Bahrain’s non-oil sector witnessed a remarkable 4.7 per cent growth in the

third quarter of 2016, indicating a clear acceleration from the 3.6 per cent seen during the second quarter, according to data released by Economic Development Board (EDB).

During the first three quarters of 2016, the Bahraini economy expanded by a real growth of 3.6 per cent over the corresponding period in 2015. This compares to headline growth of 2.9 per cent during 2015 as a whole, said Bahrain Economic Quarterly, the EDB bulletin.

“The third quarter of 2016 saw Bahrain’s non-oil economy gather momentum in spite of fluctuating oil prices and international volatility that has placed downward pressure on regional and global growth,” the bulletin said, adding there was strong expansion across a range of sectors, with particularly robust performances in social and personal services, construction and financial services.

Limiting the number of expatriates working in the

public sector and reducing benefits provided to them is the key to solve the unemployment issues faced by the country, said MP Jalal Kadhim in the House of Representatives yesterday.

Kadhim’s statements came while replying to Shura Council and Representatives Council Affairs Minister Ghanem Al Buainain on the numbers of non-Bahrainis working in Government authorities.

Kadhim expressed his unhappiness over the long periods taken by the government to reply to several

proposals he had previously submitted to limit expatriates working in the public sector and replacing them with Bahrainis, despite the council’s approval.

“I had previously submitted proposals to terminate 50 per

cent of non-Bahrainis working in government entities once their contracts expire, non-renewal of work contracts of expats over the age of 50 and reduction of allowances granted to expats working in the public sector by 50 per cent.

These proposals serve reducing public spending and employing young cadre in the government. They were all passed by the majority of MPs and we wait for the government’s reply,” Kadhim stated.

The MP mentioned that similar proposals to that ones he submitted were implemented in neighbouring countries to employ nationals, mentioning Saudi Arabia, Kuwait and the UAE.

“We have sworn to protect citizens’ rights. I have submitted around seven urgent proposals to benefit unemployed Bahrainis and they were delayed by the government. Many nationals have left Bahrain because of

lack of opportunities and the unemployment issue. Official statistics showed that 25, 000 expats were employed in both the public and private sectors every year in the past four years, placing Bahrain as the top destination for expats.

There’re no strategies to employ Bahraini jobseekers.”

The MP said that official data showed that “the average wage of non-Bahraini employees is BD1200, while more than 45, 000 Bahrainis are paid BD300 and less.

Don’t waste time discussing immoral traffic, MPs urged

Discussing immoral traffic in the parliament

is a waste of time, said MP Khalid Al Shaer during the weekly session of the House of Representatives yesterday.

Immoral traffic isn’t a phenomenon in Bahrain alone, the lawmaker said while he rejected a request submitted by a group of MPs to hold discussion on efforts taken by the authorities to combat the phenomenon of immoral activities with emphasis on prostitution.

“It’s not a phenomenon as mentioned by the presenters of the request. It’s no more than personal misbehaviours that are dealt with by the law,” Al Shaer said.

“The proposal to have the

discussion on the matter is noble, but I don’t believe that Bahrain needs us to waste four to five hours of the parliament’s time to have such a discussion. We have the National Anti-human Trafficking Committee, Interior Ministry and the National Institution for Human Rights to deal with these simple matters. There are more important issues

to citizens such as traffic congestions and rainwater flooding that require us to convene and have an open discussion about them.” Despite Al Shaer’s statements, majority of MPs agreed to hold the discussion next week.

DT News had reported earlier that a group of MPs, headed by Jamal Dawood submitted a request to hold an open discussion in the presence of government officials to stand on the official efforts to combat the phenomena. The MPs had stated that the spread of the prostitution in Bahrain is sad and there are many human trafficking rackets benefitting from flesh trade in hotels and apartments in the Capital and neighbouring areas, which is harming the reputation of the Kingdom.

Shaikh Abdulrahman bin Abdulwahab Al Khalifa, has denied in a statement the social media reports that the department will double the traffic fines if the violators inquired about them through the e-government portal.

“He assured the public that they could inquire and pay their fines through the portal, while those interested of receiving SMSs on their mobile phones should register in the

e-key service in the portal and update their information,” a statement issued by the directorate read.

“The SMS service includes

informing the public on their vehicles’ registration expiration and the renewal date of driving licence.

They will also be informed about their traffic fines and offences,” the statement added.

This clarification came after reports shared on local social media networks that “the fines would double if you inquire about them online”. Traffic fines won’t double if inquired through the internet services of the General Directorate of Traffic as rumoured, a senior official confirmed yesterday.

The Education Ministry yesterday sacked a

supervisor in a public school for “kicking a student out of school” for not wearing ‘appropriate’ uniform.

The dismissal follows the spread of a video on local social media networks. In the video, a Bahraini mother was complaining about an Arab

teacher who “kicked out” her son from Shaikh Abdulla bin Isa Secondary Technical Boys’ School, located in the Educational Area near Isa Town.

Published last week, the mother claimed in the video that her son was asked to leave the school because he wasn’t wearing the appropriate uniform, which is a jumpsuit worn during practical classes in technical schools.

The mother pleaded to

Education Minister Dr. Majid Al Nuaimi, as her son was left standing out in the rain after the teacher apparently asked him to leave the school.

In its response, Education Ministry confirmed in a press statement that the school’s administrator that “a supervisor in the school was relieved of his duties”.Public Relations and Information Directorate in the Ministry said on Monday that the decision comes after the Ministry investigated the

incident.“The Ministry took its

decision after the spread of the video on local social media. The supervisor asked the student leave his office, after he tried contacting the pupil’s parents to provide him with the uniform. The supervisor’s action was wrong and hence he was relieved of his duties by the concerned department in the Ministry,” the directorate said in its statement, without mentioning more details.

The Bahraini man who murdered his girlfriend

after a dispute over drugs has been jailed for life.

The 29-year-old man called the ambulance by himself after beating the 26-year-old woman to death in his family-owned home. The duo used to consume drugs together for three years, and was sleeping together. The woman got pregnant once from him, and she disposed of the fetus, according to court files. She was jailed, but returned to him after she was released.

“On the day of her death, I asked her to bring BD2800 of shabu through one of her friends who was dealing in drugs. We went in my car to get the drugs, but her friend asked me for the money first,” the man said.

“I told her I would examine the drugs before I give her the money, but she declined my request, insisting on getting the money first,” he added. The girlfriend and the peddler fled the scene as soon as he handed the money. “I got furious, and returned home. My girlfriend then came with 1 gramme of shabu after a few hours. She was supposed to bring 30 grammes as per the agreement. I slapped her twice, and she fell, motionless,” he stated.

The defendant, however, is thought to have beaten the woman with a plank. His mother confirmed hearing screams in his room before the woman was found dead.

“I hid in my little girl’s room after I heard the screams. I was afraid he would come and attack us,” his mother told prosecutors.

More than 80 illegal vending points in

the Southern Governorate have been removed by the authorities.

Southern Area Municipality announced yesterday that it removed vendors from 85 areas in different parts of the governorate during the past two months.

The municipality confirmed that it had dealt in its campaign with 36 locations in Isa Town, 35 in Riffa and 14 in Hejjiyat area near Riffa.

It stressed that this phenomenon is unhealthy and harms the businesses of legal

vendors and permitted shops.The municipality that the

campaign comes within its efforts to curb illegal street vendors, especially after complaints filed against them by store owners and citizens have increased lately.

It also mentioned that it is cooperating with the health authorities to eliminate the issue, adding that street vendors store their products in unhealthy conditions.

The Crown Prince’s International Scholarship

Programme (CPISP) has started accepting online applications for 2018, with the opportunity open to qualifying students who have Bahraini citizenship, are enrolled in the 11th grade or equivalent and set to graduate from secondary school in 2018, and have a Grade Point average of 97 per cent or above for Grade 10 (two semesters) and Grade 11 (first semester).

CPISP Director Dr. Cynthia Gessling said that the online application period for 2018 scholarships is now open until March 23. Applicants must fill the form available on the CPISP website www.cpisp.bh and submit it online with the following attachments: official school transcripts in English for Grade 10 and first semester of Grade 11; copies of passport and CPR/smart card; and a recent passport size picture.

After receiving the applications, the programme organisers will arrange for students who meet the relevant criteria to take a set of qualifying tests to assess their English proficiency and critical reasoning abilities. A minimum of 60 student candidates will then be selected, based on their GPAs and the results of the qualifying tests.

“On the day of her death, I asked her to bring BD2800 of shabu through one of her friends who was dealing in drugs. We went in my car to get the drugs, but her friend asked me for the money first,” the man said.

“I told her I would examine the drugs before I give her the money, but she declined my request, insisting on getting the money first,” he added. The girlfriend and the peddler fled the scene as soon as he handed the money. “I got furious, and returned home. My girlfriend then came with 1 gramme of shabu after a few hours. She was supposed to bring 30 grammes as per the agreement. I slapped her twice, and she fell, motionless,” he stated.

The defendant, however, is thought to have beaten the woman with a plank. His mother confirmed hearing screams in his room before the woman was found dead.

“I hid in my little girl’s room after I heard the screams. I was afraid he would come and attack us,” his mother told prosecutors.

More than 80 illegal vending points in

the Southern Governorate have been removed by the authorities.

Southern Area Municipality announced yesterday that it removed vendors from 85 areas in different parts of the governorate during the past two months.

The municipality confirmed that it had dealt in its campaign with 36 locations in Isa Town, 35 in Riffa and 14 in Hejjiyat area near Riffa.

It stressed that this phenomenon is unhealthy and harms the businesses of legal

vendors and permitted shops.The municipality that the

campaign comes within its efforts to curb illegal street vendors, especially after complaints filed against them by store owners and citizens have increased lately.

It also mentioned that it is cooperating with the health authorities to eliminate the issue, adding that street vendors store their products in unhealthy conditions.

Programme (CPISP) has started accepting online applications for 2018, with the opportunity open to qualifying students who have Bahraini citizenship, are enrolled in the 11th grade or equivalent and set to graduate from secondary school in 2018, and have a Grade Point average of 97 per cent or above for Grade 10 (two semesters) and Grade 11 (first semester).

CPISP Director Dr. Cynthia Gessling said that the online application period for 2018 scholarships is now open until March 23. Applicants must fill the form available on the CPISP website www.cpisp.bh and submit it online with the following attachments: official school transcripts in English for Grade 10 and first semester of Grade 11; copies of passport and CPR/smart card; and a recent passport size picture.

After receiving the applications, the programme organisers will arrange for students who meet the relevant criteria to take a set of qualifying tests to assess their English proficiency and critical reasoning abilities. A minimum of 60 student candidates will then be selected, based on their GPAs and the results of the qualifying tests.

It is unthinkable not to have computers in all organizations and companies, all types of transactions and processing is being carried on computers. However,

even though the use of computers has a great potential, it also puts businesses at risk due to cybercrime and business of hacking, which created the need for security defenses.

Although earlier desktop computers existed, the computing technology came to being with the launch of the first personal computers back in 1977 which included the Commodore PET, the Apple II, and the Radio Shack TRS-80 ushering in the PC era. All of these computers were built to serve simple needs that lacked the very basic defenses against potential threats such as hacking.

While these computers were considered as standalone components, the need for communication between computers, entities, businesses and, ultimately, people began to rise as the Internet came to existence. The development of the Internet and its use as a public communications network changed the game for attackers and defenders alike. As companies began to use the Internet for wide-area connections and services like email and file transfer, and as they established websites supporting business transactions, the Internet became the battleground for the next generation of cybercrime.

As businesses and computer users connected computers in networks, cyber criminals developed computer viruses and worms that used the network to infect systems, steal data, deny service, and spread to other systems. All was way too easy with the public connection the Internet has facilitated. Xerox’s Palo Alto Research Center developed the concept of the computer worm—for benign applications—in 1979. But 23-year-old Robert Morris opened the eyes of the world to the worm as a malevolent threat in 1988 when his computer worm infected 6000 of the 66,000 hosts on the Internet. He became the first person in the United States convicted of a computer crime.

Similarly, there came the need for computerized physicians who act as defenders against viruses. These physicians are referred to as anti-virus software, which scans systems to spot and isolate known viruses. Because the attack is ever changing, anti-virus products are backed up by ongoing security research to identify new attacks and automatically update the anti-virus software to recognize them. Effective anti-virus defenses keep attackers busy developing new exploits, effectively increasing their R&D investment and driving up costs in the hacking business.

Still, where these defenses held strong against potential threats against viruses and worms, communication between the internal network and the public internet was a playground for attackers. In the late 1980s, businesses and public institutions began to connect their internal networks to the new public Internet, so they needed a way to prevent outside users from accessing their private systems with common protocols like the file transfer and telnet protocols. The initial firewalls were simple packet filters that passed or blocked packets based on rules specifying which protocols and ports were allowed. Subsequent improvements extended firewall rules to encompass knowledge of users, sessions, and applications. And later, next-generation firewalls (NGFW) embedded intrusion prevention system capabilities to spot and block known attacks based on their signatures.

Firewalls have slowed attackers down and driven up their costs by making them look for unlocked doors and hiding their attacks within allowed protocols and ports. They rely on social engineering to convince users to download and run malware in allowed communications like HTTP and email.

As the business of hacking grew exponentially throughout the 1990s, IT organizations have realized that an early detection of a cyber-attack could help businesses mitigate potential damage. For that reason, IT organizations have started collecting and examining system log files—usually for the purpose of problem investigation or resource accounting. Security professionals realized that consolidating and correlating activity in diverse log files could detect suspect behavior like unauthorized or excessive login attempts, unexpected data transfers, and other indicators of attacks. Log file management systems provide a common set of tools for storing, consolidating, correlating, and searching log files. To avoid detection, attackers often attempt to cover their tracks by modifying or erasing log files. This adds complexity to their task, and it leads them to “low-and-slow” attacks that strive to avoid detection long enough to obtain significant amounts of data.

While the computing technology helps businesses serve their customers faster and better, it comes with a great cost to build strong security defenses. No sole security defense will ultimately keep your business safe. Accordingly, a diverse, ever-changing set of cyber security defenses will have to be established to manage potential threats and slow them down.

Investment by the GCC Development Fund is an important element in this project pipeline. The total value of projects that have broken ground has more than doubled to a total of $3.1 billion since the end of 2015. “Another factor is that tariff on natural gas and electricity in all the GCC countries is going up gradually which means the renewable energy can now compete with fossil fuel. Recently, the government established a centre for sustainable energy which we call the ‘sustainable energy unit’,” he said. “To achieve targets for renewable energy a number of projects have been approved by the cabinet. Additionally, a ministerial committee chaired by myself with representatives from all ministries was formed to focus on renewable energy,” he said.

Women’s rights are human rights Women’s rights are human rights. But

in these troubled times, as our world becomes more unpredictable and chaotic, the rights of women and girls are being reduced, restricted and reversed.

Empowering women and girls is the only way to protect their rights and make sure they can realize their full potential.

Historic imbalances in power relations between men and women, exacerbated by growing inequalities within and between societies and countries, are leading to greater discrimination against women and girls. Around the world, tradition, cultural values and religion are being misused to curtail women’s rights, to entrench sexism and defend misogynistic practices.

Women’s legal rights, which have never been equal to men’s on any continent, are being eroded further. Women’s rights over their own bodies are questioned and undermined. Women are routinely targeted for intimidation and harassment in cyberspace and in real life. In the worst cases, extremists and terrorists build their ideologies around the subjugation of women and girls and single them out for sexual and gender-based violence, forced marriage and virtual enslavement.

Despite some improvements, leadership positions across the board are still held by men, and the economic gender gap is widening, thanks to outdated attitudes and entrenched male chauvinism. We must change this, by empowering women at all levels, enabling their

voices to be heard and giving them control over their own lives and over the future of our world.

Denying the rights of women and girls is not only wrong in itself; it has a serious social and economic impact that holds us all back. Gender equality has a transformative effect that is essential to fully functioning communities, societies and economies.

Women’s access to education and health services has benefits for their families and communities that extend to future generations. An extra year in school can add up to 25 per cent to a

girl’s future income. When women participate fully in the labour

force, it creates opportunities and generates growth. Closing the gender gap in employment could add $12 trillion to global GDP by 2025. Increasing the proportion of women in public institutions makes them more representative, increases innovation, improves decision-making and benefits whole societies.

Gender equality is central to the 2030 Agenda for Sustainable Development, the global plan agreed by leaders of all countries to meet the challenges we face. Sustainable Development Goal 5 calls specifically for gender equality and the empowerment of all women and girls, and this is central to the achievement of all the 17 SDGs.

I am committed to increasing women’s participation in our peace and security work. Women negotiators increase the chances of sustainable peace, and women peacekeepers decrease the chances of sexual exploitation and abuse.

Within the UN, I am establishing a clear road map with benchmarks to achieve gender parity across the system, so that our Organization truly represents the people we serve. Previous targets have not been met. Now we must move from ambition to action.

On International Women’s Day, let us all pledge to do everything we can to overcome entrenched prejudice, support engagement and activism, and promote gender equality and women’s empowerment.

366 to 268 to amend the bill empowering May to trigger Article 50 of the EU’s Lisbon Treaty, the formal

notification of Brexit which she has promised to issue by the end of March.

She remains confident she will meet that deadline, but the defeat is a setback, as well as a taster of the trouble she could face from lawmakers as she embarks on complex EU negotiations.

The amendment would give parliament the power to

reject the final Brexit deal agreed with the EU, a move critics said was akin to a “veto” which would

damage the government’s negotiating hand.

Ministers would still be constrained by the strict Article 50 timetable, however, which means that Britain will leave the EU after two years whether it has struck a withdrawal agreement or not.

The defeat comes after peers defied the prime minister for a first time on March 1, to include in the bill guarantees for more than three million European citizens living in Britain after Brexit.

The bill will now return to the elected House of Commons for debate, likely on March 13, where May’s Conservatives have a majority and should be able to overturn both amendments.

With an eye on future parliamentary battles ahead, some senior Conservatives are urging a snap election to bolster May’s support among MPs.

“The government could face many close votes, concessions or defeats as it tries to implement Brexit,” former Tory leader William Hague wrote in the Daily Telegraph.

However, changing the law to bring the election forward from 2020 would not be easy.

May had urged the Lords not to amend the two-clause bill, saying it was designed only to implement the June referendum vote for Brexit, and offered reassurances to address peers’ concerns.

She promised to address the future of EU nationals in Britain early in the Brexit talks, and also insisted that parliament would get to vote on the final deal.

But this vote would only take place if May decides to accept the agreement on offer -- and she has warned she would rather walk away with nothing than accept a bad deal.

Opponents fear this would cause chaos, as all trade deals and contracts between Britain and its 27 former EU partners would become void overnight, and say parliament must make the final call.

Former Conservative minister Michael Heseltine backed the Labour amendment, warning of the huge uncertainty as Britain implemented the “most momentous peacetime decision of our time”.

But another Tory grandee, Nigel Lawson, said the amendment would allow parliament to “prevent Brexit by refusing to allow the UK to leave the EU without agreement”. (AFP)

WikiLeaks exposes alleged CIA hacking programmeWashington

bypass popular encryption apps, and possibly control your car, according to a trove of documents published by WikiLeaks yesterday which it said came from the US spy agency.

WikiLeaks said the documents show that the Central Intelligence Agency is rivalling the National Security Agency, the US government’s main electronic spying body, in cyber warfare, but with less oversight.

The group posted nearly 9,000 documents it said came from the CIA, calling it the largest-ever publication of secret intelligence materials.

The CIA would neither confirm nor deny the documents were genuine, or comment on their content.

“We do not comment on the authenticity or content of purported intelligence documents,” said spokesman Jonathan Liu in an email.

WikiLeaks claimed that a vast trove of CIA documents representing “the majority of its hacking arsenal” had been leaked within the cyber security community -- and that it had received, and released, a part of them.

Iraqi forces retake government HQ, museum in MosulMosul

Iraqi forces said yesterday they had seized the main

government offices in Mosul and its famed museum as they made steady progress in their battle to retake the city’s west from jihadists.

The advances, which also included the recapture of three neighbourhoods, were announced on the third day of a renewed offensive against the Islamic State group in west Mosul -- the largest remaining urban stronghold in the “caliphate” IS declared in 2014.

Supported by the US-led coalition bombing IS in Iraq and Syria, Iraqi forces began their push against west Mosul on February 19. The advance slowed during several days of bad weather but was renewed on Sunday.

The latest gains have brought government forces closer to Mosul’s densely populated Old City, where hundreds of thousands of civilians are believed to still be trapped.

Iraq’s Joint Operations Command (JOC) said in a statement that federal police and the elite Rapid Response Division had been able to “liberate” the Nineveh provincial government headquarters.

They also seized control of the Al-Hurriyah bridgehead, it said, in a step towards potentially relinking west Mosul with the city’s east, which government forces seized earlier in the offensive.

All the bridges crossing the Tigris in Mosul have been damaged or destroyed, and Iraqi forces would either have to repair them or instal floating bridges to reconnect the two banks of the river dividing the city.

The location of his surprise greeting was the ground floor center hall beneath a portrait of Clinton -- one of a series of paintings of former first ladies.

White House tours are normally self-guided, lasting about 45 minutes. They do not normally include a meeting with the president.

for Europe’s biggest annual car show, leading automakers expressed cautious optimism yesterday about the industry’s prospects for 2017, despite the climate of political uncertainty.

Tens of thousands of people flocked to the Swiss city as the 87th Geneva International Motorshow opened its doors to experts and the media ahead of a public opening on Thursday.

As the doors opened, the show was abuzz with talk of Peugeot-owner PSA’s acquisition of Opel, the European subsidiary of General Motors, a 1.3-billion-euro ($1.4 billion) deal that will create the continent’s second-biggest carmaker.

With European sales almost back to levels last seen in 2008,

carmakers are celebrating

the end of a crisis which saw the global financial meltdown inflict deep dents on the industry.

Despite a wave of political uncertainty and the persistent shadow of the 2015 emissions scandal, executives were largely upbeat about the prospects for the coming year.

“What we see in 2017 is a market which is more stable, with slight growth, it’s a situation which suits us just fine,” PSA chief executive Carlos Tavares told a day after signing the deal which saw the French auto giant resuming its position as Europe’s largest carmaker after Volkswagen.

Juergen Stackmann, head of VW brand sales, had a similar outlook.

“We are expecting a stable European market this year, in all likelihood with regional challenges,” he said, in a nod

toward the uncertainty over the impact of Britain’s vote to leave the EU.

In good spiritsGM’s sale of its European brands comes at a time of political upheaval following Donald Trump’s arrival in the White House, and key elections due in Germany, France and The Netherlands, with the uncertainty potentially crimping growth and consumer confidence.

But Fiat Chrysler chief Sergio Marchionne urged the industry to keep things in perspective.

“To describe the Old Continent as offering geopolitical risk to a multinational, I think we’re stretching (it) a little bit out of proportion,” he said in a veiled reference to GM’s justification for exiting Europe.

But Toyota’s European president and CEO Johan van Zyl took a more sober outlook.

“We are facing many factors of uncertainty on the European market... which are going to have a negative effect,” he predicted, with figures released by the European Automobile Manufacturers’ Association (ACEA) suggesting growth

in the sector will be almost flat this year at just one percent.

Glitz and glamourIt is a far cry from last year’s show, when the industry was under a cloud following Volkswagen’s admission it had installed software in 11 million diesel engines worldwide to circumvent emissions tests, a scandal that is set to cost it

billions in fines a n d compensation.

The scandal has focused attention on emissions and the challenges facing automakers in building cars to meet ever-tougher pollution rules.

Carmakers are now having to steer toward engines that emit no more than 95 grams of carbon dioxide per kilometre by 2021 to meet European requirements, compared with

130 grams in 2015.But even with the greater

emphasis on fuel economy, the Geneva show is unlikely to disappoint in terms of glitz and glamour, with Ferrari, Lamborghini, McLaren and Bentley all set to present new models.

Most Gulf stock markets fell yesterday as blue

chip Emaar Properties pulled down Dubai and stocks going ex-dividend hit Qatar, although Saudi Arabia closed marginally higher.

Dubai’s index slipped 1.5 pc as Emaar lost 3.8 pc after it proposed a cash dividend of 15 pc for 2016, unchanged from the previous year despite a 28 pc rise in annual net profit.

Qatar’s index fell 1.9 pc to 10,417 points, falling below major technical support at around 10,500 points, where the February lows coincide with the December peaks.

Doha Bank fell by its 10 percent daily limit as it resumed trading after being suspended on Monday, and after shareholders approved a 20 pc capital increase through the issue of new shares

Saudi Arabia edged up 0.2 pc. Much activity in Riyadh focused on second or third tier stocks favoured by local retail investors, with Solidarity Takaful, an Islamic insurer, rising 6.5 pc in unusually heavy trade.

TEAR STAINS IN DOGSEpiphora is the technical word for excessive tear production.

Tear staining is usually by epiphora. The tearstains themselves are reddish-brown streaks under a dog’s eyes. In a normal dog eye, there are small holes that drain tears away from the eye and down the throat. A variety of dog eye problems can affect this drainage, causing excessively watery eyes. Excessive tearing can occur as a result of irritation to your dog’s eyes or because your dog’s tears are not draining properly. When the eyes are continually irritated, this can lead to chronic tearing that produces stains. Conditions that might irritate the eye include dog eye infections, glaucoma, and eyelash or eyelid problems. When this becomes chronic, the constant moisture around the eyes results in skin irritation and creates a fertile breeding ground for bacteria and yeast which is causing your dog rub his eyes. Over time red staining will develop around the eye that is due to accumulation of a pigment called porphyrin which is found in tears. Porphyrins are naturally occurring molecules containing iron and are mostly removed from the body in the stool. However, in dogs and cats, porphyrin can also be excreted through tears, saliva, and urine.

Some dog breeds, such as Shih-tzu, Pekingese, Maltese,cocker spaniel, poodles and pug, are prone to excessive tearing. White dogs are more likely to have visible tear staining on their faces, because the pigments in their tears can easily dye light-colored fur. Also, dogs with long hair on their faces may be more prone to excessive tearing and staining.

You can control your pet’s tear staining by gently wiping his face at least twice a day usiang a quality eye cleanser for pets, keeping his face hair trimmed, feed a high-quality, balanced diet, provide your pet with fresh, filtered drinking water etc.

Cancer patients may ease fatigue more effectively with

exercise and psychotherapy than with medication, a recent study suggests.

Researchers examined data from 113 previously published studies involving more than 11,500 cancer patients with fatigue. Patients were randomly assigned to treat their exhaustion with exercise or psychotherapy, or both, or with drugs.

Exercise and psychotherapy were associated with a 26 pc to 30 pc reduction in fatigue during and after cancer treatment, the study found. Drugs, however, were tied to only a 9 pc decline in fatigue.

“Patients need to try exercise or psychotherapy before they reach for a pharmaceutical,” said lead study author Karen Mustian of the University of Rochester Medical Center in Rochester, New York.

Cancer-related fatigue is common and may be tied to the effects of tumours or treatments, researches note in JAMA Oncology. Unlike other types of exhaustion, just getting more sleep or giving aching muscles a break from strenuous activities can’t address fatigue associated with tumours.

problems like depression, anxiety, sleep disturbance and pain.

It’s not clear why exercise and psychotherapy may be more effective than drugs, Mustian said.

“We do not know for sure why exercise works, but some research is beginning to suggest it is due to anti-inflammatory effects and also improvements in physical function - cardiovascular, pulmonary and muscular,” Mustian added.

“In terms of psychotherapy, the most beneficial form was group therapy that used a cognitive behavioural approach to educate patients, help them to change the way they think about fatigue and managing it, and adopting behaviours to help alleviate it.”

Most participants in the studies were female, and almost half of the studies involved women with breast cancer.

Age, gender, cancer type and forms of exercise didn’t appear to influence how effective exercise or psychotherapy was relative to medications, researchers found.

Overall, the analysis included 14 drug studies, mostly looking at stimulants or drugs designed to promote wakefulness.

Among the 69 evaluations of exercise, most looked at aerobic activity alone or in combination with other types of movement.

Of the 34 psychological interventions tested in the

studies, most involved therapies focused

on behaviour and education.

that were, alone, too small to draw meaningful conclusions about the relative advantages of different treatments, the authors note.

Emma Watson says she was scared her ‘Beauty and The Beast’ co-star

Dan Stevens would break her foot while practising for the film’s iconic waltz sequence.

The 26-year-old actress says she was ‘slightly terrified’ an accident might take place during the rehearsals of the titular song.

“Dan was essentially wearing steel-capped stilts. I was slightly terrified my foot was going to get broken or we were going to end up in a heap on the floor. So it had an extra edge to it,” says Watson.

But the actress says it was a great way to develop a good working relationship with the actor, who plays Beast in the Bill Condon movie.

“It was actually a really good pre-film bonding. We got to know each other and learned to trust each other. I would recommend all couples go and dance together, stamp on each other’s toes, be completely off-beat. It’s perfect,” says the actress. (TOI)

A stellar line-up of Arab music stars will be headlining the third week of the Spring of Culture, which is running for its 12th consecutive year. Arab singers Majid Al Muhandis and Waleed Al Shami will be performing on Friday at 8.30pm in Bahrain Bay.

Among Majid Al Muhandis’ greatest hits are “Waheshni Moot” and “Ouzkourini”, as well as “Nami Ya Ayni”, which is a collaboration with fellow Iraqi and previous Spring of Culture performer Kazem Al Saher.

Born in the city of Baghdad, Iraqi composer and singer Waleed Al Shami studied at Baghdad’s Institute of Musical Studies, where he mastered playing the

Oud. Al Shami then turned his attention to singing, and was shortly signed by Rashed Al Majed’s production company “Funoon Al Jazeera”.

Majid Al Muhandis and Waleed Al Shami’s concert at the Spring of Culture 2017 has been organised by the Bahrain Economic Development Board (EDB) as part of its support to the annual festival.

An Indian government initiative to tackle

malnutrition by providing millions of school children with free lunch could be jeopardised if students are forced to obtain an identity card to get their meal, activists said Tuesday.

India has been providing lunch to roughly 120 million children enrolled in government schools for nearly two decades, in what is one of the world’s largest state-run food programs.

But from June 30 students will need a biometric ID card

to receive their rice and pulses -- despite estimates that 200 million Indian children are not yet registered on the database.

The government says it wants to streamline its lunchtime delivery system but the move has puzzled those who thought the scheme was succeeding in keeping children in school and well fed.

“Instead of improving the delivery system it will actually create a barrier for children to access meals,” said Dipa Sinha, who campaigns for a food rights charity.

held in the United States said he paid large bribes to his country’s ex-president and his son in exchange for protection from prosecution.

Devis Leonel Rivera Madariaga, a former boss of the notorious Los Cachiros cartel who has confessed to killing 78 people said he paid former president Porfirio Lobo (2010-2014) and his son Fabio hundreds of thousands of dollars.

He was speaking in testimony in a New York court in a case against Fabio Lobo, who is accused of drug trafficking to the United States.

True’s beaked whales, an elusive and little-studied

mammal, have been captured on video for the first time, researchers said yesterday, helping to flesh out a sketchy species record.

The 46 seconds of footage was obtained off Pico Island in the North Atlantic by members of an educational expedition on a field trip, they wrote in the journal PeerJ.

A trio of whales “surfaced and milled near a drifting

small inflatable boat for about 10 minutes, breathing every 9.7 seconds on average,” said the report.

“This allowed the observers to film the animals underwater, providing high-quality images for species identification.”

The team also reported on four shorter sightings by whale-watching companies in the same region, captured by stills photographers, as well as a handful of live sightings and beachings around the Canary Islands.

North Korea and Malaysia yesterday banned each

other’s citizens from leaving their countries, with Kuala Lumpur saying its nationals were effectively being held “hostage” in a row over the assassination of Kim Jong-Nam.

The extraordinary tit-for-tat moves came as the reclusive North faced growing international condemnation for a volley of missiles it fired into the Sea of Japan, defying stringent global sanctions aimed at halting its weapons programme.

The developments marked a dramatic heightening of tensions with Malaysia three weeks after the half-brother of North Korean leader Kim Jong-Un was murdered at Malaysia’s main airport with the banned VX nerve agent.

The North decided to “temporarily ban the exit of Malaysian citizens in the DPRK”, the official news agency KCNA said, citing the foreign ministry and using

the country’s official name, the Democratic People’s Republic of Korea.

The prohibition would remain in place “until the safety of the diplomats and citizens of the DPRK in Malaysia is fully guaranteed through the fair settlement of the case that occurred in Malaysia”.

The Malaysian foreign ministry said 11 of its citizens were currently in North Korea -- three embassy staff, six family members and two who work for the UN’s World Food Programme.

The WFP said the pair, as UN staffers, “are international civil servants who do not represent any country”. It said it took the safety of its staff seriously and was closely monitoring the situation

Malaysian Prime Minister Najib Razak condemned the ban and said he was ordering a similar ban on the movement of “all North Korean citizens in Malaysia”. Analysts said they could number around 1,000.

“This abhorrent act, effectively holding our citizens hostage, is in total disregard of all international law and diplomatic norms,” Najib said.

He later chaired an emergency national security council meeting.

“We give assurances we will do everything within our means to bring them home safely,” Najib said in a statement afterwards on the 11 Malaysians.

A top foreign ministry official met the number two at Pyongyang’s embassy yesterday, a senior government official told on condition of anonymity.

“We have to negotiate with them. We have 11 people in North Korea. The situation is tense,” he said.

A sea turtle has had her fortunes restored after

Thai vets removed 915 coins from her stomach -- a deposit built up after years of gulping down good luck pennies tossed into its pond.

The 25-year-old turtle, called ‘Omsin’ in Thai, underwent a gruelling seven-hour surgery to remove the five kilogramme hoard of coins.

She was sent to Bangkok vets with a cracked shell and an X-ray unexpectedly revealed

the haul, which came in various currencies.

“There were 915 coins in her stomach, we removed them,” said Nantrika Chansue,

a veterinarian in charge of Chulalongkorn hospital’s aquatic research centre.

The troubled reptile lived for two decades in a small public park in Chonburi Province.

Visitors tossed coins into her pond seeking to ‘make merit’.

“A turtle can live up to 80 years and the belief is that throwing coins into the turtle pond will make the thrower live longer,” said Rungroj Thanawongnuvej, Dean of the Faculty of Veterinary Science at Chulalongkorn.

It is famed as the place where gladiators battled lions to

the amusement of the citizens of ancient Rome.

But of the six million visitors who flock to the Colosseum each year, how many know that during mediaeval times, it was also the fortress base of a powerful Roman family for over two centuries?

Or that in the 1600s, it was like a botanical garden? Its state of semi-abandon, combined with a micro-climate, enabled more than

400 species of plants to flourish inside its arched walls.

Now, thanks to some archaeological detective work based on discoveries made during a spruce-up, a new exhibition recounts some of the untold stories of one of the world’s most-visited monuments.

“The Colosseum: An icon,” which opens on a middle floor of the amphitheatre on Wednesday and runs until next January, shows

that life inside the iconic structure did not end with

the disintegration of the empire or the final show of the classical era, in 523 AD.

“What it shows is the extraordinary capacity the Colosseum has had to assume different identities over the centuries,” said Francesco Prosperetti, one of the officials in charge of the jewel in the crown of Italian tourism.

Ram’s head, carved antlers Scholars had long been

aware that the mediaeval-era Colosseum had a fortress owned by the Frangipane family.

But much of the archaeological evidence of it was lost at the time of 19th-century excavations, when masonry was removed for new buildings or restorations elsewhere in the city.

Recent restoration work on upper sections of the partially-intact structure however uncovered traces of what was a raised wooden walkway which served as a lookout for the Frangipanes’ soldiers, constantly wary of attacks by rival families.

That has enabled historical experts to put together model and pictorial representations of what the mediaeval Colosseum would have looked like, and these are among the highlights of the new exhibition.

Other archaeological finds,

including one side of a ram’s head and carved antlers, point to the mediaeval Colosseum being a hive of activity with the fortified aristocratic residence serviced by a range of businesses, market gardens and religious institutions.

The wooden fortress was partially destroyed by a 1349 earthquake but its surviving structures were later incorporated into a hospital sponsored by wealthy families whose seals have been recently found in digs on the site.

The collection also explores how the building came to be a reference point for students of architecture from far afield and, following its later fall into an elegant state of semi-abandon, how it inspired

Renaissance painters and romantic poets.

Renovation and new boss Completed in 80 AD, the

Colosseum was the biggest amphitheatre built during the Roman empire.

Standing 48.5 metres (159 feet) high, it was capable of hosting 80,000 spectators for feasts of entertainment that encapsulated the brutality, hedonism and engineering genius that were among the defining features of ancient Rome.

The first phase of a major makeover of the venue was completed in July 2016 with a number of sections structurally strengthened and most of the remaining walls water-sprayed to remove

centuries of encrusted dirt and grime.

The works were largely financed -- to a reported tune of 25 million euros ($26.5 million) -- by upmarket shoe and fashion company Tod’s.

The government has pledged to put up the cash for a second phase which will involve rebuilding the arena floor and make the venue capable of hosting concerts and other cultural events, including re-enactment of some Roman-era events.

The culture ministry has also advertised for a new supremo to oversee the Colosseum as part of a broader shake-up of the management of the country’s landmark historic and cultural attractions. -AFP

The Bahrainis suffered a setback as they lost 25-11 to hosts and defending champions Qatar in the handball championship at Aspire Dome.

Today Bahrain play their second match against Oman, who lost their opener to the UAE 23-11 earlier. Other venues hosting the games are the Ladies Club in Aspire Zone, the Equestrian Federation, and Lusail Shooting Circuit, Qatar Sports Club, Qatar Bowling Centre and Qatar Chess Association.

The volleyball team will also face highly-favoured UAE at 4.30pm in the Aspire Zone after completing their preparations under national coach Yasine Al Meel and his assistant Younes Al Haddar.

Fencing events also start today with

the flores and epee group contests taking place at Aspire Zone from 10am onwards.

Elsewhere, the athletics and shooting teams arrived in Doha yesterday. The shooting event gets underway today while athletics competitions are set to take place tomorrow.

Bahrain’s delegation is headed by Supreme Council for Youth and Sports Deputy General Secretary and Bahrain Olympic Committee ( BOC) board member and Women’s Sport Committee chairwoman Shaikha Hayat bint Abdulaziz Al Khalifa.

Shaikha Hayat visited the Bahrain teams’ training to follow their preparations in an attempt to boost their confidence ahead of their respective competitions.

Paris-Nice Tour has been widely followed since its introduction and is considered one of the key races in the World Tour. We are jubilant to hold high the Kingdom’s flag, in such competition,” said Shaikh Nasser.

“I am very happy with this achievement after the stage that

witnessed torrential rains and high winds. The team proved its capability to overcome any challenge towards achieving great results, through which we want to promote Bahrain across famous arenas and in various fields.”

The second stage was hard and challenging event for all the riders competing against each other and the rains and winds. The temperature also dropped to 4 degrees celsius, but Colbrelli braved all difficulties to win his first World Tour stage and first European stage victory for the team.

Pablo Cuevas picked the most unorthodox way to win an unconventional final on Monday at the Brasil Open

in Sao Paulo. About to deliver a second serve on his fourth match point, the Uruguayan dipped down and tapped an underhand serve to Spaniard Albert Ramos-Vinolas, who rushed to the service box and successfully returned the surprise tactic.

But Cuevas eventually won the point and made tournament history in Sao Paulo with his 6-7(3), 6-4, 6-4 win. The 31 year old became the first player since the tournament began in 2001 to win three consecutive Brasil Open titles. Spaniard Nicolas Almagro has won the tournament three times but only two of his titles were successive.

“I was making a lot of double faults,” said Cuevas, who finished with 12 double faults. “When I prepared to hit that second serve, there was a big chance that I would hit a double fault. So I thought about the possibility of the underarm serve and that it was something I probably shouldn’t do. But I also should not do another double fault. So I just stopped thinking and I did it.”

Cuevas celebrates his sixth career ATP World Tour title with his third consecutive Sao Paulo crown. All of the right-hander’s titles have come on clay and since 2014.

Manchester United striker Zlatan Ibrahimovic will miss Monday’s

FA Cup quarter-final at Chelsea after accepting a charge of violent conduct and an immediate three-match ban, England’s Football Association said.

The 35-year-old, United’s leading scorer this season with 26 goals, will also miss the Premier League matches against Middlesbrough and West Bromwich Albion, dealing a significant blow to United’s hopes of snatching a top-four place and a Champions League spot.

However, Ibrahimovic remains available for United’s Europa League tie away to Russian side Rostov tomorrow because FA bans do not apply to European matches.

Ibrahimovic and Bournemouth defender Tyrone Mings were charged following two incidents in Saturday’s bad-tempered 1-1 league draw.

Mings appeared to deliberately stamp on Ibrahimovic’s head as he jumped

over him late in the first half at Old Trafford and the Swedish striker seemed to retaliate moments later by elbowing the defender in the head.

Both players would ordinarily have been facing three-game bans but the FA took the unusual step of saying Monday that in the case of Mings the standard punishment was “clearly insufficient”.

Bournemouth, who were reported to be considering an appeal, have until 1800 GMT Tuesday to decide whether to contest the charge against Mings.

On Saturday match referee Kevin Friend spoke to Ibrahimovic, who had already been booked, following his elbow on Mings, but neither player was cautioned.

The Brazilian posted the second fastest lap in five days of testing so far with a time of 1min 19.726sec.

The 35-year-old Brazilian retired at the end of last season only to reverse his decision when Williams had a vacancy after Valtteri Bottas joined Mercedes.

The 2008 world championships runner up showed he is in fine shape by also completing 168 laps - the joint highest individual day’s mileage so far this season as Williams bounced back in style from

their troubles in last week’s first test.

“Very good Day for us @WiliamsRacing, 168 Laps. Not Bad for a old and ex retire Driver,” Massa posted on his official Twitter account.

Red Bull’s promise to up their speed from last week’s first test was also fulfilled as Daniel Ricciardo recorded the second fastest lap.

Ferrari’s promising pace from the first test continued as Vettel was over half a second faster than Hamilton with both on the same soft tyte compound in third fastest.

Vettel also logged a mammoth 168 laps as, unlike others, Ferrari suffered no reliability issues.

Three-time world champion Hamilton was restricted to just 49 laps as warmer temperatures caused

the normally bullet-proof Mercedes a few troubles.

“I wasn’t feeling great today, but that is just the setup and it is also quite hot today so tyres are degrading,” said the Englishman.

“I’m not massively excited at the moment just because it is the first day of testing of week two and I didn’t get a lot of running this morning, so I’m looking forward to the next couple of days.”

Off-spinner Ravichandran Ashwin grabbed six wickets

as India stopped Australia in their tracks to win a fiery second Test and level the series 1-1 yesterday.

Australia, needing 188 for victory, were bowled out for just 112 half-an-hour into the final session on day four at Bangalore’s M. Chinnaswamy Stadium.

Ashwin (6-41), who bagged his 25th five-wicket haul took the final wicket of Nathan Lyon, caught and bowled for two, sparking celebrations among the Indian players.

“After losing the first Test the way we did, we wanted to bounce back and not show anyone but ourselves what we are made of,” said India skipper Virat Kohli.

Cheteshwar Pujara (92) and Ajinkya Rahane (52) put on a crucial 118-run partnership for India’s fifth wicket before the Australian bowlers struck back in the morning session.

But the tourists faltered in their run chase to leave the series perfectly poised heading in to the third Test in Ranchi from March 16.

“This afternoon didn’t go to plan,” said Australia captain Steve Smith.

“Ashwin did what he’s done so well over here for a long time, hit good areas and challenged batters.

“But I’m proud of the way the boys have competed over the last four days.”

Australia started their second innings briskly, scoring at over four runs an over, but were soon rattled as Ashwin got into his groove, trapping a dangerous-looking David Warner lbw for 17.

“We spoke inside the dressing room to bowl some short spells and

keep changing over. That is why we were rotating so we could attack through such short balls,” said Ashwin.
