MISSION SHAKTI

A. INTRODUCTION & BACKGROUND: Mission Shakti a campaign for holistic empowerment of women by forming women’s self-help group was launched by the State Government in 2001. It envisaged that over a period of time, more & more women would be part of a self-help group. It is required to strengthen the activities of SHGs, to provide constant handholding support and to monitor their activities throughout the year.

B. OBJECTIVES:

The overall objective to engage contractual personnel at various levels is to select motivated and dedicated manpower to provide technical, hand-holding support and constant monitoring of the self-help group formed by women for holistic empowerment of women from different layers of the society. The purpose of this exercise will be to: 1. Select suitable person with matching profile based on the defined selection process. 2. The duration of the assignment will be for a period of one year from the date of

engagement, out of which six months will be on probation subject to further renewal as may be decided in the Directorate of Mission Shakti. That Directorate of Mission Shakti also reserves the right to terminate the contractual relationship at any point of time within the period of one year if the performance of the contractual appointee is not found satisfactory.

3. The place of posting of the candidate will be within the State of Odisha as decided in the Directorate.

4. Depending upon the performance, the contract period may be extended further on annual basis.

Develop Capacity building plan.

Planning, monitoring, achievement of targets and strategic

guidance to activities related to community mobilization

and institution building intervention.

Responsible for planning, designing and ensuring

implementation through staff at various levels for all

activities under Institution & Capacity Building.

Prepare annual action plan with target, timeline under different activities of the Directorate.

Prepare and ensure implementation of strategies for SHGs

& Federations building and capacity building of SHGs &

Federations.

Maintain updated data of SHGs & Federations of the state.

Anchoring the strategy for SHG as well as building viable

Federation at village, GP, Block & District level.

Develop necessary terms of reference for technical

agencies, monitor and supervise their work and ensure

timely deliverables.

Coordination, monitoring and evaluation of all institutional building activities in the Directorate.

Coordinate all activities of District Programme Monitoring Unit [DPMU] & Block Programme Monitoring Unit [BPMU] relating to Institution & Capacity Building.

Planning, Monitoring, achievement of targets and strategic guidance to SHG & Federations on Finance.

Overall responsibility of implementation of Financing of SHGs.

To prepare and establish standardized processes for micro finance, bank linkage, fund management.

To prepare annual budget, action plans, targets with timeline and activities under SHG & Federation finance.

Developing and implementing accounting and financial monitoring systems for WSHGs and their federation.

To ensure smooth flow of seed money / micro credit/ Govt. assistance Fund support in a timely manner.

To develop and implement appropriate and uniform books of accounts for WSHGs & Federation.

To establish a system of regular auditing of WSHGs and federations.

To develop a policy for identifying, recruiting and assign responsibility for community cadres involved in assisting SHGs and federations in book keeping.

Implement global best practices in micro finance. Develop necessary terms of reference for technical

agencies, monitor and supervise their work and ensure timely deliverables.

Coordinate all activities of District Programme Monitoring Unit [DPMU] & Block Programme Monitoring Unit [BPMU] relating to Financial Inclusion of SHG & Federation Finance.

Plan and implement livelihood promotion plans in convergence with line departments.

Responsible for developing SHG collectives in various sub components.

Organize State/ District/Block level workshop and interface meetings with potential organization / companies / technology firms for skill development.

Develop necessary terms of reference for technical agencies, monitor and supervise their work and ensure timely deliverables.

Coordinate all activities of District Programme Monitoring Unit [DPMU] & Block Programme Monitoring Unit [BPMU] relating to Livelihood & Skill Development.

Overall responsibility of facilitating Packaging, labeling,

Marketing and Corporate linkage of products of the

WSHGs/federation.

Identification and marketing of WSHGs products through

innovative solutions.

Prepare annual action plan with target & timeline under different activities of the Directorate relating to marketing.

Identify new partners and tie – ups for sale of

WSHGs/Federation products.

To make corporate tie – ups & market scan.

To facilitate Branding & Advertisement.

Monitor marketing of SHGs produce and Mapping surplus

products.

Follow up on market linkage and its evaluation.

Organize market related training and workshops.

Facilitate participation of WSHGs & Federations in

exhibitions, Fair & Mela etc.

Convergence with government requirements.

Coordinate all activities of District Programme Monitoring Unit [DPMU] & Block Programme Monitoring Unit [BPMU] relating to Market Linkage.

Coordinate with DPMU & BPMU & other agencies for timely utilization of funds & submission of utilization certificate related to market linkage activities.

Ensure completion of baseline and impact evaluation,

midterm, end term evaluation of projects/ Programmes.

Prepare annual action plan with target, timeline under different activities of the Directorate.

Ensure process monitoring activities completed as per the

project requirement.

To establish a system of regular monitoring, grading of SHGs and federations.

Finalize the Monitoring & Evaluation indicators for

evaluation studies with the external agency and internally

for regular project/programme progress monitoring.

Assist external agency for development and improvement of

project/programme MIS.

Responsible for data analysis, interpretation and generation

of reports at regular interval.

Ensure collection of relevant data from various levels for

periodic analysis.

Project/ Programme progress reporting in MIS format.

Coordinate all activities of District Programme Monitoring Unit[DPMU] & Block Programme Monitoring Unit[BPMU] relating to Monitoring & Evaluation.

Coordinate with DPMU & BPMU & other agencies for timely utilization of funds & submission of utilization certificate related to monitoring & evaluation activities.

Undertake periodic field visits and work closely with DPMU and BPMU to monitor progress of monitoring & evaluation activities.

Assess the IEC gaps with respect to Women in SHGs and have an action plan to bridge the gaps.

Responsible for all external and internal communication

related to the project/programme.

Prepare and implement the communication strategy for the

project/programme and ensure its communication to all

districts and block units & agencies.

Design and prepare newsletter, leaflets, website and other

requisite communication (IEC) material, training handouts

in consultation with SPMU & ensuring distribution of IEC

material.

Coordinate with printing and documentation agencies for

developing publication material.

Audio & Video documentation of key activities and success

stories of WSHGs and Federations.

Maintain still photographs and video documentation of

Coordinate with DPMU & BPMU & other agencies for timely utilization of funds & submission of utilization certificate related to Publicity & IEC related activities.

Undertake periodic field visits and work closely with

DPMU and BPMU to monitor progress of Publicity & IEC

related activities.

Formulate an HR policy in consultation with the Directorate.

Plan design and ensure implementation of all HR policies, systems and procedure.

Guide and coordinate hired agency/ firm in executing Annual Work plan related to human resource management.

Responsible for staff recruitment/ selection, contracting, induction and posting of staff, filling of vacancy.

Coordinate with external HR agencies for providing recruitment or staffing services.

Ensure development of necessary terms of reference for technical agencies, monitor and supervise their work.

Plan and execute performance management system for project staff.

Design and ensure implementation of all HR rule related to engagement, transfer, promotion, annual renewal, Performance Appraisal report, Resignation & grievance redressal of issues related to HR and disciplinary control and other related matters.

Responsible for deposit of statutory dues of the staff. Coordinate all activities of District Programme Monitoring

Unit [DPMU] & Block Programme Monitoring Unit [BPMU] relating to Human Resource.

Coordinate with DPMU & BPMU & other agencies for timely submission of utilization of funds & submission of utilization certificate related to HR related activities.

Office Assistant’s service will be utilized by the SPMU &

in the Directorate as per the necessity.

Responsible for data entry & clerical work as assigned by

the functional head of the respective unit.

To enter the letter in the log books and to provide file

numbers in the log books for each receipt shown therein

within two days of such receipt having been received and to

handover to respective branch.

To examine cases diligently and intelligently and in the

light of the instructions, if anything given by the functional

head of the respective unit.

To seek the guidance of the functional head of the

respective unit for disposal of work entrusted to him/her.

To prepare the draft as advised by the functional head in

time with accuracy.

To ensure timely dispatch of letters, circulars, memo, notice

(internal as well as external) with proper record to the

concerned person/agency.

Maintenance of files and registers regularly.

Maintain due diligence in carrying out orders of the

*NOTE:

1. Retired Bank Officers (without any blemish in service record) may apply for the post of Financial Inclusion Specialist{S(II)}subject to having requisite qualification as above but must have an experience of working in a rural/semi urban place for at least 3 years in the capacity of Branch Manager out of total experience of 10 years.

2. The qualification and experience should match with the Job Profiles. 3. The educational qualification must be from a recognised University or Institutions approved

by AICTE. Computer Educational Certificate shall be obtained from any reputed Institutions and the same will be acceptable.

E. PLACE OF POSTING:

The place of posting for all the candidates will broadly be in the state of Odisha, but individual place of posting will be decided as per the post selected for and as decided in the Directorate of Mission Shakti.

F. ELIGIBILITY CRITERIA:

The interested candidates must fulfill the minimum eligibility criteria detailed against each post at PERSONNEL REQUIRED, Para-[D]. The eligibility criteria specified herein are the basic criteria for applying the post. Candidates must produce the relevant documents in original and an attested photocopy in support of their identity and eligibility pertaining to category, nationality, age, educational qualification etc., as indicated in the online application form at the time of Interview or any subsequent stage of recruitment process as required by the Directorate of Mission Shakti. No change of category will be permitted at any stage after registration of the online application and the result will be processed considering the category indicated in the online application. Mere applying for the relevant post and being shortlisted and / or participation in panel discussion / interview for appointment does not mean a candidate will necessarily be offered engagement in the Directorate of Mission Shakti. No request shall be entertained for considering candidature under any circumstances under any category other than the one in which one has applied. Canvassing for employment in any manner will be treated as disqualification.

I. Nationality / Citizenship: (a) A Candidate must be a citizen of India or (b) A subject of Nepal or (c) A subject of Bhutan or (d) A Tibetan refugee who came to India before 01.01.1962 with the intention to settle permanently in India. (e) A person of Indian origin who was migrated from Pakistan, Burma, Sri Lanka, South African Countries of Keneya, Uganda, United Republic of Tanzania, Zambia, Malwai, Zaire, Etuopia and Vietnam with an intention to settle permanently in India.

III. Relaxation in Upper age limit:

The relaxation in upper age limit to SC/ST/SEBC candidates is allowed on cumulative basis with only one of the remaining categories for which age relaxation is permitted as mentioned above.

Maximum age limit specified is allowed for general only (for bank retirees, no further age relaxation is applicable even if he/she belongs to any reserved category).

Candidates seeking age relaxation will be required to submit original certificate for the specified category along with attested photocopies at the time of verification of documents/certificates.

IV. Educational Qualifications: The required minimum educational qualification has been specified against each post as mentioned under Para-‘D’ “PERSONNEL REQUIRED”.

V. Experience:- The minimum experience has been specified against each post as mentioned under Para-‘D’ “PERSONNEL REQUIRED”.

VI. Process of Selection: Suitable number of candidates will be screened on the basis of percentage of marks, consistency in performance in various examinations, educational qualifications and experiences and a short list of the candidates will be prepared on the ratio 1:5 for Eight different posts in State Level i.e. Team Leader, Institution & Capacity Building Specialist, Financial Inclusion Specialist, Livelihood & Skill Development Specialist, Market Linkage Specialist, Monitoring & Evaluation Specialist, Publicity & IEC Specialist, Human Resource Specialist and District Project Coordinator at district level and on the ratio 1:3 for rest of the posts in State level i.e. Accountant & Office Assistant, District level i.e. Programme Assistant cum Accountant and Block level i.e. Block Project Coordinator & Programme Assistant cum Accountant. CGPA in any qualification will be converted to percentage of marks basing on AICTE & UGC norms.

Provisional short-listed candidates of each post will be uploaded in the website www.jpn.org.in inviting objection, if any.

Final shortlisted candidates for the post of State level positions (excepting Accountant & Office Assistant) and District Coordinators will be asked for a panel discussion at the Directorate of Mission Shakti, Pokhariput, on any date to be intimated to them. Intimation shall be by mode of Registered Post, SMS & e-mail. In the panel discussion, the shortlisted candidates will produce photocopy of application & copy of education, caste & experience certificates etc. They will be given a common topic for extempore deliberation and replying questions of the officials as deemed fit.

There will be no panel discussion for the post of Accountant, Office Assistant in the State Level, Programme Assistant cum Accountant in the District Level, Block Project Coordinator and Programme Assistant cum Accountant in Block Level. In their case, the final shortlisted candidates after screening will be required to appear for interview only.

Thereafter final shortlisted candidates will be asked to appear before an interview board on a particular date in the Directorate of Mission Shakti, Pokhariput. Intimation in this regard will be intimated to all the eligible candidates for interview and final selection will be made thereafter for engagement. Before issue of engagement order, the copy enclosed to the application will be verified with the original certificates. Intimation on selection shall be by mode of Registered Post, SMS & e-mail.

G. HOW TO APPLY:

i. Candidates shall apply from 15.03.2018 to 04.04.2018 by 05.00 PM online and no other

mode of application will be accepted. The Guideline can be downloaded by clicking “Download Guideline” button.

ii. Before applying, the candidates should have following things ready a) Scan the photograph in Jpg, jpeg, png format (pass port size) b) Keep all the details/documents i.e. Educational certificate & mark sheets (from 10th

onwards), Age proof certificate, caste certificate if applicable or age relaxation certificate wherever applicable as at Para F(III), experience certificate ready to make the online application.

c) Have a valid personal email (ID) which should be kept active till the recruitment process is over. The Directorate of Mission Shakti may send various information through registered post / SMS / e-mail (Id).

d) Certain important information once submitted cannot be edited. e) Other information can be edited only once till the last date of apply i.e. by 05.00 PM,

04.04.2018.

iii. Procedure for Applying online: a) Go to the website www.jpn.org.in and a pop up of “Current Vacancy” will appear on the screen and click on the button “Current Vacancy”, the post details will appear on screen. b) Select the appropriate post for which the application is to be made and click the “View Details” button against the selected post. It will take you to welcome page showing Download Guidelines, Apply now & Cancel. A candidate can apply for more than one post but cannot apply on one post more than once. To apply for more than one post, he/she shall apply separately. c) Click on “Download Guidelines” button to access & print the Guidelines. d) Then go back to welcome page. Click on “Apply Now” button. Online application form will display. Attach the scanned photo (100 kb) first and fill up the application form as relevant carefully. Attach the scanned photocopy (300kb each) of Matric Certificate as age proof, scanned photocopy of mark sheet from 10th onward qualification as relevant for the post. Submission to be made after thorough check of all relevant information, correction if any. Now click the button “Submit”, one box will open with “Cancel / Confirm” option.
