I.IMPLEMENTATION

TheseGuidelinesforAppointment,Promotion,andTenure(Guidelines)arefullyeffectiveSeptember1,2017,andapplytoallfacultyappointments,promotions,andgrantoftenureintheSchoolofMedicine(School).1DepartmentsmayadopttheseGuidelinesandsoinformtheDeanorDepartmentsmayproposeadditionalqualifyingtermstotheseGuidelines,providedthattheycomplyanddonotconflictwithUniversitypolicy,subjecttoapprovalbytheDean.

II.GENERALPOLICYSTATEMENTS

AllrecommendationsforfacultyappointmentandpromotionbytheSchool,orgrantoftenurebyEmoryUniversity(University),arebasedonqualificationswithoutregardtorace,color,religion,sex,sexualorientation,age,ethnicornationalorigin,disability,orveteranstatus,exceptwheresexorreligionarebonafideoccupationalrequirements,orwhereaspecificdisabilityconstitutesabonafideoccupationaldisqualification.

Allpolicies,procedures,andactionsregardingfacultyappointment,promotion,grantoftenure,orterminationconformtotheUniversityBylaws(Bylaws)andtheStatementofPrinciplesGoverningFacultyRelationships(Statement).IndividualsappointedtothefacultyoftheSchoolaresubjecttoallDepartmental,School,andUniversitypolicies,guidelines,andproceduresastheyexistatthetimeofappointmentorarechangedduringtheperiodofthefacultyappointment,aswellastoanyapplicablegovernmentallawsandregulations.

III.GOALSANDPRINCIPLES

TheseGuidelinesarebasedontheprinciplethatthefullspectrumoffacultyactivitiesthatcontributetotheacademicmissionisvaluedanddeservesrecognition.Thegoalistoprovideaframeworkthatallowsflexibilityinassessingandrewardingtheuniqueachievementsandcontributionsofeachfacultymember.Fundamentally,allfacultyareexpectedtostriveforandachieveexcellenceandinnovationintheirmajorareaofacademicfocus,whetheritbescholarship,teachingorprofessionalservice,andtomakesubstantialcontributionstotheothermissions.Candidatesforpromotionareexpectedtodevelopoutstandinginstitutional,regional,andnationalreputations,tobecomeleadersintheirfields,andtomaintainthehighstandardsthatareahallmarkofourfaculty.

AppointmentasafacultymemberintheSchoolofMedicineinvolvesbidirectionalobligationsbetweentheinstitutionandthefacultymemberasoutlinedbelow.

ObligationsoftheSchooltothefacultymember:

1. Protecttherightofeachfacultymembertoacademicfreedom;thatis,therighttopursueknowledgeandtowriteandspeakfreelyasresponsiblescholarswithoutinstitutionallyimposed,arbitraryrestrictions.

2. Judgeafacultymemberasaresearcher,educator,clinician,and/orprogrambuilder,basedsolelyonlegitimateintellectualandprofessionalcriteriaandwithoutregardtorace,color,religion,sex,sexualorientation,age,ethnicornationalorigin,disability,orveteranstatus,oranyfactorprohibitedunderUniversitypolicyorapplicablelaw.

3. Provideanintellectualenvironment,appropriateworkspace,andopportunityforscholarlyachievement.

4. Provideopportunityforacademicadvancementandtoconsiderappointmentsandpromotionstofacultypositions/ranksonthebasisofestablishedcriteriaandprocedures.

5. Providecompensationappropriatetorank,responsibilities,andaccomplishmentsfortheservicesofitsfaculty.

ObligationsofthefacultymembertotheSchool:

1. Carryoutassignedacademicduties.2. Teach,conductresearch,and/orcareforpatientswithprofessionalcompetence,intellectualhonesty,and

highethicalandprofessionalstandardsinaccordancewithapplicablepolicies.3. Developandcontinuouslyimproveone’sprofessionalabilities.4. Continuouslyachieveacademicproductivityconsistentwiththeexpectationsofone’sacademicrank.5. Practiceresponsiblefinancialstewardship.6. Participateinadvisoryorcommitteeassignmentsnecessaryforthedevelopmentofacademicprograms,in

advisingstudents,andinthegovernanceoftheSchool.7. Devoteone’sprofessionalenergiestoactivitiesthatfurtherthegoalsandmissionoftheSchoolandtoshare

inthemoregeneralresponsibilitiesoffacultytotheUniversity,thelocalcommunity,andsocietyatlarge.

IV.LIMITEDANDCONTINUOUSAPPOINTMENTSANDFACULTYRANKS

Limited(non-continuous,non-tenured)appointmentsaregrantedforaperiodoftimespecifiedinwritingtotheappointee(usuallyoneyearforfull-timefaculty)andshallberenewedannuallyunlesswrittennoticeofnon-renewalisprovidedtothefacultymemberinaccordancewiththeStatementorunlesstheletterofappointmenttotheSchoolfacultyspecifiesaterminalemploymentperiodofoneyearorless.Continuous(tenured)appointmentsmaynotbeterminated,exceptasdescribedintheStatement.

Thefollowingranksareavailableforappointmentorpromotionoffull-timeorpart-timefaculty.Expectedlevelsofacademicaccomplishmentincreasewitheachrank.

1.AssociateandSeniorAssociate(limited,non-continuousappointments)2.Instructor(limited,non-continuousappointment)3.AssistantProfessor(limited,non-continuousappointment)4.AssociateProfessor(limitedor,forfacultywhohavebeengrantedtenure,continuous)5.Professor(limitedor,forfacultywhohavebeengrantedtenure,continuous)

V.CRITERIAFORAPPOINTMENTANDPROMOTION

A.Overview

CandidatesforappointmentorpromotiontotheSchoolfacultyareexpectedtoshowacademicexcellenceandtoparticipateinallthreemissions:scholarship,teaching,andprofessionalservice.Allfacultymembersmusthavereceivedtheirterminalprofessionaldegree,2andthosewhoprovideclinicalservicesmustobtainandmaintainmedicalstaffprivilegesandmanagedcarecredentialingtoperformclinicaldutiesatthehealthcarefacilitiesinwhichtheyareassignedtopractice.InaccordancewithUniversitypolicy,non-tenuredfacultyatjuniorranksintheSchoolwhowishtoattainacontinuousappointmentmustdosowithinan11-yearperiod.[SeeSectionVII.B.]Attheinitialappointment,afacultymembershallbeplacedonthetenurepath,if

applicable,ordeclareanareaofdistinction(scholarship,teachingorservice)thatbestrepresentshis/herintendedacademiccareerpath.Thisdeclarationisnon-binding,retainstenureeligibility,andmaybechangedatthetimeofpromotion.

B.Generalrequirementsforscholarship,teaching,andprofessionalservice

Thelevelofaccomplishmentineachmissionareashallbejudgedasinvolvement,achievement,reputationorleadership.Benchmarkshavebeenestablishedateachrankforscholarship(Table1)andforteachingandprofessionalserviceattheinstitutional/regionallevels(Tables2-3)andthenational/internationallevels(Tables4-5).Thelevelofaccomplishmentattainedineachmissionareashallbejudgedasthehighestlevelatwhichacandidatedemonstratesasustainedpatternofactivity.

1.Scholarship.AllcandidatesforappointmentorpromotiontoAssociateProfessororProfessorshallhavedemonstratedsomeaccomplishmentinscholarlyendeavors.Scholarshipisdefinedasthedevelopmentanddisseminationofnewknowledgeorofnewinsightsintoexistingknowledge.Scholarlyactivityalsomayconsistofinnovativeconceptualizationsornovelsolutionstohealthproblemsthathavereceivednationalrecognition;orofresearchon,andapplicationof,newconceptsinbiomedicaleducation.Regardlessofitsform,thecandidate’sscholarshipmustprovidepromiseofcontinuedandrecognizedcreativity.RepresentativeexamplesofbenchmarksforscholarshipcanbefoundinTable1.

2.Teaching.Candidateswhoareproposedforappointmentorpromotionbasedprimarilyontheirteachingaccomplishmentsshallhavedemonstratedskillinanddedicationtohighqualityteachingandacapacityandadesiretomaintainteachingeffectivenessthroughouttheircareers.Acandidate’scontributionsinteachingmayincludeinstructionofundergraduate,graduate,and/orpost-graduatetrainees;sharingknowledgewithpatients,families,and/orthecommunity;deliveringeducationalpresentationstotheirpeersatprofessionalmeetingsand/orcontinuingmedicaleducationcourses;directingone-on-oneteachinginthelaboratoryand/oratthebedside;andmentoring.Thequalityofacandidate'steachingshallbedemonstratedinateachingportfoliothatdescribesanddocumentsindetailtheeducationalactivitiesofthefacultymember.Representativeexamplesofbenchmarksforinstitutional/regionalteachingcanbefoundinTable2andfornational/internationalteachinginTable4.

3.ProfessionalService.CandidateswhoareproposedforappointmentorpromotionbasedprimarilyontheiraccomplishmentsinprofessionalserviceshallhavedemonstratedcontributionstohighqualitypatientcareaswellascitizenshipintheSchool/Universityandtheirprofessionalcommunities.Evidenceofprofessionalskill,medicalknowledge,humanisticconcernforpatientsandfamilies,collegialityandtheinnovativeapplicationoftechniquesandknowledgeisrequired.Citizenshiptotheprofessionalcommunityinvolvescommitteework,conferenceorganization,andpeerreview,amongotheractivities.Thequalityofacandidate'sserviceshallbedemonstratedinaserviceportfoliothatdescribesanddocumentsindetailtheprofessionalservicecontributionsofthefacultymember.Representativeexamplesofbenchmarksforinstitutional/regionalprofessionalservicecanbefoundinTable3andfornational/internationalprofessionalserviceinTable5.

C.RequirementsforappointmentasAssociateorappointmentandpromotiontoSeniorAssociate

AppointmenttotherankofAssociateorSeniorAssociatemaybeusedforcandidateswhoarecompletingadvancedresidencytraining,includingchiefresidentsornon-ACGMEfellowswhoprovideclinicalcareatthelevelofafacultymember.Theseranksalsomaybeusedforthoserecentlycompletingpostdoctoraltraining.

D.RequirementsforappointmentandpromotiontoInstructor

AppointmentandpromotiontotherankofInstructormaybeusedforacandidatewhohascompletedresidencytrainingorpostdoctoraltraining,isinitiatinghis/heracademiccareeraftercompletionofprofessional/academictraining,andhasthepotentialtomakesubstantialcontributionsinscholarship,service,orteaching.

E.RequirementsforappointmentandpromotiontoAssistantProfessor

AppointmentsandpromotionstotherankofAssistantProfessormaybeusedforindividualswhohavecompletedresidencyorpost-doctoraltraininganddemonstrateexperienceinresearch,teaching,and/orhigh-qualityprofessionalservice.CandidatesshouldexhibitthepotentialtosatisfytherequirementsforpromotiontoAssociateProfessorasoutlinedbelow.

F.RequirementsforappointmentsandpromotionstoAssociateProfessorwithorwithouttenure

1.AssociateProfessor,non-tenured.CandidatesfortherankofAssociateProfessorwithouttenuremusthavesignificantaccomplishmentsinallthreemissionareas.Thebalanceamongaccomplishmentsmayvaryconsiderablyfromonecandidatetoanother.Atthetimeofappointmentorpromotion,thecandidate,togetherwiththeDepartmentChair,mustidentifytheareaofdistinction(scholarship,teaching,orprofessionalservice)thatbestmatcheshis/heraccomplishmentsandmeetstheminimumcriteriadescribedbelowinTable6.Table6includesonesetofcriteriainscholarshipandtwosetsofcriteriaeachforteaching(AandB)andprofessionalservice(AandB)toallowfordifferentcombinationsofindividualaccomplishments.Scholarshipbenchmarks(Table1),institutional/regionalbenchmarksinteachingandprofessionalservice(Tables2-3),andnational/internationalbenchmarksinteachingandprofessionalservice(Tables4-5)shouldbeusedtojudgequalificationforappointmentandpromotion.Itisnotnecessarythatacandidateachieveeverybenchmarkinagivencategory,butasustainedpatternofaccomplishmentsconsistentwiththesebenchmarksisexpected.FacultyareexpectedtomaintainexcellenceineachmissionareaatleastatthelevelrequiredforappointmentorpromotionasAssociateProfessoruntiltheirnextpromotionorthroughouttheircareers.

2.AssociateProfessorwithtenure.CandidatesforpromotiontoAssociateProfessorwithtenure,orforthegrantoftenureattheAssociateProfessorlevel,shallholdadoctoraldegreeanddemonstrateatleastanestablishednational/internationalreputationinscholarship.Candidatesmustalsoattainthebenchmarksforeitheratleastnational/internationalachievementinteachingandatleastinstitutional/regionalachievementinprofessionalservice(Table7,ScholarshipA)oratleastinstitutional/regionalachievementinteachingandatleastnational/internationalachievementinservice(Table7,ScholarshipB).Tenuredecisionsmustbemadebytheendofthe11thyearonfaculty,andmusttakeeffectbySeptember1stofthe12thyear.Ifatenuredecisionisunfavorable,candidatesmaybereconsideredinsubsequentyearsprovidedtheystillfallwithinthe11-yeartenureclock.

Intermsofscholarship,thecandidatemusthaveasustainedrecordofextramuralfundingwithsomeasprincipalinvestigator,aswellasacontinuouspublicationrecordthatincludesfirstorseniorauthorshiponpublicationsinleadingrefereedjournals.Candidatesmayalsofulfillmission-criticalinvestigatorrolesonmultiplefundedteamscienceprojects.Theyshouldhavegiveninvitedresearchpresentationsatnationalvenuesandshouldhaveauthoredimportantreviewarticles,chaptersandbooks.Otherevidenceofscholarshipmayincludelicensedpatents.ScholarshipbenchmarksareprovidedinTable1,andteachingandprofessionalservicebenchmarkscanbefoundinTables2-5.Candidateswhoaregrantedtenureareexpectedtomaintaintenurablestandardsofperformancethroughouttheircareers.

H.Jointandsecondaryappointments

Joint(sharedcompensationorotherfinancialsupport)andsecondary(withoutcompensationinthesecondDepartment)facultyappointmentsintheSchoolarelimitedandrequiretheapprovaloftheDepartmentChairsandtheDean.Theirconditionsshouldbestatedinwritingatthetimeoftheirinitiation.SuchappointmentsrequirethatthefacultymembermakesanappreciablecontributiontothesecondaryDepartment.Initialjointandsecondaryappointmentsmaybemadeatthesamerankas,oratonefacultyranklower,thanthatheldintheprimaryDepartment,atthediscretionoftheChairsofthetwoDepartments.AttherequestoftheChairs,advancementtothenextrankmayoccuratthetimeofpromotionintheprimaryDepartment.

I.JointandsecondaryfacultyappointmentsintheSchooloffacultyatotherinstitutions

FacultywhoholdprimaryappointmentsatothermedicalschoolsoruniversitiesusuallyarenoteligibleforjointorsecondaryfacultyappointmentsintheSchoolofMedicine.ExceptionsmaybemadeonlyifthearrangementisbeneficialtotheSchool,andifthefacultymember’sactivitiesdonotinterferewithhisorherobligationstotheSchoolorhomeinstitutionorbreachthepoliciesoftheUniversity,theSchool,orthehomeinstitution.SuchexceptionsshallrequireapprovalbytheDepartmentChair,theDean,andthehomeinstitution.ContractualagreementsbetweenEmoryandtheotherinstitutionwillberequired.Suchcontractualagreementsmustincludespecifictermsforanyfacultywhowishtosubmitresearchproposals,belistedascompensatedinvestigatorsonresearchgrants,orprovidecompensatedmedicalservicesatEmory.

J.SpecialtitlesintheSchool

VI.ALLIEDHEALTHAPPOINTMENTSANDPROMOTIONS

AlliedHealthfacultywillbesubjecttothesameguidelinesasotherfacultyintheSchool.Theymustholdthenationallyacceptedterminaldegreeintheirfieldatthetimethedegreewasawarded.Toadvancethroughtheacademicranks,theymustmeetorexceedthecriteriadescribedinTables6and8.CandidateswhodonotholdadoctoraldegreearenoteligiblefortenureorpromotiontoProfessor.

VII.PROCEDURESFORAPPOINTMENT,PROMOTIONANDTERMINATION

Overviewofprocedure:Recommendationsforappointmentandpromotion,arrivedatusingprinciplesestablishedbytheOfficeofEquityandInclusion,theseGuidelines,andDepartmentalpolicy,areinitiatedbytheDepartmentChair.AppointmentsandpromotionstoAssociateProfessorandProfessoraresubmittedtotheFacultyCommitteeonAppointmentsandPromotions(FCAP)and,iffavorablyreviewed,totheCouncilofChairs,bothofwhichareadvisorytotheDean,beforeafinaldecisionbytheDean.TenureactionsarethenforwardedtotheExecutiveVice

PresidentforHealthAffairsforapprovalbeforesubmissiontotheUniversityProvostandtheBoardofTrusteesforaction.TheseproceduresareinaccordancewiththeUniversitypolicystatedintheBylawsandintheStatement.

A.Minimumtimeinonerankbeforepromotiontothenextrank

TheminimumtimeinrankmaybeservedatEmoryorpreviousinstitutionsbeforeappointmentorpromotiontothenextrank.Theminimumtimeinrankordinarilyislessthantheusualtimeinrank.Underrareandunusualcircumstances,theChairmayrequestpromotionsoonerthantheminimumtimeinrank.TherecommendationfromtheChairtotheDeanmustexplicitlyjustifyinwritingwhysuchexceptioniswarranted.Theminimumtimeinrankbeforethenextpromotioncouldtakeeffectisstatedbelow.

B.Maximumtimeinrankbeforepromotiontothenextrank

1.Generalrules.Facultywhoarebeingconsideredfortenuremustachievethecriteriafortenurewithin11years.ThetenureclockbeginsatthestartofthefirstfullacademicyearafterappointmentasAssistantProfessorortwoyearsafterappointmentasInstructor.3NewfacultyappointedwithouttenureattheAssociateProfessorlevelhavefiveyearstoattaintenure,ifapplicable.FacultyappointedasProfessorwithouttenurehavethreeyearstoattaintenure,ifcommensuratewiththeircareertrajectory.Nomaximumtimesinrankexistforfacultynoteligiblefortenure,butfacultyareentitledtoreviewandpromotioninaccordancewiththeSchoolofMedicineFacultyDevelopmentPolicyandthecriteriaandrestrictionsherein.

2.Extensionofthetenureclock.Thedecisiontogranttenuremustbemadebeforetheendofthe11thyearofemploymentinafull-time,regularacademicposition.SincenoticeshouldbegivenforchangingorterminatinganacademicappointmentbyMay31ofthefinalyearofappointment,thetenurereviewmustbeinitiatednotlaterthanthe10thacademicyear.Inordertoprotectthefacultymemberwhohasdemonstratedexcellentpotentialforreachingtenure,butwhohasencounteredunusualcircumstances,thefollowingsituations,subjecttoUniversitypolicy,mayqualifyforanextensionofthetenureclock:

a.Ifafacultymemberwhohasnotyetbeenreviewedfortenurebecomesaparentbybirthoradoption,aone-yearextensionofthetenureclockwillbegrantedautomaticallyperbirthevent.Thefacultymembershouldnotifyhis/herDepartmentChairandDeaninwritingofthischangeinstatusattheearliestpossibledate.

b.Otherspecialcircumstancesthatmayjustifyanextensionofthetenureclockincluderesponsibilityformanagingtheillnessordisabilityofafamilymember,seriousillnessofthefacultymember,personalorfamilytragedy,catastrophicchangeintheresearchenvironment(e.g.,equipment,researchdata,animalorpatientresources)thatsignificantlydelaysorterminatesspecificresearchactivity,ortheunforeseenimpositionofadditionalDepartmentalorUniversitydutiesthatsignificantlydetractsfromtheacademictimeavailabletothefacultymember.

Toobtainanextensionofthetenureclockforunusualcircumstances,thefacultymembermustmakeawrittenrequesttotheDepartmentChairshowingthathisorherabilitytodemonstratereadinessforthegrantoftenurehasbeensubstantiallyimpaired.Facultyareexpectedtosubmitthepetitionforanextensionofthetenureclockatthetimeoftheunusualcircumstanceratherthaninyeartenwhenthetenurereviewisdue.

3Forexample,iftheemploymentdateisNovember1,thefirstfullyearofservicebeginsonthefollowingSeptember1.

ThepetitionmustbeapprovedbytheDepartmentChair,Dean,ExecutiveVicePresidentforHealthAffairsandtheProvost.Intheeventofadenial,thefacultymembermayappealtotheresponsibleofficialatthenextlevelofapproval.TheProvost,inconsultationwiththePresident,shallgrantordenythepetition.

3.Exceptions.WhenaninadvertentadministrativeerrorintheDepartmentorDean’sOfficeallowsthetenureclocktoexpirebeforethecandidateisabletocompileapromotionpacket,upondiscoveryoftheerror,theChairmustimmediatelyinitiatetheusualprocedureforreviewofthefacultymember’scredentialsforthegrantoftenure;or,withtheconsentofthefacultymember,allowthetenureclocktolapse.Ifinitiatingareview,theDepartmentChairshallthensubmittotheDeanawrittenreportexplainingthereasonfortheoverduesubmission;theDepartment’srecommendation,favorableorunfavorable;reasonsfortherecommendation;andtheusualcompletesupportingmaterials.IftheDeanagreesthatthecircumstancesmeritexceptionalconsideration,afavorablerecommendationfromtheChairwillbeconsideredasdescribedinsectionVII.E.RecommendationofthefacultyactiontotheProvostandPresidentoftheUniversityforspecialconsiderationshallbeatthediscretionofthedean.IfanunfavorablerecommendationismadebytheDepartment,theFCAP,theCouncilofChairs,ortheDean,thefacultymembershallhavetherightsofappealdescribedherein.

Inrareandunusualcircumstances,theDeanmayconsiderproposingagrantoftenureforaProfessorwhohasexceededthetenureclockandthroughachangeincareerfocushasachievedtheperformancemetricsofatenuredProfessor.TheDeanwillconsultwiththeProvostbeforemovingsuchacaseforward.

C.Termsandrenewaloflimitedappointments

InaccordancewiththeStatement,thetermsoflimitedappointmentsshallbestatedinwriting,andthedetailsoflimitedappointmentsthatarecontingentuponspecifiedgrantsandcontractsshouldbedescribed.WrittennoticeasprescribedintheStatementisrequiredfornon-renewaloflimitedappointments.IntheSchool,renewaloflimitedappointmentsshalloccuronayearlybasis,inaccordancewiththeStatement,unlesswrittennoticeofnon-renewaloftheappointmentisprovidedbytheDepartmentChairtothefacultymember.LimitedappointmentsintheSchoolareforoneyear,unlessashorterperiodisspecifiedintherecruitmentandappointmentletter.

D.Departmentalproceduresforappointment/promotion

1.Chair’sreview.ThecredentialsofallfacultyshallbereviewedbytheChairoftheDepartmentinaccordancewiththeseGuidelinesandtheSchoolofMedicineFacultyDevelopmentPolicy.Writtennoticeofnon-renewalshallconformtotherequirementsoftheStatement.ActionleadingtonominationofanindividualforappointmentorpromotionwillbeinitiatedbytheChairoftheprimaryDepartmentinaccordancewiththeseGuidelinesandestablishedDepartmentguidelines.

2.Departmentalcommitteereview.Theindividualunderconsiderationshallbeprovidedsufficientnoticetoallowpreparationofappropriatesupportingdocumentation,allofwhichshallbeconsideredbytheDepartmentappointmentsandpromotionscommitteewhenpreparingitsrecommendationtotheDepartmentChair.Thecommitteerecommendation,includingthevotetotals,willbeincludedintheChair’sletter.AllreviewsshallconformwithUniversitypoliciesonequityandinclusionandutilizebestpracticeswithrespecttothecompositionofthecommittee.

3.Lettersofevaluation.Lettersofevaluationarerequiredforallseniorpromotionactions(AssociateProfessorandProfessor).ForthefacultyranksofAssociate,SeniorAssociate,InstructorandAssistantProfessor,nolettersofevaluationotherthantheChair’sarerequired,butothersmaybeincluded.

InconsultationwiththeDepartmentChair,thecandidatewilldevelopalistofpotentialinternalandexternal

evaluators,abriefdescriptionofthecredentialsofeachthatexplaintheselectionofthatevaluator;theevaluator’sperceivedstandinginthefieldwithregardtoscholarship,teaching,and/orprofessionalservice;andtheevaluator’srelationshiptothecandidate,ifany.Acandidatemaynotsolicitorcontactpotentialevaluatorsoncepromotionmaterialshavebeensubmittedtohis/herdepartment,asthiswoulddisqualifyevaluatorsfromparticipatinginthereviewprocess.UsingastandardletterandEvaluatorProfileFormapprovedbytheProvost,theDean’sOfficeshallsolicit,track,andcollectallinternalandexternallettersofevaluationforcasesinvolvinggrantoftenure.Forotheractions,theDepartmentshallsolicit,track,andcollectallletters.AlllettersreceivedbytheDean’sOfficewillbeprovidedtotheChairandwillbeconsideredinthereviewsofthecandidate’scredentials.Forreportingpurposesandforconsiderationinthereviewprocess,ifappropriate,theDean’sOfficeortheDepartmentshallrecordthereasons,totheextentknown,thatanyinvitedevaluatorsfailtorespond.

Atleastfourexternallettersfornon-tenuredAssociateProfessorappointmentsandpromotionsandatleastsixlettersforalltenureandProfessoractionsmustbereceivedfromfacultymembersoracademicadministratorswhoholdtheranktowhichthecandidateaspires,orhigher.Evaluatorsofthecandidate’sresearchshouldbetop-ranking,acknowledgedscholarsinthecandidate’sfield.Fornon-tenuredappointments,atleasttwooftheselettersmustbefromevaluatorswhohavenotcollaboratedwiththeindividualwithinthelastfiveyears,havenotpublishedwiththeindividualexceptaspartofalargeworkinggroup,anddonothaveanyotherclosepresentorpastrelationship,includingmentor,supervisor,orclosecolleague.Theotherlettersmaybefromacollaboratorwhoisfamiliarwiththecandidate’scontributionstothefield.Fortenuredecisions,alllettersmustmeetthecriteriasetforthbytheProvost’soffice.Inallcases,anevaluatorwillcompletetheSchoolofMedicineCandidateEvaluationFormorprovidealettersummarizinghis/heropinion.Inaddition,(s)heshallcompleteanEvaluatorProfileFormdocumentinghis/herrelationshipwiththecandidateandidentifyinganyconflictsofinterestthatmayexist.

Inclusionofinternallettersthatspeaktoeducational/servicecontributionsandoneoptionalletterfromtheteamleader,ifapplicable,maybesubmitted.Internallettersmaybefromthecandidate’ssecondarydepartment,providedthatthecandidateandevaluatordonothaveacloseworkingrelationship.ForallfacultywhoholdjointorsecondaryappointmentsintheSchooloraUniversityunitoutsidetheSchool,aletterofsupportforthecandidatefromtheDeanorDirectoroftheunitinwhichthecandidateholdsthejointorsecondaryappointmentmustbeincluded.

4.DepartmentalpackettoDean.ThematerialsprovidedtotheDeanshallincludethoserequiredbythePresident’sAdvisoryCouncil(PAC)andtheProvost(AppendixA).Briefly,theywillincludetheDepartmentChair’sletter;thecandidate’steachingportfolio,serviceportfolio,curriculumvitae,one-pagecurriculumvitae(tenurecandidatesonly),andpersonalstatement,allinSchoolformat;copiesofuptofiverepresentativepublications;internalandexternallettersofevaluation,aswellasthelistofevaluatorsfromwhomanopinionwassolicited;andtheaforementionedletterofsupportfromtheChairorDirectoroftheunitinwhichthecandidateholdsajointorsecondaryappointment.

E.Proceduresforextra-departmentalreview

1.Appointmentsandpromotionstolimitedintroductoryranks.TherecordofthecandidatenominatedforappointmentorpromotiontoanyofthelimitedintroductoryranksisordinarilyreviewedandacteduponbytheDeanwithoutfurtherconsultation.TheDepartmentChairshouldprovidealetterexplainingtherequestandacopyofthecandidate’scurriculumvitae.AppointmentsandpromotionssoaccomplishedarereportedtotheCouncilofChairsmonthly.

2.AppointmentsandpromotionstoAssociateProfessorandProfessor.ProposalsforappointmentsorpromotionstotherankofAssociateProfessororProfessorareforwardedbytheDeantotheFCAP.TheFCAPcompositionisdescribedintheBylawsoftheEmoryUniversitySchoolofMedicineFacultyCommitteeonAppointmentsandPromotions.Candidatesrecommendedforappointmenttotheseranksmustsubmittheirdossier(asdescribedinSectionVII.D.4)toallowtimeforthevariouslevelsofreviewtooccurwithinsixmonthsoftheirstartdate.Duringthereviewprocess,candidatesshallholdthetitlesofActingAssociateProfessororActingProfessor.FailuretocomplywiththistimelinemayresultinreversiontothetitleofAssistantProfessoruntilsuchtimeastheactionisreviewedandapproved.

a.TheFCAP’sinitialreviewofaproposalforappointmentorpromotion.ProposedactionsarereviewedbytheFCAPinasimilarmannerasforlimitedandcontinuousfacultyappointmentsusingthecriteriaappropriatetoeach,includinganyadditionalDepartment-specificcriteria.TheCommitteewillassesswhetherthedocumentationsubmittedbythecandidateandtheChairadequatelysupportsappointmentorpromotionbasedontheareaofdistinctionchosenbythecandidate,thecriteriasetforthinTables6-9,andthebenchmarksinTables1-5.TheCommitteemayrequestinwriting,throughtheDean’sOffice,additionalinformationfromtheDepartmentChair.

TheFCAPshalldiscussandvoteoneachcandidateseparately.MembersoftheCommitteewillbeprovidedwiththecompletepacketforeachfacultyaction.TheCommitteeChairwillassignaprimaryandsecondaryreviewerwhodonothaveapersonalconflictofinterestorholdaprimaryappointmentinthesameDepartment,andwhoholdanacademicrankequaltoorhigherthanoftheexpectedrankofthecandidate.Reviewerswillrigorouslyevaluatethecandidate’sscholarship,teaching,andprofessionalserviceinaccordancewiththecriteriadescribedherein.Lettersofevaluationshallbeusedtojudgeacandidate’slocal,regional,nationaland/orinternationalreputation,andimpact.Theprimaryreviewerwillpresenthis/herevaluationtotheCommittee,andthesecondaryreviewerwillprovideadditionalcommentsasnecessary.TheentireCommitteewillthendiscussthemeritsofthecandidate’sapplication.

b.TheFCAPvoteonproposedactions.AquorumofmorethanhalfoftheCommittee,includingtheChair,isrequiredforeachdiscussionandvoteonafacultyaction.TheCommitteeshallvoteupontenureandpromotionrecommendationsseparately.AnyCommitteememberwithaconflictofinterestshallleavetheroomduringtheconsiderationandshallnotvote.Membersabsentfromthediscussionmaynotvoteandmustberecordedasabsent.TheCommittee’srecommendationtosupportordenytheproposedpromotionorappointmentshallbebaseduponasimplemajorityvote.Thevoteofeachofthememberspresentshallberecorded;however,thedeliberationsoftheCommitteeareconfidentialexceptasreportedinaggregatetotheDeanandtheCouncilofChairs.

c.CommitteereporttotheDean.Foreachfacultyaction,theCommitteeChairwillprovidetotheDeanawrittenreportthatreflectstheCommittee’sdeliberationsandrecommendation,includingthecriteriaproposedbytheChair,thestrengthsandweaknessesofthecandidatebasedonthecriteriadescribedherein,asummaryoftheopinionsoftheexternalevaluators,andtheCommitteevote.WhentheCommitteevoteisnotunanimous,theminorityopinionwillbedetailedinthereport.

d.ActionbytheDeanandtheCouncilofChairs.TherecommendationoftheFCAPisadvisorytotheCouncilofChairsandtheDean.IftheFCAPrecommendationisforanon-tenureappointmentorpromotion,andisfavorablebyatleastatwo-thirdsmajorityvote,theCouncilofChairsthenreviewsthepromotionmaterialsandtheFCAP’sdecisionandmakesfinalrecommendationviaaconsentagendafortheDean’sapproval,dependingupontheneedsoftheSchoolandtheUniversityandupon

fiscalconsiderations.Ifafavorablerecommendationissupportedbyavotegreaterthanone-halfbutlessthantwo-thirdsoftheFCAP,thentheCouncilofChairswillreviewanddiscusstheactionataregularmeeting.

Ifthefavorablerecommendationinvolvesgrantoftenure,thentheactionwillbeassignedtotwoDepartmentChairsforin-depthreviewattheCouncilofChairsmeeting.TheChairoftheFCAPwillpresenttotheCouncilofChairsasummaryoftheFCAP’srecommendationandwillanswerquestions.ThetwoChairswhohaveperformedthereviewwillpresenttheirconclusions,andtheChairofthecandidate’sDepartmentwillbeaskedforcomment.TheCouncilofChairswillthendiscussandvoteontheactionaftertheDepartmentChairhasrecusedhimself/herself.

UnfavorableFCAPrecommendationswithwhichtheDeanconcursareremandedtotheDepartmentChairwithadescriptionoftheChair’soptions.TheDepartmentChairmayconferwiththecandidatewhenconsideringwhethertoaccepttheFCAPdecisionortoappeal,buttheFCAPreportitselfmustremainconfidentialbecauseitcontainsinformationabouttheevaluators’opinions.IftheDepartmentChairdisagreeswiththeoutcomeoftheFCAPdeliberation,(s)hemayappealtheactiontotheCouncilofChairsasdescribedabovefortenurecases.IftheDepartmentChairopposesthepromotion,butthecandidatebelievestheactionshouldgoforwardandthecasemeetsthecriteriaoutlinedbelowforappeals,(s)hemayappealtotheDean.Athis/herdiscretion,theDeanmayappointtwomembersfromtheCouncilofChairstopresentthecandidatetotheCouncilofChairsforreview.

WhentheDeandoesnotconcurwiththeFCAP,(s)hemayseekfurtheradvicefromtheCouncilofChairs.

e.ActionbytheProvost.AlltenureactionsapprovedbytheFCAP,theCouncilofChairsandtheDeanshallbeforwardedtotheProvost’sOfficeforreviewandapproval,alongwithaletterfromtheDeanoutliningtheSchool’spromotionprocedures,thecandidate’scontributionstohis/herfield,andtheoutcomeoftheSchool’sdeliberations.

f.Appeals.

i.AppealofChair’sdecisionordecisionofDepartmentalcommittee.IftheDepartmentChairdeclinestoinitiatetheprocessthatmayleadtoarecommendationforpromotion,oriftheDepartment'srecommendationisunfavorable,thecandidateorotherfacultymembersactingonhis/herbehalfmaysubmitawrittenappealtotheDean.TheDeanhasthediscretiontoacceptordeclinetoaccepttheappeal.Iftheappealisaccepted,theDeanmaymakeadecisionontheappeal,maysubmitthecasetotheFCAPasspecifiedherein,ormayseekadvicefromtheCouncilofChairs.

ii.AppealofrecommendationoftheFCAP.AcandidateorDepartmentChairmayappealinwritingtotheDeananunfavorableFCAPrecommendation.Thebasisforsuchanappealshallbeeitherthat(a)theFCAPfailedtoadheretoandequitablyapplytheGuidelines;or(b)thattherehasbeenaviolationofacademicfreedom.TheDeanhasthediscretiontoacceptordeclinetoaccepttheappeal.Iftheappealisaccepted,theDeanmaymakeadecisionontheappealormayseekadvicefromtheCouncilofChairs.TheCouncilofChairswillconsideronlysubstantiveinformationinanydecisionthatmayreversetherecommendationoftheFCAP.

iii.AppealofdecisionofDean.AcandidatemayappealtotheExecutiveVicePresidentforHealthAffairsanunfavorabledecisionbytheDean.TheExecutiveVicePresidentofHealthAffairs,incoordinationwiththeProvost,willdeterminetheprocedurebywhichsuchappealsarereviewed.

iv.Appealofdecisionallegedlybasedondiscrimination.AnyfacultymembermayappealanunfavorabledecisionbelievedtobebaseduponprohibiteddiscriminationthroughtheprocedureprescribedbytheEmoryUniversityOfficeofEquityandInclusion.

F.Terminations.ThedecisionwhethertoterminateafacultymemberdeniedtenurewillresidewiththeDepartmentChairandtheDean,whowillconsiderthepotentialforthefacultymembertocontinuetocontributetothemissionsoftheUniversityandthefinancialimpactofsuchadecision.TerminationproceduresanddecisionsconcerningterminationforcausewillconformtotheStatement.

G.Specialcases

1.Procedureforreviewoflong-termAssociateProfessorwithtenure.[AdaptedfromandsubjecttopolicyestablishedbytheUniversityBoardofTrustees.]Occasionally,tenuredmembersofthefacultytakeonrolesoranemphasisintheirworkthatdoesnotmeetthestandardcriteriaforpromotionwiththeresultthattheyremainintherankofAssociateProfessorformanyyears.ThecareersofsuchindividualsmaynotreceivethewiderprofessionalrecognitionofthemoretypicalscholarlycareerbutnonethelessreflectoutstandingandimportantcontributionstotheUniversity.SuchpersonscouldbeeligibleforconsiderationfortherankofProfessorwithtenure.Attheirdiscretion,DepartmentChairsortheDeanmayreviewandnominateforpromotionsuchindividualswhohavebeeninrank12yearsorlonger.Thenominationmustbesupportedbyevidenceofextraordinarycontributionsto,andoutstandingperformancein,teachingorservice,andasappropriate,scholarship.ThenominationforappointmenttoProfessorwithtenurewillbeprocessedandreviewedintheusualmannerforsuchappointment.

2.ProcedureforreappointmentoffacultyreturningtotheUniversityafteranabsence.Ifanon-tenuredfacultymembervoluntarilyleavestheUniversityandthenwishestoreturnwithintwoyears,theChairmayrequestreappointmentatthesamerankwithoutfullreviewbytheFCAPandtheCouncilofChairs.Insuchcases,theChairshallsubmitareappointmentrequestandthecandidate’supdatedcurriculumvitaetotheDean.TheDeanmayaccepttherecommendationorrequestreviewbytheFCAPandtheCouncilofChairs.Thispolicydoesnotapplytofacultymemberswithtenure.FacultymemberswithtenuredappointmentsorthosewhohavebeengonefromtheUniversityformorethantwoyears,willundergoreviewoftheirappointmentfollowingtheregularproceduresdescribedherein.

3.One-timeproceduresforactionsproposedduringtransitiontotheseguidelines(grandfatherclause).Thephase-inofthisnewversionoftheGuidelineswillbeginonSeptember1,2017andwilloccurasfollows:

• PromotionproposalsforthosewhosefacultyappointmentattheUniversitybeganafterSeptember1,2015shallautomaticallybeconsideredunderthesenewGuidelines.

• ThosewhowerefacultyintheSchoolpriortoSeptember1,2015shallhaveuntilSeptember1,2020tobeconsideredforpromotionundertheprevious2011Guidelinesiftheysochoose.

• Ifafacultymemberisproposedforpromotionunderthe2011Guidelinesandfailstobepromoted,allfurtherpromotionproposalsshallbeconsideredunderthe2017Guidelines.

• AfterSeptember1,2017,onceachangeinrankhasoccurred,furtheractionswillonlybeconsideredunderthe2017Guidelines.

• Facultywhohavebeendeniedtenureunderthe2011Guidelinesshallbereconsideredfortenureonlyunderthe2017Guidelinesiftheyarewithinthe11-yeartenureclock.

VIII.ADJUNCTFACULTYAPPOINTMENTSANDPROMOTIONS

A.Adjunctfacultyappointments

AlladjunctfacultyappointmentsintheSchoolofMedicinearelimited,andtheirconditionsshouldbestatedinwritingatthetimeoftheirinitiation.TheseappointmentsautomaticallyterminatetwoyearsafterthedateofappointmentunlessrenewedinwritingbytheDepartmentChair.AllfacultywhoholdadjunctfacultyappointmentsintheSchoolaresubjectto,andshallcomplywith,thepoliciesandproceduresoftheDepartment,School,andUniversity,andfurthertoanylocal,state,andfederallawsandregulationsthatareapplicabletotheiractivitiesatEmory.

Adjunctfacultyserveinavolunteercapacitywithoutfinancialcompensation.AppointmentstotheranksofAdjunctInstructorthroughAdjunctProfessorarereservedforindividualsgenerallyfromoutsideEmorywhohavecompletedtheirgraduatedegreesandwhocontributeactivelytotheclinical,educationaland/orresearchmissionsoftheSchool.TheinitialadjunctappointmentshallbeattherankofInstructorunlessaccomplishmentsarecommensuratewithahigherrank.RanksofAssistantProfessor,AssociateProfessorandProfessorrequireongoingUniversitymission-specificcontributionsinteaching,service,and/orscholarshipatalevelcommensuratewiththoseofregularfaculty.Adjunctfacultymayholdasecondaryadjunctfacultyappointment,ifappropriate.

AdjunctfacultywhoalsoholdfacultyappointmentsatotheracademicinstitutionsmusthavetheapprovaloftheirhomeinstitutionsaswellastheEmoryDepartmentChairandDeantoholdanappointmentintheSchoolofMedicine,participateinresearchorclinicalactivities,submitresearchgrants,orbelistedasinvestigatorsonresearchgrantsatEmory.Researchandclinicalactivitiesmayrequirespecialarrangementssuchascontractsandotheragreements.

B.Requirementsforappointmentandpromotiontosenioradjunctfaculty

1.AdjunctAssociateProfessor.AdjunctAssociateProfessorsshallexhibithighlevelsofskillasclinicians,teachers,and/orresearchers.Theyshallcontributeactivelytotheclinical,educational,and/orresearchprogramsoftheSchoolatalevelcommensuratewiththatexpectedofregularfacultyatthisrank.

2.AdjunctProfessor.AdjunctProfessorsshallhaveachievedundisputedrecognitionasoutstandingclinicians,teachersand/orresearchers.Theyshallcontributeactivelytotheclinical,educationaland/orresearchprogramsoftheSchoolatalevelcommensuratewiththatexpectedofregularfacultyatthisrank.

C.Proceduresforadjunctfacultyappointmentsandpromotions

Nominationsforappointmentsandpromotionsintheadjunctfacultyranksarerecommended,processed,andreviewedinthesamemannerasthoseforregularfacultyappointmentstotherankofAssistantProfessor.InadditiontoapprovalsfromtheDepartmentChairandDean,specialcontractualagreementsmayberequiredforadjunctfacultycandidateswhoholdfacultyappointmentsatotherinstitutions.TheDean’sOfficewillassistDepartmentChairsinobtainingsuchagreements.

TheseGuidelinesandanyadditionalDepartmentalrequirementsforappointment,promotion,tenure,andterminationmustbekeptonfileintheDean’sOffice,postedontheSchoolofMedicinewebsiteandmadeavailabletothefaculty.CompleterecordsoftheformalDepartmentalreviewprocessforeachcandidate,includingallpertinentdataandthewrittenreportsofrecommendations,mustbekeptonfileintheDepartmentofthecandidateforaperiodofnotlessthanthreeyears,regardlessofwhethera
