Greater Noida Industrial Development Authority intends to engage a private entity to

operate, maintain and manage SVSP Sports Complex and position the Complex as a

preferred choice for large sporting events in NCR.

The Authority now invites Eols from companies which have the experience of handling end

to end operations, maintenance & management of similar facilities.

of their response.

1 Invitation for Expression of Interest

Greater Noida Industrial Development Authority ("GNIDA" or "the Authority") invites Expression of Interest (Eol)

for "Operations, Maintenance and Management of Shaheed Vijay Singh Pathik (SVSP) Sports Complex" ('the

Project'). Interested Applicants can download the document from the website www.greaternoidaauthority.in ,

and submit their "Expression of Interest" in the formats duly filled and signed with required enclosures, in a

sealed envelope superscribed "Operations, Maintenance and Management of Shaheed Vijay Singh Pathik (SVSP)

Sports Complex" at the address given in table below.

2 Key Instructions

Interested Applicants should make note of the following key points:

This Eol invitation document is not a Tender or Request for Proposal in any form and would not be

binding on GNIDA in any manner whatsoever.

GNIDA reserves the right to cancel the Eol invitation as a whole or in part without assigning any reasons.

The Applicants are encouraged to conduct their own independent assessment, investigations and

analysis and check the reliability, accuracy and completeness of the information at their end and obtain

independent advice from relevant sources as required before submission of their response.

GNIDA reserves the right to update, amend and supplement the information given in this document at

its sole discretion before the last date and time of submission of the responses.

Applicants should submit their response in English language and as per formats provided in the last

section of this document. Submission not conforming to the instructions or prescribed formats will be

rejected.

3 Introduction

The Greater Noida Industrial Development Authority ("GNIDA" or "the Authority") is in the process of

completing the state of the art multipurpose sports complex at Greater Noida, UP. The SVSP Sports Complex has

been set up by GNIDA as part of the development and growth of sports in Greater Noida City. The integrated

complex is spread over 40 Acres, the SVSP Sports Complex has the following facilities:

International standard cricket stadium

o Spectator mounds with a capacity of 8,000

o South pavilion with all cricket related facilities like, Team dressing rooms, VIP box,

administrative rooms, commentator's room, medical room, umpire room etc.

o Appropriate lighting infrastructure

o Cricket practising pitches

Athletic stadium

o Seating capacity of 500

o Changing rooms for teams

o Dedicated rooms for match officials

o Spectator mounds with a capacity of 8,000

Indoor stadium

o The size of the arena is 60mx45m including safe corridor of 2m wide

o Designed to host multiple sports & related events

o Centrally air-conditioned, multipurpose indoor hall with playing/event area of 30,000 sq.ft

o Spectator capacity of 4,500

Aquatic centre

o Olympic-size (50mtr by 25 mtr) indoor swimming pool along with a warm-up pool (25mtr by

12.5mtr) as per international norms.


o Two squash courts

o Tournament court of playing size 18.3x36.0m in the centre of the arena & overall size is

23.0x41.0m


o 5 guest rooms with attached toilets

The SVSP Sports Complex, GNIDA would like to engage a private entity (to be hereby referred as "the Operator")

to operate, maintain and manage all the above listed facilities and position the SVSP Sports Complex as a

preferred choice for large sporting events in National Capital Region with focus on sports, recreation, art,

cultural and other event activities. The revenue from the events and operational sports academies would belong

to the Operator and in return the Operator needs to pay a fixed periodic management fee to GNIDA.

4 Scope of Work

The Scope of Work would include the following:

The Operator shall be responsible for operations, maintenance and management of all the facilities

contained in the SVSP Sports Complex. This will include (but not limited to) the following:

o Manage annual maintenance for all installed equipment e.g. air-conditioners, water purifiers

etc.

o Routine Repair & Maintenance of all the grounds and infrastructure facilities i.e. cricket

stadium, athletic stadium, skating ring, spectator stands, outdoor courts - tennis, basketball,

volleyball etc.

o Regular housekeeping and cleaning services

o Manage existing operational sports academies

o Invite additional sports academies to impart sports trainings

o Horticulture maintenance for the green areas in the SVSP Sports Complex

The Operator is expected to leverage its experience of sports event and venue management to organize

events at the SVSP Sports Complex to make it a prime event destination in National Capital Region. The

revenue from the events and operational sports academies would belong to the Operator and in return

the Operator needs to pay a fixed periodic management fee to GNIDA. The indicative permitted

activities shall include:

o International / Domestic indoor sports events

o Community events, school day sporting functions and student educational seminars etc.

o Exhibitions, conference, corporate seminars, training, incentive programs etc.

o Other events like large entertainment, media events, press meets, concerts, shows, theatre,

fashion shows, product launch, and award functions etc.

The Operator may at its discretion sub-contract/outsource some of its days to other event management

companies. This shall be with prior consent in writing of GNIDA for each day proposed to be outsourced

along with the requisite details.

The Operator shall be responsible for all expenses w.r.t operations, maintenance & management of the

SVSP Sports Complex. This may include (but not limited to) the following:

o Electricity charges

o Water charges

o Salary expenditure

o Machinery running & fuel expenditure

o Fees to in-house coaches

o Ticketing system expense

o Marketing expenses for promoting events/ venue

o Expenses of installing customized sound and lighting equipment

o Expenses of hiring professional security for ensuring safety measures

o Catering for events and all other aspects or elements or requirements for conducting events.

Other Conditions:

The Operator may conduct special events outside the preview of events mentioned above on written

approval from GNIDA. None of the events should be illegal or damaging to the reputation of GNIDA or

the infrastructure of the SVSP Sports Complex in any manner.

The Operator will be required to obtain all the necessary statutory approvals from Police/Traffic/other

concerned departments for conducting events and operations & maintenance of the SVSP Sports

Complex.

The following activities are prohibited in the SVSP Sports Complex:

o Any illegal or immoral activity or the ones that could damage the brand or reputation of GNIDA

or the SVSP Sports Complex

o Any structural change to the venue — internal or external — or any major maintenance project,

without prior permission

o Use of any material inside the indoor facilities & other specified areas which could damage,

dirty or hinder the facility & other specified areas in any manner

o Lighting fire / fire crackers inside the enclosed areas & other specified areas (except in a

controlled manner and as permitted by insurance and fire authorities)

The naming rights of the SVSP Sports Complex will not be given to the Operator.

Internal and external branding & advertisement is permitted only on defined locations. GNIDA will share

the defined advertisement locations along with the Request for Proposal (RFP).

Discounts for Members:

o 15% discount on all public events conducted by the Operator in the SVSP Sports Complex with

an upper cap of 15% tickets reserved for Members

Note: All above-listed discounts shall be borne by the Operator

Allocation of Days:

The 365 days in a year will be allocated between the Operator and GNIDA for use of the SVSP Sports

Complex for their events. The following table details the allocation of days available to the Operator and

GNIDA:

The 60 days to be used by GNIDA will be intimated in advance to the Operator with a minimum of 45

days' notice.

In case the Operator gets inquiry for bookings on periods/dates held by GNIDA, the Operator can use

the SVSP Sports Complex if the dates are open and available, subject to a prior confirmation from

GNIDA. If the Operator uses the SVSP Sports Complex for more than his allotted 305 days, he shall pay

additional prorated charges to GNDIA.

Timeline:

The term of the Contract shall be for 5 years.

The Operator shall be provided a period of three (3) months from the date of signing of the Contract to

setup and market the SVSP Sports Complex. The fixed management fees would commence from the

expiry of Three (3) months or commencement of commercial utilisation of the SVSP Sports Complex,

whichever is earlier.

5 Desired Experience

For determining the eligibility, the Applicant has to fulfil both the technical and financial capability defined

hereunder.

end to end O&M or venue management of a similar Sports Complex,

having Project fee of at least INR 5 crore.

Notes:

1. The experience cited could include experience of Applicant's

ultimate parent or ultimate parent's current subsidiary.

2. Eligible Project is defined to include the Applicant as primary

contractor for:

A. Operations and management of a similar sports facility

B. End to end operations and management including planning,

organizing, managing, marketing and successful execution of

the Eligible Event/s; and/ or

C. Venue management activities including venue up gradation,

venue operations, maintenance and operational conduct for

a particular venue/s.

3. Eligible Event is defined as an event with minimum Project Fee of

INR 1 crore, for provision of the services stated in the Scope of Work,

whether in India or abroad, in the field of a) Sports and events related

areas, b) Exhibitions, Conference, Banquet facilities, c) Cultural, Art,

Entertainment, etc.

4. Fee means the total contract value for which the agency was

contracted as primary contractor for major work.

At this stage, the Applicant may or may not declare the complete nature of the consortium but at the

proposal stage preference would be given to Applicant that can collectively demonstrate experience in

operations, maintenance and management of projects of similar nature and size comparable to that of

the SVSP Sports Complex.
