3.1 David Beattie and Allan Hunt, New Way Community Society David Beattie and Allan Hunt, representatives of New Way Community Society, provided the Committee with an overview of the “HELLO Project”. Members were informed about the project’s purpose to counter and erode social isolation, and that the program is currently operating as a pilot project in the City of Surrey.

3.2 Peter Watson, Chair and CEO of the National Energy Board (NEB) Roger Girouard, Assistant Commissioner of the Canada Coast Guard (CCG), Western Region Peter Watson, Chair and CEO of the National Energy Board (NEB), provided the Committee with a verbal presentation on pipeline safety and the role of the NEB, and informed members about: NEB staff complement Mandate of NEB panel Recent opening of satellite NEB offices in Vancouver and Montreal NEB-hosted pipeline safety conference scheduled for June in Calgary Public report that will be produced to capture key ideas from the cross-

country meetings to improve the oversight role of the NEB In response to a question, Mr. Girouard informed the Committee that the spill response protocol relies on Port Metro Vancouver to confirm, verify and make initial assessment in the event of a reported spill. Members noted the following concerns: Handling of the 2007 oil spill in Burnaby NEB assessment process Lack of consideration given to the upstream and downstream impacts of oil

pipelines Current spill response time Potential impacts on the region’s tourism industry

Members were informed about: Diverse viewpoints on the role of first responders within the continuum of

care Status of the draft Terms of Reference for the Sub-Committee BC Emergency Health Services study currently underway

Members offered comments about:

Exchanging municipal data for BC Emergency Health Services data Paid on-call vs full-time fire-fighter service model Technical aid offered by first responders benefitting ICBC Potential costs associated with increasing the role and responsibility of

At its March 24, 2016 meeting, the Regional Administrators Advisory Committee considered the attached report titled “All Hazard Integrated Regional Concept of Operations: Role of Elected Officials as Spokesperson in Regional Emergency Events”, dated March 16, 2016 prepared by the Integrated Partnership for Regional Emergency Management (IPREM) Steering Committee.

Following discussion, the Committee discussed amendments to the recommendation and subsequently amended the recommendation as presented above for consideration by the Board.

Subject: All Hazard Integrated Regional Concept of Operations: Role of Elected Officials as Spokesperson in Regional Emergency Events

RECOMMENDATION: That the Metro Vancouver Regional Administrators Advisory Committee endorse the following protocol:

a) In regional emergencies, the Metro Vancouver Board Chair, or alternate, be the designatedregional spokesperson and that Elected Officials of affected Local Authority(s) support andamplify messages put out by the Board Chair; and

b) In sub-regional emergencies, the status quo be maintained and that Elected Officials from eachaffected Local Authority will speak on behalf of that Local Authority.

PURPOSE: The purpose of this report is to determine the role of Elected Officials as spokesperson for regional emergency events.

BACKGROUND: In fall of 2015, the Integrated Partnership for Regional Emergency Management (IPREM) tested and confirmed the All Hazard Integrated Regional Concept of Operations (Con Ops), a process for Greater Vancouver Regional District (‘Metro Vancouver’) Chief Administrative Officers (CAOs) to collectively agree on how Local Authorities will share information, collaborate on regional decisions and coordinate resources during an event of regional significance within Metro Vancouver.

Elected Officials have clear roles before, during and after an emergency within their own municipalities, as defined by each individual Local Authority. In the Con Ops, the role of Elected Officials has not been defined, including the process to determine how a spokesperson is identified for regional or sub-regional emergencies.

The direction to develop the role of regional and sub-regional spokesperson is captured in the After Action Report (recommendation #8) from the fall 2015 Tabletop exercise #4 testing the Con Ops.

REGIONAL SPOKESPERSON ROLE: In an emergency of regional significance, such as an Earthquake, Severe Weather event or Marine Oil Spill, communication to the public will be critical to effective emergency management. Establishing a regional spokesperson role that can speak to the emergency from a regional perspective will help provide clear and consistent messaging to the Metro Vancouver public.

Following the August 2015 Windstorm that affected much of the Metro Vancouver region, Metro Vancouver Board Chair and Port Coquitlam Mayor Greg Moore assumed a dual role, speaking to his own jurisdiction as well as the region. Mayor Moore was able to address issues within his own city as well as within Metro Vancouver as Board Chair, and provided important information about emergency

preparedness and the regional impacts of the emergency. The Board Chair is the most appropriate elected official to fill this role as it is part of their legislative responsibility. Examples from other regions, including the Capital Regional District and Waterloo Regional District formally identify the Regional Board Chair, or designate, as the regional spokesperson in emergencies.

SUB-REGIONAL SPOKESPERSON ROLE: Currently, for smaller, localized events, each involved Local Authority supports the emergency with its own spokesperson based on its own policies and procedures. IPREM staff looked for viable alternatives to the current approach to enable the establishment of sub-regional spokespersons. A significant challenge is the lack of formalized sub-regional boundaries in Metro Vancouver for emergency management. Categorizing the region into geographic sub-areas (e.g. North Shore, South of Fraser, Tri-Cities), was seen as too rigid as emergencies cross these boundaries and may impact several sub-regional areas. A recent example is the March 2015 container fire at Port Metro Vancouver; the impacts of the fire were concentrated in the City of Vancouver, but there were potential impacts on the North Shore and east into Burnaby. If geographic sub-regions were applied to this event, the North Shore would likely be in a different sub-region than Vancouver and Burnaby and this emergency would have had two sub-regional spokespersons when there were only three jurisdictions impacted. In addition, the IPREM Con Ops focus is on incidents that apply to the broader region.

ALTERNATIVES: 1. That the Metro Vancouver Regional Administrators Advisory Committee endorse the following protocol:

a) In regional emergencies, the Metro Vancouver Board Chair, or alternate, be the designated regional spokesperson and that Elected Officials of affected Local Authority(s) support and amplify messages put out by the Board Chair; and

b) In sub-regional emergencies, the status quo be maintained and that Elected Officials from each

affected Local Authority will speak on behalf of that Local Authority.

2. That the IPREM Steering Committee receive the report dated March 15, 2016, titled “All Hazard Integrated Regional Concept of Operations: Role of Elected Officials as Spokesperson in Regional Emergency Events” for information and provide alternate direction.

FINANCIAL IMPLICATIONS: There are no anticipated financial implications at this time.

SUMMARY/CONCLUSION:

In fall of 2015, the Integrated Partnership for Regional Emergency Management (IPREM) tested and confirmed the All Hazard Integrated Regional Concept of Operations, a process for Metro Vancouver Chief Administrative Officers to collectively agree on how Local Authorities will share information, collaborate on regional decisions and coordinate resources during an event of regional significance within Metro Vancouver. This report makes recommendations that propose to clarify the Elected Official Regional Spokesperson role in a regional and sub-regional emergency, will provide improved coordination within Metro Vancouver during emergencies and will align with the All Hazard Integrated Regional Concept of Operations.
