JOHN ROBERT DOHERTY

Grand First Principal

BIOGRAPHICAL SKETCH

John Robert Doherty, known as Bob to all his friends, was born on the 11th of May, 1913, in Ladysmith B.C. He attended Public and Victoria High School. He started in the Clothing vocation in l93S, in Victoria and followed this endeavour until February 19S3, with the exception of the period from July 1942 to March 1946, while serving in the Canadian Active Forces. Joined the Canadian Scottish Regiment Non-permanent Active Militia in Victoria July 1940. Went on Active Service July 1942 as a Private. Commissioned as 2/Lt. Infantry October 1943. Promoted to Lieutenant November 1943. Left Victoria B.C. on New Year's Eve 1944 for Overseas. Returned to Canada March 1946. April 19S3 Called Out by the Canadian Armed Forces until Sept. 19SS serving as a Paymaster in Vancouver, Calgary, Wainwright and Edmonton. Started a new career as Administrative Officer for the Department of National Defence at Wainwright October 19SS until August 19S7. Transferred to Calgary, Alberta as Townsite Officer, until retirement November 1973.

Bob was ordained an Elder in St. Andrew's Presbyterian Church in Wainwright, Alberta in 19S6. He is now on the Session Board of Knox Presbyterian Church, Calgary, Alberta. He participated in many Civic Affairs, such as Ex-member of Gyro's, Rotary, Boards of Trade, as well as Commissioner of Scouts C·Jrrie Barracks 19S8-S9, Associate Guardian of International Order of Job's Daughters, Bethel No.l 1963-64, Bethel No.23 196S-66, International Order of DeMolay; Ritual Advisor 1964-6S, Chairman of Advisory Committee 1966-67. Also, Past President of Royal Canadian Army Pay Corps (Militia) Southern Branch 1960-61 and 1967-68. He has been a member of the Independent Order of Foresters since 1961.

Bob was married to Margaret Vera James in Trail B.C. December 1940 and they have three children; Barry in Edmonton with -~he Oil and Energy Conservation Board. Susan a Dental Nurse in Calgary, and a Past Honored Queen of Bethel 23. Rick who has just completed his third year at the University of Calgary. He is a Past Master Councillor of Calgary Chapter Order of DeMolay. Bob and Vera have three grandchildren.

Grand Chapter was "Called On" to resume business at 9:35 a.m.

INVOCATION By V.E. Companion the Rev. Herman J. Miller. Almighty Jehovah, we come before You again emploring Your guiding Hand upon us as we deliberate on the business of this Grand Chapter. Give us strength and wisdom to conduct the affairs of our beloved Order to the praise and glory of Your Holy Name.

So Mote It Be.

READING AND CONFIRMING MINUTES OF THE PREVIOUS CONVOCATION M.E. Comp. Daniels G.S.E. moved that: whereas the minutes of the previous Convocation have been printed in the 1 975 Proceedings and distributed to all Chapters and Officers of this Grand Chapter the minutes be received and adopted as printed; seconded by R.E. Comp. Peter Halkett. Motion carried.

CORRESPONDENCE M.E. Comp. L.J. Daniels moved that: as the correspondence receiv­ed in the Grand Chapter Office is dealt with and filed on a day to day basis, the reading of the correspondence be dispensed with. Motion seconded by R.E. Comp. S.F.G. Slater. Carried.

MOTION It was moved by R.E. Comp . Carl Farvolden, seconded by R.E. Comp. Ernie Tyler that: the Grand Chapter permit the Grand Z. to vary the Order of Business (Section 20 of the Constitution) to suit the circumstances of this Convocation. Motion was carried.

PRESENTATION OF FIRST PRINCIPALS

M.E. Comp. Doherty requested that all Excellent First Principals present, be presented at the Altar. The following were presented:

He also expressed his great pleasure in having known and worked with so fine a group of dedicated Royal Arch Masons, and wished them well in the future. They were accorded Grand Honors.

E. Comp M.R. Bishop, Z. of Keystone Chapter No.12 Red Deer resp­onded for the group by thanking the Grand Z. for his kind remarks and good wishes, adding it had been a pleasurable experience for all the First Principals present to have worked with the Grand Z.

MOTION It was moved by M.E. Comp. Gunning and seconded by M.E. Comp. C. Laverty that: we honor our visiting Grand First Principals and Grand High Priests by making them Honorary Members of this Grand Chapter. Motion carried. Honorary Certificates and Cards were presented to:

The following Resolution, moved by R.E. Companion Carl Farvolden, seconded by R.E. Companion Ernest Tyler was unanimously adopted.

BE IT RESOLVED that: This Most Excellent Grand Chapter of Royal Arch Masons of Alberta assembled for its Sixty-second Annual Convocation on this seventh day of May, nineteen hundr ed and seventy six, pledge our sincere loyalty and affection to Her Most Gracious Majesty Queen Elizabeth the Second. It is our prayer that the Most High will protect and guide Her.

We have examined the books of account of Grand Chapter of Royal Arch Masons of Alberta as maintained by the Grand Scribe E. and the Grand Treasurer and have prepared therefrom the balance sheet of Grand Chapter of Royal Arch Masons of Alberta as at February 29, 1976 and the statements of revenue and expenditures and receipts and payments for the year ended on that date. Our examination included a general review of the accounting proceed­ures and such tests of accounting records and other supporting evidence as we considered necessary in the circumstances.

We did not confirm the balances due from or owing to Constituent Chapters as at February 29, 1976.

Subject to the above comment in our opinion, these financial statements present fairly the financial position of the Grand Chapter as at February 29, 1976 and the results of its operations for the year ended on that date, in accordance with generally accepted accounting pri~ciples applied on a basis consistant with that of the preceding year.

Your Committee on Audit and Finance have examined the reports of the Grand Treasurer, Grand Scribe E. and the Auditor, Mr. M.C. Hyde, C.A . for the Grand Chapter year ending February 29, 1976.

We recommend the following: the acceptance of the reports of the Grand Treasurer, the Grand Scr ibe E. and the Auditor; that Mr. M.C. Hyde, C.A. continue as Auditor, if available, for the ensu­ing Grand Chapter year; also, that the Proceedings of the 1976 Grand Chapter Session be printed .

REPORT OF THE GRAND SCRIBE E.

To the Most Excellent, the Grand Chapter of Royal Arch Masons of Alberta.

Most Excellent Sir and Excellent Companions:

It is with pleasure that I submit my report for the Grand Chapter year, ending February 29, 1976.

I am happy to report that our membership loss for t he past year was the lowest recorded in any year in the pas t 10 year period. The average loss over the previous 10 year period was 75 members per year . This year's loss is 7 members . Our main gain has been due to more Exaltations and fewer Demits.

Some of our Chapters appear to have taken a new lease on life and are showing a new enthusiasm, which if sustained, will surely put the Royal Arch on the march again. I feel that our present Grand First Principal has exibited an approach to Royal Arch Masonry, which has appealed to the average Companion, thus the added enthusiasm in our ranks.

The figures shown in the Statistical Report are calculated from the Returns of 27 Chapters only. Harmony Chapter No.26, for three successive years has failed to make Returns as required by Section 217 (i) of the Constitution. Therefore, the actual mem­bership of this Grand Chapter may be in error to some Degree.

M. E. Comp . C . M. Laverty, speaking on behalf of the group, extend­ed to the Grand Chapter of Alberta , the best wishes for a harmon­ious and fruitful Convocation, from all the Sister Grand Juris­dictions represented.

M.E . Comp. O. Paul Thomas deplored the fact that, owing to the limited time available and the amount of business to be covered at our Grand Convocations, it was not feasible to have individual reports from the Grand Representatives, as was once our practice.

Companions:

It is indeed a ~ery great pleasure for me to welcome each and every one of you to Calgary and this Sixty-second Annual Convoc­ation of the Grand Chapter of Royal Arch Masons of Albe rta.

We are particularly favoured in having with us t o-day, many Distinguished Royal Arch Masons from our Sister Grand Chapter Jurisdictions across Canada and south of the border, the United States of America. We sincerely trust that your sojou rn with us will be fruitful and educational. With such a large gather­ing of Masonic knowledge at this Grand Chapter Convocation , there is no doubt in my mind that many of us will leave this Convocation with some Masonic knowledge that was u nknown to us prior to our arrival .

As the Grand Representative to the Grand Chapter of Royal Arch Masons of Tennessee, it is most pleasing for me to welcome t o our midst the Grand High Priest of Tennessee M.E. Comp. William R. Patton Jr. It was my great pleasure to be with him when he was installed as Grand High Priest of the Grand Chapter of Royal Arch Masons of Tennessee on the 22nd of March 1976, in Nashville Tennessee. It is my sincerest hope that this tie will withstand the destroying hand of time.

NECROLOGY

This Grand Chapter suffered a great loss in the death o f Most Excellent Companion Herbert J. McCoy who was our Grand First Principal in 1966. He passed away in Edmonton, on October 24, 1975.

Our Grand J. will be conducting the memoria l service t h is morn­ing, assisted by our own soloist Companion William Davis and our Grand Organist Companion Robert Cousins .

DISTRICT MEETINGS

It was a pleasure for me to attend all the District Meetings. The M.E.M. Degree was exemplified and .will be reported on by the Acting Grand Lecturer, R.E. Comp. Ernie Tyler.

The Grand District surerintendents will be presenting a full re­port of their respective Districts so it will not be necessary for me to go into details of each meeting. The Meetings were held as follows:

Oct 4/75 - District No.l at Hinton, Alberta Oct 25 - District No.5 at Cold Lake Nov 8 - District No.6 at Medicine Hat Nov 15 - District No.2 at Youngstown Nov 22 - District No.3 at Calgary Nov 29 - District No.4 at Pincher Creek

It was with a heavy heart that with the closing of District Meet­ing No.6, it was realized that this was the final Meeting of this District. It is the hope and wish of this Grand Chapter that the Chapters of the former District No.6 will join with the Chapters now in District No.3 with that spirit of fraternal union.

At the District Meeting No.4 at Pincher Creek it was a great pleasure to welcome the Grand High Priest of Montana, M.E. Comp. Walter McKerrow, who drove over many miles of treacherous icy roads to sojourn with us.

RECOMMENDATIONS

The following recommendations are submitted for consideration:

That the TT be used on all communications from the Chapters. Many Chapters throughout the Province already have it imprinted on the front of their Notices. In my judgment, when we see it in use it should remind us of our Obligation. I am reminded, in this regard, of our beloved Louie Jouvenat when he said, quote, " You take the Obligation and if you lived up to it, you will never go wrong ". unquote. Think about it.

That Scribes E. of their respective Chapters advise the Grand Scribe E. of transfers etc. of Companions from their areas and/or Province and also inform the Scribe E. of a Chapter at the nearest place of the Companion's new residence, if within the Province.

That District Superintendents submit an itinerary of their visits to the Chapters in their respective Distrlcts to the Grand Coun­cil. ( Page 1, paragraph 2 Instruction Booklet for Grand Super­intendents refers)

That since organists are difficult to find for many Chapters, and to confer a Degree without music lessens the impressiveness of the Degree on the candidates, Degree music in eight track and/or cassette type be obtained and issued through the Office of the Grand Scribe E. at a reasonable cost. Some Ch~pters are using such music at present and it appears to be working well.

That subject to the report on the Committee on the Endowment Fund which saw the light of day in the term of M.E. Comp. Dr. Phil Kendal, a Ways and Means Committee be formed to advise in adding to, and the usage of the Fund.

That the control, with regard to Grand Chapter suits and regalia be maintained and enlarged upon i.e. repair and replacement etc. The ultimate goal, to have all members of Grand Chapter, elected and appointed, fully equipped with Grand Chapter regalia.

That more attention to Section 259 of the Constitution be paid by all concerned. The Grand Chapter must rely on the Scribes E. to be informed with respect to a deceased Companion. In some cases Grand Chapter was advised, or not advised at all, long after the funeral service of a well known Companion.

That to strengthen chapters, who are finding it difficult to hold four (4) Meetings a year in accordance with Section 187 of the Constitution, consideration be given to the amalgamation with the nearest Chapter to them, rather than to have their Charter recalled.

That the Grand Representative list be reviewed, and with the assistance of the Grand Representatives, changes made where necessary.

CONCLUSION

At my Installation, one year ago, I was determined to work for the Order of Royal Arch Masons in general and this Grand Chapter in particular, to the best of my abilities. In this regard, a letter from the Grand z. 's Office was mailed to all Companions of this Grand Chapter, using as my theme D.I.D. From the results obtained, it would appear that this letter failed in its mission.

To those Companions, who took time to write me and to those, who passed me their verbal remarks, with respect to this letter, my sincere thanks. It is s t ill my belief that, if we all take serious cognizance of the quotation, " Ask not, what can Royal Arch Masonry do for me. Ask, what can I do for Royal Arch Masonry. Then do it. ", Royal Arch Masonry has no other altern­ative but to reach the prominence, it so richly deserves.

To all the Companions, who attended and assisted me in my Offic­ial Visits to their respective Chapters, I can assure you it was a pleasure to have your company. To those Chapters that changed their regular Meeting nights, to accomodate me, my grateful thanks.

To the Grand Council, my sincerest thanks, for all the help extended to me this past year. Without such help, there is no doubt in my mind but that it would have been impossible for me to have carried on. In particular to the Grand H., R.E. Comp. Carl Farvolden and the Grand J., R.E. Comp. Ernie Tyler for 100% co-operation and vote of confidence in what we were attempting to carry out on behalf of Royal Arch Masons of Alberta.

To the Grand Scribe E., M.E. Companion Jack Daniels and his charming wife Leota for help far beyond the normal duties expected of a Grand Scribe E. and for guiding me over the rough seas, as they approached, my most sincere thanks.

And now, as I pass the Sceptre of this Great Office to my successor, R.E. Companion Carl Farvolden, I feel secure in the fact that it will be in•good hands, and as George Bernard Shaw once wrote, quote, " There is nothing less likely to be a tr,uth, than a fact. " , unquote .

REPORT OF THE COMMITTEE ON THE GRAND FIRST PRINCIPAL'S ADDRESS

M.E. Sir and E . Companions:

We have read and heard the report by our Grand z., M.E. Comp. Bob Doherty for his tenure during 1975 - 76 and the Committee on that report takes pleasure in congratulating and complimenting him on his dedicated labors to our Royal Craft. M.E. Comp. Doherty was called on in 1973 to fill the vacuum left by the sudden passing of our Grand J., R.E. Comp. W.H. (Bill) Houghton and has been in faithful harness since that t ime.

We join with our G.Z. in welcoming the Distinguished Visitors from other Jurisdictions and Concordant Bodies and compliment him on his reception of them last evening. We particularly apprec­iated the beautiful Flag Ceremony by the Lord Strathcona Horse Regiment of the Canadian Armed Forces, especially arranged by our G.Z. Such receptions and ceremonies can only add to the sincere love and devotion we feel for the other Companions of our Masonic Fraternity and the people of this great nation and our neighbors.

We grieve with our G.Z. in the loss of our M.E. Comp. Herb McCoy, a very dear P.G.Z. to all of us, and with the loss of so many of our beloved Companions in our own and other Jurisdictions. The Committee on Necrology is to be complimented for a beautiful memorial tribute.

The Grand Z.s presence at the Re-affirmation Church Services at Edmonton, Forestburg and in Calgary was an inspiration to all of us. We have also noted his Official Visitation to all Chapters in Alberta, except The Hiram No.19 in Youngstown where a suitable time could not be arranged. However, a goodly number of these Companions were greeted at the Meeting of District No.2. It is also to be noted that the G.Z. attended all of the six District Meetings and was present at the Amalgamation of District No.6 with District No.2. District No.6 has had a good and useful life and due to the migration of people from this area, may now be better served by the larger Districts. We trust that Companions from the larger Districts will join in more freg \li'nt visitations to the outlying areas. ·

The Dispensations, Appointments and Official rulings of the G.Z. have been reviewed and we heartily concur in these actions, also the conferring of the permanent title of R .. E. on the six District Superintendents, all o.f whom have faithfully fulfilled their duties to their respective Districts.

M.E. Sir we congratulate you on a good year of Royal Arch Masonry. Our membership losses have been reduced from the hundreds to just one, and the coming year may even show a gairi. We commend your enthusiastic letter to every Companion, early in September and while the instantaneous results may have been disappointing to you, may we suggest that the long term results may be much more encouraging. Your personal card of congratulat;_:in and welcome, sent out with each new membership certificate, wa s much apprec­iated and must assist in directing our new candidates in the right direction.

The recommendations made by our G.Z. are well taken and we concur in them. We refer them to the Committee on Jurisprudence for further consideration. M.E. Sir the Grand Chapter thanks you for your visitations on our behalf to other Jurisdictions and we thank your lovely wife, Vera and your family for their indirect loyalty and support. May you indeed find "Your house by the side of the road - and be a friend to man".

REPORT ON CONDITION OF CAPITULA~ MASONRY

To the Most Excellent Grand Chapter of Royal Arch Masons of Alberta.

Most Excellent Companion Doherty:

Your Committee has received the reports of the District Superin­tendents and reports as follows:

District No. 1

R.E. Comp. R.P. Margot has submitt ed a comprehensive report on each Chapter in the District, all of which he visited at least twice during his term. As was mentioned last year by his prede­cessor, R.E. Comp. Margot advises that Wapit~ Chapter No.34 of Grande Prairie was still experiencing difficulty during the year. However, a very encouraging improvement seems t o have occurred since the report was submi tted , when sixteen candidates were exa l ted with more to come. This Chapter should be careful­ly watched , as an example to others. The District Meeting at Hinton, October 4, 1975 appears to have been quite successful although only 34 members were present. All Grand Chapter Officers were in attendance. V.E. Comp . E.L. Boyd was elected District Superintendent for 1976-77.

District No. 2

R.E. Comp. J. Jamieson reported visiting all four Chapt ers in his District with one Chapter, Hanna No.28, apparently experiencing some difficulty due to high rent and poor attendance. However, the Work is done well. Although the District Superintendent expressed concern for this Chapter, it has since been reported that three new candidates are in the process of exaltation with possibly more to come. This is certainly encouraging.

The District Meeting was held at Youngstown in November with 34 in attendance and the M.E.M. Degree was exem~lified. V.E. Comp. A.R.W. Duff was elected District Superintendent for 1976-77.

District No. 3

R.E. Comp. S.R. Bell, submitted a very gratifying report on all seven Chapters in the District with the smaller Chapters - - -Strathmore and Banff, being well supported by the city Chapters. Apparently the Work, both regular business and Degree, is very well carried out by all Chapters, each of which , the District Superintendent visited at least three times. The composition of this District will change next year following the realignment of Chapters, authorized at the last Grand Chapter Convocation. Alberta No . land Otuskwan No.9 Chapters both changed their dom­icile from the Central Masonic Temple down town to Bowmont and Crescent Temples respectively and are both well pleased with the change that they made.

The highlights of the year were the visit of approximatel y 30 Companions from the various Chapters to the George Washington Convocation in Conrad, Montana, in February and the return visit of several American Compar.ions to Calgary in April. Alberta Chapter No.l hosted the return visit on behalf of the four

Calgary Chapters, all of which were deeply involved to make it a resounding success. Four Companions from Otuskwan Chapter No.9 were exalted at this Convocation, with the Work being carried out by all four Chapters, Alberta No.l, Otuskwan No .9, Calgary No.11 and Crescent No.24.

The District Meeting, attended by the Grand First Principal and other Grand Chapter Officers, was held in Crescent Masonic Hall on November 22, 1975, when E. Comp. Douglas McKergow was elected by acclamation as District Superintendent for 1976-77.

District No. 4

R.E. Comp. D.R. Dennis submitted a comprehensive report of the four Chapters in his District and referred to Alberta Chapter No.l Crescent Chapter No.24, and Banff Chapter No.20, which are to be added to the District nex t year. The four Chapters were visited at least twice during the year, with three being in excellent condition, while the fourth, Kether Chapter No.8, has improved since last year and prospects appear much brighter for the future. It is hoped that the addition of Alberta No.l, Crescent No.24, and Banff No.20 Chapters will prove beneficial to all.

The District Meeting, attended by the Grand First Principal and other present and past Grand Chapter Officers, was held at Pin­cher Creek on November 29, 1975 at which V.E. Comp . Frank McNiv­en of Golden West Chapter No.5 was elected by ballot as District Superintendent for 1976-77. At this Meeting nine Companions were received and acknowledged as Most Excellent Masters and the Companions were honoured by the presence of Most Excellent Comp. Walter McKerrow, Grand High Priest of the Royal Arch Masons of Montana. All Chapters were represented at this Meeting , includ­ing two of the three new ones to the District for next year.

District No. 5

R.E. Comp. Roy Pigeon reported visiting all five Chapters in his District, at least three times each during the year. All Chapt­ers seem to be very active and conscientious in their Work and above all appear to greatly enjoy their Royal Arch Masonry. This is a very encouraging state of affairs and an essential attitude for all Royal Arch Masons in the Jurisdiction, if real progress is to be made.

The District Meeting was he ld in Cold Lake on October 25, 1975, with the Grand First Principal in attendance. V.E. Comp. Jim Crawford was elected District Superintendent for 1976-77.

District No. 6

R.E. Comp. Claude H.H. Diehl reported visiting all three Chapters in the District during the year with all appearing to be in very sound condition and quite enthusiastic. All concerned were obviously a little saddened by the demise of District No.6 at the end of the current 1975-76 year and although they will do their utmost to support t heir new Districts they recommend that District No.6 be re-activated in the future. (It is the opinion of your Committee that nothing be done in this regard until the revised format has been in effect for a reasonable length of time and given a chance to operate for the benefit of all concerned).

The District Meeting was held at Medicine Hat, November 8, 1975 with the Grand First Principal in attendance. Unfortunately, due to illness and a death in the family, it was not possible to receive and acknowledge two M.E.M.s as had been planned.

It is obvious from the reports that a ll six Districts appreciated the visit of the Grand First Princ i pal a nd other pre sent a nd pas t Grand Chapter Officers who accompanied him t o the District Meet­ings and other visits during the year . We f e e l that these visits are well worthwhile, as they not only bring Grand Chapter to all the Companions, but also seem to help revive f lagging enthusi a sm.

Several excellent suggestions were included in the reports and we would like to bring one or two to the attent ion of this Grand Convocation. They are not necessari l y new or startling but do bear repeating.

1. All candidates taking the three Degrees of the Royal Arch should be taken after each to visit another Chapter that is putting on the Degree that they have just received.

2. To assist and encourage them , Chapters that are having prob­lems through attendance and flagging interest, should be help­ed as much as possible by visits f r om Officers and Companions of the more vigorous Chapters to assist them in Work and Deg­ree Exemplification .

3. Make a real effort throughout the Jurisd i ction to increase inter- Chapter visitations for business, Degree and social Meetings.

4 . We would also suggest that all District Superintendents should enclose a copy of the Minutes of the District Meeting with their Annual Reports as the four or five lines at the foot of the District Superintendent ' s Annual Sununary are totally inadequate to enable your Committee to prepare a proper report to Grand Chapter.

Your Committee firmly believes that, despite one or two problem areas, Royal Arch Masonry in Alberta is on a sound footing and we look forward to nothing but improvement for the next few years.

We recommend that the title Right Excel l ent Companion be perman­ently conferred on the above six District Superintendents.

One of the excellent writers on Freemasonry has said:

"As you progress in Freemasonry you will find that your duties become more extensive. Royal Arch Masonry has taken upon itself the task of supplying Masonic information to the less informed of the Craft. Royal Arch Masonry has become the great Masonic Educator. In

your new connection it will be your part­icular duty to acquire such a degree of knowledge and education as will enable you to instruct others as to the structure and meaning of the Masonic System; .... He who is to become a teacher of Royal Arch history and philosophy, must acquire a thorough background of history and Biblical lore, before he can properly interpret and teach Masonic Ritual , traditions or history ..•... If you are anxious to learn the Ritual of the Degrees, you will find ample opportunity for Working in the various ceremonies. Should you not be interested in the Ritual, you will find other avenues for your ability in the business and other activities of the Chapter . The Capitular vineyard is ever open to those who are willing to labour therein."

From this it is quite apparent that there is much material to research and disseminate. We, as your Committee feel that in the past few years there has been a better effort put forth in the District Meetings, and in the various Chapters to get more of the information to the newly exalted members. We are pleased to see this and wish it might become more general in all Chapters . We feel that when the Cor.unittees are appointed at the start of a year, one of these Committees should be one of "Research and Education".

The picture "The Saga of the Holy Royal Arch of Freemasonry" has been well received and is used quite extensively. However, it seems that the Library in the Office of the Grand Scribe E. is being used very little, during the past few years. Each Chapter has been given a list of this material which is available through the Off ice of the Grand Scribe E. If any Companion desires to get some of this information he can do so through his Scribe E. As different papers are given at the Chapter by some of the more Industrious Companions , we think it would be a good idea if a copy of these talks wc.s forwarded to the Grand Scribe E. s'o he may be able to give f urther pointe d information on different aspects of the background of our Order.

We feel that the Library of the Grand Chapter could be used more advantageously . The Grand Lecturer is only too willing to add to your knowledge of the Work, when called upon. Above all, try to get your Education and Research Committee active, first, upon the fundamental parts of cur Work, then, the more philosophical and ritualistic.

As a Committee we would like to express our pleasure in having the opportunity to serve the Grand Chapter.

Cox to lay the ground rules for the Government of a Youth Endow­ment Fund to be established under the control of Grand Chapter.

Most Excellent Grand First Principal:

The Committee has reviewed a draft of the first section of a Re­vised Manual of Instruction, and has directed as follows:

(a) A second draft of the first section of a Revised Manual of Instruction be prepared by the Grand Lectur e r, which will include revisions made by the Committee;

(b) The Grand Scribe E . is requested to communicate with the Grand Chapter of Canada in Ontario and the Grand Lodge of Mark Master Masons of Ireland to ascertain their views on certain features concerning the conferring of the Mark Master Degree;

(c) The second draft to be circulated to the members of the Committee, and upon approval, to be printed in such manner as the Grand Scribe E. shall determine, and there­after be issued for use by the Chapters.

The Committee has requested that the Grand Lecturer continue the work of preparing a draft of a Revised Section of the Manual of Instruction dealing with the Most Excellent Master Degree, and subsequently, a revised section dealing with t he Supreme Degree of the Holy Royal Arch.

REPORT OF THE ACTING GRAND LECTURER

During the year the Most Excellent Master Degree was exemplified at each of the District Meetings, for the purpose of revi ewing and discussing the Ritualistic aspects of the Degree. Interesting and enthusiastic discussions occurred, which again demonstrated the need to revise that portion of the Manual of Instruction which deals with the Degree The Committee on the Work will be presented with a draft of a revised section of the Manual for its consideration. A draft of a revised section, dealing with the Mark Master Degree was prepared and referred to the Committee on the Work. The Committee reviewed the draft and proposed continuance of the project by the Grand Lecturer .

We do not only mourn, we also give praise that they have taken a place in the Grand Chapter Above, where the cares and trials of this earthly realm give way to the sublime Presence of the Great Architect.

As a token, we place on the Vo lume of the Sacred Law, a rose in memory of the departed Companions from each of our Chapters; one in memory of those from our Sister Jurisdictions and yet another as our expression of sympathy to those who loved and remember.

ESPECIAL OCCASION M.E. Comp. Frank Colwell, Otuskwan Chapter No.9 , reported with obvious satisfaction, that Keystone Chapter No.12, his Mother Chapter, had held a special "Frank Colwell Night" at Red Deer at which time the Chapter presented him with his original "Applicat­ion for Exaltation", sixty-two years and three days after he was Exalted. The application was in a good state of preservation and mounted in a beautiful frame. The congratulations of Grand Chapter go to M.E. Comp. Frank and to Keystone Chapter No.12 alike. This is the kind of stuff of which Royal Arch Masonry is made.

YOUTH ENDOWMENT FUND R. E. Comp. Jim Smith related that his Chapter, Shekinah No.4 on one occasion during 1976 had "Passed the Hat" after dinner, and had collected $54.00, which was donated to the Youth Endowment Fund. He suggested that this might be done by other Chapters to the advantage of the Fund.

FLAG PRESENTATION At an earlier part of the Convocation R.Wor. Brother Andy Little, M.L.A. on behalf of the Province of Alberta presented to the Grand Chapter of Royal Arch Masons of Alberta, an Alberta flag, which was greatly appreciated by the members present. Special mention should be made of the fact that R.E. Comp. John McKee provided the staff and holder with an engraved presentation plaque .

THANKS TO OTUSKWAN CHAPTER The Grand Z. expressed ~is personal appreciation and the thanks of the Grand Chapter, to Otuskwan Chapter for the use of the Chapter furniture during the Grand Convocation.

AMENDMENTS TO THE CONSTITUTION

MOTION: Pursuant to a Notice of Motion given at the last Convoc­ation of this Grand Chapter, M.E. Comp. 0. Paul Thomas moved, sec­onded by R.E. Comp. David Neill that: there shall be a continu­ing Committee on the Constitution of this Grand Chapter, to be appointed in accordance with Section 85 of the Constitution. This Committee shall consist of five members, two Past Grand First Principals, the Grand Scribe E. and two Past or present elected Officers, preferably with legal training. They will review the Constitution annually and make a report on those Amendments which they shall find are necessary , due to sue~ changed conditions , as may appear from time to time. This Committee shall meet the day before the Annual Grand Convoc­ation to prepare its report to be submitted to the Grand Chapter. Motion carried.

MOTION: As provided in a Notice of Motion given at the 1975 Con­vocation of Grand Chapter, M.E. Comp. 0. Paul Thomas moved, sec­onded by R.E. Comp. David Neill that: Section 16 (sixteen) of the Constitution be amended to read as follows:

The Annual Convocation of this Grand C~apter shall be held on the Friday preceding the second Saturday in May, and continued on the second Saturday in May , at such place, as has been selected at the previous Annual Convocation, and at such hour as the members of the Grand Council may determine. No business shall be conducted on the Friday, except items (a), (b) and (c) of the Order of Business, Section 20 of the Constitution.

Following the close of the Grand Convocation, the Companions and their Ladies met in the Lower Hall for cocktails at 6:00 p.m. Dinner was served at 7:00 p.m.

The Guest Speaker, M.E. Comp . W. R. Patton Jr . , Grand High Priest of the Grand Chapter of Tennessee, who was introduced by M.E. Comp. Bob Doherty, regaled his audience with anecdotes of a,South­ern flavor, before settling down to a serious and thoughtful talk on the Status of Royal Arch Masonry in the World to- day.

Following the Address Comp. Patton was inducted by Comp. Bob Doherty into the Order of Critters known as Calgary White Hatters with the usual White Hat presentation. Bob presented a gift to the charming Miss Robin Patton, who had accompanied her father to Calgary from Tennessee.

The Toast Master for the Banquet was R.E. Comp. Ernie Tyler, who very tactfully kept the proceedings precisely on schedule , so that the Dancing, under the management of R.E. Comp. Jack Hilde­brandt and his Committee began as scheduled at 9:00 p.m. ~he dancing afforded everyone the opportunity of enjoying the l'ellowship of our many Visitors, American and Canadian.

There was general agreement that thi s was one of the most enjoy­able Convocations .
