State funded scholarship schemes
1. Reimbursement of Tuition Fee for SC/ST/OBC/Minorities
students in recognised private Schools
Attention: For SC/ST/OBC/Minorities students with family income below
Rs. 2.00 lakh per annum for reimbursement of tuition and other
compulsory fees in recognized public schools in Delhi.
Terms and conditions
Family income should not exceed Rs. 2.00 Lakh per Annum, for
family income latest salary slip in the case of parent/guardian in
Government service. Income certificate issued by competent
authorities of Delhi in case of Parent/Guardian engaged in private
job/service/other profession valid at the time of submission of
application require to be uploaded.
The applicant belongs to the minority communities should be
resident of Delhi for the past three years and should upload proof
thereof like EPIC card, Aadhaar Number, Ration Card, Landline
telephone bill of MTNL, Driving License issued by GNCTD and
Domicile Certificate issued by SDM in Delhi or pass book of
nationalized bank.
The applicant should upload Caste Certificate (SC/ST/OBC)
issued in the name of student or his father’s name by SDM/Deputy
Commissioner (Revenue), GNCTD, Domicile Certificate of Delhi if
the caste (SC) certificate is not issued by the competent authority
of Govt. of NCT of Delhi is required.
In case of minority student, declaration by parent/guardian in
prescribed format that his Son/Daughter belongs to particular
Minority Community require to be uploaded on the portal.
The school in which he/she is studying should be
recognize/affiliated with Dept. of Education, Govt. of NCT of Delhi /
Municipal local bodies of Delhi.
Repeaters in a particular class will not be eligible for such benefits.

Students studying in classes 1st to 5th will be entitled for
reimbursement of tuition and other compulsory fees regardless of
marks, but in the case of students studying in classes 6th to 12th,
tuition and other compulsory fees will be reimbursed to only those
scoring 50% and above marks and having not less than 80%
attendance in the preceding year.
Students with family income upto Rs.60,000/- Per annum will be
eligible for 100% reimbursement while those with parental income
between Rs.60,000/- to Rs.2,00,000/- Per annum will be eligible
for 75% reimbursement of Fees paid by the applicant.
Bank Account should be in the name of the student (Joint Bank
Account with parent/Guardian is also permissible), active and
seeded with aadhaar no of student.
Original Fees receipts for the current academic session should be
uploaded on the portal.
The applicant can apply online through e-district portal of NIC
Delhi i.e. www.edistrict.delhigovt.nic.in. All requisite documents are
required to be uploaded on the portal.

2. Financial assistance for purchase of stationery to
SC/ST/OBC/Minority Students of class I to XII in Government
Schools/recognized schools of Delhi.
Attention: SC/ST/OBC/Minorities students of class I to XII of all
Government/Aided/Recognized public schools affiliated to
Directorate of Education/Kendriya Vidyalaya Sangathan/National
Open School/Schools affiliated to NDMC/Delhi Cantonment Board,
East Delhi Municipal Corporation, North Delhi Municipal
Corporation and South Delhi Municipal Corporation
Amount of Assistance:
a) I to VIII Class Rs.100/- Per month for 10 Months.
b) IX to XII Class: Rs.200/- Per month for 10 Months.
Terms and Conditions:-
a) The students should not have less than 70% attendance in
previous academic year.
b) Family income should not exceed Rs. 2.00 Lakh per Annum and
the proof in the form of self declaration (Proforma available on the
E-district portal) require to be uploaded on the portal.
d) The applicant belongs to the minority community should be
resident of Delhi for the past three years and should upload proof
thereof like EPIC card, Aadhaar Number, Ration Card, Landline
telephone bill of MTNL, Driving License issued by GNCTD and
Domicile Certificate issued by SDM in Delhi or pass book of
nationalized bank.
e) The applicant should upload Caste Certificate (SC/ST/OBC) issued
in the name of student or his father’s name by SDM/Deputy

Terms and Conditions
Merit Scholarship to SC/ST/OBC/Minorities students studying in
recognised Colleges/Professional/ Technical Institutions.
The students should not have less than 60% marks in previous
academic year.
Family income is not applicable in case of SC/ST students. But family
income ceiling of the parents in r/o OBC and Minority students is Rs.
2.00 Lakh Per annum and income proof in the form of income certificate
in the name of parents issued by competent authorities of GNCT of
Delhi, valid at the time of submission of application require to be
uploaded.
Students getting stipend from Institutions/Government during the course
of study are also eligible to get the merit scholarship.
The rate of scholarship will be reduced to 50%, if a student who fails in
the annual examination, but continues studies, except in cases where
the student fails to appear in the annual examination on medical
grounds of due to natural calamities or any other reason beyond his/her
control.
The applicant belongs to the minority communities should be resident of
Delhi for the past three years and should upload proof thereof like EPIC
card, Aadhaar Number, Ration Card, Landline telephone bill of MTNL,
Driving License issued by GNCTD and Domicile Certificate issued by
SDM in Delhi or pass book of nationalized bank.

Details of Centrally sponsored scholarship schemes Ministry of Social Justice and Empowerment, Govt. of India
5. Pre-Matric Scholarship Scheme for OBC Students
Scope
OBCs living below double the poverty line form a bigger chunk of a population and
there are disparities amongst OBCs themselves to start with, it is proposed to award
scholarship to school going children of poorer OBC parents whose annual income is
below double the poverty line.
Eligibility:
The scholarships may be given to the students enrolled in class I or any subsequent
class of Pre-Matric stage in the case of day scholars, and class III or any subsequent
class of Pre-Matric stage in the case of hostellers. The scholarship will terminate at
the end of class X. The duration of scholarship in an academic year will be 10 months.
Scholarship award will be sanctioned in the case of students whose parents/guardians
income from all sources does not exceed Rs. 2.5 Lakh per annum.
Institution of Study
The scholarship will be tenable only in such institutions and for such pre-
matriculation courses, which have been duly recognized by the concerned State
Government and Union Territory Administrations.
Coverage Value of Scholarship and Ad-hoc grant.
i. Hostellers:
The students as hostellers will be covered from class III to X. The rates of scholarship
will be as under:-
Class III to X Rs.500/- per month for 10 months.
II. Day Scholars
The students as day scholars will be covered from Class I to Class X. The rates of
scholarships will be as under:-
Class I to X Rs.100/- per month for 10 months

III. Ad-Hoc Grant
An ad-hoc grant of Rs.500/- per student per annum to all students i.e. hostler as well
as day scholars will also be given.
The scholarship amount will be payable from the date of joining to the date of leaving
the school, excluding the period of vacation, which will be about 10 months in a year
except in the cases where the students enters late or leaves early in the midst of
academic year.
Other Conditions for Award:-
i. The students may not be allowed to take up employment or render help to parents in
their work during the course of studies.
ii. The award will be discontinued if a student fails to secure annual promotion except in
case of unavoidable reasons to be certified by the competent authority of the scheme.
iii. If a student violates school discipline or any other terms and conditions of the
scholarship, scholarship may be suspended or even cancelled, subject to the
satisfaction of the competent school authority. The State Government/ Union
Territory Administrations can also directly cancel the award if duly satisfied of the
reasons of violation of these regulations governing the scheme.
iv. Migration of students from one institution to another would not normally be allowed
during the course of academic year except under exceptional circumstances and in the
interest of student's academic career.
v. The scholar obtaining benefits under this scheme shall not be allowed to avail of
benefits under any other Pre- Matric scholarship scheme.
vi. Regular attendance record not less than 60% in the previous year should be pre-
requisite for availing scholarship.
Mode of Applying:-
1. Applicant can apply online through E-district Portal of NIC Delhi i.e.
www.edistrict.delhigovt.niv.in. All required documents are to be uploaded on portal.
2. Guidelines of the scholarship scheme available on the official website of the
department i.e. www.scstwelfare.delhigovt.nic.in.
3. Applicants should upload Caste Certificate issued in the name of student or his
father’s name by SDM/Deputy Commissioner (Revenue) GNCTD.
4. Upload domicile Certificate of Delhi if the Caste certificate is not issued by the
competent authority of Govt. of NCT of Delhi.

5. Eligible students studying in schools (Govt. & Govt. Aided) Affiliated to Dte. Of
Education, Govt of NCT of Delhi / N.D.M.C /Delhi cantonment Board / Kendriya
Vidyalaya Sangathan / East DMC/South DMC/ north DMC need not to apply online
as the a data will be processed by their administrative department and they will upload
bulk data on PFMS portal using their dedicated login credentials and submit the
proposal to the Department for the Welfare of SC/ST/OBC, B-Block, 2nd Floor,
Vikas Bhawan, New Delhi- 110002 for E-payment.
6. Follow the guidelines of Ministry of Social Justice and Empowerment, Govt. of
India.
Conditions for Scholarship:-
I. Students should belong to other backward classes.
II. He/She should not be getting any other centrally/state funded Scholarship.
III. To be eligible no percentage of marks.
IV. Upload a copy of Caste Certificate issued by competent Authority
V. Domicile Certificate of students issued by competent authority of Delhi, if the
caste certificate is not issued by the competent authority of Govt. of NCT of
Delhi.
VI. The Bank account should be in the name of the student & seeded with
Aadhaar of student.
VII. An income declaration by the Self-employed parents/ guardians, stating
definite income from all sources by way of an affidavit on non-judicial stamp
paper should be uploaded on E-district portal.
VIII. All Other Backward Class candidates will be given scholarship as prescribed
in the guidelines of the scheme.

6. Post Matric Scholarship for OBC Students.
Department for the Welfare of SC/ST/OBC/Min. is implementing centrally Sponsored
Scheme of Post Matric Scholarship to the students belonging to OBC category for pursuing
further studies at post matriculation/ post secondary (college/University) levels within India.
The value of scholarship includes the following for complete duration of the course:-
i. maintenance allowance,
ii. Reimbursement of compulsory non-refundable fees
iii. Study tour charges,
iv. Thesis typing/printing charges for Research Scholars,
v. book allowance for students pursuing correspondence courses,
vi. Book bank facility for specified courses, and
vii. Additional allowance for students with disabilities, for the complete duration of the
course.

2. Scholarship is available to all OBC students whose parents/ guardians income from all
sources does not exceed Rs. 1.50 Lakh per annum who are pursuing post
matriculation/post secondary (college/university) level studies in Govt. Recognized
institution.
3. Upload all relevant documents like aadhaar, Bank details, previous year Mark sheet,
original fee receipts, fee structure, income certificate & caste certificate.
4. All the children of same family/parents are also eligible subject to the income limit of
the parents. Students availing any other scholarship/stipend such as merit scholarship
will not be eligible for the scholarship.
5. A certificate from the institution to the effect that the student is not getting any other
scholarship/stipend.
6. Date of admission in the course/commencement of class and completion of course.
7. Upload a copy of certificate, Diploma, Degree etc. in respect of all previous
examination passed.
8. Income certificate issued from the office of SDM of Delhi, valid on the date of
submission of application should be uploaded on the portal.
9. For Institutes situated outside Delhi, the Institute Verification page and
parent/guardian verification page should be uploaded by the applicant on E-district
portal.
10. Upload a copy of Caste certificate issued by the Govt. of NCT of Delhi.

16. Scholars will be paid enrolment/registration, tuition, games, Union, Library,
Magazine, Medical Examination and such other fees compulsorily payable by the
scholar to the institution or University/Board. Refundable deposits like caution
money, security deposit will, however, be excluded.

18. Bank account of the student should be seeded with his/her Aadhaar.

8. Pre-Matric Scholarship Scheme for Students belonging to Scheduled
Caste studying in Classes IX & X
(Centrally sponsored Scheme- Ministry of Social Justice and Empowerment,
Government of India)
A. Conditions for Scholarship:-
1. Students should belong to Scheduled Caste.
2. His/Her Parents/Guardian's Income should not exceed Rs. 2.5 Lakh Per annum.
3. He/She should not be getting any other centrally/state funded Scholarship.
4. The Scholarship will be given to the students of Classes IX and X who are
studying in a Government school or in a School recognized by Govt. of a
Central/State Board of Secondary Education.
5. To be eligible no percentage of marks.
6. Upload a copy of Caste Certificate issued by competent Authority should be
uploaded on the portal (Performa available on E-district portal), Domicile
Certificate of Delhi if the caste certificate is not issued by the competent authority
of Govt. of NCT of Delhi.
7. The Bank account should be in the name of the students & seeded with Aadhaar
of student.
8. An income declaration by the Self-employed parents/ guardians, stating definite
income from all sources by way of an affidavit on non-judicial stamp paper
should be uploaded on E-district portal.

B. How to Apply:
1. Applicants can apply online through E-district Portal of NIC Delhi i.e.
www.edistrict.delhigovt.nic.in. All required documents are to be uploaded on
portal.
2. Applicants should upload Caste Certificate issued in the name of student or his
father’s name of SDM/Deputy Commissioner (Revenue) GNCTD.
3. Domicile Certificate of Delhi, if the Caste (SC) certificate is not issued by the
competent authority of Govt. of NCT of Delhi.
4. Eligible students studying in schools (Govt. & Govt. Aided) Affiliated to Dte. Of
Education, Delhi Govt. / N.D.M.C /Delhi cantonment Board / Kendriya Vidyalaya
Sangathan / East DMC/South DMC/ north DMC need not to apply online as the a
data will be processed by their administrative department and they will uploaded
bulk data on PFMS portal using their dedicated login credentials and submit the
proposal to the Department for the Welfare of SC/ST/OBC, B-Block, 2nd Floor,
Vikas Bhawan, New Delhi- 110002 for E-payment. Follow the guideline of
Ministry of social justice and empowerment, Govt. Of India.

7. Post Matric Scholarship for SC students
Department for the Welfare of SC/ST/OBC/Min. have taken over implementation of
Centrally Sponsored Scheme of Post Matric Scholarship to the students belonging to SC
category for pursuing further studies at post matriculation / post secondary
(college/University) levels within India.
Value of Scholarship
The value of scholarship includes the following for complete duration of the course:-
i. Maintenance allowance,
ii. Reimbursement of compulsory non-refundable fees,
iii. Study tour charges,
iv. Study tour charges,
v. Thesis typing/printing charges for research scholars.
vi. Book allowance for students pursuing correspondence courses,
vii. Book bank facility for specified courses, and

Terms & Conditions:

7. Upload a copy of certificate, Diploma, Degree etc. in respect of all previous
examination passed.
8. Income certificate issued from the office of SDM of Delhi valid on the date of
submission of application should be uploaded on the portal.
9. For Institutes situated outside Delhi, the Institute Verification page and
parent/guardian verification page should be uploaded by the applicant on E-district
portal.
