Encompassing Fabrication, Assembly, Instrumentation & Performance Demonstration to ISAC, Bengaluru
ISAC, Bengaluru, is a lead Centre of Indian Space Research Organization (ISRO) for design, fabrication, assembly & testing of Satellites in India. Thermal Systems Group (TSG) of ISAC is responsible for providing a suitable thermal control system for all its Satellites. ISAC invites the proposal from Vendors having adequate know-how, relevant experience & financial background for “Fabrication, Assembly, Instrumentation & Performance Demonstration of Pulse Tube Cryocooler” as per the requirements provided in the EOI document.
The detailed EOI uploaded in our website provides necessary information to assist competent Vendors to prepare their proposals. In addition a Pre-EOI Conference is arranged at ISAC. Details of the Pre-EOI Conference are available in our website along with the EOI document. Interested Companies/Firms can take part in the Pre-EOI Conference in order to have better understanding of the EOI document, clarify doubts if any, & other allied technical & commercial terms & conditions. It may be noted that, only EOIs of the Vendors who have attended the Pre-EOI conference shall be taken up for evaluation.
Interested Vendors are invited to express their interest by downloading the document from our website www.isro.gov.in & submit the same along with the documentation fee of Rs. 500/-, in the form of Demand Draft, drawn in favour of Accounts Officer, ISAC, Bengaluru, within the stipulated due date and time. EOI without the stated document fee will not be considered. Registered Micro, Small & Medium Enterprises (MSME) submitting their EOIs are exempted from payment of the document fee. Copies of valid Certificate issued by MSME Authorities should be furnished along with EOI documents.
EOI with all the necessary required information, in sealed envelope, shall reach the undersigned on or before 09/11/2017; 14:00Hrs., IST, quoting Reference No. ISGE 2017037983 01. EOI received within due date and time shall be opened on 09/11/2017 @ 15:00Hrs., IST in the presence of attending Vendors or their Authorized Representative only on production of valid Authorisation Letter.
This proposal is initiated as a Pre-Bid Qualification. Inadequate / incomplete information shall attract rejection. ISAC reserves the right to accept or reject all or any such EOI, without assigning any reasons whatsoever.
Addendum/corrigendum, if any, to this EOI shall be hosted at our website www.isro.gov.in.

Preamble
Introduction:
ISAC, Bengaluru, is a lead Centre of Indian Space Research Organization (ISRO) for design, fabrication, assembly and testing of Satellites in India. Thermal Systems Group (TSG) of ISAC is responsible for providing a suitable thermal control system for all its Satellites. Stirling type Pulse Tube Cooler (PTC) is developed at TSG to provide 0.7W cooling at 80K. 1W at 80K cooler is in the final stage of development. This cooler is of the active type and requires input AC power for its operation. Cooler description and salient features are given in the relevant sections of the EOI.
ISAC invites the proposal from reputed and experienced Vendors for “Fabrication, Assembly, Instrumentation and Performance Demonstration of Pulse Tube Cryocooler” as per the requirements provided in the EOI document. 1. INTRODUCTION
ISRO Satellite Centre (ISAC), Bangalore is a lead centre of Indian Space Research Organization (ISRO) for design, fabrication, assembly and testing of satellites in India. Thermal Systems Group (TSG) of ISAC/ISRO is responsible for providing a suitable thermal control system for all its satellites.
Stirling type Pulse Tube Cooler (PTC) is developed at TSG to provide 0.7W cooling at 80K. 1W at 80K cooler is in the final stage of development. This cooler is of the active type and requires input AC power for its operation. Cooler description and salient features are given in the following sections
On behalf of ISRO, ISAC invites the proposal from reputed and experienced vendors for “Fabrication, Assembly, Instrumentation and Performance Demonstration of Pulse Tube Cryocooler” as per the requirements provided in the subsequent sections of this EOI document.
2. CRYOCOOLERS The word Cryogenics is a combination of the Greek word ‘kryos’ (very cold) and ‘genes’ (to produce). Thus cryogenics deals with the production of very cold (low) temperatures from close to absolute zero to a limit generally described as 120K. Cryocoolers or cryogenic refrigerators are devices generally working on a closed cycle with helium as working fluid used to generate temperatures in the cryogenic range for the applications mentioned above. Cryocoolers in general are classified as regenerative or recuperative systems.
The most common recuperative cycles are the Joule-Thomson, Brayton and the Claude cycle, the schematics of which are shown in Fig 1.

The Stirling, Pulse tube and Gifford-McMahon are the commonly used regenerative cycles, the schematics of which are shown in Fig. 2.
3. SYSTEM DESCRIPTION Among the Pulse tube cryocoolers developed, they may be broadly classified as –
a) Stirling type PTC and
b) GM type PTC
c) In each category, there exist three types of configurations as shown in Fig.3.

TSG has developed U-tube type Stirling cycle based PTC with static pressure of
about 30 bar (fig.4) and is free from valves that are present in GM PTCs.

3.1 SALIENT FEATURES OF THE PTC 3.1.1 COMPRESSOR ASSEMBLY
The primary function of this assembly is compression of the working fluid i.e. Helium, which results in generation of the pressure wave at the desired frequency. A moving coil linear motor powered by an AC signal is used to accomplish the same. It comprises of sub-assemblies viz: : Compressor main body & interconnecting tube assembly, Piston assly, Linear motor assly, lvdt assly and bottom cover assembly.

In general, finished dimensions in the range of 3 – 80mm will have tolerances ranging from 0.005 to 0.02 mm.
3.1.2 EXPANDER ASSEMBLY
The primary function of this assembly is to expand the compressed gas received from the compressor to generate the needed cryogenic temperature. This assembly houses the cryotip on which the detector is seated along with the Vacuum enclosure / Dewar. The Expander in itself comprises of the sub-assemblies viz: Expander base flange assembly, Cryotip & Detector Interface assembly and Regenerator assembly

3.1.3 PHASE SHIFTER
It comprises of a small diameter tubes, which is coiled to obtain compactness and a reservoir connected by suitable adaptors, all of which are assembled to obtain hermetic joints. This sub-assembly will be attached to the warm end of the Pulse tube on the test rig.

3.2 PTC ASSEMBLY ON THE TEST RIG
Post realisation of the three main sub-assemblies viz: the compressor, expander and phase shifting mechanism, all of them are assembled on the test rig as shown in Fig – 5 and detailed in flow chart below.

4. PRE-REQUISITES
To realise the assembly as detailed in Section – 3, the following facilities would be necessary along with the expertise in manufacturing and assembling such systems. The machines selected / used for fabrication should yield components with finished tolerances as indicated in Table – 2, 3 & 4.
a) A modern machine shop with the following equipment for fabrication of the components.
- CNC Milling machines. - CNC Turn-Mill Centres. - CNC Spark Erosion Machine. - CNC Wire-EDM Machine. - Tool & Cutter Grinding Machine. - CNC Diamond Turning Machine.
b) Vacuum furnace for heat treatment at different stages during component fabrication.
c) A modern welding shop with facility for Laser and EBW welding with necessary tooling / fixtures to handle and weld the sub-assemblies discussed in Section – 3.
d) The other minor facilities will include those needed for coil winding, sand blasting and Ultrasonic cleaning.
e) For realising the assembly an environmentally controlled area equipped with clean air benches (laminar flow type) should be available.
f) Vendor shall hold full responsibility of execution of this product completely in all aspects.

5. SCOPE OF WORK
5.1 Vendor’s responsibilities Activities encompassing component fabrication as per drawings given
by ISAC, sub-assembly and final assembly of the PTC. Will culminate with realising the PTC as shown in Fig – 5.

5.2 ISAC responsibilities To provide the full set of drawings with all necessary instructions for
fabrication and assembly, up to culmination of PTC realisation as shown in Fig – 5.
Provide clarification(s) at any stage of component fabrication / assembly.
Provide facilities for evacuation, purge and charging of Helium gas into the PTC.
Performance evaluation of the delivered PTC.
6. FACILITIES AVAILABLE AT ISAC.
All facilities needed to meet ISAC’s responsibilities viz: Evacuation/purge/ charging of working fluid and performance evaluation thereon will be made available.

7. REALISATION PROCEDURE FOR CONTRACT
7.1 Steps for selecting the potential vendor:
The following flowchart depicts the steps for selecting the potential vendor.
a) The process begins with the call for Expression of Interest (EoI). A Pre-EoI
Conference is mandatory for all vendors who wish to participate and would
be conducted at ISAC campus before the submission of EoI. The purpose of
the conference is to provide vendors an opportunity to seek clarifications
regarding any aspect of the EoI and satisfy themselves before submission of
their response.
b) The interested vendors shall submit the response to EoI clearly indicating
the details required in chapter 9 as per response format with supporting
documents.
c) The vendors finally responding to the EoI shall be shortlisted based on
their compliance with the EoI requirement. A visit to vendor’s campus may
be conducted for assessment of the capabilities stated in the EoI.
d) Subsequently all the short listed vendors will be called for a meeting at
ISAC wherein detailed presentations on the scope of work, roles and
responsibilities and modalities of engagement will be made.
e) The vendors shortlisted (based on EoI and assessment of their potential
to carry out the proposed work) would be issued Request for Proposal,
inviting their technical and commercial bids at a later date. Subsequently,
based on the response to RFP, a potential vendor will be selected and order
will be awarded.

7.2 Guidelines for EoI submission:
The objective of this EoI is to fabricate, assemble and demonstrate the
Pulse Tube Cryocooler (PTC) as discussed in the scope of work. The
interested vendor are expected to examine all instructions, scope of work,
vendor pre-requisites & expertise, confidentiality & non-disclosure, general
terms & conditions, submission guidelines and other details in the EoI
documents. Failure to furnish complete information as mentioned in the
EoI documents or submission of a proposal not substantially responsive to
the EoI documents in every respect will be at the Vendor's risk and may
result in rejection of the proposal. The EoI is not an offer and is issued with
no commitment. ISAC reserves the right to withdraw the EoI and change or

vary any part thereof at any stage, if it determines that such action is in the
best interest of the Government of India. ISAC also reserves the right to
accept / reject any proposal, should it be so necessary at any stage.
The proposal should be submitted as an Expression of Interest (EoI), clearly
providing the details requested below with documentary proof/supporting
documents.
The vendor has to provide the information as per the formats prescribed in chapter 9 Response Format. The overall compliance matrix as per section 9.8 should also be submitted as per of the EoI proposal. All these inputs may be furnished in MS word document neatly typed in the said formats. The proposal and all correspondence and documents shall be written in English.
7.3 GENERAL TERMS AND CONDITIONS
7.3.1 This EoI is not an offer and is issued with no commitment. ISAC reserves
the right to withdraw the EoI and change or vary any part thereof at any
stage. ISAC also reserves the right to accept / reject any vendor/proposal,
should it be so necessary at any stage.
7.3.2 Timing and sequence of events resulting from this EoI shall ultimately be
determined by ISAC
7.3.3 By submitting a proposal, each vendor shall be deemed to acknowledge that
it has carefully read all chapters of this EoI, and has fully informed itself as
to all existing terms and conditions.
7.3.4 The vendor shall not subcontract the work related to the PTC fabrication and assembly to any other third party without the permission of ISAC.
7.3.5 Vendor shall compulsorily fill up the Response format and compliance matrix
(Part- I & Part- II) as given in chapter 9 in the EoI

7.3.6 The cost of components/systems damaged due to negligence/mishandling
by the vendor shall be recovered from the vendor’s payment
7.3.7 Minor rework and testing thereon required due to the above shall be done
by the vendor without any financial implications.
7.3.8 ISAC shall provide the necessary infrastructure/equipment while the Vendor
shall ensure the availability of all necessary resources and logistics support
required for the execution of the work at ISAC
7.3.9 Vendor shall ensure the minimum wage guidelines like salary, ESI, PF and
Insurance etc. for their manpower as per the wages act and produce the
evidence documents when required
7.3.10 Start of project will be decided and communicated by ISAC through work
order by ISAC focal point.
7.3.11 Orientation training Programme shall be provided by ISAC to the vendor 7.3.12 Vendor shall be prepared to accept any short closure of the work order
decided by ISAC.
7.3.13 The Vendor must be a registered company under the Companies Act, 1956
or a partnership firm registered under Partnership Act or a Proprietorship
firm. The Vendor should be registered with the concerned departments
[Service Tax, Sales Tax, GST etc] for legally carrying out its business
activities. The Vendor should submit Self attested copy(ies) of the
Certificates of Incorporation and other certificates that are legally required
for carrying out its business activities. The certificates should be valid at the
time of EoI submission and should be certified by an authorized signatory.
A copy of PAN Card should also be submitted.
7.3.14 If the vendors are falling under the category of Micro Small Enterprises as
per Public Procurement Policy of GoI, valid certificate from NSIC shall be
submitted along with their quote for consideration.
7.3.15 The Vendor shall provide the details of the ownership of the company and
details of owners / directors along with complete addresses of the owners /
directors and their other activities. If the company is owned by another
company similar details of the owner should be provided.

7.3.16 Not be insolvent, in receivership, or being wound up, not have its affairs
administered by a court or a judicial officer, not have its business activities
suspended, not have been blacklisted, defaulted and must not be the
subject of legal proceedings for any of the foregoing reasons;
7.3.17 Not have, and their directors and officers not have, been convicted of any
criminal offence related to their professional conduct or the making of false
statements or misrepresentations as to their qualifications to enter into a
procurement contract within a period of three years preceding the
commencement of the procurement process, or not have been otherwise
disqualified pursuant to debarment proceedings;
7.3.18 Not have a conflict of interest in the EoI in question as specified in the EoI
document
7.3.19 The Vendor / company should be located in and around Bengaluru for ease
of interaction / logistics.
7.4 Confidentiality and non-disclosure
All documents prepared for fabrication, assembly, integration, test procedures, log
books, drawings, schematics and any other communication, codes revealed during
the product realisation will be exclusive property of ISAC and vendor shall have no
right whatsoever on them.
These documents are to be strictly confidential and should not be reproduced,
copied/ transmitted to any media without explicit permission of ISAC.
Further, the vendor must not quote any of these works in any publications or to any
of their customers without explicit permission from ISAC and adhere to strict
confidentiality. NDA to this effect shall be furnished by the successful vendor as per
the standard format of ISAC.
8. REVIEW AND MILESTONES Stages of the fabrication and assembly will be reviewed periodically at mutually
agreed upon intervals and the progress monitored. Each sub-assembly completion is
considered as a milestone whose final parameters will be documented and verified.
