    V. The Project

    1. Justification/Rationale:

    There is now a growing interest in goat production because of its

    economic potential and market opportunities. Goat raising offers

    several advantages compared to other livestock and poultry

    production endeavors. Goat can convert crop residues and agro-

    industrial by-products into meat and milk even when they thrive on

    harsh environment. They digest cellulosic feed materials more

    efficiently (PCARRD, 2004). It is also low in fat, good tasting alternative

    to chicken or fish (Raising Meat Goats for Profit, Gail Bowman).

    Moreover, they can subsist on agricultural vegetation, crop residues,

    grasses, legumes and by-products including rice bran, cassava chips,banana or papaya peelings, sugarcane tops, corn stover, rice hull,

    brewers spent grains, pineapple pulps (Peacock, 1997).

    Goat can also be integrated into rice farming and established

    plantation of coconut, tamarind, mango, rubber, etc. their ability to

    utilize farm by products and farm wastes and survive in marginal

    environment makes them highly important, mainly grasses, weeds and

    legumes, are put to good use as rations (PCARRD, 2004).

    The most common practice of farmers in the municipality of Bataraza

    is to maintain or raise one to three head of animals in the backyard,

    hence, is commonly known as backyard production system. They

    normally keep livestock as a source of supplementary farm income,

    particularly, as a means of providing ready cash in time of financial

    difficulty and to a lesser extent they are keep raising livesrock to meet

    household food requirements.

    The population of Bataraza is composed of 30% Muslims and the rest

    are Christians that dominates the total populace. Goat is one of themost commonly raise animal in the municipality in small scale despite

    the availability of the large area for pasture development and grazing

    especially in the upland and coastal areas where goat farming can be

    integrated under coconut plantation.

    The population of goat in the municipality is low as compared to other

    livestock. However, despite this current situation, there is always a big

    demand for chevon meat especially in the Islam communities locally

    and internationally. This is big opportunity for the municipality

    Bataraza to become a major supplier of goats, goats meat and other

    products because of its strategic location with the neighboring ASEAN

    countries and the presence of the open ports in Brookes Point; and the

    possible opening of another port in Bataraza very soon. Moreover, the

    presence of two nickel mining companies that brings migrants into the

    municipality is also a potential market for goats meat and other by-

    products. These migrants have a craving for specialty food such ascaldereta, papaitan and kilawin that is being served in the

    different kambingan restaurants being established in the locality.

    This current situation shows that goat farming needs to be further

    developed because there is great potential both in local and foreign

    market. Through this project, economic stability is envisioned to be

    realized in the municipality with more jobs expected to be created and

    the incidence of poverty is reduced which is the main objective of

    Millennium Development Goal of the present administration.

    This proposed project, Establishment of the Goat Multiplier Farm in

    the Municipality of Bataraza aims to support in increasing the breeder

    base population of goats in the municipality and the province as well

    because of the growing demand for goats as breeding stocks for

    production purposes; as source of meat, milk and other products and

    by-products in the local market and the great potential in the

    international market primarily for health reasons and the changing

    ethnic demographics in the different developed countries. This project

    will also address the multifarious problems of the goat industry in themunicipality and the province in terms of high cost and insufficient

    supply of breeding animals, low productivity and health management

    problems.

    Moreover, the project aims to assist in alleviating the poverty situation

    in the municipality of Bataraza by providing farmers quality breeding

    animals at affordable price that can be used in their backyard goat

    raising project to augment their income. It will also serve as a source of

    breeding animals for other Local Government Units that can be used in

    their production centers and stations under their Goat IndustryDevelopment Program and for the private sector who are interested to

    venture in commercial goat production operation.

    2. Project Description:

    The Establishment of Goat Multiplier Farm in the Municipality of

    Bataraza is an agribusiness development project that will involve the

    production for sale and loan of offspring produced from the 20 graded

    does and 2 breeder bucks as initial foundation stocks. It will produce

    52 weanling kids composing of 50% female and 50% male on the first

    year of operation. From the total number of offsprings weaned, 50%

    will be allocated for distribution to farmer recipient on loan basis while

    the remaining 50% will be allocated for sale to enable the project

    become self-liquidating and sustainable.

    The proposed project shall have the following components;construction of perimeter fence; establishment of pasture and legumes

    or pasture development; construction of goat house; procurement of

    stocks (20 head graded does and two purebred bucks, Anglo Nubian

    and Boer); procurement of farm tools, supplies and materials and

    procurement of drugs and biologics.

    The care and management of goats shall be semi-intensive where

    goats are confined in the housing and fed through cut and carry

    method and likewise to be partially grazed as a form of exercise. The

    farm shall also adopt a herd health management program to ensurethat goats are disease-free and maintain a healthy body.

    The project shall have two operational schemes, as follow:

    A. Goats Loan Program This program shall involve thedistribution

    of weaners to interested farmer beneficiaries who want to engage

    in goat raising through production of breeding goats or goats for

    slaughter purposes. Under this program, the farmer shall repay the

    Local Government Unit in kind or payment of the book value

    of animals (cash).

    a. Each beneficiary who received two heads of goats (1 female and

    1 male) shall return to the Local Government Unit, three (3)

    head of goats (one male and two females) within a period of two

    years; or

    b. A beneficiary who received the two heads of goats (1 female and

    1 male) can pay 75% of the book value of the animals within a

    period of one year.

    B. Goats for Sale Program

    An intensive selection and culling methods shall be adopted also.

    Under this management approach, goats shall be priced based on

    its physical attributes and performance and prevailing market price.

    3. Project Objectives

    A. General Objective:

    a. To develop the goat industry of the Municipality of Bataraza byincreasing the breeder base population through continuous genetic

    improvement, development and dissemination of current

    technology packages on livestock production and management and

    adequate access of stakeholders to information, trainings and

    animal health services;

    B. Specific Objectives:

    a. To encourage farmers to engage in goat production that will

    contribute to the attainment of food security in the municipality

    and the province of Palawan as well;

    b. To generate employment and income opportunities for the

    marginal sector in Bataraza that will contribute to the reduction if

    not elimination of poverty;

    c. To enhance the awareness of farmers in the integration of

    livestock to crops and increase goat population to supply the

    increasing demand for goat meat; and

    d. To increase farmers income and alleviate poverty in rural areas.

    5. Project Location

    The Goat Multiplier Farm of the Municipality will be established in a

    two-hectare area inside the compound of the Rural Agricultural

    Center that is located in Sitio Inyam, Brgy. Bonobono, Bataraza,

    Palawan and shall be managed by LGU Office of the Municipal

    Agriculture.

    8. Sustainability Plan

    To make the project sustainable, the project should shall function as an

    agribusiness development project, hence, income generating and self-

    liquidating. Under this concept, the farm shall adopt two distribution

    schemes, namely: the Goats for Loan Program or the paiwi system

    approach and selling of doeling or buckling (4-5 months)

    The business operation of the farm shall be governed by existing policies of

    the Local Government Unit. All financial transactions shall be in consonance

    with government accounting rules. Other expenses like personal services in

    the provision of technical assistance to the project will be included in AIP

    under the office of the municipal agriculture. The main concern is to provide

    basic services to our clienteles in order to elevate their economic situation

    and address poverty in rural areas.

    9. Socio-Economic Aspect

    The project would generate income and create employment in the operation

    and provide additional income to the farmer and its family members by

    integration of livestock to crops and utilization of idle lands as pasture and

    grazing area for the goats. Soil fertilization is also one of the benefits from

    the project, because of the animal wastes that turns into organic matter.
