Engineering projects being executed by JUIDCO Ltd, in the jurisdiction of Various Urban Local Bodies under UD&HD, Govt. of Jharkhand.

1. JUIDCO ltd. invites offers from the NABL Accredited Testing Laboratory for

Constituting a Panel required for testing of materials, Geotechnical Investigations etc. for

all civil Engineering projects being executed by JUIDCO Ltd, in the jurisdiction of Various

Urban Local Bodies under UD&HD, Govt. of Jharkhand.

2. The State of Jharkhand has currently 50 Urban Local Bodies at present and JUDICO

ltd. under the Administrative control of UD&HD, Govt. of Jharkhand is bound to

provide planned and systematic development of such urban areas to provide basic

civic amenities to the local populace. Such urban areas require efficient transport

management system, Water Supply facilities, drainage system, better civic amenities

for urban poor, pro-active slum control and development strategy, beautification

initiatives of pond lakes and river, energy efficient street lighting systems, City Plans

(Sanitation, Development, Management), Market complexes, ,Municipal Buildings,

Multilevel Parking facilities , Electrical crematoria, modern abattoirs, convention

centers, better environment management and providing the citizens of the state a

better place to live in.

3. Accordingly, sealed proposals/offers are invited from the NABL Accredited Testing

Laboratory having adequate experience of testing in various sectors of Civil

Engineering projects under JUIDCO.

4. Details with respect to submission of such proposal can be downloaded from

juidco.jharkhand.gov.in under tender section.

5. The last date for submission of offers is 11/10/2019 upto 17:00 hrs.

Instruction to Bidders

1. OBJECTIVES

1.1 JUIDCO requires the services of suitably qualified firms having experience in testing of

various material used in infrastructure works for various central/ state govt./ externally

funded projects, to ensure that construction works are in accordance with the standards

fixed by the national standards/ codes to the satisfaction of the JUIDCO. The firm will be

required to have team of suitably qualified & experienced technicians, engineers and

other professionals with the latest equipment, software and other facilities.

2. ELIGIBILITY

2.1 The firms must be certified by NABL, ISO 9001, and should have experience of working

for Govt./ Semi-Govt./PSUs organizations. The Firm must submit their valid NABL & ISO

certificate. The firm must comply with the clauses of ISO/IEC 17025: 15189, 17043,

17034, ISO 14001 whichever is applicable.

3. GUIDELINES FOR SUBMISSION

3.1 Interested firms with requisite experience, have to submit required documents in

detailed as mentioned below: -

3.2 Technical Bid

i. Experience in the field of Material Testing, Soil Investigation in last 2 years. ii. Profile of the company. iii. Turn over details with Balance sheet, P&L. iv. Manpower details. v. PAN Card. vi. GST Registration/Applied for GST Registration. vii. Tender Document Fee of Rs. 5000/- in the form of Demand Draft in favor of

“Managing Director, JUIDCO Ltd.” payable at Ranchi.

4. JUIDCO’S RIGHT TO ACCEPT ANY OFFER AND TO REJECT ANY OR ALL

OFFERS

4.1 The decision of the CMD JUIDCO Ltd regarding the opening of offers, evaluation and

acceptance of the offer shall be final and binding on all the Applicant Firms.

4.2 JUIDCO reserves the right to accept or reject any offer, and to annul the offer process

and reject all offers at any time prior to award of Offer, without thereby incurring any

liability to the affected Applicant Firm or Applicant Firms or any obligation to inform

the affected Applicant Firm or Applicant Firms of the grounds for the JUIDCO’s decision.

5. INFORMATION FOR FIRMS FOR SUBMITTING THE OFFERS

5.1 The Submission of Offers:

5.1.1 Each submitted Offer should be complete in all the respects, including the Tender

Document fee, which must accompany each submitted Offers. The Offers should

enclose duly filled forms as annexed along with.

5.1.2 The Offers should include description of the firm / organization, the firm’s

experience in this field of assignment with Central/State/Semi Government

bodies, the qualification and competency of the personnel available with the firm,

Necessary document in support of technical capabilities in annexed format (T-1,

T-2, T-3, T-4, T-5, T-6, T-7) must be submitted along with the proposal.

5.1.3 An affidavit swearing the correctness of technical data furnished also must be

submitted as per the annexed format (T-8).

5.1.4 Thus, the offers should be annexed with form T-1, T-2, T-3, T-4, T-5, T-6, T-7 &

T-8.

5.1.5 The Technical Proposal shall not include any financial information relating to the

Financial Proposal.

5.1.6 The offer should be deposited offline. The fees as described in Procurement notice

should be in a sealed cover which will be received in the office of:

6. EVALUATION OF THE OFFER

6.1 The offers submitted by various firms will be evaluated using the following criteria:

V. Executed work orders from Central Government/State Government/ Semi-Government, each costing at least Rs. 50,000.00

6.2 Copies of Relevant documents in support of the above criteria should be submitted along

with proof, so as to enable equivalent marking.

6.3 It is mandatory for the agency to have the Accreditation with NABL.

6.4 Technical proposals marking not less than 60% of the total marks as per procedure for

evaluation as mentioned in Clause 6.1 will be selected and constituted into the panel.

7. DECIDING AWARD OF OFFER

7.1 Presently more than 70+ works on various sectors, like Building, Parks, PMAY, Water

Supply, Sewerage System, Septage Management, Area Based Developments etc. are

under execution stage and the DPRs of the various sectors are also under preparation

with JUIDCO.

7.2 The list of empaneled NABL Accredited Testing Laboratory under JUIDCO will be

shared with all the Consultants/Contractors currently working with JUIDCO.

7.3 The decision of engagement by the respective agency will be taken by the respective Consultants/Contractors who is appointed for the job.

7.4 It is compulsory for the Consultants/Contractors to get the testing carried out from among the empaneled firms only.

8. OTHER TERMS AND CONDITIONS

8.1 The Firm shall abide by the instructions issued by the JUIDCO to him from time to time

for the timely completion of the assigned services.

8.2 The firm shall be fully responsible for accuracy for the test conducted by him.

8.3 Any firm which has been barred by the Central Government, any State Government, a

statutory authority or a public sector undertaking, as the case may be, from participating

in any project, and the bar subsists as on the date of Proposal, would not be eligible to

submit a Proposal either by itself or through its Associate.

8.4 If the bidder submits any fabricated document or if it is found that, the bidder has got

any poor past record with the Owner or in any other organization/s, in terms of

manipulation of data or submission of fabricated document or engaged in any other

activity which makes him unreliable, the offer of such bidder will not be considered.

8.5 An Applicant Firm should have, during the last five years, neither failed to perform on

any agreement, as evidenced by imposition of a penalty by an arbitral or judicial

authority or a judicial pronouncement or arbitration award against the Applicant Firm

or its Associate, nor been expelled from any project or agreement nor have had any

agreement terminated for breach by such Applicant Firm or its Associate.

9. SCOPE OF WORK

The general scope of work for firm are as follows: 9.1 The Role & Responsibility of the firm will be testing of samples from JUIDCO Project Sites

& there Suggested sites by the JUIDCOs consultants/Contractors, it may be any site any

project working area all over the Jharkhand, for civil, mechanical, electrical, chemical

testing etc.

9.2 The firm should ensure that the project & testing activities are conducted in compliance

with all applicable Technical Specifications, laws, Rules & regulations. This includes

adhering to the requirements/specifications as mentioned in any particular contract

allotted under a project.

9.3 Collecting the sample request form duly filled in indicating the tests to be conducted

along with the contact details of person who has raised the Test requisition and contact

details where the report is to be sent.

9.4 Collection of requisite numbers/quantity of samples from designated project site.

9.5 Testing of materials as per specification requirement.

9.6 Submission of Test results/report to concern Consultant/Contractor.

9.7 The field and laboratory test results should be prepared in approved format.

9.8 Foundation analysis and design for suitable foundation type(s) along with detailed

recommendations, and for different loads.

9.9 A minimum specified number of Bore Holes shall be made in the plot, as per directions

of the JUIDCO/its Consultants/Contractors.

9.10 All clarifications as required by the JUIDCO Ltd / its Consultants/Contractors. shall

be given and incorporated in the report.

9.11 All complete reports shall be submitted with all details in 6 hard copies, and 2 soft

copies format.

9.12 List of all the Laboratory testing apparatus proposed to be used shall essentially

conform BIS. The Bidder is required to furnish their model, make & capacity wherever

applicable, along with ownership proof.

9.13 List of all the Field equipment proposed to be deployed at site to be furnished.

9.14 All the test should be done as per the standards and relevant IS codes as per the

direction of JUIDCO/Consultants/Contractor.
