The Plan for Opportunity is intended to help guide sustainable development practices, sound decision-making and cost-effective strategies to improve transportation, housing and employment options for all communities along the Mississippi Gulf Coast. The Gulf Regional Planning Commission partnered with the Ohio State University in 2011 to carry out the federally-sponsored three-year planning process, focusing on the following areas: water, food, economic development and workforce, transportation and land use, housing, and resiliency.

In 2013 I participated in a service learning studio tasked with drafting and finalizing the official plan document. Our activities included traveling to the region to engage with stakeholders, preparing visual content, and composing the final plan text. The Plan for Opportunity was submitted to HUD and ultimately approved in early 2014.

FLOOD-PRONE AREAS

As a team, we were challenged with drafting a plan document that balanced:

• Limiting new development in flood-prone areas• Investment in existing assets, such as historical town centers• The needs and priorities of local communities recovering from Hurricane

Katrina, the economic recession, and the Deepwater Horizon oil spill.

Graphic Design

The Urban Design Audit, titled Missed Opportunities at Cedar Center, describes the case of a failing shopping center redevelopment in a middle-ring Cleveland suburb.

The project involved background research into the site’s history, including factors that went into the site’s redevelopment throughout the early 2000s. With an emphasis on design, I go on to critique the resulting development, offering an in-depth analysis into how a better result may have been achieved from a design standpoint. The latter involved research into current best practices, as well as the production of compelling visuals to illustrate my points.

The Market Analysis involved a three-step process:

1. The SWOT analysis, analyzing the Strengths, Weaknesses, Opportunities, and Threats of the proposed development site.

2. The supply survey, investigating the existing residential, office, and retail supply within the region and the Primary Market Area in particular.

3. The development proposal, justified by the findings of the previous two steps as well as a detailed financial and site feasibility study.

The Morse Corridor Visioning project sprung from an Urban Design service-learning studio. Our client, a group of non-profit entities servicing a large immigrant population in Columbus’s Northland area, sought a solution for a physically aging commercial corridor deemed to no longer meet the needs of the community. The automobile oriented strip, once servicing an area of bedroom suburbs, had become a richly diverse corridor of immigrant-oriented businesses by the 2010s.

After qualitative and quantitative analyses and then public engagement workshops with residents, the team came up with a series of visions capitalizing on existing community assets. These included the introduction of more dense development at key intersections, as well as the introduction of a green network to connect and enhance existing recreational resources.

NORTHERN LIGHTS STATIONwinning proposal, ‘innovation in planning’ individual studio • 2012

Northern Lights Station was one of three winning proposals as part of an ‘Innovation in Planning’ course and competition. The proposal envisions the retrofitting of an outdated and oversized shopping plaza into a transit-oriented mixed-use redevelopment. The proposal suggests the adoption of a form-based overlay restricting building setbacks as well as relaxed parking standards.

As the author the winning proposals, I was selected to present my project to the Franklin County Commissioners at a public hearing in November of 2013.
