INTRODUCTION

1. The Telangana Municipal Development Project (TMDP) is being implemented by Government of

Telangana with support from World Bank. The project is aimed at improving urban services in select ULBs

mainly in water supply and sewerage sectors. The project will also support improvements in the financial,

technical and management capacities of select ULBs of Telangana through technical assistance to sustain the

infrastructures being created. This sub-project for Kollapur Nagara Panchayat is one of the water supply

service improvement projects taken up under Telangana Municipal Development Project (TMDP).

2. Kollapur Nagar Panchayat is spread over an area of 26.92 Sq Km having a population of 25225 as per

2011 census and located on banks of river Krishna. Kollapur is located at 16°10’29”N 78°20’26”E in

Mahaboobnagar of Telangana State. The average elevation of Kollapur Nagar Panchayat is 322m above sea

level. Kollapur is about 175Km from Hyderabad on NH44. A massive lift irrigation project is near Kollapur. The

Somasila temple is located just 9 km from Kollapur.

3. Present Scheme contains Intake arrangements by winch and trolley system at Somasila. Water is

drawn from River Krishna by 30 HP pumpsets arranged on trolley. This water is directly pumped in slow sand

filters constructed at bank of river Krishna. After Treatment water will reach to Clear water sump and then it

will be pumped to Kollapur town by using 100HP Pumpsets.

However, presently scheme is not running accordingly. Slow sand filters are totally abandoned and

water is directly pumped into clear water sump and from there by using 100 HP pump sets it is conveyed to

350KL ELSR constructed at Bundaihgutta. From there water is distributed directly to consumers and also water

is used to fill other reservoirs. i.e. the 350KL reservoir is being used as balancing reservoir as well as service

reservoir. Presently water from pumping station located at Somasila to ELSR is conveyed by using 300mm/200

mm AC pipes of class 25/20/15. This pipeline is demanding frequent repairs and it got damaged at many

places.

There are about 30 Km. of water supply lines ranging from 50 mm dia to 100 mm dia PVC for

distribution network and up-to 300 mm dia for transport of water. The city has about 30 Public Stand Posts for

water supply to weaker section of the society / Slums.

The objective of this sub-project is to provide wholesome potable water @ 135 LPCD to 100%

population, throughout the day in 24x7 module, at required minimum pressure head as stipulated in the

Design basis.

4. Hence a comprehensive water supply scheme is taken up for medium and long term requirements

with the following salient components.

• Construction of 300KL RCC sump at Singotam

• Construction of 8 ELSRs (Jameengadda, MadhavaSwamy Temple, Gangamma Temple,

PendyalaBuchaiah, Chowtabetla, Chukkaipally, Narsimhapuram and Narsinga Rao Pally) of total

capacity 2000 KL.

• DI K7 Feeder mains from sump to ELSRs for a length of 21877 Rmt.

• Distribution network with DI and HDPE pipes in Zones 1, 2, 3, 4, 5, 6, 7, 8, 9 and 10.

STAKEHOLDERS’ CONSULTATION

5. Local Level consultation has been conducted on 05-11-2015 and Stake holder consultation conducted

at KLI guest house in Kollapur town on 16-11-2015. Minutes of meeting and issues emerged from stakeholder

and local level consultation is attached as Annexure 1. Persons attended and newspaper clippings are shown in

Annexure 2 and 3. The primary and secondary stake holders are identified -

The primary stakeholders are:

• Residents, shopkeepers and businesspeople who live around project area where improvements will be

provided and near sites where facilities will be built;

• Custodians and users of socially and culturally important buildings in affected areas if any; and

• State and local authorities responsible for the protection and conservation of sensitive area if any

• The secondary stakeholders are:

• Urban Local Body (ULB) Kollapur Municipality, as the Executing Agency;

• Other Government institutions include areas or issues affected by the subproject (State and local

planning authorities such as PWD, PHED);

• Other community representatives (prominent citizens, political leader, religious leaders, elders,

women’s groups);

ASSESSMENT OF ADVERSE SOCIAL IMPACTS

6. In order to ensure that the project do not harm the livelihood of the people due to the proposed

project interventions, an assessment of adverse impacts was carried out with an objective of proposing

suitable mitigation measures where such impacts are envisaged. While formulating the subproject, various

efforts have been made to avoid resettlement. During planning and designing, attempt has been made to

restrict the construction works within the ULB lands and RoW of Government/ ULB land.

The impacts are ascertained for each component of the project based on the proposed site of

construction /alignment. Necessity of land acquisition, Impacts on public/ private properties, necessity for

temporary relocation of roadside kiosks and disturbance to business have been ascertained for each

component. The details of proposed investment components and the potential impacts in those components

are described below.

The purpose of this Resettlement Action Plan (RAP) is to propose the mitigation measures to those few

shopkeepers affected due to the project activities in order to support them during the transition period. These

impacts are of minor in nature and only impact for few days during laying of distribution lines (which will be

7. In order to assess the impacts of the sub- project, a social impact assessment was carried out by the

DPR consultants. As per this assessment, lying of pipelines will affect few shops during laying of pipelines in

front of them and the shopkeepers didn’t want any compensation for the temporary disturbance. However,

provision for this is made in the RAP keeping in view of additional impacts which may arise during execution.

Tentative list of shops on RoW is provided as Annexure –II. The list of shops going to be affected during lying of

pipelines will be finalized by joint inspection of consultant and S&E Officer of the ULB.

POSITIVE BENEFITS DUE TO THE SUB-PROJECTD:

8. Notwithstanding of the few above mentioned adverse impacts, the proposed project will have positive

impacts in the form of:

ü Reduction in water shortage

ü Improved access to potable water

ü Reduction in waterborne diseases

ü Time spent for fetching water at present will be saved for the citizens

ü Job opportunity in the Project

ü Scope for improved quality of life

ü Exposure to awareness programmers and hence updating of knowledge

IMPLEMENTATION OF RAP:

Payment of Assistance:

12. List of the affected Roadside Vendors / Kiosks has been prepared jointly by S&E Officer of the ULB and

the consultant which was endorsed by the Municipal Commissioner before. A video of the affected shops and

proposed sites for ELSRs was taken for cut-off data.

• Based on the list, the Budget as per the above entitlements will be approved by the Municipal Commissioner.

• The assistance will be paid through cheques to the eligible people before execution of work is taken up. The Municipal Commissioner will certify to this effect.

ADDITIONAL IMPACTS DURING THE IMPLEMENTATION OF SUB-PROJECT:

13. During the implementation, if any additional impacts are encountered in addition to those described

in this RAP, they will be promptly addressed through additional measures in line with the policy provisions.

The contractor will communicate promptly to bring to the notice of S&E officer about any additional impacts

that he may encounter during the execution of works and these will be mitigated promptly. The S&E Officer of

the ULB is responsible for initiating the process for addressing the additional impacts and the supplementary

plans will be processed in a similar manner by which this RAP is prepared and approved. The S&E officer will

provide a confirmation to MSU, TMDP once in quarter during the construction period about the details of new

impacts encounter and measures taken to deal with those impacts or confirm that no impacts were

encountered.

GRIEVANCE REDRESSAL MECHANISM:

16. The grievances can be registered at the complaint cell established at the ULB. The complaint cell will

also act as a Public Information Centre, where the grievances of the community will be registered and other

information with regard to the project, the sub-projects, social and environmental safeguards will be provided.

The grievances can pertain to any social and /or environmental issues triggered by sub-projects under the

TMDP. The Complaint Cell would forward the grievance to the S&E officer. If the grievance could not be

redressed by S&E Officer, it will be forwarded to the Revenue Officer and the NGO/Community representative

in the ESMC (Environmental and Social Management Committee) for redressing. A District Urban Grievance

Redressal Body will be established for redressing the grievances that could not be solved by S&E Officer and

ESMC at ULB level. The District Grievance Redressal body will be established prior to award of contract in

Kollapur Nagara Panchayat. This body will consist of 4 to 5 eminent citizens in the District and are from

diverse backgrounds such as education, health and sanitation, urban infrastructure, civic affairs, etc. In an

advisory capacity, it will facilitate and suggest suitable action to redress the grievances of the community /

public. At the State Level the Project Appraisal Committee (PAC) will act as ‘State Urban Grievance Redressal

Body’. If the S&E Officer cannot redress the grievance within a specified time period, the grievance would be

forwarded to the ESMC and further to the District Urban Grievance Redressal Body constituted at the District

level.. The grievance that cannot be redressed at the District Urban Grievance Redressal Body level would be

referred to the State Urban Grievance Redressal Body. Each of these authorities can be approached directly

for grievance redressal by the aggrieved person/party.

PUBLIC DISCLOSURE:

17. The RAP in English and Summary in Telugu will be placed at public places and the web sites of

Municipality and CDMA for the benefit of all concerned. The public disclosure places, at the minimum, include

the following:

• Offices and libraries of the project area (Commissioner Office and Municipal Libraries)

• District Collectorate

• Departmental websites

MONITORING AND REPORTING :

18. A report on payment of assistance will be sent to MSU-TMDP once the payments are completed along

with the certification of payments. In addition, quarterly Confirmation Note will be sent indicating the details

of additional impacts or otherwise, throughout the construction period.

20. Procedure for Alienation of Govt. Land:

Alienation of Govt. Land to the extent of 550 Sq. Mt. is required for construction of Sump at Singotam.

The Municipal Commissioner will obtain a council resolution from the Council and submit the requisition letter

to RDO/Collector duly enclosing a sketch showing the land applied for alienation and the adjoining lands. on

receipt of application the Revenue Department will process as per their procedures and handover the land to

the ULB.
