The interested parties have to register at the centre for e-governance, Gate No.2, M.S. Building, Bangalore-560 001 and obtain DSC Key/token. Participating agencies should pay a non-refundable amount of Rs.5000-00 as processing fee in the form of e-payment through e-procurement portal and an amount of Rs. 2,00,000/- per District as EMD. Invitation for Expression of Interest Document

Sub: Expression of Interest for selection of Interested parties for Implementation of Soil Health Mission in Karnataka.

******* The Department of Agriculture, Government of Karnataka has proposed for

Implementation of Soil Health Mission in Karnataka from 2014-15. Therefore Expression of Interest is invited from the interested parties for each revenue division, i.e. Bangalore, Mysore, Gulburga and Belgaum. The interested parties can apply to one or more number of revenue divisions. While submitting their proposals the following information should be invariably submitted. 1. Profile of the participating interested parties. 2. Annual report / Audit report for the past three years. 3. Brief write up of activities under taken by the interested parties in soil testing

activities during last three years should be properly explained along with financial transaction.

The interested agencies may download information on e-procurement website https://eproc.karnataka.gov.in.a and KSDA website raithamitra.kar.nic.in for further information contact, Deputy Director of Agriculture (Soil Health), Commissionerate of Agriculture, Sheshadri Road, Bangalore. Prebid Meeting Tasks to be performed: The following tasks should be performed by the eligible selected tenderer.

a. Creating awareness: Creating awareness among the farmers regarding importance of soil health and fertilization. Interested parties should give two time training to the farmers,

Training 1: Training to the staff and farmers regarding methodology in collection of the samples (One sample for 5ha. grid for Dry land for both macro

and micro nutrients and @ One sample for 2ha grid for irrigated land for both macro and micro nutrients).

Training 2. Training for staff pertaining to soil sample analysis.

Training 3. Training for farmers regarding fertilizer recommendation and application of fertilizers based on the soil testing results and other related matters.

b. Collection of soil samples- Under Soil Health Mission collection of soil samples with the use of GPS (Global Positioning System) instruments.

For Dry land, number of soil samples to be analysed for major and micronutrients @ one sample for every 5 ha grid and Number of samples to be analysed for major and micronutrients @ one sample for every 2 ha grid for irrigated land. The details are enclosed in Annexure I.

c. Transportation: Transporting soil samples to soil health centres from field to soil Health Centres.

d. Sample coding: The collected soil samples are registered and maintain a separate register. Laboratory serial number/ code number should be allotted to each and every soil sample received during the year. This number is unique for the year.

e. Analysis of soil samples: The soil samples are analyzed for below mentioned parameters.

I. Qualitative parameters like: pH, EC. II. Major Nutrients: Nitrogen, Phosphorous, Potassium

III. Secondary Nutrients: Sulphur and Magnesium IV. Micronutrients : Zinc, copper, Manganese, iron and boron

After analysis of the soil samples the remained portion of the sample is to be preserved minimum for three years in the lab.

f. Bhoophala Software: The analysed data should be entered in Bhoophala Software for generation of soil health cards for crop specific recommendations. This software will be updated every year in consultation with NIC.

g. Providing soil health information: After analyzing of soil samples in Soil Health Centre it is propose to link the fertility status and crop specific nutrient recommendation of farmer to K-Kissan software.

h. Village wise categorization of soil test data into fertility classes.

i. Preparation of GPS based Digital soil fertility maps (Charts) of state, district, taluks, hoblis and gram panchayts should be prepared in two sets.

j. Record keeping: Record keeping of the analytical work, submission of progress report and soft copy of the categorization progress to the department.

Eligibility Criteria: The interested parties who desire to apply for this EOI should have the following eligibility criteria.

• The agency should have minimum three years of experience in soil testing programme.

• The agency should have minimum requirement of staff with below mentioned qualification for analysis of soil samples for each of the soil testing lab. The interested parties when applied for more than one lab / district / Division should have below mentioned staff for each of the lab exclusively.

• It is proposed to analyse 29, 84,769 samples during next three years at the rate of 9, 94,923 samples per year. The Division wise collection and analysis of soil samples are given in the Annexure I for the below mentioned parameters.

I. Qualitative parameters like: pH, EC. II. Major Nutrients: Nitrogen, Phosphorous, Potassium

III. Secondary Nutrients: Sulphur and Magnesium IV. Micronutrients : Zinc, copper, Manganese, iron and boron

Therefore the interested parties should have necessary facilities to analyse the soil samples.

• Interested parties can use departmental laboratories ( Annexure – II) facilities as well as their own laboratory facilities.

• Interested parties should have required electronic devices. All documents needs to be computerized and forwarded it to head office.

• The collection and transportation of soil samples analysis, generation of soil testing data should be continuous through electronic process.

• Interested parties utilizing the laboratories of the Department of Agriculture, should handover the laboratories along with the set up back to the department in the same condition received at the beginning of the mission after the completion of the mission.

• Integrated functional software should developed by the interested parties for entry of all the data (from the collection stage- farmer details, analysed data and upto recommendation- soil health card generation) that should be viewed by the farmer, and this software should be linked to bhoophala and K-Kissan Software.

• If parties are interested to apply for more than one Division, they should have similar kind of infrastructure, staff, lab facilities to analyse that many number of samples separately.

Earnest Money Deposit (EMD) :- an amount of Rs. 2,00,000/- per District as EMD should be paid through e-procurnment portal. The Earnest Money Deposit of the successful tenderers shall be refunded after execution of the work order .The Earnest Money Deposit of unsuccessful tenderers shall be refunded after the finalization of the tenders. SECURITY DEPOSIT:

• After acceptance of the supply order, the eligible parties should submit Security Deposit equivalent to 5% of the total value of the Soil Health Mission.

• The Bank Guarantee of Security Deposit amount on any Scheduled Banks shall be drawn in favour of Director of Agriculture, Bangalore.

• In the event of due fulfillment of the terms and conditions of agreement by the eligible parties, the security deposit mentioned will be refunded after the satisfactory termination of the contract (three years from the issue of work order)

ISSUE OF SUPPLY ORDER AND EXECUTION OF WORK & PAYMENT: • Successful eligible parties shall implement the SHM with in four weeks

from the date of issue of work order. • If the eligible parties do not execute the components of the Soil Health

Mission as per the prescribed standards the department will summarily reject the contract and Security Deposit of such tenders will be forfeited.

PENALTIES FOR NON-COMPLIANCES, VIOLATIONS & NON- PERFORMANCE:

• The person having once given tender shall not withdraw it after its acceptance and if he does, his Earnest Money Deposit will be forfeited to Government. Further, he shall be liable to make good any loss to Government arising out of such withdrawal.

• On placement of the work order, if the eligible parties found violating any of the condition stipulated in the work such eligible parties will be blacklisted.

LEGAL TERMS & COMPLIANCES : • The successful tenderer shall execute an agreement covering the terms and

condition of work order on Rs.200/- non-judicial stamp paper or as per existing procedure at his cost within 7 days from the date of acceptance.

• The least quoted eligible parties will have to present the execution of Soil Health Mission in front of the committee nominated by the department, after commercial bid is open.

• In respect of any dispute arising out of implementation of this tender the decision of the Commissioner for Agriculture shall be final.

• The successful eligible parties shall not be entitled to claim any sort of concessions, whatever on account of the rise in the prices of the articles in the market due to whatever cause during the period of contract.

• For any legal remedies the courts at Bangalore city shall only have the Jurisdiction.

• Brochures with technical details should be enclosed.

Terms and conditions: Validity of EOI:

1. The Eligible parties would be valid for a period of three year from the date executing the agreement (MOU).

2. The Department will not entertain any price revision during the validity period of EOI or extended period thereof.

PENALTY IN DELAY OF WORK: Penalties :- Once the sample is received with 20 days of time, he has to complete the analysis and also issue the Soil Health Cards to the farmers. In case the eligible party does not start the work within the time limit specified. the penalty will be as below.

• Arbitration: In the event of any disputes arising between the parties, the

parties agree to use their best efforts to attempt to resolve all disputes in

prompt, equitable and good faith, in the event the parties are unable to do so

then such dispute shall be finally resolved by arbitration. The arbitration

shall be in Bangalore.

• Settlement of disputes: All disputes and /or difference, whatsoever shall

arise between parties here to relating to interpretation any clause of the

MOU on the rights, duties or liabilities of either party under this MOU or

otherwise in connection with these presents, the matter in difference shall be

determined by a single arbitrator appointed by the Commissioner for

agriculture, Karnataka state in accordance with the arbitration and

conciliation or any statutory enactment on the behalf for time being in force.

• Jurisdiction: The parties here by irrevocably consent to the sole jurisdiction

of the court of Bangalore only in connection with any actions or proceedings

arising out or in relation to this MOU. No amendment or modification, in the

terms of this MOU shall be considered valid unless it is in writing.

• Controlling Officer- The controlling officer for all the aspects of the work

shall be the Commissioner for Agriculture, Bangalore.

• Monitoring and Control- Monitoring and control of the work will be done by

the committee constituted for the purpose.

• The guidelines issued by the department from time to time shall also be the

part of agreement and shall be final and binding to carry out the work.

• The organization shall ensure that the record of day to day work.

• Taxes, Duties and levies- All taxes, duties and levies, fees and other

impositions if any be exerted under the applicable law shall be paid by the

organization. The rates offered shall be inclusive of all such expenses.

• Schedule for completion of task:-

This assignment will be exclusively for three years from the date of

execution of MOU and after completion of third year this shall be treated as

terminated. However the department of agriculture re-signs the MOU with

the organization if extension of the assignment will be required.

• The organization shall be bound to follow the conditions mentioned in the

agreement. In case of failure, the department shall have right to issue show

cause notice to the Organization about failure and withdraw the work order

• Legal Disputes: Any dispute or differences which may arise between the

parties or their representatives, with regard to the construction, meaning

and effect of this agreement or part thereof, or the rights and liabilities of

the parties under this agreement shall be referred to arbitration in accordance

with the provisions of Arbitration and Conciliation Act, 1996. The venue of

adjudication shall be at Bangalore.

FINANCIAL ASSISTANCE:

1. The successful agency will have to start the work within one month from the date of issue of work order.

2. Performance based financial assistance will be provided: Funds will be

released according to the number of soil samples analysed and tasks performed according to the component of soil health mission.

3. Fund Flow: Department of agriculture has the responsibility for the fund flow.

The criteria for selection of Agencies are: The committee of experts headed by Director of Agriculture will evaluate the

Expression of Interest agencies through established transparent criteria (based on

the marks they have obtained and the presentation they make)

- Capacity of the agency to implement the soil Health Mission.

- Their background, previous experience of similar activities and their

performance.

- Self-sustaining ability based on concrete parameters.

- Capacity of the agency to provide trainings when required.

- Background of the agency covering past performance, economic viability,

ability to build multidisciplinary team of experts and undertaking to reach

maximum number of farmers in the target districts.

- A minimum of 50 marks out of 100 is to be obtained by the applying agency to

be considered for making presentations.

- Agencies who obtain more than 50 marks are eligible and they will be allowed

to make a presentation as to how they have planned to go about the

implementation of Soil Health Mission and then considering the amount they

have quoted per sample and final selection will be done.
