldconcurrently with the following limita-tions:1. Permission must be obtained from

the all-breed club in order to apply.2. The events must be held on thesame grounds (i.e., the same physicaladdress).

3. Ownership of the correspondingdate must be agreed upon in writingand submitted with the eventapplications prior to event approval.

4. The breed judging in the all-breedevent must be held prior to thebreed judging in the group event inorder to avoid delays in groupjudging in the all-breed event.Likewise, the group judging for theall-breed event must be held priorto the group judging in the groupevent.

5. Any judge who is shared by the twoclubs involved is limited to 100breed entries (for the two eventscombined) for the day plus anygroup or Best in Show assignments.

6. Evening or concurrent specialtiesare permitted for breeds that are notpart of the group that is holding anevent concurrently with the all-breed event.

7. All-breed events must offer groupand Best in Show competition.Group events must offer groupcompetition.

8. The use of multiple group rings isencouraged.

9. Junior Showmanship competition isallowed.

10. Obedience and Rally competitionsare allowed, and encouraged, butmust have their own ring(s) forcompetition.

Requests for multiple group events onthe same day and site of an all-breed eventwill be evaluated on a case-by-case basis.AKC National Owner-Handled SeriesProgram EnhancementsThe Board reviewed a staff proposal rec-ommending the following enhancementsto the AKC National Owner-HandledSeries (NOHS) NOHS:1. Add Miscellaneous Class as an 8thGroup which will compete forNOHS BIS.

2. Establish set ribbon colors for allNOHS awards.

3. Incorporate the current NOHS bestpractices, frequently asked questions,and judging procedures into onecomprehensive document calledNOHS Polices & Best Practices.

4. Indicate NOHS eligible dogs in thejudges’ book.

5. Offer NOHS Reserve Best in Show(approved by the Board at March2015 meeting).

Staff was directed to conduct a survey ofNOHS participants using the same ques-tion regarding identification in thejudge’s book as was used in the previoussurvey. Staff will also continue to con-sider the identifying of NOHS partici-pants in the ring and to discuss it withany outside sources it wishes.This will be discussed further at the July2015 meeting.Recognizing GCH Levels as TitlesThe Board reviewed a proposal to mod-ify the Grand Champion program so thatthe additional achievement levels are rec-ognized as titles. The designations will beGCHB (Bronze), GCHS (Silver), GCHG(Gold), and GCHP (Platinum). This willrequire an amendment to Chapter 16,Section 7, of the Rules Applying to DogShows (new wording underlined below)and must be approved by the Delegatebody. The Board will discuss this furtherat the June 2015 meeting. If approved by the Board, it will be readat the September Delegates’ meeting andvoted at the December Delegates meet-ing. If approved by the Delegates, it willbecome effective on January 1, 2016.

SECTION 7. Any champion whichshall have won twenty-five pointsshall become a Grand Champion ofRecord, if nine or more of saidpoints shall have been won at threeshows with a rating of three or moreGrand Championship points eachand under three different judges, andsome one or more of the balance ofsaid points shall have been wonunder some other judge or judgesthan the three judges referred toabove and at least one Champion wasdefeated at three shows. A dogbecomes a Grand Champion when itis so officially recorded by TheAmerican Kennel Club and shall beentitled to a Grand Championshipcertificate.

Any Grand Champion which shallhave won 100 Grand Championshippoints shall become a GrandChampion Bronze (GCHB). Any

Grand Champion which shall havewon 200 Grand Championshippoints shall become a GrandChampion Silver (GCHS). AnyGrand Champion which shall havewon 400 Grand Championshippoints shall become a GrandChampion Gold (GCHG). AnyGrand Champion which shall havewon 800 Grand Championshippoints shall become a GrandChampion Platinum (GCHP). Afterearning Grand Champion Platinumtitle, for each additional 800 GrandChampionship points earned theGrand Champion Platinum title ini-tials will be followed by a numericdesignation indicating the quantity oftimes the dog has met the require-ments of the Grand ChampionPlatinum title as defined above, e.g.,1,600 Grand Championship points =GCHP2. The AKC will identify dogsqualifying for these titles by theappropriate designations precedingtheir AKC name in all official AKCrecords. In each case, the higher titlewill supersede the preceding title inall official AKC records such that thehighest title will be listed.

Staff also recommends enabling dogs toearn additional levels of Grand ChampionPlatinum titles for every 800 GrandChampion points earned. This would berecognized by adding a multiplier to theGrand Champion Platinum title (e.g.,GCHP2).The change will be retroactive to thebeginning of the Grand Champion pro-gram and the dog’s titled name will bemodified to reflect the highest GCH titlethey have earned. These dogs have alreadybeen awarded an achievement certificateand a medallion for each level previouslyearned, therefore, a title certificate will notbe issued as part of the implementation.Dogs that earn a Grand Championshiptitle after the implementation will receivea standard title certificate. Medallions willcontinue to be issued for winning theGrand Champion title as well as theadvanced Grand Champion titles.Source of Drop of Unique Entries inConformationThe Board asked Event Operations staffto provide a review of the number ofevents and entries in Conformationcompetition over the past ten years. TheBoard was to receive the questionnaire

and results from a 2013 survey on thesubject.Best of Winners Points Calculation forLow-Entry BreedsStaff presented a memo on the idea of amodification to the calculation of cham-pionship points for dogs awarded Best ofWinners from low-entry breeds. The pro-posed modification was to use the totalnumber of regular class competitors fromboth sexes when calculating champi-onship points for Best of Winners. Thealternative calculation would only beapplied if the Best of Winners had notearned a major. The maximum number ofpoints that could be earned by the alter-native calculation method would be three.While there is support for this modifica-tion, there are also some significant con-cerns. There is concern that breeds notidentified as low-entry would not alsohave an opportunity for additional cham-pionship points, that the modificationwould make it too easy for dogs to earn achampionship, and the modification wasnot supported by the Dog Show RulesDelegate Committee. After reviewing theinput on this modification, Staff recom-mends that the idea not be pursued. TheBoard accepted this recommendation.Best Practices for Multiple All-Breed orGroup Shows in One DayThe Board had directed staff to preparerecommended procedure for clubs hold-ing multiple shows in one day. The mem-orandum to be sent to any club consid-ering the current pilot program is below:At their December 2013 BoardMeeting the AKC Board of Directorsapproved a pilot program to allowmultiple all-breed and/or groupshows to be held on a single day at thesame site. The pilot program extendsthe benefits and enhanced exhibitingexperience that have been realized byspecialty clubs holding two specialtiesin one day and the feedback has beenvery positive. Based on our review ofthe pilot program we have developeda set of best practices.

PILOT PROGRAM BEST PRACTICES

• The administration of the shows areless complicated if the first show iscompleted prior to beginning thesecond show. • Limiting judges to no more thanabout eighty-five entries at an

individual show will position theclub for a timely completion of theshows.• If two different clubs are holding thetwo shows, the clubs should workvery closely together to coordinatetheir scheduling.• Commit to having a larger ringavailable early for group judging.• Commence group judging as soonas possible.• If multiple clubs are holdingmultiple shows on multiple days, it isrecommended that one club holdsboth of the shows on a single day.• Take steps to differentiate thejudging between the two shows.Examples would be different coloredarmband numbers, armband numberseries (100s for the first show and200s for the second show), anddifferent colored tablecloths at thering. This is especially important forshows that have overlapping judging.

These best practices will be reviewedthroughout the pilot program and maybe adjusted, with Board approval, as nec-essary.Defibrillators at ShowsThe Board asked Event Operations staffto look into the practicality of havingdefibrillators at every show. After con-ducting its due diligence, staff believesthat the costs, maintenance, training andcompliance with state regulationstogether create an additional burden onclubs and adds a layer of AKC bureau-cracy. Staff recommended that a morereasonable approach is to suggest, at theclubs’ option, they require their EMThave a defibrillator on site. The Boardasked the staff to consider other factorsthat were identified during the discussionand bring information regarding thoseback to the Board at a future meeting.

NEW BUSINESSJudging ReconsiderationIn March 2014, the Board rescinded aprior approval of sixteen additionalbreeds for Mr. Bo Bengtson. Mr.Bengtson asked that the Board reconsiderthat decision. There was a motion by Mr.Gladstone, seconded by Dr. Battaglia, toreconsider the March 2014 decision. Thismotion failed with the VOTE (affirma-tive: Mr. Gladstone, Dr. Battaglia, Mr.Ashby, Mr. Powers, Mr. Arnold, Mr. Dok;opposed: Mr. Kalter, Mr. Feeney, Mr.Wooding, Ms. Cruz, Dr. Davies, Dr.Garvin; abstaining: Mr. Menaker).

Complaint Filed by the Norwich TerrierClubIn 2013, a large number of NorwichTerriers registrations were cancelled. TheNorwich Terrier Club of America hasfiled a complaint alleging that the ownersof two of the dogs involved deliberatelyregistered dogs with The AmericanKennel Club as Norwich Terriers whenthey knew or should have known thatthe dogs were not, in fact, purebredNorwich Terriers.The Board voted to entertain chargesand to refer the matter to a Trial Board.It was VOTED to adjourn Tuesday, April21, 2015 at 4:05 pm.Adjourned Attest:
