Action Plan for Energy-efficient Housing in the UNECE Region
Ms. Gulnara RollHead of Housing and Land Management Unit
Why increase energy efficiency in domestic buildings?
How to achieve increased housing energy efficiency?
- Accelerate transition - Broad application of existing technical solutions - Remove barriers of implementation - Policy reforms
3 policy areas 12 goals 178 actions
UNECE Action Plan for Energy-efficient Housing
- Energy efficiency governance and financial infrastructure
- Energy performance standards and technology integration
- Access to energy efficiency and public housing
3 Policy Areas
• Organizational Leadership and Planning- Introduce framework laws supporting institutional changes- Establish structures responsible for EE in housing- Build statistical database for energy monitoring
• Financial incentives and mechanisms- Develop system of subsidies- Improve tax incentives- Introduce tax on energy inefficiencies
• Housing management, maintenance and refurbishment- Develop institutional capacities for housing management
I. Governance and II. financial infrastructure
II. Energy performance standards and technology integration
• Improve energy performance requirements- Introduce energy certification for all residential buildings
• Promote innovations in low energy and low-carbon technology- Promote passive-house, zero-energy house building solutions- Develop on-site renewable energy generation
• Stimulate research, innovations and best practices
• Spatial planning, development practices, district heating
III. Access to energy efficiency and public housing
• Transform of public or social housing stock- Develop special EE policy for public/social housing- Develop retrofitting programmes for public housing
• Ensure affordable access to energy efficient housing- Develop interdepartmental social policy framework- Ensure lower-income groups are not negatively affected
• Raise awareness and build capacity- Make EE more visible for consumers- Support local energy centres and demonstration projects
Supporting Implementation of the Action Plan
Montenegro National Action Plan• First spin-off of UNECE Action Plan• Assesses legal and institutional framework• Identifies priority areas for action • Focuses on informal settlements
Training Workshops in UNECE Subregions• Present Action Plan • Discuss regional challenges and opportunities• Advise on national application of Action Plan
Training Events in UNECE Region
Third International Sustainable Energy Forum Issyk Kul Lake, Kyrgyzstan• Energy Efficiency in Buildings Regional Training Workshop• 12 -14 September 2012
Fourth International Sustainable Energy Forum Tbilisi, Georgia• Energy Efficiency in Buildings Regional Training Workshop• 17 - 18 September 2012
National workshops
National workshopEnergy efficiency in housing
19 September, Georgia
• Explore possibilities for the development of a national action plan on energy efficiency in housing sector as requested by the Government of Georgia in 2012;

Energy efficiency steps
Best Practice Casebook on Energy-efficient Housing
• New report to underpin Action Plan• Identify projects, programmes, policies on energy-
efficient housing which work well• Present examples for replication in economic
transition countries
Objective:• Underline viability of energy-efficient housing • Trigger interest and increase acceptability of
national stakeholders• Create demand for energy-efficient homes
Best Practice Casebook on Energy-efficient Housing
Box 1 - Towards an integrated framework for achieving energy efficient housing
Design a legislative framework composed of energy and housing related legislation, civil code,
property rights and technical norms Create management structures in multi-family housing blocks that have the necessary technical
information about the building, the mandate to take investment decisions and the awareness about funding possibilities
Raise awareness on energy efficiency benefits and prospects, make information available to public and building managers, in particular to change behaviour
Conduct building assessments that provide reliable information on the entire building as basis for maintenance and renovation decisions and introduce different technical measures
Develop and provide access to financial instruments that support investments in the housing stock beyond the financial capacity of homeowners’ associations
