How to tackle the problem?

Main delivery systems:

• Contracting with civil society organizations (CSOs) to implement activities

• Local grants to communities and community organizations

• Delivery of social services by line ministries to ECD providers

• Direct international, local and private institution support

How to tackle the problem?

• Local monitoring of the conditions of vulnerable children.• Family-based care for young orphans or for neglected or abused children.• Food assistance to households, community-based groups, and institutions that are supporting young children in HIV/AIDS affected communities.• Community-care centers to free up caregivers for income-generating activities, education, and health care.• Training of volunteers on topics related to the care of HIV infected young children, including feeding, health,and development.

An ECD Program Package:

Why include ECD in the MAP?

• Few programs adequately recognize and address the needs of young children affected by HIV/AIDS

• The MAP is well-designed to address ECD because it builds on national and community resources.

Who the Guide is for?

• HIV/AIDS practitioners: national AIDS secretariats, task team and WB managers, line ministries, managers of civil society organizations, and community leaders

• Staff of multilateral and bilateral donor agencies

• Planners of HIV/AIDS projects in other regions

Why do we need an ECD MAP guide?

• Bridge MAP gap regarding young children’s needs;

• Build Capacity among CSOs to submit proposals for MAP grants and other funding sources; and

• Serve as a resource for other national HIV/AIDS program topics

• Provide guidelines to develop national program, policies, and interventions

Operationalizing ECD activities

Key steps:

• Identify potential inter-sectoral collaboration

• Access CSOs interest in ECD activities

• Target beneficiaries• Design monitoring and

evaluation systems• Grant writing application

process

Monitoring and Evaluation

• Baseline data and situational analysis:

some data is universally available but there is a need to collect other useful information

• Assessment tools: Child Needs Assessment Toolkit (WB & Task Force for

Child Survival and Development)

• Develop Crucial ECD-HIV/AIDS Indicators

Targeting of ECD Beneficiaries

Interventions targeted in two stages:

• Geographical mapping to locate community most vulnerable young children, and

• Situational community assessment

* Targeting services only to orphans is labeling, causing stigma, and misrepresentation

Support CSOs activities

• Grants to CSOs are at the heart of any MAP program and support a broad range of activities

• CSO fill governmental response gaps and initiatives are cost-effective

• The Guide addresses Types of CSO proposals that integrate ECD, what ECD applicants has to keep in mind, and considerations for reviewing grant proposals

How to Anchor ECD activities?

• Review and analyze national and sectoral policies relevant to ECD and HIV/AIDS

• Identify A list of ministries and other government entities

• Undertake a concentrated and proactive effort to stimulate a ministry’s interest in ECD HIV/AIDS

for survival and educational achievements;• Address intersecting needs of women and
