INTRODUCTION The 4th Edition of the Cadet Proficiency Badge Scheme (CPBS) Handbook will be formally launched on 2 July 2016. With the launch, the proficiency badge scheme provides cadets with the opportunity to attain badges based on their own interests and to help them develop holistically. To better equip schools and zones with the necessary information, the CPB Committee has decided to come up with specific guidelines and resources leading to the application and award of the badges. GUIDELINES TO CONDUCT BADGE ACTIVITIES There are several ways to organise badge activities for the cadets:

1. NHQ courses / activities 2. Zone courses / activities 3. Courses organised external organisation / vendor 4. In-house activities / courses organised at corps level

Cadets should be provided with notes or any other relevant reading materials to compliment what they should know in order to meet the objectives of the course. Besides theory, they can also be provided with hands-on activities to reinforce learning. The objectives or learning outcomes of the badge activities/courses that are organised by NHQ/Zone/Corps should meet 80% of the criteria spelt out in the CPB Handbook. Badge activities/courses that are organised by external vendors / organisations, NHQ will assist to liaise with them to match the badge criteria with their course objectives/learning outcomes. Should corps/zones organise activities that involves an external vendor, they can liaise with the vendor to work out the course objectives. The objectives or learning outcome must also meet 80% of the criteria spelt out in the CPB Handbook. After which, corps/zones will then approach NHQ for endorsement before commencing the course. Teachers-in-charge who embark on school-based or cross-curricular programmes that are related to the badge activities, must ensure that the activities organised at school level meet 80% of the criteria spelt out in the CPB handbook / badge syllabus provided.

Zones who wish to conduct badge activities as part of leadership courses (ie. NCO Course) must write in to Asst. Chief Commissioner, CPB at least one (1) month in advance, on the intention to conduct badge activities. The contents should include:

1. Details of the badge course / activity that will be conducted during the course. Maximum Four (4) badge activities to be allowed for each course.

2. Duration of each badge course and assessment criteria (To submit course / activity outline and assessment guidelines)

Upon approval, the zone will proceed to conduct the badge activity. ASSESSMENT GUIDELINES AND TOOLS There are several ways to conduct assessment to test the cadets’ ability to carry out the activities leading to the award of the badge:

1. Written Test (pen-and-paper or online) 2. Practical Assessment 3. Project-Based Assessment 4. Task-Based Assessment

Written Test – It can vary from Multiple Choice Questions (MCQ), Fill in the Blanks, Short Answers or Long Answers. The questions set should cover what the cadets have learnt throughout the course. Practical Assessment – The purpose of practical assessment is to assess the cadets’ ability to carry out the skills taught during the course. The skills tested may be used during normal training after the course or for future use, as part of holistic development. Project-Based Assessment – Project theme is set to meet the course requirement and it serves as an opportunity for cadets to work together to achieve the assessment criteria. Project theme can be based on real-life scenarios or to serve a purpose. It is important to ensure that the members in the group maximize their roles during the project. Though it is recommended to keep the number of members to 4 per group, we leave it to the examiners to determine the number of members based on the scale of the project. Task-Based Assessment – A theme / scenario is set for the group members (or individual) to work on the various tasks. This gives the cadets an opportunity to exercise their self-directed learning (SDL) or collaborative learning (CoL) skills. The instructor serves as a facilitator throughout the process to achieve the assessment guidelines.

Assessment Guidelines For written test, pen-and-paper or online assessment are the common tools for assessment. Examiners are to ensure that proper answer keys are provided. For open-ended answers, variation of answers that are close to the answer keys must be considered to ensure a fair assessment is conducted. For practical assessment, using tick () or cross (), the examiner indicates after observing the participant’s ability to carry out the skills tested. Here are some suggested headings for practical assessment:

1. Competent / Incompetent 2. Proficient / Not Proficient 3. Yes / No

For project and task-based assessment, it is highly recommended to develop a set of rubrics to assess the participant’s ability to carry out the task/skills specified in the assessment guidelines. The rubrics should indicate the skills to be assessed and the various descriptors (and scores). This ensures that the examiner conducts a fair and non-biased assessment. SUBMITTING BADGE APPLICATIONS Badge applications are submitted via any of the following ways: • As an individual application • As a group application (by HQ / Zone / Corps) All applications are to be made online via St John Portal, CPB Module. Applications must be accompanied with supporting documents to certify the conduct of the courses, activities and assessment prior to the badge application. Courses that are organised at HQ level will be awarded by the CPB Committee. Zones and Corps do not need to submit these applications. Please refer to the individual badge guidelines for more details. For courses and activities that are organised by Zones and Corps, all badge applications must be submitted by the following timeframe:

of the following year This will prevent our cadets from being shortchanged due to delays caused by our teachers and officers, thus affecting their chances of achieving the award badges.

The following activities will not be affected by this restriction: • All courses and activities organised by HQ • All badges that require to submit examination results • All badges that are of personal interests (ie. swimming, photography etc.) SUBMITTING DOCUMENTS Depending on the nature of the course / activity, below are some of the different documents used for submission to process the badge applications: 1. Certificates (individual) 2. Results Slips (individual – showing Overall Mark) 3. Rubrics (for individual applications) 4. Summary of Marks 5. Certifying Letter from organisation / vendor (for bulk number of participants) 6. Photographs of activities carried out for the cadets 7. Projects done by students (hardcopy / softcopy) The above is not a complete list. Depending on each badge applications submitted, NHQ serves the right to ask for more documents to justify the badge applications and assessment conducted. While students receive certificates after completing the course organised by the vendor, school can also obtain a letter to that the students have completed and passed the course. The letter (by the vendor) will serve as a documentary proof for badge processing. This cuts down the time to photocopy / scan certificates for badge application.

Badge Application using Academic Results The following academic subjects are allowed to be used for badge applications: 1. Art / Visual Art – Artist 2. Home Economics / Food & Consumer Education – Homecraft 3. Design & Technology – Handyman 4. Food & Nutrition – Cookery & Nutrition (Sec 3 and above) The minimum qualifying level to apply badges using academic results will be Secondary 2 and above (unless specified). Schools that are conducting the subjects in Secondary 1 under the Integrated Programme are to submit the results from both Semester 1 and Semester 2 to show that the curriculum is conducted throughout the year. This arrangement is popular for subjects like Design & Technology and Home Economics. Only results showing the Overall Mark Grade are allowed for all badge applications. For academic subjects that have been completed in Semester 1, the Overall Marks will also be displayed in the results slips at the end of the year. Schools that do not have the exact name of the academic subject(s) stated above, but have the similar subject(s) that meet 80% of the badge criteria, must seek approval from HQ in writing before making any badge applications. The teacher-in-charge will write in to HQ through the Zone CPB officer, describing the subject syllabus (through the school’s scheme of work) and assessment guidelines. Upon approval, the school will proceed to apply badges using the results slips.

GROUP 1: WELFARE AND SERVICE

Attend and successfully complete the Anti-Drug Abuse Course organised by the Singapore Anti-Narcotics Association.

1. Attend the Anti-Drug Abuse Course organised by SANA HQ.

2. Written test to be administered by SANA 3. To complete and passed project assigned by

SANA HQ. Passed list will be provided by SANA HQ for CPB Committee to award badges.

CASUALTY SIMULATION (CAS/102)

Attend and successfully completed a course in Casualty Simulation.

1. Attend the Casualty Simulation Course conducted by qualified instructors appointed by CPB Committee

2. Practical Assessment on ability to carry out

simulated wounds.

3. To submit results (assessment checklist) for badge processing.

CITIZENSHIP (CTZ/103)

Know the functions of Singapore government, parliamentary membership, rules & procedures of General Election, names of Cabinet Ministers, basic knowledge of government systems in Singapore

Suggested activity / assessment includes: 1. Conduct course / lesson & written test

2. Learning Journey to cover 80% of the badge

criteria & work on a project/reflection. 3. Project-Based Assessment with different

scenarios based on badge criteria.

Submit the following for badge processing: 1. Notes / Powerpoint slides created for the

lesson. 2. Results for assessment conducted. 3. Softcopy of student’s projects.

Attend and successfully complete the one-day Civil Defence Course or Community Emergency Preparedness Programme (CEPP) organised by the Singapore Civil Defence Force.

1. Attend a one-day Civil Defence / CEPP course organised by SCDF.

2. Written & Practical test to be administered by SCDF.

3. Passed list will be provided by SCDF for CPB Committee to award badges..

COMMUNITY CARE (CMC/105)

Provide community service at own accord and interest for at least 30 hours, spreading over a period of minimum 6 months with the suggested activities (subject to approval)

1. Community service activities done in the name of SJAB are not counted as they are the core activities of SJAB. They are flag day, walkathon collections, first aid public duties and hospital attachments.

2. Documentary proof from the organization and

detailed record of each activity performed must be produced at the time of application.

CRIME PREVENTION (CRP/106)

To attend the Crime Prevention Proficiency Badge Scheme Course organised by the National Crime Prevention Council (NCPC).

1. Lesson on Crime Prevention to be conducted by trained officers/teachers.

2. Online Theory test (set by NCPC) to be

administered by teachers.

3. To organise learning journey to the Neighbourhood Police Centre.

4. To complete projects specified by NCPC

guidelines. Project to be assessed based on Project Work rubrics.

5. To complete dissemination of Crime

Prevention messages to family members.

6. Complete submission form and submit for badge processing.

Attend and successfully complete both Stage I and II of the ‘Energy Experience Programme organised by the Singapore Power Services (SP Services).

1. Attend Stage 1 and Stage 2 course, organised by Singapore Power Services.

2. Stage 1 project: submit electrical bill

Stage 2 project: project-based assessment specified by SP Services.

3. Submit result list sent by SP services as

supporting documents for badge processing.

ENVIRONMENT EDUCATION (ENV/108)

As per badge criteria 1. To participate in any of the following programmes organised by NParks or NEA a. Clean Singapore Learning Trail b. National Recycling Outreach Programme c. Community in Bloom Project

2. Getting students to work on reflections after

the programme. They can be in a form of: a. Written / Online Reflections b. Poster Presentation c. Brochure (to raise awareness)

3. Submit the following for badge application

a. Sample of Worksheets done by students (provided by programme organizer) if any

b. Namelist of students (attendance & results of student’s reflections graded)

c. Softcopy of student’s projects

To complete Heritage Badge activities organised at school level within a period of 3 months.

1. Lesson on Heritage to be conducted by officer / teacher-in-charge. Lesson includes learning journey to heritage site.

2. Proficiency Test (set by NHB & CPB

Committee) to be administered by teacher-in-charge.

3. Complete project specified by National

Heritage Board and submit for assessment. Teachers to mark the project.

4. Complete submission form for badge

processing.

NURSING CARE (NUR/110)

To complete at least 5 days of hospital duty rendered at hospitals or nursing homes under Home Nursing Foundation (HNF).

1. To complete 5 days of hospital attachment organised by NHQ.

2. Submit the hospital attachment booklet (completed by student and signed by TIC/OIC) to NHQ after the duty.

3. Badge to be awarded by NHQ.

TOTAL DEFENCE (TDF/111)

Attend and successfully complete all 3 Total Defence Badge Modules (Gold, Silver & Bronze). Sec 1 – Total Defence Bronze Sec 2 – Total Defence Silver Sec 3 – Total Defence Gold

Notes on Total Defence Gold 1. Recommend time to complete Total Defence

Gold by March (Sec 3 / Year 3)

2. If Community Service is chosen for Part 3, recommended timeframe for community service begins from Sec 2 (Sec 1 is still accepted but of lower priority)

3. Community Service hours for Part 3 (Total

Defence Gold) is in accordance to Community Care badge (CMC/105)

To attend and complete the Youth Health Ambassador Badge Programme organised by Health Promotion Board (HPB).

1. Attend a one-day course at HPB / To attend course conducted by teachers / officers who are trained by HPB.

2. Students to complete a project specified by

HPB. Projects are to be submitted directly to HPB. For in-house course, projects are to be marked by trained instructors.

3. Passed list of cadets who complete the course will be provided by HPB to SJAB. Badge to be awarded by NHQ.

WATER AMBASSADOR (WAP/113)

To participate in the Water Ambassador Programme organised by PUB. After the programme, students are to complete any of the following activities as a follow-up of what they have learnt: 1. Singapore World Water Day Activities 2. Service Learning for Community Outreach 3. Be a Water Educator Upon completion of the programme and activities, students to submit reflections based on the activities conducted with pictures for grading by the teachers.

There are two parts to this programme: 1. Attend Water Ambassador Programme, and

booking will be made via St John Portal

2. After the programme, students to perform as water advocates and choose any of the activities • Singapore World Water Day Activities • Service Learning for Community

Outreach • Be a Water Educator

3. After the programme, students to submit

reflection with pictures on what they have conducted for grading by teachers. Teachers can use rubrics to assess the projects done by the students.

4. To collate results and submit CPB-WAP form

as supporting documents during badge application.

GROUP 2: OUTDOOR ACTIVITIES

Badge Name Brief Description of Badge Criteria Activity and Assessment Guidelines ADVENTURE TRAINING COURSE (ADT/201)

Attend and successfully complete the 5 day residential Adventure Training Course.

1. To attend Outward Bound course (Challenger and above) for minimum 5 days. The OBS Integrated Programme, A Leader’s Journey is also accepted as it covers programme beyond the Challenger stage.

2. After the course, submit the certificate as

supporting document for badge application.

ARCHERY (ARC/202)

Successfully completed Basic Archery Course with at least 8 hours of training.

1. To attend Basic Archery Course organised (recognized by SSC or Archery Association of Singapore)

2. After the course, submit the certificate as

supporting document for badge application

CAMPING AND CAMPRAFT (CCC/203)

As per badge guidelines 1. Students to attend lesson conducted by Outdoor Education Instructors appointed by CPB Committee.

2. To conduct lessons based on badge criteria. To include the following as key areas:

a. Tent Pitching & Dismantling b. Tying of different types of knots c. Conditions to locate a campsite d. Safety measures in the campsite

3. At the end of the lesson/course, practical

assessment is to be administered. Practical sessions can also be conducted during camp or a separate session

CYCLING (CYC/204)

To attend at least 8 hours of cycling course.

2. At the end of the course, submit certificates of

completion as supporting document for badge application.

EXPEDITION (EPD/205)

To spend at least 2 days 1 night outdoors outside base camp, and must be carried out in groups of not less than four, on foot or bicycle. Pre-requisite of the badge includes CCC/203, HIK/209, MPR/211 before embarking on this activity.

1. To conduct expedition activity on foot/bicycle covering at least 2D1N outside base campsite.

2. Activities during expedition should be spelt

out clearly to participants

3. At the end of the activity, submit the following as supporting document: a. Detailed programme and activities during

the expedition. b. Route covered during the expedition c. Student’s reflections (optional)

GAMES (GAM/206)

To participate in any Olympic sports games programme, covering the rules, playing the game, duties of referee/umpire and scoring system.

1. The chosen game/sport must be an Olympic sport.

2. The duration of the course should be

sufficient to cover what is required in the lesson and assessment.

3. Assessment is based on simple theory and

practical (through match game).

Attend and successfully complete minimum Novice or One Star Canoeing or Kayaking Course.

1. To attend the One-Star or Novice Kayaking or Canoeing course

2. Submit certificates of completion for badge

processing.

LIFE SAVING (LIS/209)

Attain the Life Saving Awards 1, 2, and 3 of the Singapore Life Saving Society (a member of the Royal Life Saving Society).

1. To complete all levels (1, 2 and 3) of the Life Saving course

2. At the end of the course, submit all 3

certificates for badge application.

MAP READING (MPR/210)

As per badge criteria 1. Lesson and activity is to be conducted by Outdoor Education Instructors appointed by CPB Committee.

3. Conduct simple theory test on the basic map

reading skills.

4. Organise activity (integrate with Hiking badge activity) for practical assessment on map reading and identifying locations/check points.

5. At the end of the hiking activity, submit the

following for badge application: a. Route covered during the hiking b. Activities conducted during the hike

PHYSICAL FITNESS (PFT/211)

To obtain at least Silver Standard in the National Physical Fitness Assessment (NAPFA) for any two years between Primary 6 and Secondary 4.

1. Submit any two years of NAPFA certificates or results slips showing the results of NAPFA test (Silver Standard or above) as supporting documents for badge application.

SHOOTING (SHT/212)

To attend and complete at least 8 hours of Basic / Beginners course on Air Rifle / Air Pistol.

1. To attend Basic / Beginner Shooting Course with at least 8 hours of training

2. After the course, submit the certificate as

supporting document for badge application

GROUP 3: CRAFTS AND HOBBIES

As per badge criteria Application using Results Slips 1. Qualifying Level – Sec 2 (Overall Results) or

Sec 3 (Overall) for those offering as O or N level subject.

2. Results must be 60 marks or equivalent (regardless of the stream).

3. To apply for the badge, photocopy the results

slips (showing the Overall Mark & Grade). Application as a Skill / Craft 1. Submission of Art Porfolio describing the

various media of art. 2. Practical Assessment to be administered by

certified Art teacher in the school or any institution, covering all aspects specified.

3. Comments and results of each assessment

component to be submitted.

BASIC CARDIAC LIFE SUPPORT (BLS/302)

To attend and pass the Basic Cardiac Life Support Course (BCLS) conducted by SJAB.

1. Attend course and pass assessment organised by Life Support Committee, Brigade HQ.

2. Passed List of cadets who completed the

course will be sent for badge processing.

COLLECTING (COL/304)

As per badge criteria

1. Applicant is required to attend an interview conducted by officers appointed by CPB Committee.

2. After the interview, submit the rubrics

assessment results as document for badge application.

ELECTRICAL REPAIRS (ELR/305)

To pass the theory & practical test covering the aspects for Electrical Repairs.

1. Conduct lessons (theory & practical) covering minimum 80% of the criteria stated in the handbook.

2. Administer theory test.

3. Administer practical test

4. Submit the following for badge application:

a. Course Outline (with duration) b. Results (theory & practical)

HEART SAVER (HSR/306)

To pass Basic First Aid Examination (Sec 1s), inclusive of assessment on CPR & Choking Management.

1. Submit Basic First Aid Examination Form as supporting document

2. Examination Form (from Association) should

state clearly that candidate has passed the theory paper (BFA syllabus) and practical assessment on CPR & Choking Management

LEADERSHIP (LDR/308)

To attend lesson on leadership qualities, including lessons on Method of Instruction.

For lessons and activities conducted at NCO Course level, the guidelines are as follows: 1. Lesson conducted at NCO course level or

activities organised, covering topic on Leadership Qualities and Method of Instruction.

2. Submit results of cadets who passed the test

for badge submission.

LIBRARIAN (LIB/309)

As per badge criteria

1. To register as a volunteer librarian at any of the National Library branches

2. To perform at least 12 hours over a period of

at least 3 months.

3. Complete a self-reflection on the practical work

4. Submit the following for badge application:

a. Certification from the library on the practical work

b. Student’s reflection

To pass at least 1st grade level equivalent of the particular marital arts and to produce necessary documentary proof.

Submit the documentary proof of the martial art learnt and the level attained for badge application.

MUSICIAN (MSC/311)

Attain a pass in both theory and practical examination for the instrument of choice (certified by ABRSM, Grade 3 or above)

Submit both theory and practical certificates for badge application (certified by ABRSM) For Asian instruments, submit certificate of the instrument learnt, and the level attained (equivalent to Grade 3 or above by ABRSM)

PHOTOGRAPHY (PHO/312)

As per badge criteria

Application after a course 1. To attend a Basic Photography course

(covering at least 80% of the badge criteria) 2. To ensure that there is practical involvement

on photography as part of assessing student’s ability to take quality pictures

3. At the end of the course, submit certificates of

completion as supporting document for badge application.

Application as a Skill / Hobby 1. Submit a digital portfolio, describing the

various pictures taken (min. 6 months). 2. Submit reflection on the personal experience

learning photography as a hobby. Reflections must include: a. Parts of the camera b. The different skills and description on the

types of photographs taken. c. Personal reflection throughout the

learning process.

task taught/learnt during the lesson b. Project-based, through different scenarios

that cover the topics learnt/taught. c. Theory and practical assessment (for

lower-ability students with scaffolding) 3. Submit the following for badge application:

a. List of tasks to be completed. b. Softcopy of student’s works.

formative assessment (meaning to assess after teaching a few songs)

COOKERY AND NUTRITION (CKN/404)

As per badge criteria Application using Results Slips 1. Qualifying Level – Sec 3 (Overall Results) of

the subject that the student is pursuing as an elective subject for GCE O or N levels.

2. Results must be 60 marks or equivalent (regardless of the stream).

3. To apply for the badge, photocopy the results

slips (showing the Overall Mark & Grade). Application after a course 1. To attend lessons (covering at least 80% of

the badge criteria) conducted by Home Economics / Food & Nutrition teacher in the school.

a member from the St John Ambulance Brigade overseas.

1. Prior to the application, the cadet can self-initiate a pen friend on his/her own or through the help of the teacher / officer.

2. To start correspondence (via letter or email)

that covers the following a. Personal exchange of information (that

can be shown at interview) b. Outline of the history and development of

the country. c. Brief outline of the St John Ambulance

Brigade of the country d. Description of the corps/division,

LANGUAGES (LAN/410)

To be able to speak or write in the chosen foreign language / another Mother Tongue language on the following: 1. Self-introduction 2. Introduction about the school 3. Introduction about the school’s SJAB unit

1. Student must attend language courses conducted within / outside school.

2. A separate assessment is to be administered

by the instructor covering the 3 main aspects in order to qualify for this badge.

3. Submit the following for badge application

b. Certificate of the language course attended (if conducted outside school)

PET CARE (PTC/411)

KINDNESS BADGE (KBG/413)

To complete all three levels (Gold, Silver & Bronze) of the badge activities.

Bronze Level To complete the following activities in order to attain the Bronze badge: 1. Visit Singapore Kindness Movement’s

Kindness Gallery and complete a short quiz. 2. To find at least 3 newspaper articles related

to kindness or acts of kindness. 3. To share and present at least 1 article on

what they have learned from the articles to the SKM staff during their visit to Kindness Gallery. The article is to be prepared before the visit.

Silver Level To work as a team (or individually) to organise a kindness campaign within the school community. The kindness campaign is to last for a month, and can include any of the following activities:

At the end of the campaign, the students will submit an individual reflection of their involvements in the campaign, together with photographs of their involvements during the campaign. Gold Level • To carry out a plan on how to transmit the act

of kindness outside school community. • The plan will show how students will play their

part as Kindness Ambassadors in reaching out and creating a lasting impact towards just anyone.

• The activities carried out should fulfill a total of at least 3 hours and all sharing sessions will have to be recorded in the form of a video of not more than 3 minutes or a photo presentation of the acts of kind deed.

• At the end of the activity, students are to submit reflections which will be reviewed by SKM who will decide on the award of this badge.
