To TIF or Not to TIF? That is the Question

In a nutshell, tax increment financing diverts new development property taxes away from schools, the county, SCC, and even the city’s general fund to other uses within the TIF district. Often times, that ‘captured’ revenue is used to pay off the costs of infrastructure required to serve the new development.

To illustrate, assume Developer A creates an industrial park. The City could create a TIF district, borrow money, and extend the necessary infrastructure. Developer A then lands a company, and instead of the new property taxes going to several normal taxing entities, nearly all of the new revenue pays off the bond used to initially fund the infrastructure improvements. When the debt is paid off, the taxes are ‘released’ and all of the money goes to all of the taxing entities as normal. Obligations have been satisfied and new revenue is in the system.

There are numerous ways to use TIF. As an example, instead of the city borrowing money, the developer could be the borrower and the taxes could be ‘rebated’ to the developer for debt repayment. In this case, the financial risk of a failed development shifts to the developer and away from the tax payer.

Opponents argue that by having new taxes go to either the developer or the city’s TIF account, others have to pay for police and fire protection for the new development. New development, they argue, gets favored over the existing tax base. It’s a fair point.

Should we, as a community, subsidize development - be it commercial, industrial, or residential?

One argument often overlooked is the rapid increase in regulation on new development. As a matter of public policy, elected officials at every level have passed regulations that increase the cost of development. Governments mandate the width of streets, the thickness of concrete, the size of the gutter and water retention systems, the sidewalks, the size of water and sewer lines, the fire protection systems, the plumbing and electrical systems, the size of the lots, increasingly, the energy efficiency of the windows, and in some cases, even the number of inches of top soil.

All those items may need public policy. However, they all contribute to an increased cost of doing business while simultaneously assuming that the end user can simply ‘absorb’ those costs. In markets such as ours, fully absorbing the costs of regulations is a difficult proposition. Something in the system needs to give. We must strike a balance between public policy and affordability.

Tax increment financing, commonly referred to as TIF, is one of the most widely debated development incentives offered in Iowa. It is often misunderstood by the reporters that cover government meetings, the legislators that try to tinker with it, and most definitely, the general public that helps to underwrite it.

In my opinion, TIF is a very valuable tool which can be utilized effectively yet can be subject to tragic abuse. We must have the courage to use it when feasible, yet disciplined enough to reject it when necessary.

Downtown Partners’ Farmers Market Steering Committee has its hands full running the most successful event of its kind in the region. With the support of Two Rivers Bank & Trust and the leadership of new market manager Jerry Johnson, the Jefferson St. Farmers Market is poised to build on the success of last year’s move from the riverfront. The steering committee sets vendor rates, plans special themes and events, schedules entertainment, and helps with the logistics of presenting a large event on a weekly basis.

Greater Burlington Leadership has blossomed into an incredible program that allows emerging leaders to enhance their personal and professional skills while learning about the community and their peers. Upon completion of the 2016-2017 class, 87 individuals will have graduated from this intensive program.

While the cover features the Class of 2016-2017, Greater Burlington Leadership is a team effort. A volunteer committee develops programming and implements each session with care and expertise. Employers allow participants to take a day away from the office. The community has embraced the group projects at a record level. For that, we say thank you.

A strong community has strong leaders, and each year the Chamber of Commerce offers Greater Burlington Leadership, a professional development series designed to strengthen leadership skills within the community.

Greater Burlington Leadership gives both experienced and developing leaders a broader view of civic responsibilities and opportunities with a wide spectrum of area businesses and people who shape the community. Greater Burlington Leadership offers amazing experiences each year. Annually, participants receive information on a number of topics and new projects in the community. Here are a few of the opportunities in which previous classes were able to take part:• Tours of area businesses and manufacturers like KPI Concepts and CNH to learn first hand how they are growing in today’s economy and dealing with issues such as workforce.• Community tour with stops at local attractions like the Art Center or Des Moines County Heritage Center.• Personality styles and how we work with others, including Strengths Finder 2.0.• One-on-one time with area legislators, discussing issues important to our businesses and the community• Issues in the education system, including new trends such as the ProStart and interactive classrooms

Apply Now at GreaterBurlington.com/Leadership by June 15. A volunteer committee selects candidates based on several criteria. Monthly sessions are held at various locations and run from 8 am – 5 pm. The dates are September 28 and 29, October 18, November 15, December 6, January 10, February 7, February 21-22, March 14, April 11, and May 9. Tuition is $895 for members paid prior to the first session and is non-refundable. Additional expenses for the Government Relations program may be incurred and include travel to Des Moines, an overnight stay and additional meals.

Giving Back It starts with an idea, then the collaboration begins and the result is an amazing impact! Participants of Greater Burlington Leadership are charged with giving back to the community through a collaborative effort. Participants work together learning numerous leadership skills, including time management, patience, delegation and communication. Each project represents the ideas of the participants and will make an impact in someone’s life.

Greater Burlington Leadership has now completed its sixth group project. The current project helped beautify the alleys in Downtown Burlington. The class worked with students from Burlington Community School District and volunteers to clean up the alleys, then installed lighting and two murals to complete the project.

The 2016-2017 Leadership Class would like to thank the sponsors who helped make Light the Way possible: Beautiful Burlington Association, Great River Health Systems, Great Western Bank,

Subway, Klingner and Associates, PC., Papa Murphy’s, Capps Insurance Agency, Casebine Community Credit Union, Century 21 Property Professionals, and Jerry Parks.

Previous projects included Occupy Hunger, a food drive; the Shamrock Shuffle 5K Run/Walk with proceeds benefiting the after-school program; Jack Hannah, Into the Wild Live, raising funds for a medical fund at Des Moines County Humane Society; Volunteer Now, connecting volunteers with nonprofits; and the Cracked Plastic Classic, a disc golf tournament offering scholarships to KidTekU, a summer camp of CBIZ.

The impact from Giving Back to the community is huge. In six years, approximately over $55,000 has been raised, plus over 20,000 volunteer hours. The Greater Burlington Partnership is very proud of the success these classes have had in Giving Back.

The Partnership Welcomes Khayree Duckett

Khayree Duckett is thrilled to join the Greater Burlington Partnership in the role of Communications & Public Relations. Khayree comes from political communications as a former legislative assistant in the Iowa General Assembly, statewide campaign staffer, and a two-term member of the Iowa Commission on Volunteer Service. A recent graduate of Iowa State University, Khayree started with the Partnership on May 8. He will assist each division with media relations and content generation across all of the Partnership’s platforms, as well as assisting in government relations efforts. Khayree is a Mount Pleasant native and enjoys cooking, is an avid European soccer fan, and loves playing tennis and pickleball. He and his fiancée look forward to making a home in the Greater Burlington community.

Small Business Breakfast 2017

The Greater Burlington Partnership hosted the Small Business Breakfast on May 12th. Over 300 Chamber of Commerce members gathered to celebrate businesses in Des Moines County. The 2017 Small Business of the Year was awarded to Bark & Play Daycare and Suites. Bark & Play Daycare and Suites provides a unique business service to Des Moines County.

Opening for business in August 2014, this small business has seen substantial growth. 2016 brought a 55% increase from the previ-ous year, and a building addition doubled the capacity of dogs they can care for. As the growth and demand increased, so have the number of employees.

Bark & Play Daycare and Suites prides their hard work on seeing dogs succeed. Owner Ann March commented “It makes my heart happy, when a dog comes that is a little leery, and we take the time to slowly introduce the dog to friends that they would feel comfortable with. Watching that dog get so excited to be here. Lets me know that we are doing the right work. Making our fur babies happy, watching them grow socially, while providing an environment to keep them safe in is what we take great pride in doing for our clients.”

Small Business Breakfast 2017

The entrepreneurial spirit in Des Moines County was showcased and rewarded during the Greater Burlington Partnership’s Annual Small Business Appreciation Breakfast. Checks totaling $8,000 were awarded to a new group of entrepreneurs who are passionate about building their businesses in the community.

Pinned It Creations, a do-it-yourself arts and entertainment business, was recognized as the overall winner in this year’s competition, receiving a $5,000 grant intended to support a permanent location in downtown Burlington. Founded by Jaime Grabowski, Pinned It Creations combines the gratification of creating the latest do-it-yourself trends with the excitement of social outings for friends, co-workers, bridal parties and more.

Food Freedom was awarded a $2,000 grant in this year’s competition. Food Freedom, located in the F&M building downtown, is a private nutrition practice focusing on non-diet nutrition and eating disorder recovery. Owner Michelle Kuster works with clients across the spectrum with eating concerns from stress or worry about food to clinical eating disorders requiring a team approach for recovery.

Grier’s Diner, owned by Matt Murray, was awarded a grant of $1,000 to support the startup of a 1940s themed diner in the Burlington Depot. As part of the continued redevelopment of downtown, Grier’s plans to offer quality food and recreate the nostalgia and history associated with the location where Grier’s Restaurant once served Burlington and its many visitors by train.

Meet Sarah Crabtree Massage Cool La Vie’s new half-owner

Carl A. Nelson and Company employees continue making a difference for Hope Haven

Sarah Crabtree purchased half of Massage Cool La Vie from Gayle Wagner in January. Sarah is a Licensed Massage Therapist and member of the American Massage Therapy Association. She offers a variety of services such as Swedish, therapeutic deep tissue, cupping, prenatal and hot stone massages. Sarah has extra certifications in spa services as well. Together she and Tammy Pedgeon plan to give the same quality service that the business was built on.

Art Center of Burlington Celebrating 50 Years of Snake Allery Art Fair

Help us celebrate 50 years on Sunday, June 18 from 9 AM - 4 PM. The Snake Alley Art Fair is a daylong celebration of creativity and community, centering on a love for the visual arts growing from a start, 50 years ago, as a small gathering of local artists who set up for the day along Snake Alley, the crookedest street in the world!

Now an annual event, SAAF encompasses much to see and buy from more than 80 artists, plus art making activities for children, live music including recording artist Diana Upton-Hill, and the best food vendors.

Iowa’s typically beautiful June weather as well as the backdrop of Burlington’s beautiful Heritage Hill Historic District make this Father’s Day event a festive celebration.

Snake Alley Art Fair is organized by the Art Center of Burlington, a local community-based non-profit with a mission to nurture artistic expression and creativity in the individual and to cultivate an appreciation and understanding of art and culture in our community through education, exhibitions and events.

The Burlington Bees are pairing baseball with BBQ and craft brew on Saturday, June 24! For one low ticket price, you can sample the Iowa BBQ Society sanctioned BBQ, try locally brewed ales from Burlington Bent River, and catch the bees in action against The Peoria Chiefs. Plus, don’t forget about fireworks after the game! Gates open at noon with BBQ sampling beginning at 2:30 pm. All proceeds from the BBQ event will benefit the local VFW and American Legion organizations.

Employees of Carl A. Nelson & Company raised money to benefit Hope Haven Area Development Center Corporation. The money was used to purchase 15 anti-fatigue foam floor mats for Hope Haven workers. In addition to the mats, Carl A. Nelson & Company provided labor and materials necessary to construct a secure storage area to house confidential papers awaiting shredding.

OUTDOOR MOVIES RETURN

Looking for a fun way to spend summer evenings with friends and family? Do so, grab a lawn chair and head down to the 5 & V – downtown Burlington’s outdoor theater! Four great movies will be shown on the side of Drake Hardware and Software at Fifth and Valley Streets this summer. There’s no admission for the events, though donations are accepted. The movies will start at dusk, but be sure to come down early for games and activities – and to pick out a choice spot. There will be snack and drink vendors on hand, too!
