1.0 Agriculture is the main stay for the 80% of rural population of the state as their
employment and primary income generating activity. However, agricultural economy
of the state Jharkhand state is characterized by dependence on nature low investment,
low productivity, mono-cropping with paddy as the dominant crop, inadequate
irrigation facilities and small and marginal land holdings etc. Further, dependence of
agriculture on vagaries of monsoon with continuous erratic rainfall pattern has made
the sector very vulnerable, effecting food security in the state apart from its overall
contribution to the GDP resulting in heavy dependence (nearly 50%) on outside
market to feed its populace.
1.1 It has been the constant endeavour of the State govt. to increase the production and
productivity of various crop in the State by optimum utilization of various inputs,
like-water, seeds, fertilizer, pesticide, etc.
1.2 Lack of adequate Soil Testing facilities in the State has resulted into an un-planned
and un-scientific use of chemical fertilizers which results in increased cost of inputs
along with affecting the potential agricultural production, which would have increased
if sufficient Soil testing facilities were made available in the State.
1.3 The State has limited Soil Testing labs (STL) at Ranchi, Latehar, chakradharpur,
Hazaribagh, Giridih, Dumka, Sahebganj, and Gumla Districts under state Govt. which
is highly in-adequate, keeping in mind the magnitude of Soil Testing exercise to be
carried out.
1.4 Accordingly, it has been decided to promote Soil Testing facilities in the State by
encouraging public-private-partnership (PPP) with Govt./Semi-Govt./Non-Govt.
Companies/organization/ agencies to operate the Soil Testing Laboratories in above
mentioned districts of Jharkhand.
2. EOI Procedure
2.1 The Bidders should submit the proposals in two parts :
a) Technical Bid
b) Financial Bid
i) Technical part should contain all such details as mentioned in the Bid Document.
ii) Financial part should contain the financial bid inclusive of all admissible taxes,
duties and levies etc. The details of the financial bid should also be included for
better appreciation of the bid.
iii) These two parts should be submitted in separate sealed and super scribed
envelops.
iv) Both the envelops should then be sealed in a third envelop marked as “Expression
of Interest for setting up of Soil Testing Laboratory in ………………………..……
(name of the district), Jharkhand”
3. A complete set of Bid Document may be purchased by interested eligible Bidders on
the submission of a written application to the Director, Agriculture, Jharkhand, Krishi
Bhawan Campus, Kanke Road, Ranchi – 834008 upon payment of a non- refundable
fee of Rs. 1000/- (Rupees One Thousand only) in the form of Demand Draft in favour
of Director Agriculture, Jharkhand, Ranchi, payable at Ranchi
4. A complete set of Bid Document may be purchased by interested eligible Bidders on
the submission of a written application to the Director, Agriculture, Jharkhand, Krishi
Bhawan Campus, Kanke Road, Ranchi – 834008 upon payment of a non- refundable
fee of Rs. 1000/- (Rupees one Thousand only) in the form of Demand Draft in favour

5. The Bid Document may be purchased personally during office hours on all working
days from 08-07-2015 to 24-07-2015 up to 3.00 p.m. It may also be downloaded
from www.sameti.org and agri.jharkhand.gov.in in which case, the fee in the form of
demand draft should be enclosed with the bid document at the time of submission.
6. A pre-bid meeting shall be held in the office of undersigned on 22-07-2015 at 11.00
a.m. Hrs. All interested agencies are expected to participate in the same.

8. The technical bids shall be opened on 28-07-2015 at 4.00 p.m. hrs. before the duly
constituted committee. The bidder or his authorized representative may remain

9. The Director, Agriculture, Jharkhand reserves the right to cancel/postpone the date
of receipt and opening of the tenders without bearing any liability, whatsoever,
consequent upon such decision.

1.5 Thus, Expression of Interest (EOI) are invited from Govt./Non Govt. Companies/
organizations/agencies to operate Soil the Testing Laboratories in above mentioned
districts in P.P.P. mode. The task refers to providing facility of soil test to farmers of
the state in participatory mode where Director Agriculture, Jharkhand, will make
available soil testing lab building only. Equipments, lab furniture, chemicals,
glassware, man power, water, electricity, other incidental charges etc. will be
provided by the selected agency. They will also have to collect soil samples, record its
coordinates using G.P.S. and other information’s of the concerned farmer have to be
maintained, analysis of soil samples (pH, E.C, Organic carbon, Available N,P,K,S &
B) along with data entry, carry out panchayat/ village wise data classification and
preparation of soil health card and its distribution.
1. GENERAL INFORMATIONS
a) All EOIs should be addressed to Director, Agriculture, Jharkhand, KrishiBhawan

b) Invitation of Expression of Interests (EOI) from reputed companies/
organizations/ Govt./ Semi – Govt./Non Govt. Companies/ Organizations/
agencies to operate Soil Testing Laboratories in all Districts of Jharkhand.
c) The firm should submit its offer duly sealed and superscribed on the top of the
envelope- Name of the firm, EOI notice number, name of tender, date of opening
and details of earnest money deposited.
d) EOI can be submitted by hand or by post. If the tender is sent by post, the
department will not be responsible for any delay in postal transit.The sealed EOI
should be submitted in two parts i.e. Part-i, Technical Bid and part-II, Financial
Bid in separate envelopes duly super scribed on the top of the envelope Part-I
Technical Bid Part-II, Financial Bid. On the date of opening, only Part-I
(Technical Bid) will be opened. Subsequently Part-II (Financial Bid) of only
those EOIs will be opened, which qualify after technical evaluation.
e) EOI received after due date and time will be summarily rejected.
2. Mode Of Work
a) Procurement, installation, commissioning, operations and maintenance of the
soil testing equipments, chemicals, glassware and other articles as per the
minimum requirement indicated by the Director Agriculture, Jharkhand
(Annexure – 1,2,3) should be done by the selected agency out of its own fund.
Make and quality of the articles should be vetted by experts of Department of
Soil Science & Agricultural Chemistry, BAU, Kanke, Ranchi.
b) Providing soil testing facilities to minimum 10000 farmers (at least 10000 soil
samples should be analyzed ) of the district annually within stipulated time and
to take all appropriate actions technically required in this regard. At least 10000
(Ten thousand) soil samples should be analysed & soil health card should be
distributed per year.
c) Issue of Soil Health Cards (SHC) in proforma prescribed (Annexure-4) by the
Director Agriculture, Jharkhand.
d) After one year the performance of the agency will be reviewed and the
Department may ask the agency to conduct additional test for secondary
nutrient/ micro nutrient or any other test.
3. DEPOSIT OF EARNEST MONEY
a) EOI must be accompanied with demand draft (as EMD) of Rs. 40000 (Forty
thousand only) in the technical bid envelop failing which the EOI will be rejected
and price part will not be opened.
b) The Earnest Money should be deposited as account payee bank draft in favour of
the Director of Agriculture, Jharkhand, payable at Ranchi.
c) Cheque /Bank Guarantee/fixed deposit receipt money orders etc are not acceptable
towards deposit of earnest money.
d) In no case E/M will be accepted after opening of EOI.
e) Details of E/M i.e. draft number and date should be indicated on the cover of the
envelope for technical bid otherwise the tender may not be opened and returned to
the party.
4. REIMBURSEMENT OF THE COST OF SOIL TESTING FACILITY
PROVIDED TO FARMERS :
a) Department of Agriculture & Cane Development, Jharkhand, Ranchi would
reimburse the 90% of the cost decided.
b) The cost of testing such soil sample should be clearly quoted in figures as well as
in words in the prescribed format attached (Schedule-12). Rate /Price quoted
should be inclusive of all taxes (CST/VAT/etc) freight insurance, cost of
equipments, glassware, chemicals, cost of procuring samples, printing and issue
of soil health card, operational cost incurred upon man power etc.. Full breakup
of such cost should be mentioned so as to enable the department to scrutinize
and finalize the cost of Soil Testing Facility per sample.
5. VALIDITY PERIOD
Agency should specify the validity period of their offer which should be for a
period of at least 360 days from the date of order.
6. INCOME TAX, SALES TAX CLERANCE CERTIFICATE & OTHER
DOCUMENTS TO BE SUBMITTED.
a) An attested photocopy of the pan card, ITR of last financial year, and Valid Sales
Tax Clearance certificate, J.S.T./C.S.T./VAT should be submitted along with the
technical bid.
b) If the bidding agency is not registered under Jharkhand sales Tax department
then they must give an undertaking through notary affidavit that “They will
complete the work after payment of JVAT/ Jharkhand Sales Tax on their own,
within two months.”
7. BLACKLISTING / DEBARMENT
Affidavit through first class magistrate mentioning that the applicant company/
agency is not black listed by any Government/ Semi government organization”.
A draft for affidavit to be submitted along with the EOI document is annexed
(Annexure-5).
AUTHORIZATION LETTER
8. The Authorization letter (Annexure-6) to submit such EOI should be addressed to
Director, Agriculture, Jharkhand, KrishiBhawan, Kanke Road, Ranchi. Photocopy or
fax cop shall not be expected.
9. Eligibility Criteria For Submission Of The offer
a) The company /NGO/Group/ Association/ Agency Should be Registerd in
Jharkhand or under registration of societies Act, having valid registration shall
only be considered.
b) The organisation should have at least three years experience in providing services
in Agricultural sector.
c) The organisation should have experience of working in soil testing projects.
Agency should have at least three years experience after its registration in soil
testing and should have analysed at least 5000 samples per year.
d) The organisation should have sound and sustainable financial position it should
have minimum annual turn over of Rs. 50 lakh.
e) It should have adequate organizational set up / technical man power/ financial
capability / infrastructure / expertise for the job.
f) The organisation should have a separate and functional office.
g) The organisation should have proper system of accounting and man power
management and must have a regular system of auditing accounts.
h) The organisation, CEO or any member of management committee should not be
convicted in any criminal cases neither the organisation should be black listed.
(The organisation should have to submit documents as a proof of the above in
technical bid)
10. TECNICHAL EVALUATION
10.1 The technical bid submitted will be evaluated on the basis of the following criteria:-

Note: Zero in any of the criteria mentioned above will automatically call for
disqualification.
10.2 All supporting documents should be enclosed as proof, to enable objectives and
transparent marking for each of the above criteria.
11. SELECTION PROCESS
11.1 A nominated committee will evaluate the technical bid received. Technical
assessment will be based on technical evaluation criteria as mentioned in PARA 10.
11.2 On the basis of technical assessment, the agencies have to score in each of the criteria
and agencies having a score of more than 50% will be selected and financial packet of
only such agencies will be opened.
11.3 The work order will be awarded to the company/ organization, who quotes minimum for
operating the Soil Testing Laboratory as per the standard specifications and quality of
government of India/S.A.U.
11.4 The Company/ Organization shall provide the soil testing facilities at the rate per sample
testing as decided by the Director Agriculture, Jharkhand which would be uniform for the
whole state.
The cost per sample soil testing would be decided in consultation with various stake holders
such as State Agricultural University, KVKs, Research Institution, Farmers etc.
12. OTHER INFORMATIONS
12.1 A Memorandum of Agreement (MOA) shall be signed between the selected agency and the
respective DAOs/ SAOs who will be administrative and financial officer of the STL of the
concerned district as per the Performa decided by the Department of Agriculture & Cane
Development, Jharkhand to Provide Soil Testing Facilities for an the initial period of 5 years,
which may be extended in case of satisfactory performance.
12.2 It is expected that each of Soil testing Laboratory would start its operations within 1 month of
such date of MOA, failing which penalty shall be imposed.
12.3 Each such Soil Testing Laboratory (STL) is expected to provide test reports of Soil samples at
an average rate of 1000 soil samples per month . Test reports and sample analysis will be
technically evaluated for accuracy and precision by BAU soil sciences Department. Ten
percent of soil samples analysed will be cross checked by the respective nearest adjoining
STL/ STL of KVK/STL of ZRS..
12.4 The rate of testing of Soil samples may be amended by the Department of Agriculture & Cane
Development, Government of Jharkhand time to time as per the requirement, in consultation
with the selected agency.
12.5 The selected agency will have to keep a security amount of rupees five lakh for each lab in
the form of bank draft in favour of Director of Agriculture, Jharkhand payable of Ranchi.
12.6 The Selected agency shall undertake wide publicity to create awareness for testing of Soil
Samples among the farmers.
12.7 The safety and security of the soil testing laboratory shall be the responsibility of the agency.
Agency will be fined for damages if any.
12.8 Separate expression should be submitted for each district, which should be marked
upon the envelop in bold letters “Expression for operating of Soil testing
laboratory in……………….(name)

12.09 The Bidding parties must ensure that all the proforma /Schedule and Annexure are filled in
their EOI (In company/organization letter head where ever specially mentioned.) Failure to
furnish complete details or furnishing vague information would make the EOI liable for
rejection.
12.10 The bidding party should submit attested copy of Board Resolution of company or power of
attorney authorizing particular person to sign tender & related documents with details of
address of office, residence phase no., fax no., mobile no., email address etc. in the technical
bid envelop.
12.11 The Bidding party shall be deemed to have satisfied himself with all the conditions and
circumstances affecting the prices and the possibility of executing the work.
12.12 The Bidding party shall specially note that any overwriting or correction of manuscript in the
bid shall be ignored and will not be considered authentic unless it is signed with Bidding
Party Stamp/Seal.
12.13 In case of any doubt or interpretation of the terms and condition, the decision of the Director
Agriculture Jharkhand will be final & binding upon the Bidding party and no dispute in this
regards will be entertained.
12.14 The EOI will be rejected on the ground of giving any information or documents or affidavits
which is/are misleading/ false/ incorrect/ contradictory/ fabricated.
12.15 Any correspondence or enquiry subsequent to opening of Technical and financial bid is not
desirable and if the same is indulged into, Director Agriculture Jharkhand may disqualify the
EOI. The Bidding party will be required to abstain from pursuing/canvassing the matter,
directly or indirectly with any officers of Directorate, as the same would also lead for
disqualification of the EOI.
12.16 Service Provider has to take necessary insurance for fire and natural calamities damage for
laboratories.
12.17 The service provider should take care of service tax, their income tax or any other applicable
tax liability on paid bill amount for their work done.
12.18 If the behaviour of any worker being employed by the service provider is not satisfactory to
the officers of the department or the behaviour/ action of any worker in damaging to the soil
testing laboratory, or any worker is addicted to any drug or to any obnoxious drink, then it is
responsibility of the service provider to replace the worker with another suitable person with
immediate effect.
12.19 If any loss were incurred to the Director Agriculture or to the soil testing laboratory due to
negligence or irresponsibility of service provider, or of his worker, then the Department
would deduct equal amount to the loss incurred from the payable amounts/security amount of
the service provider. In this regard no objections or explanation will be entertained.
12.20 Due to negligence or irresponsibility of the service provider or of his workers, if the service
provider stops unfinished then the Director Agriculture Jharkhand will collect the loss from
the service provider.
12.21 Irrespective of the rates quoted even if they are lowest or even though they are highest, The
Director Agriculture, Jharkhand is final authority to reject or to accept the quotation. In this
regard the final authority rests with the Director Agriculture, Jharkhand.
12.22 The Bidding party should invariably write the name and address of the company/organization
on all sealed covers of Technical Bid& on EMD cover ,otherwise the tender will not be
opened , which may please be noted .
12.23 All prevailing rules, regulation guidelines, instruction etc. pertaining to job work contract,
issued by Govt. of Jharkhand through its various resolution/ circulars/ letters shall also be
applicable to this EOI.
12.24 Bidder should have experience of Soil/ Water/ Chemicals/ Materials testing in laboratory or
persons holding the certificate of agribusiness, Agriclinic from MANAGE Hydrabad shall be
eligible to participate. The bidding party must submit the details of experience and a copy of
proof along with technical bid. The bidding party must submit the copy of Pan card also in the
technical bid envelop.
12.25 The Bidding party should obtain valid licence as the provision of labour regulation and
Abolition Act of the State, and should be renewed during the term & contract period
12.26 The bidding party has to submit service tax registration certificate.
12.27 The successful bidder has to deploy minimum required skilled and supporting staff for
analysis work in each laboratory.

Deployed employee should obtain skill training under the supervision of Department of soil science
and Agricultural chemistry, Birsa Agriculture University, Kanke, Ranchi, Jharkhand. The Cost of
Training shall be borne by the Bidder.
12.28 The Service provider shall collect soil samples from the service area of the lab, for this
purpose service provider should skilled and trained staff for collection, analysis and
preparation of soil health card. The procedure and method of soil samples collection shall be
as per manual published by Department of Soil science and Agricultural chemistry B.A.U.
Kanke, Ranchi, Jharkhand. All the information regarding soil samples collection shall be
provided to respective District Agriculture Officer / Director Agriculture, Jharkhand in
prescribed format .
12.29 Yearly minimum 10,000 soil samples should be analyzed for pH, E.C, organic carbon
available Nitrogen, Phosphorus, Potassium, Sulphur and Boron.
12.30 Service provider shall carry this soil analysis as prescribed in the manual published by B.A.U.
Kanke Ranchi.
12.31 All available data from the Soil analysis and basic information of the land holder should be
entered in the soil health card.
12.32 Soil health card shall be prepared in prescribed format by the service provider. After Soil
testing soil health card shall be forwarded to the respective D.A.Os.
12.33 All the operational cost from collection of soil samples to report delivery should be borne by
the service provider.
12.34 The maintenance/ repairing of the instruments and all inputs which are necessary to keep the
lab functional, shall be responsibility of service provider.
12.35 The analysis of samples shall be carried out in allocated laboratory only.
12.36 Record of observation taken during analysis will be maintained in form of lab diary and the
same are supposed to be produced at the time of verification/quality checkup.
12.37 The service provider will maintain the daily work register along with quantity of chemicals,
filter paper etc. consumed .
12.38 The service provider shall submit report of work .carried out on monthly and yearly basis to
respective DAO s.
12.39 Quality checkupof sample testing shall be done on quarterly basis by B.A.U

16. DISPUTE RESOLUTION
If any dispute arises out of the above agreement, it shall be initially decided by Director,
Agriculture Jharkhand. In case of being unsatisfied, an appeal may be made to the Secretary,
Department of Agriculture & Cane Development, Jharkhand whose decision shall be final
and binding upon both parties

17. EOI Procedure
17.1 The bidders should submit the proposals in two parts:
a. Technical Bid
b. Financial Bid.
i) Technical part should contain all such details as mentioned in the Bid Document.
ii) Financial part should contain the financial bid inclusive of all admissible taxes, duties
etc. The details of the financial bid should be included for better appreciation of the
bid.
iii) These two parts should be submitted in separate sealed and super scribed envelop.
iv) Both the envelops should be sealed in a third envelop marked as “Expression of
Interest for operating Soil Testing Laboratory in ...................................(name of
the districts) Jharkhand.
18. A complete set of Bid Document may be purchased by interested eligible Bidders on
the submission of a written application to the Director, Agriculture, Jharkhand, Krishi
