Greetings from the President On behalf of the officers and community liaisons of the Meadowlark HOA, I bring you greetings. New to our board is Ms. Dena Irwin who was elected at the October annual meeting to serve as the ARC liaison. She and her committee have been hard at work over the last few months responding to various requests made by members of our community. Welcome to the board Dena.

I would like to remind you that there are several clubs in the community that you may want to consider being a part of. A description of the clubs can be found on page 7 and contact persons on page 2. (Also check our website.) On June 8th we had our annual Community Garage Sale. Our Annual Community Picnic will take place in September on the 14th and our annual HOA meeting is on October 8th.

I hope that all of you continue to have a safe and happy spring and summer. Please remember that if you have any issues that need to be addressed concerning mowing of your lawns, contact Ryan Beres at Kirkpatrick Management.

Meadowlark Website From December to March, our website gets pretty quiet, but our response is still good overall. Each year, activity increases. Raceway Gateway Project Work continues on the new U.S. 40 Main Street entry to Plainfield, just west of Raceway Road. When completed, Raceway Road will be rerouted west to that intersection, and the current Raceway Road intersection will no longer exist. It will be part of improvements that are planned for a walking/biking path, rows and medians filled with trees and flowering shrubs, and a large Plainfield monument and sign wall that will be spotlighted at night. The current Raceway Road will be closed sometime in July, and we will use Bradford Road until the new intersection is open.

Being Good Neighbors

On page 1 we stated certain things we can do to be a good Meadowlark citizen. In this section, we continue to list questions about our Covenants. Many are based on Town of Plainfield Ordinances.

We are so appreciative that most all residents follow the Covenants and Plat Restrictions and Rules, and when found to be in violation, take steps to resolve the issue right away.

We ask everyone to read all our covenants (found on the "documents" page on our web page) and be an active participant in helping to eliminate violations and adhere to the rules that govern our neighborhood. In so doing, we are "being a good neighbor!"

Here are a few of the areas that continue to need our cooperation to see that the Covenants and Town of Plainfield Ordinances are followed.

MEADOWLARK COVENANTS Subject Question Covenant Improvements Must I have

approval for every improvement I want to make?

NO and YES. NO. You don’t need approval to plant a flowerbed within 6’ from your foundation, or to replace any existing land-scaping or projects so long as they closely match the original item and occupy the same space. Deviations WILL need approval. YES. Any NEW improvement outside your house (such as pavers, fence, pergola, patio, awnings) must have ARC approval. See the ARC Committee article on page 6 for details.

RVs, Trailers Are these allowed in Meadowlark?

NO. Per a Town of Plainfield Ordinance and a Meadowlark Covenant, long-term parking or the storage of recreational vehicles or trailers of any kind are NOT allowed in Meadow-lark, except for a 24-hour period to be cleaned or restocked. Also, no commercial trucks over ¾ ton can be stored or parked except inside a garage.

Dogs Are dogs allowed to be off a leash when outside?

NO. A Town of Plainfield Ordinance states that any animal must be on a leash when outside your home. That means in your unfenced yard as well. Keep your dog leashed; we don't want injuries or pets that run away. Don’t let your

dog wander in your neighbors’ yards or do their business there. Clean up your animal’s refuse. That’s also the law and you may be ticketed if seen not cleaning up.

Fences Are fences allowed? How about invisible fences?

YES. Both standard and invisible fences are allowed, but owner must submit an ARC request for either type. See the A Word About Windows, Fences… article on page 4.

Outbuildings Are outbuildings allowed?

NO. Any structure that is free-standing and is not part of a resident's home is not allowed, including storage sheds, cabi-nets, and dog houses outside a fenced area.

Trash Containers

Are they allowed to be stored outside?

NO. Trash containers CANNOT be stored outside where they are visible by other residents. This is a violation of the covenants and you can be cited. See the Trash article on page 5.

Parking Over Sidewalks

Is it okay to park over a sidewalk?

NO. A Plainfield Town Code Ordinance prohibits this, for there must be room for a person to safely walk on the sidewalk. Tell your guests and have them move their vehicles. You have room to park two (2) cars INSIDE your garage and two (2) cars IN your driveway. It is appreciated when cars ARE parked in driveways and not on the street. It makes for a safer environment. If you see continual parking violations, report them to the Plainfield Police at 317-839-8700. Owners can be cited.

KMC Connect Kirkpatrick Management Co.'s KMC Connect website can be used to access your account to see your payment information and to also pay your fees online. KMC Connect can be reached

two ways.

Method One: 1. Access KMC's web page, www.ekirkpatrick.com, and hover

on the ASSOCIATIONS link at the top of the page; then select KMC CONNECT.

2. Click the GO TO LOGIN button when it appears.

3. When the Login Window appears (shown below), enter your User ID and Password to reach your account.

Method Two: 1. You can bypass the KMC home page and go directly to

the KMC Connect Login Window by accessing https://caliber.cloud/CaliberWeb2_Kirkpatrick.

2. Using either method, the Login Window shows. 3. Enter your User ID and Password.

Compliance Process

Kirkpatrick's Compliance Department has two full-time persons, Jeff and Richard, who check our neighborhood every other week for any compliance issues. They will be driving a black

Jeep Liberty, with the Kirkpatrick logo on it. (The vehicle might change but will always have the logo on it.) This summer they will be checking again for mold on siding and maintenance needed for shutters and mailboxes. Also, for trash containers that are improperly stored, weeds in flowerbeds, improper parking over sidewalks, garage lights that are out, and dogs not on a leash. Periodically they will also check the Common Grounds and view backyards and fences as well. All violation complaints…those listed previously and any others that arise…should still be referred to Ryan Beres, Kirkpatrick Management Co., [email protected] or 317-570-4358. He will review them and pass them along to the Compliance Dept. for action.

Maintenance Process If you see a maintenance issue with the fencing in Meadowlark or something in the Common Grounds, call Ryan Beres at KMC. OR, you can log in to KMC Connect (explained in the KMC Connect article) and enter the issue right away.

1. Once you’ve logged in, click the Maintenance option. 2. On the next screen, click the Submit New Request button. 3. When the Service Request window shows, select the Type

and Category from the drop-down lists, type a Description of the problem, its Location, and click the Submit button.

It will be reviewed by KMC and put on the list of maintenance needs in Meadowlark. You may not be contacted unless more

information is needed.

A Word About Mailboxes, Fences, Windows, Shutters The Board has clarified the requirements for Mailboxes and Fences and provided information on maintenance for Windows and Shutters to aid you when maintenance is necessary. A complete explanation can be found in the “Mailboxes, Fences, Windows and Shutters” file on the “documents” page on our website, and these are the guidelines the Board and ARC follow.

Please take the time to read these requirements.

Community News Dues. The second Association Dues

payment for 2019 is due on July 1st. You can also pay your fees using the KMC Connect system, described on page 3.

1. Login and then click the Accounting option. 2. Next click the Pay button. 3. When the Pay Now options show, complete the necessary information.

Paying your fees in a timely manner is important, not only for the maintaining of our lawn care and snow removal services, but also to maintain your voting rights in the Homeowners Association. Contact KMC with any questions.

IMPORTANT! Please check your coupon and make sure you pay the amount due, NOT the amount that reflects a $20 late

fee. Here is an example of the coupon:

If you believe you have overpaid and have a credit, contact Treasurer Kim Wilson. If you do, deduct it from your July 1st

payment.

Trash. We had a lot of issues with the

blowing of recycle items in the early spring and appreciate the care you’ve taken since to make sure your recycle items are tightly packed and don’t blow throughout yards and into the ponds.

Keep it up!

24-Hr. Rule: Put out trash within 24-hrs before pickup; remove and store containers out of sight within 24-hrs after pickup.

1st–Place your trash in containers if possible. For those bagging trash, put it in strong trash bags. Put all plastic shopping bags in the regular trash, NOT the recycle bin.

2nd–Tightly secure your items in the recycle bin. When it’s windy, put plastic items in an untied kitchen trash bag and place it in the bin; it helps, and Ray's does pick it up. Don’t recycle anything with personal information on it such as statements, prescriptions, medicine bottles.

3rd–Friday is trash pickup day; do not set out trash containers/bags or recycle bins prior to Thursday morning. Pickup will always be on Friday unless Christmas Day and New Year's Day fall on a weekday. Then there will be a one-day delay for the remainder of the holiday week, so our pickup would be on Saturday instead of Friday that week. We will post any other pickup changes on the website and via e-mail.

4th–Move your containers back inside your home or garage within 24 hours after trash pickup.

5th–For heavy objects like furniture, sofas, bookcases, call Ray's Trash (317-539-2024) to make arrangements for the pickup of these items. There may be a charge.

REMEMBER! Blowing trash often ends up in our ponds and adversely affects the health of our ponds. The more trash that builds up in them, the sooner we will have to incur the cost of dredging. Your cooperation is not only appreciated, but a real commitment to our community.

Lawn Care. Landscape Solutions is again

providing lawn care and mowing services to Meadowlark. They mow each Wednesday

morning. Here are some reminders:

• If rain leaves some areas soggy (especially the swales between homes), they will not be mowed because of causing damaging ruts. Your under-standing is appreciated.

• Landscape Solutions does not sow grass seed in your yard. Also, they do not treat for grubs. Both are the responsibility of the homeowner.

• They will not trim around your yard fencing. That also is your responsibility, as well as mowing/trimming inside your private fence.

• They will not trim along foundations of homes in Meadowlark with siding that does not have 6" of clearance. For homeowners who trim along the sides of their own homes, be aware that Landscape Solutions will not be responsible for any damage to siding that is less than 6" above grade.

Committee Reports

ARC…Dena Irwin The Architectural Review Committee strives

to ensure that all improvements meet the standards of our community, do not encroach on another's property or the Common Grounds, and stay clear of easements and utility areas. The current Committee members are Pat Picha, Wanda Warren, Cheryl Clarkson, Brenda Stringer, Charlie Powell, and Paula Moore. A big thank you to these homeowners for their service and time to review requests. Since October, the committee has reviewed and approved a fence installation, a satellite dish installation, and the addition of a pergola on a concrete patio.

Homeowners are required to submit an ARC form prior to making any “new” changes to the outside of their property. Your request must be approved before work starts. You then have one year to complete the work. After a year, you must re-submit your request to ARC.

Go to the "documents" page on our website and download the Request for Change form, or contact Kirkpatrick Management to request the form. If you are unsure of the process, view the “arc process" page on our website and read the Process for "new" improvements section for step-by-step instructions. If you have doubts, contact Dena Irwin, ARC liaison, at [email protected].

When we work together, we can continue to achieve the goal to maintain the quality, beauty, and value of our neighborhood. Following is a summary of what needs/doesn't need approval.

• NO approval needed for flowers or shrubs planted within 6 feet of your home's foundation or around mailboxes. Beyond 6 feet, you WILL need ARC approval.

• NO approval needed for "replacement" of existing items, such as shutters, doors, roof, pergolas, patios, fences, decks SO LONG AS they are in the same place and closely match the original and meet the color scheme and expectations of our community. If there is any deviation, you MUST have ARC approval.

• DO need approval for any "new" addition, such as a fence, patio, deck, pergola, satellite dish, sidewalk, pavers, trees, etc.

If it's a "new" improvement, you must submit a request to ARC and receive approval before work is started.

One important item…the Request for Change form requires that your Plot Plan (which shows your individual home and lot dimensions) be submitted along with the request. It must show exactly where your new improvement is going with relationship to your home, your neighbors' property lines, and the Common Grounds. Your request will not be processed until

this is provided. If you don't have one, here are the resources

where you can obtain your Plot Plan; they are also listed on the Request for Change form.

Social Committee…Elaine Kinkead

Garage Sale. The Community Garage Sale was held on

Saturday, June 8th from 8:00 a.m. until 2:00 p.m. The Board obtained the permit for the entire neighborhood and set up signs at the main entrances to Meadowlark.

Picnic. Our annual Community Picnic will be Saturday,

September 14th. We are looking for ideas for a "theme." Last year it was An Old-Fashioned Picnic, and the year before it was the Fabulous 50s. If you have any suggestions, contact Elaine Kinkead.

Crime Watch…Elaine Kinkead Our first 2019

Meadowlark Crime Watch meeting was held on Thursday, May 9th; 32 residents attended. Sgt. Todd Knowles from the Plainfield Police Dept. said the PPD now has 50 officers with 8 per shift. By 2025 they should have a total of 70. They are hiring and seeking persons who have gone through the Police Academy. He reported 43% of all calls were from 267/40 NE and Dan Jones Road. Calls are down 22% from last year. Total of 35,000 calls last year and 780 thefts. Many thefts were reported from Kohl’s, Penney’s and Walmart stores. Car thefts were down. Sgt. Knowles talked about 911 calls from cell phones. It depends on what cell tower your call hits as to which 911 center gets the call.

The needle could contain the most dangerous of drugs…Fentanyl…which can kill by touch and being absorbed in the skin. Call the police immediately. They will take the necessary precautions and remove it. Sgt. Knowles also stated that two big problems we face are Social Media and Vaping. (A

sign of the times.)

Activity Update. I am sorry to say it wasn’t as good a year for

Meadowlark as it has been. Then again, it wasn’t a totally bad year. We had a few glitches, but I think we still outshined all the others. We had one home robbery, one attempted home break in and one car stolen. If there was anything else, it was not reported to me. We all know rampant crime is becoming so real; let's put on our thinking hats and try to remember preventative things we can do so we are not helping to make it easy for them. Take these simple precautions and be safe this summer.

1. Close drapes and blinds at dusk. 2. When you are outside, make sure your garage door

is shut if not in your sight. 3. If you have had a window open or unlocked, make

sure you close and lock it at night, or when you will be gone.

4. Do not leave a car running and/or unlocked in your driveway. If left in your drive, make sure it is always locked, with no valuables in sight.

National Night Out will be on August 6th this year, and our next Crime Watch meeting is Nov. 14th. Watch for flyers and check the web page for information as we get closer to these events.

We need all eyes and ears open. If you see something, say something before anything happens. Don't wait! Call Plainfield police immediately. If you are seeing something happening, call 911 first. If it looks suspicious, call 839- 8700.

Grounds…Leonard Stringer

Front Entryway. Area at the end will be planted with lilacs yet this spring.

Fencing. The fencing added between Partridge and Huntwick last year will be stained this year. Fencing damaged by wind storms this spring has been replaced in numerous areas and will be stained soon.

Trees. No new trees will be planted in the Common Areas. Any damaged/dead

Fountains and Ponds. Fountains have been turned on. When the water temperature reached 55°,

trees will be removed. ASAP started treating the ponds for algae and scum and will do so throughout the summer. If you see a fountain or pond problem, either call Leonard Stringer or Ryan Beres at KMC. You can also create a Maintenance Request on the KMC website. See the Maintenance Process article on page 4 for details.

Common Areas/Ponds. Bare spots around ponds and in the Common Areas are being looked at. Seeding may not happen until fall.

Fishing. There is NO FISHING in our ponds EXCEPT for homeowners and their guests.

Reminders: • Homeowners are responsible for the trimming and removing of

all trees and shrubs that are within their boundary lines and are responsible for grinding down/removing tree stumps.

• Homeowners are responsible for keeping flower beds weed-free and neat on their property.

• Homeowners cannot trim or remove trees in the Common Areas.

• Homeowners who cut their own lawns CANNOT dump the clippings in the Common Area and around the Trees.

Community Clubs The following clubs have been established for the enjoyment of our community. Everyone is welcome to participate. If you have an idea for an additional club, please let one of your board members know. These activities are a nice way to get to know your neighbors and have a good time. If you are interested in any of these activities, please get in touch with the contact person for the club. All names are listed on page 2.

Bunco Club There are two clubs. One meets the 1st Friday of the

month @ 6:30 PM and members share hosting in their homes. Members of the second club also share hosting in their homes and meet on day and date chosen by the hostess.

Daytime Book Club Beginning in 2019, meets the 4th Tuesday

of each month at 9:30 AM. Members share hosting in their homes and take turns choosing the monthly book selection.

Dinner Club This group goes to dinner together each month

from spring to fall and disbands during the winter months. Dines at 6:00 PM on the 3rd Tuesday of each month at different locations.

Ladies Breakfast Club Still called the "Breakfast" club, this

group meets every Thursday at noon at Emmy’s Pancake House, Avon. No RSVP – Just show up for good food and chit chat.

Euchre Club We are looking for Euchre Players to meet once a

month on a Saturday night. Members will share hosting in their homes and choose the monthly date. If interested, please contact Kim Wilson at 317-797-0216, or at [email protected].
