MINUTES 1.0 CONFIRMATION OF MINUTES

The minutes of the 10/2013 (24 October) and 11/2013 (7 November) meeting were taken as read and confirmed.

2.0 DECLARATION OF INTERESTS

Nil

SECTION A: RECOMMENDATIONS AND REPORTS TO ACADEMIC COMMITTEE AND ITS SUB-COMMITTEES

3.0 BACHELOR HONOURS DEGREE (AQF LEVEL 8) POLICY

3.1 Programs Committee considered a revised Bachelor Honours Degree (AQF Level 8) Policy. This Policy was revised to incorporate the requirements of the revised Australian Qualifications Framework and is in line with recent changes to the Bachelor Degree Policy and the Structure and Requirements of Qualifications of Qualifications Awarded by Griffith University.

3.2 The Deputy Academic Registrar attended the meeting for discussion of this item and advised all changes to the policy reflect decisions which were made in the revision of related University policies as a result of AQF requirements.

3.3 The Committee noted changes to the policy, including the following: - Revisions to Definitions including descriptions of the different types of honours

programs. - Addition of AQF level 8 learning outcomes.

- Changes to structure and requirements section to align with the Structure and Requirements of Qualifications Awarded by Griffith University Policy and the Academic Awards, Programs, Nomenclature and Abbreviations Policy.

- Changes to the Assessment section, including stipulation regarding late submission of a dissertation, and the time-frame in which a student may appeal an academic decision.

Resolution

3.4 Programs Committee resolved to recommend to Academic Committee the revised Bachelor Honours Degree (AQF Level 8) Policy be approved for immediate implementation.

4.0 POSTGRADUATE QUALIFICATIONS (AQF LEVELS 8 & 9) POLICY (2013/0006563)

4.1 At its last meeting Programs Committee considered the proposed new Postgraduate Qualifications (AQF Levels 8 & 9) Policy (2013/0006563), noting a number of existing policies will be rescinded once this policy has been approved.

4.2 In considering the Policy the following comments were made and/or issues raised: - The Committee noted the policy combines a number of previous policies and reflects

a range of decisions made by Programs Committee throughout the year. - The Deputy Academic Register advised there were some editorial and formatting

changes required, for example under section 4 Admission Criteria and in the specific qualification types (Sections 10 to 15) to refer to a combination of formal, non-formal and informal prior learning; in Section 6.3 Appeal (admission decision) students are required to lodge an appeal within 10 working days of notification of a decision;

- After discussion the Committee proposed changes to Section 9 Research as follows: - In Section 9.1 Supervision – Masters Degree Coursework to indicate the

supervision of the research course ‘may be’ (rather than ‘is’) group/tutorial based.

- In Section 9.2 Supervision – Masters Degree (Extended) to indicate i) where the research is included within multiple courses across the degree the supervision context may be group/tutorial based; and ii) where the research is conducted in specific courses the supervision context is individual based.

- The Committee also noted the proposal to specify that an extension for a research project or dissertation is to be no greater than 20 days and in extenuating circumstances where students are unable to complete within this time-frame a leave of absence or withdrawal is the appropriate course of action.

- The Committee agreed to propose that Masters Degrees (Research) be considered by both Programs Committee and the Board of Graduate Research for recommendation to Academic Committee for approval.

- The Committee noted the policy, revised as advised by the Academic Registrar prior to the meeting and further revised as a result of discussions, will be sent to Group Boards (or Group Board members where no further meetings are scheduled) for feedback and comment. Feedback will also be requested from the wider University community through the AQF Implementation Update. This feedback will be provided to Academic Committee when considering the proposed policy at its December meeting.

4.3 The Deputy Academic Registrar incorporated feedback received during the consultation process, including the feedback from Programs Committee as outlined above, into a further revised Policy which was considered with an additional document summarising this feedback. The Deputy Academic Registrar attended the meeting for discussion of this item.

4.4 Programs Committee resolved to recommend to Academic Committee the Postgraduate Qualifications (AQF Levels 8 & 9) Policy be approved for immediate implementation.

5.0 ENGLISH LANGUAGE REQUIREMENT AGREEMENT WITH SHANDONG UNIVERSITY

5.1 In May 2012 the Griffith University Executive Group made a decision to move to a minimum undergraduate entry level of IELTS 6.5 (with no sub-score below 6.0) or equivalent test score or Language of Instruction provision, for implementation from 1 January 2015.

5.2 At its July (5/2013) meeting Programs Committee considered a proposal from the Queensland College of Art (QCA) to support a request from Shandong University of Art and Music to maintain the current English entry requirements for the Bachelor of Design Futures with Honours (1392), the Bachelor of Digital Media (1302), the Bachelor of Fine Art (1181) and the Bachelor of Photography (1186), as detailed in 2013/0005346.

5.3 At the July meeting the Committee noted the QCA’s justification contained in the proposal

but due to the complexity of the request it was agreed further discussions needed to take place between the School, Griffith International and Griffith English Language Institute staff to come to an agreeable solution for all parties.

5.4 The Committee now had before it a briefing paper from the Deputy Academic Registrar providing background to the University’s decisions related to English Language Proficiency standards, and including information contained in the IELTS Guide for educational institutions, governments, professional bodies and commercial organisations. The Deputy Academic Registrar, Ms Karen van Haeringen, attended the meeting for discussion of this item.

5.5 Ms van Haeringen spoke to the briefing paper, further advising the Committee the Bachelor

Degree (AQF Level 7) Policy states in Section 3.1.2 ‘An outcome of a Griffith bachelor degree is a graduate level of competency in English language skills in writing, reading, speaking and listening’ and also referred to TEQSA standards.

5.6 After some discussion, again noting the QCA’s justification for this request, it was agreed to

refer this issue to the Academic Committee for a decision. Resolution

5.7 Programs Committee resolved to refer to Academic Committee the proposal from the

Queensland College of Art to consider a request from Shandong University of Art and Music to maintain the current English entry requirements for students admitted to the Bachelor of Design Futures with Honours (1392), the Bachelor of Digital Media (1302), the Bachelor of Fine Art (1181) and the Bachelor of Photography (1186), as contained in 2013/0005346, for along with the briefing paper provided by the Deputy Academic Registrar.

6.0 COURSE IMPROVEMENT PLAN (2013/0007239)

6.1 The Course Approval and Review Policy (2013/0006283) outlines the roles and responsibilities of the Course Convenor including the development, review and improvement of courses. The Policy specifies “The Course Convenor may be required by the Head of School/Department to complete a Course Improvement Plan (CIP)” and “completion of a CIP by all Course Convenors is encouraged as a routine activity”.

6.2 Programs Committee considered changes to the Course Improvement Plan to:

- add ‘Practice Standards for Online Learning’ to Section 2.4. - add ‘communication and collaboration strategies for online students’ to Section 3.1. - add ‘(eg. usage data for Learning@Griffith course sites)’ to Section 3.2. - replace ‘GIHE consultants or academic colleagues’ with ‘E-Learning and Teaching

consultants (Learning Futures)’ in Section 4. - replace ‘evaluation’ with ‘survey’ in section 5.1.

6.3 Programs Committee resolved to recommend to Academic Committee the proposed changes to the Course Improvement Plan, as outlined in the document (2013/0007239), for immediate implementation.

7.0 ENG NEW PROGRAM PROPOSAL (2013/0006212) 5646 MASTER OF ELECTRONIC AND COMPUTER ENGINEERING/MASTER OF ELECTRONIC AND ENERGY ENGINEERING 7.1 Programs Committee, on the recommendation of the Science, Environment, Engineering

and Technology Group Board (22 November 2013), considered the proposal to introduce a new Master of Electronic and Computer Engineering/Master of Electronic and Energy Engineering (5646), as contained in 2013/0006212, for introduction in semester 1 2015.

7.2 The Griffith School of Engineering proposes to introduce a new 160CP AQF compliant double masters program, Master of Electronic and Computer Engineering/Master of Electronic and Energy Engineering.

7.3 To be eligible for admission to the Master of Electronic and Computer Engineering/Master

of Electronic and Energy Engineering students must hold: - A bachelor or a bachelor Honours degree in Electronic Engineering, or equivalent 3

year or 4 year Electronic Engineering undergraduate degree, from a recognised University (or another tertiary education institution of equivalent standing).

7.4 Students admitted to the program with a bachelor Honours degree in Electronic

Engineering, or equivalent 4 year Electronic Engineering undergraduate degree, will be eligible for 40 credit points of advanced standing towards the program.

7.5 The University’s standard minimum English language requirements for entry to postgraduate programs will apply.

7.6 To be eligible for the award of Master of Electronic and Computer Engineering/Master of Electronic and Energy Engineering (MElecCompEng/MElecEnergyEng), a student must acquire 160 credit points as prescribed below: - gain 40 credit points for courses from List A; - gain 40 credit points for courses from List B; - gain 40 credit points for courses from List C; - gain 40 credit points for courses from List D.

7.7 To be eligible for the award of Master of Electronic and Computer Engineering/Master of

Electronic and Energy Engineering (MElecCompEng/MElecEnergyEng), a student who has been admitted with 40 credit points of advanced standing must acquire 120 credit points as prescribed below: - gain 40 credit points for courses from List B; - gain 40 credit points for courses from List C; - gain 40 credit points for courses from List D.

7.8 In considering the proposal the following comments were made:

- The Committee requested the overlap of undergraduate and postgraduate courses be checked to ensure the balance of learning for the program is at the appropriate level, and that there is sufficient course selection for students who have completed the undergraduate program at Griffith.

- Section 5.0 Program Communication and Support is to be amended to be appropriate for postgraduate level programs.

- The wording of Sections 10.7 Admission Requirements and 10.15 are to be amended to be clearer for students, including replacing AQF levels with the different qualification types.

- Programs Committee acknowledged that, in accordance with the policy for double masters degrees, applicants with Bachelor Honours degree, Graduate Certificate or Graduate Diploma (ie AQF level 8 award) in Electronic Engineering will be eligible

- The Committee noted Program Learning Outcomes were not contained in the original submission but were submitted prior to the meeting.

8.0 ENG NEW PROGRAM PROPOSAL (2013/0006213)

5644 MASTER OF ELECTRONIC AND COMPUTER ENGINEERING/MASTER OF ELECTRONIC AND SPORT ENGINEERING 8.1 Programs Committee, on the recommendation of the Science, Environment, Engineering

and Technology Group Board (22 November 2013), considered the proposal to introduce a new Master of Electronic and Computer Engineering/Master of Electronic and Sport Engineering (5644), as contained in 2013/0006213, for introduction in semester 1 2015.

8.2 The Griffith School of Engineering proposes to introduce a new 160CP AQF compliant double masters program, Master of Electronic and Computer Engineering/Master of Electronic and Sport Engineering.

8.3 To be eligible for admission to the Master of Electronic and Computer Engineering/Master

of Electronic and Sport Engineering students must hold: - An approved degree in an Electronic Engineering discipline (minimum AQF Level 7

or equiv). 8.4 The University’s standard minimum English language requirements for entry to

postgraduate programs will apply.

8.5 To be eligible for the award of Master of Electronic and Computer Engineering/Master of Electronic and Sport Engineering (MElecCompEng/MElecSportEng), a student must acquire 160 credit points as prescribed below: - gain 40 credit points for courses from List A; - gain 40 credit points for courses from List B; - gain 40 credit points for courses from List C; - gain 40 credit points for courses from List D.

8.6 In considering the proposal the following comments were made:

- The Committee requested the overlap of undergraduate and postgraduate courses be checked to ensure the balance of learning for the program is at the appropriate level, and that there is sufficient course selection for students who have completed the undergraduate program at Griffith.

9.0 ENG NEW PROGRAM/MAJOR CHANGE PROPOSAL (2013/0006159) 5648 MASTER OF ENVIRONMENTAL ENGINEERING AND POLLUTION CONTROL 9.1 Programs Committee, on the executive recommendation of the Science, Environment,

Engineering and Technology Group Board (22 November 2013), considered the proposal to introduce a new Master of Environmental Engineering and Pollution Control (5648), as contained in 2013/0006159, for introduction in semester 1 2015.

9.2 The Griffith School of Engineering proposes to introduce a new 160CP AQF compliant Master of Environmental Engineering and Pollution Control to replace the current major within the Master of Engineering with Advanced Studies (Environmental Engineering).

9.3 To be eligible for admission to the Master of Environmental Engineering and Pollution Control students must hold: - A bachelor or a bachelor Honours degree in Engineering, or equivalent 3 year or 4

year Engineering undergraduate degree, from a recognised University (or another tertiary education institution of equivalent standing).

Students admitted to the program with a Bachelor Honours degree in Engineering, or equivalent 4 year Engineering undergraduate degree, will be eligible for 40 credit points of advanced standing towards the program.

9.4 The University’s standard minimum English language requirements for entry to postgraduate programs will apply.

9.5 To be eligible for the award of Master of Environmental Engineering and Pollution Control (MEnvEngPollutCont), a student must acquire 160 credit points as prescribed below: - 110 credit points from the core course list in Table A and - 50 credit points from the research courses in Table B.

Students who have been admitted to this program with 40 credit points of advanced standing must complete a minimum of 70 credit points from Table A and 50 credit points from Table B.

9.6 In considering the proposal the following comments were made: - The School is asked to clarify whether in the award title Master of Environmental

Engineering and Pollution Control it should be ‘and’ or ‘in’ Pollution Control. - The wording of Section 10.7 Admission Requirements and Section 10.11 Degree

Requirements is to be amended to be clearer for students. - Whilst acknowledging the Program Convenor will approve the suitability of the 10CP

elective, the School is asked to advise elective choices available.

5649 MASTER OF ELECTRONIC AND COMPUTER ENGINEERING 10.1 Programs Committee, on the executive recommendation of the Science, Environment,

Engineering and Technology Group Board (22 November 2013), considered the proposal to introduce a new Master of Electronic and Computer Engineering (5649), as contained in 2013/0006195, for introduction in semester 1 2015.

10.2 The Griffith School of Engineering proposes to introduce a new 120CP AQF compliant Master of Electronic and Computer Engineering to replace the current major within the Master of Engineering.

10.3 To be eligible for admission to the Master of Electronic and Computer Engineering students

must hold: - A bachelor or a bachelor Honours degree in Electronic Engineering, or equivalent 3

year or 4 year Electronic Engineering undergraduate degree, from a recognised University (or another tertiary education institution of equivalent standing).

10.6 In considering the proposal the following comments were made:

- A statement is to be added to Section 2 Program Structure and Content to clarify the undergraduate courses within the program are available in final honours year of the bachelor program to demonstrate they are at AQF level 8.

- Section 5.0 Program Communication and Support is to be amended to be appropriate for postgraduate level programs.

- The wording of Section 10.7 Admission Requirements is to be amended to be clearer for students, including replacing AQF levels with qualification types.

13.2 The Griffith School of Environment currently offers the four-year Bachelor of Environmental Management at the Nathan campus which allows students in Year 4 to choose from the Pass stream and the Honours stream. Teaching) Arts, Education and Law Group (22 November 2013), considered the proposal to introduce a new Bachelor of Digital Media (Hong Kong) (1463), as contained in 2013/0013777, for introduction in September 2015.

30.2 The Queensland College of Art currently delivers the Bachelor of Design (based at QCA South Bank campus) as a top up degree through the Chinese University of Hong Kong. The Bachelor of Design has now been replaced by the Bachelor of Design Futures which no longer compliments the studies sought by the Hong Kong program.

30.3 The QCA propose to offer the Bachelor of Digital Media (Major Graphic Design) (based at

QCA Gold Coast campus) as a top up degree through the Chinese University of Hong Kong

OR - a Diploma or Associate Degree of at least two years in a design related area from

another recognised comparable institution for which a maximum of 160 credit points of advanced standing will be granted.

30.5 To be eligible for the award of Bachelor of Digital Media (Major Graphic Design) (HK),which

31.2 The School of Biomolecular and Physical Sciences proposed changes to the Graduate Certificate in Aviation Management and Master of Aviation Management to ensure AQF compliance in terms of volume of learning, research content and program learning outcome requirements for the appropriate AQF level of the qualifications.

believe they should be accepted into the program. The application must include their industry history and training courses completed. People considered to be working in the industry at a supervisory level include air traffic controllers, first line managers, middle ranking military officers, and professional pilots. In light of the diversity of experience, each application will be assessed on its merits.

To be eligible for admission to the Master of Aviation Management students must hold: - The Graduate Certificate in Aviation Management or - A bachelor degree with a Grade Point Average of 5.0 in the same discipline, being

‘Business and Management’ from a recognised tertiary institution and at least 3 years work experience at a supervisory or management level or

- A bachelor degree with a Grade Point Average of 5.0 that has aviation/aerospace as the major area of study from a recognised tertiary institution. e.g. Bachelor of Engineering (Aerospace); Bachelor of Aviation and at least 3 years work experience at a supervisory or management level.

Students who have completed the Graduate Certificate in Aviation Management will be eligible for 40 Credit Points of advanced standing towards the Master of Aviation Management.

31.4 The University’s standard minimum English language requirements for entry to postgraduate programs will apply.

31.5 To be eligible for the award of Graduate Certificate in Aviation Management (GCertAvMgt), a student must successfully complete 40 credit points of courses as prescribed. The bundle of 40CP provides ‘broadening and/or deepening’ content and reaches level 8 Program Learning Outcomes with the balance at level 8.

To be eligible for the award of Master of Aviation Management (MAvMgt), students must successfully complete 120 credit points of courses comprising a minimum of 70 credit points at AQF Level 9 and a maximum of 50 Credit points at AQF Level 8.

Students must acquire 120 credit points as prescribed below: - Complete 10 credit points for Principles of Aviation Research; - Complete 40 credit points for the Aviation Management Research Paper; - Complete at least 20 credit points from the listed Level 9 Aviation courses; - Complete a maximum of 50 credit points from the listed Level 8 Aviation courses.

32.3 To be eligible for admission to the Graduate Diploma in Flight Management students must:

- have completed the first 2 years (180 credit points) required for the 1028 Bachelor of Aviation (Pilot Stream) offered by Griffith University including 20 credit points at third year as per the Bachelor of Aviation (Pilot Stream) structure courses.

- attend the professional development program referred to as Mentoring Aviators through Educational Support (MATES) whilst enrolled in the Bachelor of Aviation (Pilot Stream);*

- successfully complete specified preparatory training within MATES related to the practical program - this preparatory training includes aeroplane preparatory training, study and assessment of standard operating procedures, aeroplane technical knowledge, pre-flight, in-flight and post-flight procedures;

- hold a current Civil Aviation Safety Authority (CASA) Class 1 Medical Certificate for Commercial Pilot Licensing - the medical must be carried out by a Designated Aviation Medical Examiner (DAME) and a full list of the DAMEs is available on the CASA website;

- have an Aviation Reference Number (ARN); - achieve a pass score in the Pilot Aptitude Assessment (students who have achieved

a pass score in the Pilot Aptitude Assessment prior to admission to the Bachelor of Aviation will not be required to re-sit if they commence the flight training component of their studies within five years of passing the test).

- students who sit and do not pass the Pilot Aptitude Assessment prior to admission to the Bachelor of Aviation may re-sit prior to admission to the Graduate Diploma provided that at least 6 months have passed since the previous attempt;

- students who delay sitting the Pilot Aptitude Assessment until the time of seeking admission to the Graduate Diploma are asked to note that, in the case of a fail, they cannot re-sit for at least 6 months, which will delay their admission to the Graduate Diploma until the criteria for the Pilot Aptitude assessment are met.

32.4 To be eligible for the award of Graduate Diploma in Flight Management (GDipFlMgt), a student must: - acquire 80 credit points for the prescribed courses

and, when concurrently enrolled in the Bachelor of Aviation (Pilot Stream)[1028] - complete all requirements for the Pilot Stream of the Bachelor of Aviation within two

34.3 To be eligible for admission to the Graduate Certificate in Public Health students must hold:

- An undergraduate degree in an unrelated discipline (i.e. a degree in a discipline other than medicine, nursing, public health, environmental health, allied health, psychology clinical health, research, biomedical health or social sciences) OR

- A health-related diploma PLUS two years relevant work experience in the public health sector OR

- Have a minimum of five years equivalent full-time work experience in health practice and/or administration/management/leadership roles within health related organisations and students would be expected to have career goals to work in public health-related organisations.

To be eligible for admission to the Master of Public Health students must: - hold a suitable bachelor degree in a related field (Public Health, Health Services

Management, Environmental Health, Allied Health, Medicine, Nursing, Psychology, Clinical Research, Biomedical Health, and Social Science); OR

- hold a suitable Level 8 qualification (Graduate Certificate, Graduate Diploma or Bachelor Honours Degree) in a related field (Public Health; Health Services Management; Environmental Health; Allied Health, Medicine, Nursing, Psychology, Clinical, Research Biomedical Health, and Social Science). 35.0 RHS MAJOR CHANGE PROPOSAL (2013/0005972) 1344 BACHELOR OF EXERCISE SCIENCE (PRE PHYSIOTHERAPY)

35.1 Programs Committee, on the executive recommendation of the Dean (Learning and Teaching) Health Group (14 November 2013), considered the proposal for changes to the Bachelor of Exercise Science in Pre Physiotherapy (1344), as contained in 2013/0005972, for implementation in semester 1 2015.

35.2 The School of Rehabilitation Sciences propose changes to the Bachelor of Exercise Science in Pre Physiotherapy including a change of program title (from the Bachelor of Exercise Science (Pre Physiotherapy)) to demonstrate the congruence and alignment of the learning outcomes with the Master of Physiotherapy program, and the requirements of the Australian Physiotherapy Council which accredits the physiotherapy program.

35.3 The School also proposes to offer students who do not qualify for admission to, or otherwise do not want to progress to the Master of Physiotherapy with the opportunity to graduate with the award title Bachelor of Exercise Science. This will be facilitated via the use of an exit point (linked to program 1171 Bachelor of Exercise Science).

35.4 To be eligible for the award of Bachelor of Exercise Science in Pre Physiotherapy (BExSc), a student must acquire 240 credit points as prescribed below: - gain 160 credit points for first and second year core courses - gain 70 credit points for third year core courses - gain 10 credit points from listed elective courses undertaken in the third year of the

program - students must complete a recognised First Aid Certificate with CPR (at their own

expense) by the end of week 14 in semester 2 of first year - complete professional experience, field work and/or other mandatory requirements.

In accordance with the Bachelor Degree Policy, students enrolled in this program should complete: - no more than 100 credit points at first year level and - at least 60 credit points at third year level.

35.5 In considering this proposal the Committee discussed at length the proposed award title and the following comments were made: - Concern was expressed regarding the proposed nomenclature for this award. The

Committee noted the School’s intention to highlight to prospective students the alignment with the Master of Physiotherapy program to be competitive with other universities offering Physiotherapy programs.

- The Committee noted the program is not significantly different in content to the Bachelor of Exercise Science program (1171), however the student cohort is significantly different, targeting OP 1 and 2 students only; this program is exempt from Griffith’s OP 1-6 guarantee.

35.6 Programs Committee, on the executive recommendation of the Dean (Learning and Teaching) Health Group (14 November 2013), resolved to recommend to Academic Committee the proposal for changes to the Bachelor of Exercise Science in Pre Physiotherapy (1344), subject to the consideration of the issues raised in regard to the award title as outlined above, as contained in 2013/0018039, for implementation in semester 1 2015.

35.7 Subsequent to the meeting and following consultation with the Health Group the Chair approved the title for this award as Bachelor of Exercise Science. It was further agreed to market the program as a pathway to the Master of Physiotherapy, with a specific QTAC code, in order to continue to attract high achieving students to Physiotherapy; it was noted the Masters program has Commonwealth Supported Places and therefore this action is appropriate. Therefore the proposed exit point to the Bachelor of Exercise Science (1171) will not be required.

36.0 EDN MAJOR CHANGE PROPOSAL (2013/0013772) 1069 BACHELOR OF ARTS IN CONTEMPORARY AND APPLIED THEATRE

36.1 Programs Committee, on the executive recommendation of the Acting Dean (Learning and Teaching) Arts, Education and Law Group (22 November 2013), considered the proposal for changes to the Bachelor of Arts in Contemporary and Applied Theatre (1069), as contained in 2013/0013772, for introduction in semester 1 2015.

36.2 The School of Education and Professional Studies proposed changes to the Bachelor of Arts in Contemporary and Applied Theatre to ensure AQF compliance. The School propose to withdraw the 60CP award major option from the program structure from 2015. Students will continue to have the option to choose to undertake 240CP of applied and contemporary theatre courses as nominated in the degree structure or may select a 60CP major consisting of a coherent suite of courses from outside the degree (with the approval of the Program Convenor), consistent with the current structure.

37.2 The Bachelor of Arts (OUA) contains course offerings from a number of universities and offers a range of majors in the Humanities and Social Science areas. The University of South Australia has notified the School of Humanities of its intention to cease offering the Religious Studies major, effective from study period one, 2015.

37.3 The School of Humanities proposes to withdraw the Religious Studies major from the program. There will be no changes to the admission requirements, degree requirements or program structure.

37.4 The University of South Australia have notified students, via the OUA website, to complete all religious studies units before the end of study period four, 2014.

39.1 Programs Committee, on the executive recommendation of the Dean (Learning and Teaching) Science, Environment, Engineering and Technology Group (1 December 2013), considered the proposal to introduce a new Graduate Certificate in Airport Management (3308), as contained in 2013/0006215, for introduction in semester 1 2014.

39.2 Griffith Aviation and Griffith Business School have been approached by Queensland Airport Ltd (QAL) to provide a Graduate Certificate in Airport Management. A similar program was previously delivered by Southern Cross University, but QAL dropped out of that agreement with SCU.

39.3 To be eligible for admission to the Graduate Certificate in Airport Management a candidate must have at least three years “supervisory” experience in the aviation or airport industry or possess an appropriate degree from a recognised tertiary institution.

39.4 The University’s standard minimum English language requirements for entry to postgraduate programs will apply.

49.3 To be eligible for admission to the Graduate Certificate in Personal Injury Management students must: - hold a bachelor degree from a recognised University (or another tertiary education

50.2 The School of Human Services and Social Work proposed to introduce a semester 2 (mid-year) intake to ensure flexibility of delivery and enhance the program’s position in the domestic and international market. Changes to the program structure and course offerings to accommodate this mid-year intake are contained in the submission.

50.3 From 2015, the volume of learning in the Advanced Standing strand of this program will increase from 175CP to 180CP following the introduction of the new, AQF compliant Master of Social Work program which was approved at the 9/2013 Programs Committee.

The original proposal indicated that the class of Honours to be awarded to each student in this degree will be determined by the relevant Assessment Board on the basis of the standard cut-offs as outlined in the Schedule of Honours Formulae for approved variations to University policy; however, no cut-offs or calculation method was included in the proposal.

59.3 Health Group proposed to use a common method for calculating Honours classifications across all of its embedded Honours programs which take into account the percentage mark in the research training courses in the degree as well as the percentage mark in the dissertation courses. To be eligible for admission to the Master of Civil Engineering students must hold a Bachelor of Civil Engineering degree (level 7 or 8) from a recognised university. - Applicants with a Bachelor of Civil Engineering with Honours degree, or equivalent 4

year Civil Engineering qualification, will be granted 40 credit points of advanced standing towards the program.

- Only graduates of civil engineering will be admitted to this program due to its focus on technical design. The program is, therefore, not suitable to other engineering graduates.

72.4 The University’s standard minimum English language requirements for entry to postgraduate programs will apply.

72.5 To be eligible for the award of Graduate Certificate in Civil Engineering (MCivEng), a student must acquire 40 credit points as prescribed below: - gain 40 credit points of courses from Graduate Certificate course list.

72.6 To be eligible for the award of Master of Civil Engineering (MCivEng), a student must acquire 120 credit points as prescribed below:

72.7 In considering the proposal the following comments were made: - The table within the Degree Requirements section is to be deleted. - The courses within the Graduate Certificate are to be identified. - The Admission Requirements are to be amended to allow for entry with a level 8

qualification. - The proposal contains a research methods course but it does not identify where

students are undertaking a research project. School is asked to clarify the research content as required by the AQF.

- Learning outcomes are to be added to the submission.

75.1 The minutes of the 3/2013 (28 October) meeting of the Postgraduate Australian Qualifications Framework Working Group were noted.

76.0 CHAIR’S REPORT

76.1 The Chair reported on issues since the last meeting: - The Griffith Experience Implementation Working Group has met for the first time and

will be meeting again in early 2014 to progress implementation of the Griffith Experience in programs by 2015. Professor Alf Lizzio is chairing this Group.

- QIBT and OUA recently met with stakeholders to advise their interpretation and approach to the AQF requirements.

- A member from the Higher Education Standards Panel spoke to the Chairs of Academic Committee meeting in November to advise the AQF requirements including the qualification framework and learning outcomes will be hard-wired into the new standards. Other key messages from the meeting were the need for flexibility for students and the importance of the Asian century and providing students the opportunities in this area.

- The Chair advised the February meeting of Programs Committee will be the last meeting to consider new programs or program changes to be included in hardcopy advertising material for 2015.
