Primary Election Run on Free-dom Restriction and LOSE.

The election season is officially offand running afer last TuesdaysPrimary Election kicked voters, candidates and o course the tele-vision ads into gear. Needless to

say were are set up or some rath-er interesting races in NovembersGeneral Election.

Among the notable primary raceswe had Coakley v. Grossman orGovernor and Healey v. Tolmanor Attorney General, both runningon the Democrat ticket. Interest-ingly enough, the person that losteach o those races had the mostoffensive message when it cameto attacking our reedom. Tolmanran on a message o taking on theNRA and a push or smart gun

    technology or all new irearms.

Many o his statements soundedlike precursors or outright gunconiscation. Steve Grossman was

just as aggressive in his campaignto restrict our reedom, trying topaint A.G. Coakley as being or

the NRA (laughable) and push-ing or magazine bans, semi-auto

rile bans, and o course one gun amonth, all o which he called rea-sonable.

Former State Senator Warren Tol-man lost in a landslide to MauraHealey and State Treasurer Steve

Grossman lost in a tight battle to

perennially bad candidate A.G.Martha Coakley. Their losing bidsto restrict reedom came as nosurprise to us; weve seen a steadyshif in public sentiment towardsrestoring reedom in the Com-monwealth. Our legislature tooknote o this movement when theirphone lines melted down and theirinboxes were crashed afer intro-ducing the irst draf o SpeakerDeLeos bill and now, in the irstelection since, voting results haverelected that sentiment. We wereglad to see each o them go homewith a loss, hopeully they dontcome back.

On the Republican ticket we hada notable governors race with TeaParty avorite Mark Fisher takingon the well-known Charlie Baker.Charlie, assisted by brand nameawareness and a ull war chestthanks to the Republican party,

Will we see a major change in the MA Legislature come Winter 2015? Only time willtell. The General Election is November 4, 2014.

Natick Town Officials Push Rights Ban - Then Back Down - Action Still Needed

    History o the situation:

GOAL released the statement be-low on August 22, 2014, since thenthe situation has evolved.

Once again anti Second Amend-ment forces are working to banyour rights and remove your

choice of armed self defense, leaving you unable to protectyourself or loved ones.

The genesis o this new attack isquite reprehensible and based onwhat somebody thought theysaw.

As the story goes, an attendee ata recent public meeting thoughtthey saw a person carrying con-cealed, they never actually saw agun. That person who might, or

might not have been carrying con-cealed was supposedly in a heateddiscussion with another attendeeo the meeting.

The person who thought theysaw something reported it. This

gave Natick Chie o Police JamesHicks and Town AdministratorMartha White the idea o enactinga ban on your right o choosingarmed sel deense.

At this time GOAL is working toconirm that the town o Natick is

planning to go orward with votingon this ban at town meeting whichis scheduled or October 21, 2014.

From the Executive DirectorPepper Spray Law Change

With the passage o the newest gunlaws inally comes some relie or

those adults wishing to carry pep-per spray without having to acquirea license. As important as the lawchange is or Massachusetts resi-dents, it is perhaps even more so ornon-residents.

Prior to the new law passing, anyonerom outside the state would actuallyhave to get a non-resident License toCarry. Under the Deval Patrick admin-istration these licenses were difficultto come by as people were orced toschedule a ace to ace interview withthe Firearms Record Bureau. The li-censes were also $100 per year mak-

ing it a inancial burden or many.

The new law regarding pepper spraytook effect immediately when theGovernor signed the bill on August11, 2014. https://malegislature.gov/Laws/SessionLaws/Acts/2014/Chap-ter284

The ollowing are some o the newrules:

Anyone aged 18 or older (resi-dent and non-resident) cannow purchase, possess andcarry pepper spray without a

license. There is a list o disqualiiers

or people who are ineligible tocarry the spray, but it is unclearhow these would be enorced

    since no background check ismandated.

Anyone aged 15 17 wishingto purchase, possess and carrypepper spray must still obtainan FID Card.

A license to sell ammunition un-der Chapter 140, Section 122Bis still required to sell the items.O course this means the placeto purchase it in Massachusettsis through one o these licensedretailers. Keep in mind that

most states sell these productsover the counter and it is per-ectly legal to purchase out ostate. (Most sellers will not shippepper spray through the mail.)

This reorm in the pepper spraylaws has been a long term effortand GOAL would like to thank allo the legislators who have beenleading the charge. Certainly spe-cial recognition should go out toRepresentative Kim Ferguson othe 1st Worcester District in Hold-en or her efforts.

    Hunting Season Approaches

The days get shorter and cooler -

it is a clear sign that hunting sea-sons are ast approaching. As withanything in this state regardingthe use o irearms, it is importantto make sure you have everythingready and understand the lawsand saety aspects o what you areundertaking.

One o the trickiest aspects thegun owners ace when taking tothe ield with the average shotgun(non-high capacity) is transporta-tion. Lets say you have loaded upyour dog and pump action shot-

gun or a day pheasant hunting atthe local Division o Fisheries andWildlie Management Area. Underthe transportation laws in Chapter140, Section 131C there is no re-quirement to lock up the shotgun,or even have a trigger lock on it. Somost o you would just throw it ina sleeve or sof case and put it inthe trunk or back seat. However,on the way to the hunting areayou are supposed to meet a riendat a diner or breakast and here iswhere the problem can happen.

Once you leave the vehicle to gointo the diner, you are no longertransporting and those laws nolonger apply. Once you leave thevehicle the storage laws now ap-ply under Chapter 140, Section131L.

    a) It shall be unlawul to storeor keep any irearm, rile or shot-gun including, but not limited to,large capacity weapons, or ma-chine gun in any place unless suchweapon is secured in a locked con-tainer or equipped with a tamper-

resistant mechanical lock or othersaety device, properly engaged soas to render such weapon inoper-able by any person other than theowner or other lawully authorizeduser. For purposes o this section, such weapon shall not be deemedstored or kept i carried by or un-der the control o the owner orother lawully authorized user.

So once you leave your vehicle, you must either have the shotgunstored in a locked container orequipped with a locking device.

Another good tip is to not havethe gun in plain sight. I you havea trunk in your vehicle, that is a

preerred place to put it. This tip isnot only to deter thef, but as Mas-sachusetts is so socially immaturewhen it comes to guns, this maysave you a lot o heartburn dealingwith nannystaters.

These laws can also be a littlecomplicated when say dealingwith waterowlers who use boats.I you are loading up your boat atthe ramp with all o your gear in-cluding your shotgun, a problemmay occur i you leave the gun inyour boat afer launching it andgo to park your truck. Once again, you are no longer transporting it.My recommendation is to keep thegun with you and walk back to theboat with it.

Another word o caution is tomake sure you are not travelingin a power boat with a loadedgun. There are exemptions orthis i you are trying to dispatch awounded bird or i you are simplypaddling by manual means.

    Waterowlers need also be mind-

ul o the three shell limit in yourgun and i the gun is capable oholding more it must be equippedwith a plug. I you are hunting onederal lands make sure and checkthose regulations, as many actual-ly restrict how much ammunitionyou can have in your possession.

One more important one that cantrip up hunters and just gun own-ers who are not hunting. Thereis within the recreational motorvehicle laws, a section that man-dates anyone operating such a ve-

hicle must have the gun unloadedand enclosed in a case. Since thisis not in the gun laws, many peo-ple are unaware o the existence othe law. So whether you are ridingto your tree stand or using an ATVto drag your deer out o woods, make sure you are in compliance. One point o contention with thelaw is that there are no exemp-tions or olks who are just out rid-ing and want to carry a irearm ordeensive purposes.

    A Dangerous Freedom.

Have you heard the Jeffersonquote, I preer dangerous ree-dom over peaceul slavery?

Its been popping up here andthere lately, on tee shirts, bum-per stickers and the like, it got mewondering, what is the story be-hind it?

A quick Google search o the termdangerous reedom quote givesus over 24 million hits, the net isan amazing tool isnt it?

The irst page that I opened hadsome great ino, like all things withThomas Jefferson its an interest-ing read.

    From www.monticello.org:

I prefer dangerous freedom overpeaceful slavery

This is actually a translation of aLatin phrase that Thomas Jeffersonused: Malo periculosam, libertatemquam quietam servitutem. It hasalso been translated as, I preferthe tumult of liberty to the quiet ofservitude.

Here is the sentence in context:

Societies exist under three formssufficiently distinguishable. 1.Without government, as amongour Indians. 2. Under governmentswherein the will of every one has ajust influence, as is the case in Eng-land in a slight degree, and in ourstates in a great one. 3. Under gov-ernments of force: as is the case inall other monarchies and in mostof the other republics. To have anidea of the curse of existence underthese last, they must be seen. It is agovernment of wolves over sheep. Itis a problem, not clear in my mind,

that the 1st. condition is not thebest. But I believe it to be inconsis-tent with any great degree of popu-lation. The second state has a greatdeal of good in it. The mass of man-kind under that enjoys a preciousdegree of liberty and happiness.

It has its evils too: the principal ofwhich is the turbulence to which itis subject. But weigh this againstthe oppressions of monarchy, and

it becomes nothing. Malo pericu-losam, libertatem quam quietamservitutem. Even this evil is produc-tive of good. It prevents the degen-eracy of government, and nourish-es a general attention to the publicaffairs. I hold it that a little rebellionnow and then is a good thing, andas necessary in the political worldas storms in the physical.

O the three optional societies thathe writes, it is interesting that ourcurrent government is sliding to-wards the 3rd description. We are

indeed a republic, and it seemsthat we have let ourselves becomeso compliant in our managemento liberty that we have let ourgovernment become wolves, whonow, ride around in up armoredvehicles and point riles at thosewho have the audacity to protestwhat they eel to be an unjust gov-ernment.

As Jefferson wrote, the principalo this orm o government is theturbulence to which it is subject.I would say that we are certainly

    seeing the beginnings o turbu-lence.

He also wrote and believed thatthe turbulence was preerable toliving under the weight o monar-chy. I believe this to be true, I hopethat going orward we as a coun-try can wake up and become moreactive in the process o civil action. As Jefferson noted, the turbulencecan wake people up and preventgovernment rom degenerating.

As a country we certainly seem to

be in a downward spiral o degen-eration. There are many peoplewho have lost aith in our gov-ernment at any level. We have aCongress that changes rules as itsuits them, a President that skirtsthe rules to go around congress

and local legislators who seem tobe constantly trying to avoid thewhirlpool o corruption centeredon the current House Speakers o-ice. I only hope that the currentunrest does indeed nourish thewill to change the status quo.

We are the government, thatswhat being a republic is all about, representation. Yet, we haveailed in our upkeep, letting ourgovernment become a sel sus-taining machine run year aferyear and term afer term by the

same bureaucrats and elected o-icials, who seem to win one elec-tion afer another, ofen runningunopposed, eeding their sense oinallibility.

During the 18 month long debateover what is now known as Chap-ter 284, there seemed to be aparadigm shif as to how the Mas-sachusetts legislature reacted totheir proposal to urther restrictour reedom. They were shocked, and yes, Id even say appalled

Afer writing last months column,it has become clear to me howexactly crime is being handledon college campuses across thecountry.

You may also have realized, as Idid, how little we actually haveheard about campus crime ratesand the actual prevalence o it,and how the inormation about allthis is effectively being swept un-der the rug.

How is this being done and how is

    it obuscated?

Last month, we discussed howcrimes on campus are deined anddifferentiated by non-essentials.Apparently, it makes a differencewhere a certain crime is perpe-trated -- whether it is inside o adorm or a ew steps away on thesidewalk or in the parking garage.

And then, these accusations, re-ports, and investigations are allhandled internally by campus po-lice and the administrators o the

college or university.Thats right. The very same peo-ple in charge o running the in-stitution, developing the curricu-lum, bringing in new students andkeeping students sae are the onesin charge o investigating and

    judging all incidents o crime.

While being the managers o theinstitutions, they also play judge,

jury and as you will see, even ex-ecutioner in these investigations.

    Luckily, more and more students

are inding this to be an unreason-able method or getting justice, and are courageously going publicwith their own experiences. Thishas brought upon reports to the

ederal government by students othe mishandling o sexual assaultinvestigations, and now manycolleges around the country (in-cluding nine in Massachusetts areunder investigation or their re-porting practices).

As o August 2014, these nine col-leges and universities in Massa-chusetts include: Amherst Col-lege, Berklee College o Music,Boston University, Emerson Col-lege, Hampshire College, Har-vard College, Harvard UniversityLaw School, University o Massa-chusetts at Amherst and at Dart-mouth.

The system that the accuser andthe accused go into is anotherviolation. Victims who have gonepublic with their experiences de-scribe hearings where institutionadministrators ask bizarre andembarrassing questions in skepti-cal tones.

The accused is usually not ur-nished with legal counsel, can-

not call witnesses or question theevidence against them. In short, there really is no due process, plus, the standard which administra-tors must use to convict is basedupon the preponderance o theevidence, a civil trial requirementthat the administrators must be50.00001% sure o their indings. The criminal trial standard o be-yond a reasonable doubt doesnot exist in the vocabulary on col-lege campuses.

I ound guilty by these proce-dures, the accused is either sus-pended or expelled, effectively ru-ining all prospects or their chosencareer.

What i the accused is actually notguilty? What i investigators oundthis individual not guilty, but thenadministrators decided to pursuethe issue anyway? This happenedto one individual at OccidentalCollege, who ended up being con-victed and expelled rom college.

A student expelled rom collegeor sexual assault will likely notind another institution that willaccept him.

    Because o the students going

public with their experiences, many in government are sittingup and listening. But rather thanrequiring colleges and universitiesto engage the local police in theirinvestigations and allow studentsthe ability to protect and deendtheir lives, the State o Caliorniadid exactly the opposite this sum-mer. They passed SB 967, a lawwhich now requires couples to ob-tain affirmative consent, whichbasically means that both par-ties must receive a verbal yes. A

    drunken yes is not acceptable.

SB 967 may seem reasonable, butbased on how accusations arehandled currently in colleges and

universities, this does not look likeit will help stop the rampant rateo rape and manipulative meth-ods o investigation o crime inthese institutions.

This is the spiral that higher edu-cation has gone down since thepassage o the Gun Free Zone Acto 1990. Rather than respectingindividuals and their unalienableright to Lie, Liberty and the abil-ity to Pursue their Happiness, theyhave evaded the issue to the point

where I am sure SB 967 will bepromoted as the standard in all 50states.

This new trend has to be stoppedin its tracks. For 24 years now, thelives and aspirations o studentshave been looked at as the prop-erty o the institutions and theiradministrators. This is what needsto be rolled back.

Lets ace it. I you were studying atan institution in this day and werevictimized, given the odds, whatwould be your incentive to seek

justice by reporting a crime thatwas perpetrated on you? Its timeor you to proudly proclaim thatthe right to your own lie and thepursuit o your happiness in yourlie is unequivocally yours and nottheirs.

In closing, in case you are wonder-ing, the institutions with the high-est rate o reported rape in 2012 inMassachusetts are:

    1. Harvard University

    2. Amherst College3. UMass Amherst

    4. Hampshire College

    5. Williams College

    September, 2014

Last April, snipers opened ire onPG&E Corp.s Metcal electricalsubstation. Shooting or 19 min-utes, they surgically knocked out17 giant transormers that unnelpower to Silicon Valley. A min-ute beore a police car arrived, the shooters disappeared intothe night. These attackers wereclearly not amateurs. They cuttelecommunication cables in an

underground vault and outsmart-ed security cameras and motionsensors at the power substationin a remote corner o Santa ClaraCounty.

The shooters appear to have beenaiming at the transormers cool-ing systems, which were illed withoil. I that was their target, they hitit. The system leaked 52,000 gal-lons; the transormer overheatedand began to crash. To avoid ablackout, electric-grid officials re-routed power around the site and

asked power plants in Silicon Val-ley to produce more electricity. But it took utility workers 27 daysto make repairs and bring the sub-station back to lie.

The Metcal substation sits neara reeway outside San Jose, Ca-li. Some experts worry that sub-stations more remote rom citiescould ace longer attacks becauseo their distance rom police. Manysites arent staffed and are pro-tected by little more than chain-link ences and cameras.

While the prospect o a nation-wide blackout caused by sabo-tage might seem remote, smallequipment ailures have led towidespread power outages. InSeptember 2011, or example, aailed transmission line in Arizonaset off a chain reaction that creat-ed an outage affecting millions opeople in the state and SouthernCaliornia.

America is vulnerable. The U.S.could suffer a coast-to-coast black-

out i saboteurs knocked out justnine o the countrys 55,000 elec-tric-transmission substations on ascorching summer day, accordingto a previously unreported ederalanalysis.

The study by the Federal EnergyRegulatory Commission conclud-ed that coordinated attacks ineach o the nations three separateelectric systems could cause theentire power network to collapse.A small number o the countryssubstations play an outsize role

    in keeping power lowing across

Patriot Games By: Dr. Steve Moysey

large regions. The FERC analysisindicates that knocking out nineo those key substations couldplunge the country into darknessor weeks, i not months.

An attack-related blackout couldbe extraordinarily long, in part be-cause big transormers and otherequipment are hard to replace. Also, each o the three regionalelectric systemsthe West, theEast and Texashave limited in-

terconnections, making it hardor them to help each other in anemergency. Such a lengthy outageis possible or several reasons, in-cluding that only a handul o U.S.actories build transormers.

We are not the only ones to beworrying out our apparent vulner-ability. The Israel National News,Arutz Sheva, last week carried anop-ed by Dr. Peter Vincent Pry, Ex-ecutive Director o the Task Forceon National and Homeland Secu-rity and Director o the U.S. Nucle-

ar Strategy Forum, who says orthe irst time in history, a terroristattack on the electric power gridhas blacked-out an entire nation in this case Yemen

Mainstream media attentionhas been so ocused on the ter-ror group Islamic State o Iraqand Syria (ISIS) and their brutalconquest o northern Iraq andadvance toward Baghdad, thatperhaps an even more signiicantterrorist threat has been ignored.

On June 9, al-Qaida in the ArabianPeninsula (AQAP), used rocket-propelled grenade launchers andmortars to destroy transmissiontowers, plunging the whole o

Yemen into blackout. The AQAPblackout o Yemens electric gridhas gone largely unreported.

Yemen, a nation o 24 million, is animportant U.S. ally in the war onterrorism and has been the sceneo some o the most signiicant ep-isodes o that war. AQAP, based in

Yemen, is notorious or its aggres-

sive and ingenious terror opera-tions against the United States. Itwas in Yemen where a drone strikekilled Islamic terrorist Anwar al-Awlaki.

As Dr. Pry reminds us, on October12, 2000, AQAP used plastic explo-sives to convert a motorized din-ghy into a torpedo that attackedthe USS Cole, killing and injuring56 sailors, and nearly sinking thesophisticated guided missile de-stroyer, worth almost one billiondollars.

So why should we be concerned

about this event in Yemen?According to Prys report, NorthKorea has provided Yemen with atleast 15 Scud-B mobile missiles, capable o delivering nuclear, chemical, biological or high-explo-sive warheads weighing one tonto a range o 300 kilometers. Iranhas demonstrated that Scud mis-siles can be ship-launched roma reighter. As a member o theHouse Armed Services Subcom-mittee on Emerging Threats andCapabilities, one o our concerns

was an Electromagnetic Pulse(EMP) attack. What this entails isiring a nuclear device high into thealtitude or detonation. The Con-gressional Electromagnetic Pulse(EMP) Commission warned that

    a nuclear Scud missile launched

rom a reighter could blackoutthe U.S. or a year or more, killingup to nine o 10 Americans by star-vation and societal collapse.

Could the terror spreading acrossthe Middle East today simply bethe execution o a larger coordi-nated plot? We have the mediareporting acts as i the ISIS con-quests o northern Iraq, Taliban at-tacks on nuclear-armed Pakistan, and the terror blackout in Yemenare unrelated. But all o these ac-tors were known to be plotting

something together last year, ac-cording to intelligence sources.

It could be argued that the attackon the Metcal substation was aplanned dress rehearsal or a u-ture large-scale coordinated at-

Gun Owners Action League is theofficial state irearms associationin Massachusetts. We are an asso-ciation o law-abiding citizens whobelieve in the basic right o ire-arms ownership or competition, recreation and sel-protection.

GOAL works hard to deend theConstitution and the Bill o Rightsagainst those in Massachusettswho wish to inringe upon thereedoms guaranteed by our ore-athers. The programs sponsoredand developed by Gun Owners

Action League are supported bycompetitors, sportsmen, recre-ational shooters and law enorce-ment throughout the state.

We were ormed in 1974 to protectthe right to keep and bear arms orlawul purposes in the Common-wealth o Massachusetts. We arerecognized as the states premiergun rights association.

    Why You Should Join GOAL

Every intrusion on our gun rights isan intrusion on all rights. The Con-

stitutional rights and reedomsthat you enjoy - and may take orgranted - are becoming more rag-

ile each day. Secure your rights

or yoursel, your amily and uturegenerations. Join GOAL and be-come part o the solution today.

dorsing Mr. Fisher. We suspectthat a large part o this was due tomany unenrolled voters choosingto eliminate the vocierous antireedom candidates on the Demo-crat ticket.

The surprise result o the nightcame in the Sixth District Con-gressional primary. Long timeCongressman John Tierney lostto upstart Seth Moulton. Unortu-nately Moulton, a Marine combatvet, has made some pretty offen-

sive statements in regard to ourSecond Amendment reedom, hiswebsite makes it very clear thathe will be no riend o the SecondAmendment or the residents oMassachusetts. With his militarybackground we have to wonder,is being anti Second Amendmentsome sort o mandatory positionor Democrats running or Con-

gress rom MA? One would thinkthat a Marine would know better. He will be acing off against ormerState Senator Richard Tisei or theseat in the upcoming General Elec-tion.

With the General Election justabout 2 months away, GOAL hasbegun compiling a comprehensivenew candidate-rating list. This listwill enable voters to make the bestchoice possible in electing individ-uals that will protect our reedom.

Currently our candidate ratingcommittee is working very hardto get our questionnaire to newcandidates and to grade incum-bent candidates. We have alreadycompiled quite a ew question-naires and will continue with theevaluations. Look or a publishedcandidate-rating list very soon.

On that note, we want to encour-

age all o our readers to take noteo who is running or various seats. Please contact and encourage can-didates, especially the new oneswith no voting record, to get intouch with GOAL and at the least, ill out a candidate questionnaire.

For those o you with internet ac-cess, this is a great page to seethe races in your home districtetc. http://www.wheredoivot-ema.com/bal/myelectionino.aspx once the page opens, simplyill out the inormation boxes andsubmit the ino, it will give you a

page ull o inormation regardingthe upcoming election includingwhere to go to vote and who thecandidates are.

I you do not have internet accessplease get to your town hall, yourtown clerk will have all o the in-ormation you need to vote andshould have phone numbers orcampaign headquarters or eachcandidate.

Please remember to take actionthis November, get out and voteor reedom, every vote counts!

Tolman and Grossman, the two biggestenemies of our Second Amendment Freedom

both lost their primary election bids.

Were not sad to see them go.

ber can vote at town meeting,

they are elected to this posi-tion, please see the link aboveto view the ull list. I you havethe time and energy, eel ree tocontact all o them!

Attend and speak out againstthis article at town meeting onOctober 21, 2014.

    Talking points:

There is no reason to enact thisban and to remove the choiceo armed sel deense.

The article is vaguely writtenand includes parks and otheropen areas within Natick - ipassed this article would bancarrying irearms everywherewithin the town o Natick ex-cept private property. Why isthe town trying to orcibly re-move the choice o exercising aundamental right?

A person that can lawully car-ry a irearm has been ully vet-ted and has had to pass back-ground checks, take mandatoryeducation and paid ees, just toexercise that right. Why wouldthe town wish to remove thedecision to exercise that rightafer all o that?

This ban will do nothing to stopa criminal rom carrying a ire-arm or doing harm. In act, ipassed it would actually enablecriminal activity. We are all welltoo aware o what happenswhen a violent criminal seeks

to do harm in a gun ree zone.

GOAL will update with alerts asnecessary. I you live in Natickplease make plans to attendtown meeting i necessary. I youknow anybody that lives in Natick, please make them aware o thesituation.

    Latest News:

Last week we received news thatTown Adminstrator White wasshocked by the negative eed-back she received in regard to herproposal, so she asked the select-

men to pull the article rom thetown warrant.

    GOAL released this information:

GOAL has conirmed that the towno Natick has added an article tothe 2014 town warrant seeking torestrict your reedom.

    September 10, 2014 Update:

Natick Town Administrator Mar-tha White has stated that she isshocked by the pushback sheis getting to her efforts to ban

Second Amendment rights in thetown o Natick.

Due to an overwhelming responserom concerned citizens she hasproposed to remove Article 1 romthe town warrant. The selectmenhave not yet concurred so this is-sue has not yet been resolved.

Natick residents, please ollowthrough on this and attend townmeeting to ensure this issue is putto rest.

tack. Given the determination ogroups like ISIS to attack the Unit-ed States, seriously damage ourinrastructure and our way o lie

and kill large numbers o Ameri-cans, knocking out the countryselectrical grid would be a crudeand low-tech way o achievingthose objectives. A more deadlythreat would come rom a stateactor armed with a relatively lowyield nuclear device and a con-tainer ship launched missile. Theprospect o seeing nine out o 10Americans dead within 12 monthsdue to lack o electricity, societalcollapse or starvation should beenough o a wake-up call to this

administration. The very abric o American soci-ety would be torn apart, as an EMPattack would not only knock outthe power grid, it would ry all un-protected electronics. Just thinkabout what that would mean ora moment. No communications -cell phones, TV or radio. We wouldliterally be in the dark on news andinormation regarding the stateo events around us. We would

have limited transportation - asall modern vehicles are controlledby electronics, which would all beried.

Protection o the grid on all lev-els and rom all threats shouldbe given much more urgent pri-ority by the ederal government.I it ever goes down nationally,it will take time to get it back upand operational, and in the timeit could takemonths, weeksmany o our countrys problemswould present themselves in newand grimmer ways. There wouldlikely be broad unrest, much o itinevitable and some o it opportu-nistic. What would happen in anenvironment like that, with peo-ple without light, means o com-munication, and perhaps in timeood? What would happen to pub-lic saety? To civil liberties? Thosequestions may sound aretched. They are not.

The act that the United States canbe brought to its knees in such arelatively crude ashion should bea wake-up call or all o us.

GOAL News - Print EditionSmart Gun - Dumb Idea - Some Real Info About Smart Guns and Those Who Push Them In the Name of Safety

Some quick acts about smartgun tech that some MA candi-

dates are running in avor o.

First, it should be noted that thistechnology will only endanger lawabiding gun owners. Ask yoursel,i this tech is so good, why arentthe military and law enorce-ment agencies already using it?Shouldnt they lead the way?

Second, this tech only allows iringrom one hand. What i a personis injured while trying to deendthemselves rom attack and hadto switch hands, or even ingers on

the same hand?Third, anyone whos tried, unsuc-cessully, to swipe their iPhoneto activate it and had to repeatthe process numerous times willunderstand that this technologydoesnt always work on the irsttime. A delay could mean death ora person trying to protect them-selves or loved ones.

Fourth, anyone that has gloves on,the tech will not work. Anyone thathas mud or dirt on their hands, thetech will not work, same goes or

blood. All o these are likely sce-narios in a situation requiring theuse o deadly orce against a vio-lent criminal.

Fifh, the watch tech is no betterand has many additional issuesincluding battery ailure, tech-

nology ailure and many otheraspects that are prone to ail in acritical situation would only leavea person acing a violent criminalneedlessly vulnerable.

Pushing this technology as gunsaety is nothing but misinor-

mation or voters who do not un-derstand the issue. Please sharethis inormation and help educateyour riends and neighbors as towhat the truth is.

Bill Thorpe and Mike French couldnt make itto tonights meeting. Al reported that boththose unctions are going extremely well. Par-ticipation has been good and is increasing.

    Member questions -

Member asked i any thought has been givento creating a two-tiered Membership system? The new members are charged a one timeCapital Improvement ee when voted into theClub. Renewing members are charged a re-duced rate.

E-Board response We are looking at reduc-ing the amount charged.

However, the bulk o the money that was usedto build the new Clubhouse came in when weraised the maximum number o Members al-lowed.

    OLD BUSINESS

    Gate Al Bonoiglio

Al asked Tim Graves to send out requests or

quotes to encing companies. Two o thosecompanies are preparing quotes or both lifand swing type gates.

We would like to at least get all the initial workdone this Fall, so the gate can be installed irstthing in the Spring beore renewal season.

A member asked as to whether the gate wouldstill operate should there be a power outage?Al - We are working to get all the saety ea-tures we could possibly need.

A week or so ago the Club experienced a light-ning strike, which blew out our Se curity paneland took out the magnetic lock on the doordownstairs. Al has talked to Tim about the is-sue and there is an electrician is working on asurge suppression system or the Club.

The cost to repair is $1,327.00 total to replace

the complete panel and anothe r $285.00, pluslabor and tax to put the mag lock on the door.We have an $1,000.00 deductible, so its notworth putting in a claim to the insurance com-pany.

Member Question Have you looked into in-stalling a lightning rod? Al the electricianwill tell us i a l ightning rod would help.

    NEW BUSINESS

Motion to Amend the Outdoor Range Rules Tom LaRoche

Tom moved to amend the outdoor range rulesby inserting new rules 1a and 1b as ollows:

1.a. The Sunday and Holiday shooting re-striction shall not apply to archery

1.b. During these hours any and all o the

outdoor ranges may be closed or mainte-nance

i approved, these changes will take effectimmediately

(Rule 1. Is the rule, which says that the out-door ranges are closed Sunday mornings andHolidays until)

    Motion was seconded

Al gave some background inormation regard-ing archery at WPRC.

Inserting these new rules is a way to allowarchers time to shoot without irearms shoot-ing.

Mike Swett we must make it known that ex-plosive arrows are disallowed.

Tom made a Motion to Amend his prior mo-

tion by changing 1.b. to 1.c. and by making1.b. use o explosive charges will not be al-lowed at any time

Motion seconded. Original motion has beenamended.

Motion to amend Outdoor Range Rulespassed.

    WPRC signage

Tom made a motion to spend a sum o moneynot to exceed $2,500.00 to replace the sign onthe building as well as the street sign. Motionwas seconded.

    Discussion

E-Board knew that the sign on the buildingwould be temporary, but had not thought thatit would need to be replaced so soon.

Tom did some research and discovered thatwe do need a building permit rom the Town, but that as long as the new sign is the samesize as we currently have there wont be aproblem in acquiring the permit.

Motion was voted on and approved.

    Expenditures -

Al explained to the membership that the mon-ey that comes into the Club is to be used to im-prove the Club or all the Members. Granted asign isnt a huge improvement, but they needto be changed. Other expenditures, such asthe walkway, the drainage, the concrete wallto protect the shooters on the pistol range. These things are being done or the Memberso the Club. We are working to make this Clubas good as it can be.

Future improvements will be the new gate, new shooting stands and new pavement onthe parking lot.

Member request Would it be possible to putsome more ashtrays on the outdoor range?Yes, we will get a couple more out there.

Member request Would it be possible to geta First Aid Kit inside the Clubhouse? Yes

Member question You mentioned paving theparking lot, but is there any thought to expandit? No, there is no way or it to be expanded. We have wetlands down here and we dontown the land on either side o the driveway. We do know that parking is an issue.

    Member question

Only place to shoot 17 hrm rimire can only beshot on the rile range? Why cant 17 be shoton pistol range i a 22 rile is allowed there?Because the muzzle velocity is different. Tomasked Ann to make a note or the E-Board tolook into this?

    Sign-in Book Mike Burchman

Please make sure that everyone signs in. Iyou see that there are more people here thanare signatures in the book, talk to the peopleon the Range. We need to have everyone signin or liability reasons.
