About the Forum Objectives The daily frustrations of the digital age are numerous and varied, they affect individuals in their search for information and in their social interactions, businesses in their attempts to extract meaningful insights from the wealth of information that they collect or that is available in the public domain, and governments in their attempts to use data at their disposal for more targeted policy making. It all comes down to the gap between the information that is theoretically available and the ways in which it can actually be used, processed and manipulated. With the technologies currently available traditional wisdom holds true and increasingly “more is less”. The user is overwhelmed by the sheer amount of data available as anybody trying to “google” a friend called “John Smith” can testify after being returned 10,000 results. Unless better ways/tools of organising and annotating information are developed, the user risks becoming a victim of the sheer amount of data available, something that threatens to undermine the ultimate utility of digitised information sources like the World Wide Web or large proprietary networks. The idea behind the EU-funded OKKAM project is to unlock the full potential of the semantic web, helping people and machines to find, share and integrate information more easily. With Okkam, the main ‘objects’ being presented are no longer documents that just happen to contain certain keywords, but ‘entities’, such as people, locations, organisations or events.

The core Okkam infrastructure will store and make available for reuse so-called “global identifiers” which can be applied to and used by anyone or anything across formats and applications. Ideally, in other words, the same thing will be referred to through its main ID anywhere on the Web or in large organizational information spaces. The practical benefits that this can generate are enormous. For individuals benefits could include being be able to transfer their profile, connections and preferences from one social networking site to another. Companies will find it easier to quickly and accurately benchmark their new products or processes against competitors, and to carry out internal knowledge management tasks. Of course, the success of OKKAM partly depends on how far and how quickly take-up of this technology can be fostered in the community of potential users. The project has already secured some solid representation of the user community with the software giant SAP, the scientific publisher Elsevier and Italy’s leading press agency ANSA, all members of the project consortium. In addition, the project has put in place a proactive “partnering” strategy targeting the stakeholder community both on the platform side (e.g. Domain Name System managers, organisations active in the area of Radio Frequency Identifiers, standards bodies like W3C) and on the OKKAM Enabled Applications side (e.g. Google, Microsoft, Yahoo!, MySpace, LinkedIn, IBM, HP, Accenture, etc. )

About the Forum The outcome of the OKKAM project will be 1. A large-scale infrastructure capable of sustaining

the evolution of the web of entities by providing a distributed storage for entity identifiers (and their related metadata) and a collection of services to facilitate entity reuse across platforms, applications and domains.

2. A collection of OKKAMizing tools that will allow users to proceed with OKKAM complying annotation of their content (OKKAMization) as it is generated in their daily routines.

3. A network of OKKAMized content and data distributed across the entire Web that will constitute the basis on which the OKKAM community will grow and expand.

4. Three significant ready to use applications built on top of the Web of Entities:

a. An innovative and operational entity-centric search engine as part of the OKKAM portal, which builds upon the OKKAM infrastructure: This OKKAM application combines the idea of the entity-centric search and semantic search into a new form of effective search support. It builds upon a substantial body of OKKAMized content, which is also a created as a result of the OKKAM project.

b. A set of entity-centric authoring tools, which enable the automated creation of richer and more interactive content objects: based on the joint idea of attaching and making available additional information based on the entities identified within on OKKAMized content object, this includes authoring tools for news agencies and for stakeholders involved in the scientific publication process.

c. A product-centered organizational knowledge management solution, which provides more intelligent and integrated support to all stakeholders involved in product-related issues within and associated with a company (designers, consultants, customers, business partners, etc.). This application will build upon an organizational OKKAM infrastructure showing distribution and interaction models for different types of nodes in the OKKAM infrastructure.

In addition, some important outcomes of the project will come from non RTD activities: 1. A multifaceted, strong and active OKKAM

community which uses, disseminates and further develops the OKKAM infrastructure and the entity centric approach.

2. A viable business model and a sustainability plan for supporting the transition from the service as developed in the project to the service which will support the evolution of the Web of Entities in the long run.

OKKAM is a 30 months long Large Scale Integrating Project part-funded by the European Commission under the Information and Communication Technologies Priorirty of the Cooperation Specific Programme of the 7th Framework Programme for Research and Technological Development. The project was presented under ICT call 1 under topic ICT-2007.4.2 “Intelligent Content and Semantics”. The total budget of the project is EUR 7,359,931 of which the European Commission will contribute EUR 5,125,000.
