WEEE Recycling for climate and resources protection
For ALBA Group recycling is a major factor in helping to
protect the world’s climate and it’s resources:
By our activities in 2014, we achieved verifiable savings
of more than 6 million tonnes of greenhouse gases
compared with primary production.
At the same time our recycling activities in 2014 saved
around 48 million tons primary raw materials an
amount which is equivalent to the worldwide annual
requirement of aluminium.
Taking a closer look at scrap metals - we saved 10 tons of
raw material by collection and treatment of 1 ton of
scrap material in 2014.

What are the Drivers for the Hong Kong WEEE Project?
- Growing amounts of WEEE in Hong Kong with an estimated total of 70,000 tons per year.
- The Government launched a voluntary WEEE recycling programme with the trade back in 2005,
targeting regulated reuse and recycling of WEEE.
- Determination by government to adopt the Producer Responsibility approach
- Increasing environmental awareness with focus on sustainable recycling technologies of WEEE.

The Hong Kong Model
Hong Kong Model
General - Design-Build-Operate-Transfer model (DBOT).
- Integrated solution - both collection and reprocessing.
- Collection of WEEE by the JV via its network of collection points.
CAPEX - Initial construction capex funded by the government; maintenance capex reimbursed via the
gate fees.
Payment mechanism - Gate fees for the WEEE input streams were agreed in the tender process and will be paid by
the government.
- Banded payment structure
- The gate fee per ton will be adjusted on a monthly basis based on a pre-agreed price
fluctuation factor.

Project Overview

Summary
The WEEE Project is an essential part of the Hong Kong Producer Responsibility Scheme
Legislation is an important part of the delivery of the project
The DBOT model is proven in the Hong Kong Market
The integration of collection with treatment is vital
The project will use well proven technology and ‘know how’ that will protect the environment
The solution adopted by the Hong Kong Government is a model that can be adopted elsewhere in
the region
We will look to “transform” valuable items back into essential resources as we treasure the earth’s
raw materials
