Bonifacio, 4 th  Year SOSE Central Board Representative  An Act Allow ing Studen ts to Propose Bills and Other Forms of Legislation to the Central Board Be it enacted by the Central Board of the Sanggunian ng mga Mag-aaral ng mga Paaralang Loyola ng Pamantasang Ateneo de  Manila assem bled: Section 1. Short Title. This act shall be known as the ‘Grassroots Empowerment Act of 2015.’ Section 2. Declaration of Policy. It is hereby known that the Sanggunian ng mga Mag-aaral ng mga Paaralang Loyola ng Pamantasang Ateneo de Manila, or ‘the Sanggunian’, is the sole autonomous student government of the Loyola Schools. 1  As an institution run by elected officials through popular elections, while also being found on the ideals of participatory democracy 2 , it is within the best interest of the Sanggunian as mandated by the Constitution to acknowledge the rights of the students to make recommendations to the Sanggunian 3 . Moreover, the Constitution further elaborates on the idea that ‘The student body should be able to participate in the formation and application of regulations affecting them […]’ 4  As such, student involvement is then central to the practice of participatory democracy to which this institution as built upon. Section 3. Eligibility. Any regular undergraduate student of the Loyola Schools taking the minimum university requirement, whether on any kind of probation or not, under this act, is eligible. Section 4. Process. The process of this act is as follows: 1.  The Sanggunian Office of the Secretary General, or the acting office or official that serves similar functions shall be the receiving end of the student’s proposed bill. 2.  The b ill is then forwarded to the Stan ding or A uxiliary CB Committee that the bil l is classified into. In the event that the office deems that the bill cannot be classified into any, then the bill will be forwarded to the Committee on Rules. 3.  The committee or office handling th is bill will then decide whether the bill is deemed legitimate enough for a hearing in the Central Board. 4. If approved by the committee via a 50%+1 vote, rounded down, the bill is then sent as an immediate agenda in the CB for a hearing. 5. If disapproved, then the bill is withdrawn from any further agenda. Section 5. Committee Structure. The CB Committee handling the screening of the bill shall be composed of the CB Representative members of said committee and two magistrates from the Student Judicial Court. Section 6. Separability Clause. If any part of this bill is held invalid or unconstitutional, other provisions that are not affected shall continue to be in full effect. Section 7. Repealing Clause.     CENTRAL BOARD

    Section 8. Effectivity. The act shall take effect seven days after its, whichever comes first, online or print publication in The GUIDON for general circulation. If the article has not been published within twenty-four days, then the act shall still continue to take effect. Approved: June 30, 2015
