2. DESCRIPTION OF THE PRACTICE

2.1. General definition of the practice

Main activity

The objectives set by El Legado Andalusí Foundation are based on the reassessment and dissemination of the Spanish-Muslim civilisation by means of its art and culture and historical and social relationships with the Arab world, the Mediterranean environment and the Latin America. The activities we are developing to achieve these objectives include the promotion of cultural and rural tourism, traditional arts, the protection and restoration of our vast heritage of monuments and art.Peninsula Promote the towns of the Routes of al-Andalus.

Main objective

These aspects can be found in the Routes of El Legado Andalusí, which are historical and traditional roads travelled along in years gone by historical travellers that will increase the number of tourist activities available in inland Andalusia. The Routes of al-Andalus take in more than two hundred towns throughout the IberianPromote the towns of the Routes of al-Andalus , promote cultural tourism, promote economical development

Describe both qualitative and quantitative results of the practice:

Qualitative results: For the Routes’ implementation, various activities have been initiated: • Collaboration agreements with town councils. The brand of the Routes of al-Andalus has a significant value. Destinations can gain value from this image and can promote visits to small and medium towns between main Andalusian tourist cities. • Setting up of databases: heritage, tourism infrastructure and attractions. • Signposting. The Routes of al-Andalus are properly indicated by a signposting system displaying practical information on the itineraries

• Signposting: at present, there are signposts and landmarks all over the different routes as followed: Route of the Caliphate (189), Route of Washington Irving (186), Route of Nasrides (215) and Route of Almoravids (380). • Establishment of Information Points in each town .At the moment there are four routes with a total number of 113 information points. The Routes of al-Andalus provide a complete network of information points on: the Route of the Caliphate (25), the Route of Washington (26), the Route of Nasrides (32) and the Route of Almoravids and Almohads (30). • Publication of tourist material: guides, brochures, posters, etc. • Cataloguing of heritage and tourist infrastructure. • Networking with partners and collaborators of the al Andalus routes (including SMEs). Educational routes – Andalusian Ministry of Education • School year 2007-2008: 1 day routes: 5,760 students + 480 teachers 5 day routes: 480 students + 40 teachers • School year 2008-2009: 1 day routes: 5,760 students + 480 teachers 5 day routes: 168 students + 14 teachers • School year 2009-2010 1 day routes: 5.760 students + 480 teachers 5 days routes: 168 students + 14 teachers Routes of al-Andalus – tour groups managed by the tour operator TUI-Spain •From 2009 till end of 2011 more than 35173 visits to The Routes of El legado andalusí- - Local development is one of the main objectives of the Routes of al-Andalus and the participation of SMEs is essential. In any case, the active role of SMEs is recent. In the publications of three of the most developed routes (the Route of the Caliphate, the Route of Washington Irving and the Route of the Almoravids and Almohads) there is a list of accommodation, restaurants and craft and handicrafts shops and workshops in the destinations associated with the Routes (see Tables 6,7 and 8). At present there are hundreds of associates, mainly hotels, restaurants, tourism companies and tourist reception centres involved as partners. They use the brand and the symbol of the Legacy of al-Andalus Foundation that identifies them as collaborators. The reference to the European Cultural Routes programme is also included.

- Weekends of The Routes of El legado andalusí. On the last weekend of October 2012, Alhama de Granada (Granada), a town that is on the Washington Irving Route, was the guest official in charge of providing colourful, festive, culture to the al-Andalus Pavilion and the Granada Science Park. There were more than 2500 visitors who came during the two-day exhibition and had the opportunity to experience the rich heritage, culinary and tourism activities offered by the municipality of Alhama de Granada. These promotional activities are very important for SMEs involved in the routes. Another important action is the creation in 2009 of the card "Friends of the Legacy of al-Andalus ", which is free for those interested. This initiative aims to facilitate the participation of the card holder in the activities

organised by the Foundation, with the aim of raising awareness of Hispano-Muslim civilization, its art, its monuments and the historical and social relations with the Arab world and Maghreb. It also has the objective of promoting the al-Andalus routes and the towns associated with them. Cardholders will benefit from a 10% discount in associated route establishments. In this sense, agreements with Federación Provincial de Empresas de Hostelería y Turismo de Granada (Federation of hotel management and tourism companies of Granada) signed in June 2008 open the active collaboration with the SMEs associated to the Routes of al-Andalus in the province, as show our research results from the analysis of the on-line and telephone survey. - Programmes such as “Vive tu legado” (Live you legacy), annually offerings day or weekend visits to various destinations of the Routes of al-Andalus, such as “Discover the cities of al-Andalus”,, which contribute to the development of social tourism (senior tourism, women associations, youth organisations, etc.), and “Conoce tu provincial a través de las Rutas del Legado Andalusí” (Get to know your province through the Routes of al-Andalus), promoted by the Diputación de Granada to develop domestic tourism with a supply tourist offers for weekends. e.g. Number of restaurants connected; number of sites connected; number of institutions connected, certified, assessed, promoted…

Since 2004 there has also been an agreement with Turismo Andaluz S.A., the Official Andalusian Tourism Board. In the collaborative framework with Turismo Andaluz, the Routes of al-Andalus are present in tourism fairs in Spain (FITUR in Madrid, Expovacaciones in Bilbao, SITC in Barcelona, the International Cultural Tourism Trade Fair in Malaga, Tierra Adentro in Jaen, etc.). They are also represented outside Andalusia and outside Spain, included in the Andalusian Tourism stand; heritage fairs (i.e. Cultural Heritage Fair in Paris in collaboration with the European Institute of Cultural Routes). They are also a feature in fam-trips and press-trips, respectively, for tour operators and journalists.

Turismo Andaluz has signed a collaboration agreement with the Legacy of al-Andalus Foundation, and another with the Granada Science Park and the Museum CajaGranada Memoria de Andalucía for the promotion and commercialisation of these cultural tourist attractions. Through these agreements, the Routes of al-Andalus and the two museums will be sold in packages on the market, respectively, through the tourist office networks of Viajes El Corte Ingles and Halcón Viajes.

Thematic exhibitions carried out by the Legacy of al-Andalus with more than 60 productions can also contribute to the promotion of cultural itineraries and routes. In this sense it is important to note that some of them are organised in Algeria, France, Germany, Japan, Mauritania, Mexico, Morocco, Pakistan or Tunisia. Other activities such as professional meetings and especially publications of over 70 titles also promote the routes.

In November 2005 an agreement of cooperation was signed with the Paradores. Thanks to this agreement the Paradores hotels located in Andalusia and integrated in the Routes of the Legacy of al-Andalus will set information points for their costumers’ use about these cultural and historical routes. The agreement includes the creation of a Legacy of al-Andalus Cultural Route of Paradores, the organisation of food conferences on the subject of al-Andalus gastronomy; the joint production of itinerant exhibitions, conferences and concerts, as well as an advertising campaign for the promotion of the Routes of al-Andalus. One of the best joint activities is the edition of a photographic contest named “La Mirada del viajero” (the eyes of the traveller).

Publications (guides, brochures, magazines, etc.) and the web are the two most important tools for the promotion of the cultural itineraries and Routes of al-Andalus. Website, facebook pages, newsletters, catalogues, agreements, depliants, brochures, videos, tv formats, events, publications, musical CDs, Facebook and Twitter and in other social networks; Since 2005 there are guides, cycling routes, brochures and promotional videos for the four implemented Routes of al-Andalus: the Route of the Caliphate, the Route of Washington Irving, the Route of Nasrids and the Route of Almoravids and Almohads. In September 2005 an agreement was made with Morocco’s Ministry of Tourism for the publication of the guide of the cultural itinerary of Almoravids and Almohads published in French and Spanish. The last guide published corresponds to this route in Portuguese and Spanish. There are two important travel guidebooks published in Spain about the Routes of al-Andalus. One published by País-Aguilar, “Rutas de El Legado Andalusí”, with a new version in Spanish and old editions in English, French and German. The other is “Andalucía andalusí”, edited by Anaya in its collection Guías

TresD, only in Spanish. In 2005, the Conde Nast Traveller published a special monographic issue about the Routes of the Legacy of al-Andalus. Official websites of the Legacy of al-Andalus Foundation are in the process of being updated. At the moment there are four main websites: the institutional website (www.legadoandalusi.es), the website to promote the thematic al-Andalus Science Pavilion (www.alandalusylaciencia.es), the website to promote the cultural itineraries and routes (rutas.legadoandalusi.es), the press website (prensa.legadoandalusi.es) and the book shop (www.librerialegadoandalusi.es). All of these websites are in Spanish only. On the website related to cultural itineraries and routes there are interactive maps with links to SMEs involved in the route with the status of its collaborators.

3. RESOURCES

3.1. Financial resources

The Legacy of al-Andalus Foundation is a public institution and is financed with public money, except for specific actions for which it obtains some financing from sponsors and donors. For tourist related activities it receives funding from the Ministry of Tourism of the Government of Andalusia. For cultural activities the funds come from the Ministry of Culture of the Government of Andalusia. The Andalusian Ministry of Education also promotes the routes between students and more than 6,000 participate. There are other organizations who contribute to the promotion of the Routes of Al-Andalus. It is important to emphasize the role of Tourspain, the Spanish national tourist board. The European Commission also provides one of the most important sources of funding. In this manner the Legacy of al-Andalus Foundation has partaken in several projects, some of them related to cultural tourism and the development of sustainable tourism

5.2. Success Factors of the practice

Describe success factors:

To speak about The Routes of El legado andalusi is to speak about a mark, a concept that brings together multiple subjects such as history, culture, heritage, peoples, traditions… around specific paths, mainly plotted on an Andalusian map and having a basis and historical inspiration whose reality is the acceptance of Andalusian towns rich in history and traditions, in work, in stories, full of things to offer; in short, rich in hospitality. -El legado andalusí has retrieved these initial paths through the Routes, that guide us along 280 towns, many of them far from the usual tourist circuits. -The Routes of El legado andalusi reinforce the inland tourism offer and its main aim is to turn the routes in engines for the development of the areas along the roads. -One of the strong points for the achievement of this objective is the task developed along with tour-operators to get them dissociated from the standard circuits represented by city tourism and by sun and beach tourism as they open to the new experiences and possibilities offered by inland tourism. One of the outstanding results is the inclusion in the circuits organized by this tour-operator of municipalities such as Priego de Córdoba, Píñar, Arcos de la Frontera o Baños de la Encina, that are already receiving group visits. Apart from patrimonial visits, groups carry out activities, workshops, olive oil tastings, visits to unusual premises and they discover the local gastronomy typical from these areas. The collaboration with different public and private organisms allows the Foundation to have an essential support for the development and encouragement of cultural tourism. All these initiatives promote culture, stimulate social-cultural activities, disseminate and promote the Routes of El legado andalusi among the general public so they can have a better knowledge of their

environment, setting themselves up as spokesmen of their own patrimony and favouring a positive current of opinion so they can feel EL legado andalusi as their own.

At present, the greatest difficulty we find for the development and maintenance of the Routes of El legado andalusi is the budgetary constraints due to the global economic crisis we are going through.
