The Department of Primary Industries and Regional Development (DPIRD) reviewed amended NIMP and would like to provide the following comments: Nutrient application to land for agronomic purposes carries a different environmental risk compared to nutrient application to land for waste disposal. Managing emissions from waste disposal needs to have environmental outcomes as a priority. Therefore, when considering nutrients as part of a waste disposal strategy, DPIRD expects the management to be nutrient neutral. The expectation from a liquid or solid waste management plan, is that it shows how emissions from a facility are managed sustainably: A demonstrated understanding of the status of the likely contaminant in the effluent. This includes nutrients, salts, pH, heavy metals (if applicable) and hydraulic loading. Clearly identifying the limiting factor. For most agribusiness wastes, it is likely to be nutrients. NOTE: If done properly, then there is no requirement for detailed consideration of the non-limiting factors. A simple plan that outlines Nutrients in = Nutrients outwith the crop in that growing season. 1 Nash Street East Perth 6004 Locked Bag 4 Bentley Delivery Centre 6983 Telephone +61 (0)8 9368 3333 [email protected] dpird.wa.gov.au ABN: 18 951 343 745 10.1.2 - Attachment 4 Ordinary Council Meeting - 15 November 2021

Dear Ryan

COMMENT: Amended Nutrient and Irrigation Management Plan for Lot 504 Yangedi Road, Keysbrook - Proposed Amendment to Approved Abattoir

Thank you for the opportunity to comment on the amended Nutrient and Irrigation Management Plan (NIMP) for the proposed expansion to the approved abattoir at Lot 504 Yangedi Road, Keysbrook.

The Department of Primary Industries and Regional Development (DPIRD) reviewed amended NIMP and would like to provide the following comments:

Nutrient application to land for agronomic purposes carries a different environmental risk compared to nutrient application to land for waste disposal. Managing emissions from waste disposal needs to have environmental outcomes as a priority. Therefore, when considering nutrients as part of a waste disposal strategy, DPIRD expects the management to be nutrient neutral.

The expectation from a liquid or solid waste management plan, is that it shows how emissions from a facility are managed sustainably:

• A demonstrated understanding of the status of the likely contaminant in the effluent. This includes nutrients, salts, pH, heavy metals (if applicable) and hydraulic loading.

• Clearly identifying the limiting factor. For most agribusiness wastes, it is likely to be nutrients. NOTE: If done properly, then there is no requirement for detailed consideration of the non-limiting factors.

• A simple plan that outlines ‘Nutrients in = Nutrients out’ with the crop in that growing season.

• Records to be kept of paddock locations and application rates that is matched to crop types and yields.

Additionally, the application needs to provide detail to justify the following points:

• Abattoir wastewater nutrient concentration is 100-200 times lower than industry average.

• Abattoir wastewater volumes are 7.5-22 times lower than industry average.

If you have any queries regarding the comments, please contact Leon van Wyk at (08) 97806171 or [email protected].

Yours sincerely
