mySA GOV is a new online account and app which will provide single account access for South Australian Government services.

A key feature of the app is the digital licensing function, which will enable South Australians to securely store selected government-issued passes and licences on their Apple or Android smartphone or tablet.

Each digital pass and licence will include a barcode which can be scanned and verified. The one- time barcode will be generated each time the app is accessed, and every 30 seconds it is in use, to prevent fake digital passes and licences from being used.

Digital passes and licences may help streamline how your business verifies government-issued passes and licences, and can assist you in keeping records of who was verified and when.

If your business has a requirement to verify the passes and licences available, you may encounter a growing number of digital versions as the mySA GOV app becomes more popular.

While we are asking South Australians to continue carrying their physical licence, some licence holders may choose to only carry their digital pass or licence. To verify digital passes and licences your business can create a mySA GOV account and install the mySA GOV app on a workplace Apple or Android smartphone or tablet.

While digital passes and licences are now available in South Australia, standard physical licences and passes will remain in use for the foreseeable future and will still be provided to all licence holders.

This guide covers how your business can set up a mySA GOV account and validate digital passes and licences using the mySA GOV app.

Creating a mySA GOV account onlineA mySA GOV account (formerly known as the EzyReg account) lets South Australians complete transactions that require extra confidentiality and security. South Australian licence or learner’s permit holders, or anyone with a registered vehicle can apply for a mySA GOV account. To access the mySA GOV app a user must create a mySA GOV account.

Organisations and businesses can create an unverified mySA GOV account to log into the mySA GOV app and scan South Australian digital passes and licences. With an unverified account, you will not be able to add passes or licences to the app.

Step 2Agree to the terms of use for the mySA GOV account website.

The terms of use can be viewed by clicking on the link. By clicking “accept”, you agree to the terms and conditions.

To create an unverified mySA GOV account online simply follow these steps:

Confirming your identity: During the account creation process you will be asked to confirm your identity.

If you are creating an account to enable your organisation or business to scan and verify South Australian digital passes and licences using the mySA GOV app then you do not need to confirm your identity.

Step 1Visit sa.gov.au/mysagov

Enter in a valid email address and choose your password. Only one email address can be linked to one mySA GOV account.

Depending on the size of your business or your process to verify passes and licences, you can create separate mySA GOV accounts for each workplace device.

You do not need to be a South Australian resident or licence holder to create a mySA GOV account.

Step 3An email containing a link will be sent to your nominated email address. Click the link in the email message to complete the account creation process.

If you do not receive this email, it may have been blocked by your providers SPAM (junk) filter. Make sure that you check your ‘junk mail’ folder and add sa.gov.au to your ‘safe senders’ list.

Step 4When your account is active you can use your mySA GOV account email address and password to log into the mySA GOV app. This account will be unverified unless you confirm your identity.

Confirming your identity will allow you to link the account to an individual or organisation and access personal information about licences and registrations. It is recommended that organisations and businesses

Step 2Download the App

Visit the App Store or Google Play to download the mySA GOV app onto your Apple or Android smartphone or tablet.

Step 3Log in

Log into the mySA GOV app using your mySA GOV account details.

The first time you access the app you will be asked to set a four-digit PIN. This PIN can then be used to open the app, or to access digital passes or licences which you may have linked to the app.

If you incorrectly enter the PIN too many times, you will be forced to log into the app with your mySA GOV account details and set a new PIN.

Step 4If your mySA GOV account is linked to an individual (i.e you confirmed your identity during the account creation process) you can add selected passes and licences to the app.

If your account is unverified, you will not be able to add passes or licences to the app. With an unverified account you can only validate digital passes and licences that are displayed in the mySA GOV app on the licence holder’s device.

Adding digital passes and licences

When you are logged in, you can add passes and licences by pressing the ‘+’ button in the top right corner of the app screen. Enter your details, if prompted, and then you’re ready to go digital.

Tap on the details or overview tab to view both sides of the digital pass or licence. The details screen will show the scope of the licence, conditions and any actions that are available.

Step 5Validating digital passes and licences

To validate a digital pass or licence press the validate button (located at the bottom of the app screen), and point your camera at the barcode on the pass or licence you wish to verify. If the pass or licence is valid, a three tone chime will sound and a copy will appear on your phone for 30 seconds. The licence copy will only show the name, age and photo of the licence holder and will not be saved to the phone. Validation sounds can be managed in the app’s settings. When a digital pass or licence is validated the first initial and last name of the licence holder and the type of licence scanned will be recorded on the validator’s app. The licence holder’s app will also record when their digital pass or licence has been validated. This information can be deleted from the app or can be kept by a business for reporting purposes.

If the barcode does not appear on the licence holder’s device, the device may not be connected to the Internet. In place of the barcode a message will appear stating the last time that the device was connected to the server.

The licence holder can consent to showing you the offline version of their digital pass or licence.

A “shake- to- animate” security feature has been added to the app, which will animate the screen and display the time and date when the phone is shaken to show that the licence is not a screenshot. This does not verify the authenticity of the licence as the shake to animate feature does not connect to government systems to verify licence information, however it does provide assurance that it is not a screenshot for cases where you cannot verify the barcode (e.g. when the app is offline).

To clear your validation history, click on the options button (icon with three dots) and select ‘clear history’.

While there are a number of security features on the app, it is recommended that you validate digital passes and licences (by scanning the barcode) to ensure licence holders are presenting a valid pass or licence.

FAQ’sDo I need to purchase specific equipment to verify a digital licence?

No, organisations and businesses do not need to purchase specific equipment to verify a digital licence. You can verify a digital pass or licence using a workplace Apple or Android smartphone or tablet which has the mySA GOV app installed. Depending on the size of your business or your process to verify passes and licences, you can create separate mySA GOV accounts for each workplace device. You do not need to be a South Australian resident to create a mySA GOV account.

How can I verify a person’s digital licence?

Can I accept a digital pass without validating the barcode?

While there are a number of security features on the app, it is recommended that you validate digital passes and licences (by scanning the barcode) to ensure licence holders are presenting a valid pass or licence. Validating the barcode on a digital pass or licence is the only way to confirm that the licence is valid.

If the barcode does not appear on the licence holder’s device because their device is not connected to the Internet, then the licence holder can consent to showing you the offline version of their digital pass or licence.

Whether a digital pass or licence is validated or not is the decision of the organisation or business in line with their processes and is at their own risk.

My device isn’t picking up the barcode, what can I do?

If your device is not picking up the barcode displayed on a digital pass or licence you may need to do one of the following:

• Ensure your device is connected to the Internet.• Ensure there is no light reflecting on the licence

holder’s screen which may impact on your camera picking up on the barcode.

• Ask the licence holder to double tap the barcode so that the barcode can enlarge on their screen.

Can I refuse someone with a digital licence?

Digital passes and licences displayed in the mySA GOV app are an electronic form of an existing physical licence and can be used to satisfy various legal requirements provided that the usage rules are complied with (see section 19 of the Electronic Communications Act 2000).

If your organisation or business has specific processes which require physical passes or licences to be presented (e.g. when a photocopy is required, or you use an ID scanner only compatible with physical licences), then the physical pass or licence can be requested from the licence holder.

Please ensure that you communicate your processes to your customers to avoid confusion or frustration.

How do I know if the digital pass or licence is real and not a fake?

The following security features have been included on the mySA GOV app to stop fraudulent digital passes and licences from being used:

One-time barcode – Each digital pass and licence will include a barcode which can be scanned and verified. The one-time barcode will be generated each time the app is accessed, and every 30 seconds it is in use, to prevent fake digital passes and licences from being used. While there are a number of security features on the app, it is recommended that the barcode is scanned to ensure licence holders are presenting a valid pass or licence.

Shake-to-animate function – A “shake-to-animate” feature has been added to the app, which will animate the screen and display the time and date when the phone is shaken to show that it is not a screenshot. This does not verify the authenticity of the pass as the shake to animate feature does not connect to government systems to verify pass information, however it does provide assurance that it is not a screenshot for cases where you cannot verify the barcode (e.g. when the app is offline).

Screenshot protection – Screenshot protection has been built into the Android app to prevent passes and licences from being screenshotted and used fraudulently. As some phones will still allow screenshots, it is recommended that you ask the digital pass or licence holder to shake to animate the screen to show that the visual is not a screenshot.

Identity verification – To access passes and licences digitally, South Australians must verify their identity against the government system that stores their licence and registration information. The app’s identity verification process means that personal information can only be accessed by the licence holder. For security reasons, the app does not allow passes or licences to be added that don’t match mySA GOV account information.

Real-time information – The app displays licences in real-time, so if there are changes to a licence (i.e. the licence is suspended or has expired), this will be reflected on the digital version the next time app is accessed.

Validation history - When a digital pass or licence is validated the first initial and last name of the licence holder and the type of licence scanned will be recorded on the validator’s app. The licence holder’s app will also record when their digital pass or licence has been validated. This information can be deleted from the app or can be kept by a business for reporting purposes.

I believe I have been presented with a fake digital licence, can I confiscate the licence holder’s phone?

A person’s phone is not the licence itself. Businesses and organisations are advised against confiscating phones. If you believe you have been presented with a fraudulent licence please report the incident to SA Police for investigation.

My company has a licence, can I get a digital licence for it?

Currently digital licences are only available for individuals. Companies will continue to be issued physical licences. For more information about licences for your business please visit cbs.sa.gov.au

Are there penalties for accepting a fake licence?

Penalties may apply for organisations, businesses and traders that knowingly accept a fake licence. Penalties may include a fine, imprisonment or both.
