Dear Graham,

As per our telephone conversation I attach certificates and the modules I studied with them and the number of hours the courses covered. Total number of hours I have completed with very recognized companies with good reputations are 127 hours then I have also completed case studies for the courses which would be well over 100 hours of work. Case studies which were then assessed along with the completion of paperwork for all clients, and final assessments were done in live environments with the assessor.

I have also had my immunizations of Hep B done as I am very aware of infection control which again I have done a certificate in, and this I know is not a must but I would always make sure I have protected my client and myself in every way possible. I have certificates of my immunizations too.

I also hold licences in the London Borough of Hillingdon and Slough Council and have had a recent visit from both of them and they were very happy with my processes and had no additional recommendations or feedback for me at all with my process.

I also hold VTCT level 4 in Laser which gives me a good understanding of Health and Safety in the Salon and Client care and consultation, making sure the customer is not at any risk.

I hope this is sufficient information for you to look at the application again given the new information and full disclosure.

As stated, I hold licences to operate in both the boroughs of Hillingdon and Slough and would not reasonably expect Hounslow to have any objections given the high standards currently in operation. Surely the ethos behind effective licensing is protecting the end clients and meeting the duty of care. Hopefully I have demonstrated that has been met here.

ln light of the above I am also more than happy to offer my services and time to be used "as a test case" to ensure future consistency across all relevant boroughs for future licencing.

I am always happy for an inspection at any point. We are in need of high standard operators in the area in this field and I would be delighted to work with the council in Hounslow to be able to offer these level of services.

I am Health and Safety Principal Regulatory Officer and I have responsibility for approving beauty therapists who apply to work at beauty businesses in the borough.

We normally accept VTCT, ITEC and City & Guilds qualifications without much hesitation, but I have received a licence application for 5PM and Microblading from an applicant with qualifications and attendance records from training providers that I do not recognise.

Although I don't recognise the qualifications, I have a duty to check whether her studies would meet an equivalent standard that we do recognise. I have asked her for the duration of her studies in the units that were covered so what I am looking for is an indication of the study/ course time for these treatments at West Thames, and the time spent on practical work as well, of course.

Would it be possible for you to confirm the expected study time and practical sessions for these two courses to reach level 4 qualification please, and possibly break down the units and study time of each. I would be very grateful if you could assist with this, and of course I would retain the information if we have any similar queries in the future.

I can confirm that Veena Nayyar carried out our cosmetic permanent make up course and is the equivalent to a VTCT level 4 qualification with the same modules learnt, Health & Safety Client Care & Consultation Anatomy & Physiology Aftercare Contraindications Patch testing M icropigmentation Treatments Veena carried out 5 days in the classroom where we go through the manual again and practical assessments are also carried out.

The manual is sent out weeks in advance of the course as it is a pre requisite that they read the manual in advance. This is a very comprehensive manual and would normally take an average student at least 20 hours to read and absorb the information.

The final assessment day is another full day where she completed the process of eyebrows and eyeliner in a live assessment. This was done after she had completed her case studies which was a total of 8, which would take approx 30 hours.

How would the above study time and practical work compare with that recommended for a VTCT Level 4 qualification? How many hours study would be expected for Level 4?

One point that concerns me is that she received a 'Certificate of Attendance' from Laura Kay rather than a certificate of qualification, your thoughts on this?

Hello Graham,

Yes we have licensed her for Microblading only. An inspection visit was conducted at the premises and she was required to do a full set up from scratch and break down, this was to include getting equipment ready and hand washing and gloving up etc. She has a qualification which was accepted by LBHIL and she has a commercial waste contract in place for the disposal of sharps and hazardous waste.

We have not received any complaints about this premises or this treatment.

MICROBLADING Your qualification is not nationally recognised, and the training provider is not on the London Borough's 'List of Accredited Training Providers' that we recognise The combined hours of study and practical work was confirmed by your provider as just less than 60 hrs, whereas a recognised course accredited by such as VTCT would require 165 Hrs total

You may well wish to investigate whether one of the recognised training providers could offer a 'Conversion Course' to convert your current qualification into a recognised one, such as VTCT. This might be a way of fast tracking your qualification to a standard that the borough can accept, I have attached the list of recognised providers as I promised.

You may wish to appeal my decision and you should do this in the first instance to Mr Andrew Devine, Regulatory Manager who I have copied in.

You asked for a copy of the latest Special Treatment Licence Application Form for 2019 - 2020, please find a copy attached.

You mentioned that you would consider applying for a licence to provide laser treatments, for which you hold an existing Level 4 Qualification. We are in the process of issuing specific terms and conditions for laser but these are currently only in draft form, nonetheless I have attached a copy because they will act as a good start point but please appreciate that this is not an approved document and may change before it is issued.

At the time of a routine visit to your business on 15th February 2019 we discussed matters in relation to infection control, pre treatment consultation, patch testing and aftercare, PPE, management of sharps and waste plus cleaning and disinfection of the environment and equipment in the designated treatment room. I noted that single use equipment is to be used for skin penetration and pigment application. High standards of proposed operational methods and cleanliness were observed at the time of the visit.

I have taken a look at this and here are my thoughts:

Debbie Foster - Microblading Letter.

Nowhere does she say Veena Nayyar is trained to the standard of a Level 4 VTCT qualification. Rather she says 'Our initial input was the same as for our VTCT Level 4 Certificate in Microblading'.

ln order for us to be reasonably confident that she is qualified to the necessary standard we could ask Debbie Foster to confirm the expected hours against their current Level 4 Microblading course content. We know that Nayyar received about 60 Hrs total training at Debbie Foster (coursework, case studies and assessment etc) so we could compare the current Level 4 expected hours with the hours she previously undertook. Remember my earlier research with West Thames was that they expected 165 Hours.

Laura Kay email

I checked and Laura Kay is also accredited to provide VTCT qualifications. We know that Ms Nayyar received about 100 hrs theory, case studies etc. Again, if Laura Kay could confirm the study/practical/assessment time that is delivered to attain a full NOVQ Level 4 qualification in Micropigmentation then we can compare Nayyar's studying against that.

We also didn't get anything back from either provider on 'Monitoring/ Disciplinary Procedures' as you copied/ pasted from our standard T&Cs. However I am not aware of any standard that we could compare this to so I do not see any purpose in pursuing this information from them in hindsight.

Veena carried out 5 days in the classroom where we go through the manual again and practical assessments are also carried out.

The manual is sent out weeks in advance of the course as it is a pre requisite that they read the manual in advance. This is a very comprehensive manual and would normally take an average student at least 20 hours to read and absorb the information.

The final assessment day is another full day where she completed the process of eyebrows and eyeliner in a live assessment. This was done after she had completed her case studies which was a total of 8, which would take approx 30 hours.

Hi Graham

Yes that is correct, it may take even longer to complete some units as students can take a long time to research and answer all the questions, carry out consultations, undertake treatments plus top up treatments and aftercare advice.

The Anatomy & Physiology usually takes longer than the allocated hours by the VTCT due to research needed beforehand.

Are you enquiring regarding a particular student or are you asking generally as other centres may differ in their training approach.

You can download the record of assessment booklet that training centres have to adhere to and all the content that students have to successfully complete in order to obtain the VTCT Level 4 Certificate in Enhancing Eyebrows with Microblading Techniques qualification.

You will see it is an excellent world leading qualification and the only qualification that is recognised worldwide.

I can confirm that Veena Nayyar carried out our cosmetic permanent make up course with similar modules learnt as VTCT level 4 but excludes written assignments and the lip module.

VTCT don't currently have a qualification for the separate modules. Although from our conversation I have been in contact with another accrediting body who offer the modules separately as a level 4 qualification, they have informed me that they have been approved by the London Boroughs, Wynyard Aesthetics Academy are you familiar with them? As this would be a good option moving forward for separate modules.

My own cosmetic permanent make up course is also accredited and approved by Había & ABT. I'm also an approved VTCT training provider and Asessor. I teach & assess VTCT level 4 Micropigmentation & Microblading.

Veena carried out 5 days in the classroom where we went through the extensive manual again, and practical assessments are also carried out working on live models and rubber skin.

The manual is sent out weeks in advance of the course as it is a pre requisite that they read the manual in advance 3 hours initial reading, followed by a further 20 hours to read and absorb the information including completing a pre task assignment.

The final assessment day is another full day where she completed the process of eyebrows and eyeliner in a live assessment. This was done after she had completed her case studies which would take approx 30 hours accompanied by another approximately 20 hours on rubber practice skin.

Veena is a very competent student and I would not have passed her if she was not, her attention to detail is very thorough and she has shown great artistic talent as well as great client care, health & safety and a thorough understanding of Micropigmentation. Veena also has lots of previous experience in the beauty industry and her skills are transferable.

I have now contacted Laura Kay and Debbie Foster with regards the current course content for their micropigmentation and microblading courses, respectively.

The bottom line is that the hours of study completed by Ms Nayyar fall well short of that which would be required to attain a full level 4 qualification offered by these providers for the treatments, see below:

Laura Kay - Micropigmentation We have already had confirmed that a VTCT qualification requires 170 Guided Learning Hours~ Assessment and Laura Kay is bound by VTCT course accreditation to deliver to that. We have also had confirmed that Ms Nayyar studied for just under 100 hours, and this included assessment. Furthermore, I spoke to Ms Kay on the phone who advised me that Ms Nayyar did not complete the Written Assignments that would be required as part of the Level 4 qualification and did not complete the unit relevant to lips (which in fairness, Ms Nayyar disclosed right from the start).

Debbie Foster - Microblading She also provides this as a VTCT accredited Level 4 Qualification, and has confirmed that she meets all VTCT criteria for Guided Learning Hours. This means 165 Hours learning plus 22 Hours for study/ assessment to give Total qualification Time of 187 Hours. We already have from Debbie Foster that Ms Nayyar studied for 60 Hrs approximately, so materially short compared to the 187 Hrs required for a full Level 4. ln addition, the VTCT course requires completion of 10 case studies whereas Ms Foster confirmed that Nayyar completed 3 (a case study is a completed piece of work on a student/ model).

Notwithstanding all of the above, my instinct is that she would be a safe and careful therapist and this is based in part on the positive feedback from Hillingdon, and Slough and from her course providers, but I have no mandate to approve a therapist based on my feelings!

I hope this helps in responding to Ms Nayyar.

I estimate that I have now spent about 32 hours on this matter, and my expectation is that this should conclude my input, I hope so anyway!

Dear Mr Bellamy, if you would permit me to introduce myself, I am the founder and managing partner of The Wynyard Aesthetics Academy and the Director of Curriculum and Admissions for the The City of London Dental School. I have over 35 year experience in the education, professional development and training field of work and am qualified with a Masters of Science in Human Resource Development. I spent most of my career working within local and regional government with the last five years seconded to national government, where I developed and led a very successful campaign to raise the skill capacity of the workforce who work with children with special needs and those who are vulnerable, which was recognised by government as 'an exemplar model of best practice' nationally.

My Academy is made up of a significant number of qualified, experienced and knowledgeable practitioners from the world of Aesthetics and includes Doctors, Dentists, Nurses, and Specialist Practitioners in a wide range of Aesthetics treatments from Level 3 right through to Level 7, I am also awaiting the final validation of a new degree we have written for the industry with a UK University, which will have a Post Grad Cert, Post Grad Dip and Masters level. So not you run of the mill academy!

I presented to the London Specialist Treatments Working group on the 6th of December 2019 as part of the process of being accepted as a provider across the London Boroughs as I challenged on a number of levels the fact that the London Borough were only accepting VCTC and Babtec as their preferred providers, this of course as, I am sure that you are aware has wider implications for the fairness of competition and I am aware that the Competitions Commission will have a view on this as it would both prevent business competition within and across the London Boroughs and deny businesses the right to choose who they purchase their training, education and professional development from.

To this end I was asked to present at the above mentioned meeting as the world of professional development, education and training for the aesthetics industry has indeed moved on.

I am not sure if you were in attendance, or if you indeed received and or read the minutes of this meeting, as this would give you the background, as I understand from Laura Kay of London that you have claimed you have 'never heard of us'.
