The Australian Sports Commission

The Australian Government makes a significant contribution to Australian sport, with over $357 million being invested to support sport and recreation activities and facilities in 2016-17. The ASC is focused on two core objectives; getting more Australians participating and excelling in sport. The ASC has multiple result areas including high performance sport; sporting participation; cultural and public health outcomes.

The ASC plays a central leadership role in the development and operations of the Australian sport sector and acts as the leading sports agency in Australia, building collaboration, alignment and effectiveness within the Australian sports sector.

The ASC plays three key roles in the development and operations of the Australian Sport Sector;

Working with partners to establish and articulate a clear vision for the sport sector as a whole, and monitoring our sector performance

Taking a whole of sector review, understanding the systems in which we operate both here and overseas, and the challenges and trends which will impact on the operation of sport sector

Championing the value of sport, both within Government and across the broader community

Advocating for sport, identifying opportunities and connecting sport to other sectors to enable it to deliver its broad community benefits

Working with partners to improve the capacity and capability of organisations to enable them to thrive as viable operations and maximise their contribution to high performance and participation outcomes

Building the workforce capability of Australian sport

Looking outside the sport sector to learn from other sectors, industries and countries to identify potential solutions to critical issues and connect partners to leading thinking

Translating and sharing analytics and insights for partners to drive improved decision making

Prioritising investment to deliver results in both high performance and participation

Co-investing with partners to deliver results greater than be achieved alone

Transformation ProjectWith the appointment of a new CEO in early 2017, the ASC has a unique opportunity to refocus its operations as it shapes the future of sport in Australia at the high performance and grassroots levels and have maximum impact on sport, education, health and broader community outcomes for all Australians. Following a comprehensive and inclusive review of the ASC’s operations and its senior management team, the CEO and Board have identified a new executive management structure of four General Managers that will best position the organisation to deliver on its strategic objectives.

Role PurposeThe ASC seek a GM, Sport Business and Strategic Partnerships who will lead and manage the Division responsible for the Commission’s relationships with NSOs surrounding Sustainability, Participation and Strategic Engagement. The role will also influence and engage across government at both Federal & State Department levels including Health, Educations and CASRO.

This function will have a strong focus on Sport Business, Strategy, Partnerships and Innovation and deliver on the ASC vision of being a leader, advisor and strategic agency. Projects will vary but include;

• Government Engagement• Sport Governance & Performance• Sector Innovation & Collaboration• Organisation Capability• Sport Program Design • Sport Investment & Performance.

Responsibilities

Responsibilities include:

1. Lead a process to deliver on the Australian Sports Commission’s strategic priority of bringing together Participation sport and physical activity sectors to maximise benefits for all Australians.

2. Champion the value of sport both within Government and across the broader community.

3. Lead a process to develop national approaches to deliver on key participation and physical activity outcomes in collaboration with key partners and stakeholders. This could include:

• ensuring that more Australians move more often;

• supporting the nation to meet physical activity guidelines for health and social outcomes;

• preparing children for lifelong participation in sport and physical activity;

• maximising outcomes through a strategic approach to NSO transformation;

• harnessing the power of the sports sector;

• linking and growing sport and connected industries;

• advocating for sport, identifying opportunities and connecting sport to other sectors to enable it to deliver its broad community benefits.

4. Provide strategic leadership and direction to the Strategic Engagement division including overall management of operations and resources.

5. Provide strategic advice and quality reporting to the CEO, ASC Board and Executive to support decision making across all relevant participation and physical activity issues and strategic business areas.

6. Provide strategic advice and quality reporting on relevant issues to the Minister and Minister’s Office in collaboration with the CEO and ASC Board.

7. Build strong and collaborative partnerships with government, the sports and physical activity sectors, and other organisations for the benefit of Australian Sport.

8. Work with the ASC Executive to shape the desired organisational culture and guide the leaders in the Strategic Engagement division to build and embed that culture.

9. Drive diversity and inclusion within the Strategic Engagement division with a priority focus on gender equity across the division.

10. Perform managerial functions such as budgets, contracts, procurement and lead fit for purpose business planning across the Strategic Engagement division

11. Actively promote and role model the ASC values of Respect, Integrity, Teamwork and Excellence.

As General Manager, Sport Business and Strategic Partnerships, you will provide leadership

and direction to a highly skilled and diverse workforce, which includes a broad spectrum

of roles. You will act as both a strategic leader and a change agent with the ability to

transform a strong vision for the participation and physical activity sectors to business

strategy, sector leadership and action.

Qualifications and Experience

Knowledge and Skills

• Degree or higher qualification/s in Business, Sport or a related field, and a strong understanding of organisational dynamics and systems thinking.

• Significant experience in a senior leadership role, working as part of the executive leadership team.

• Experience in leading a business transformation program and/or with an organisation that has undertaken a significant, multi-year change program.

• Experience in successfully managing a large and diverse team, including demonstrated success in achieving system and organisational objectives in line with national strategy.

• Strong business skills and significant experience in managing financial resources, risk management, business planning and strategy development.

• Experience in providing timely, compelling and concise advice to inform the CEO, ASC Board and Executive to support decision making.

• Exceptional strategic and conceptual thinking skills, including the ability to analyse and identify organisational and sector challenges, implications and consequences and propose solutions.

• Exceptional communication skills (including interpersonal, negotiation, influencing and representation) and a proven ability to build and maintain effective relationships with a diverse range of stakeholders.

• Demonstrates strong business and political acumen and appropriately anticipates the political consequences of actions.

• Demonstrates a strong grasp of key trends and issues facing participation sport nationally and internationally; with the ability to anticipate future consequences and trends in order to create long range competitive strategies and plans.

• Exceptional ability to accurately analyse and translate data into meaningful opportunities and to generate new ideas for the business

The ASC is headquartered at the AIS campus, in Bruce, Canberra and the preference is for this role to be based in the ACT. However, the ASC have staff and offices located across Australia at five state offices and the GM could be based in other cities. Regardless, the role will include significant travel to all major Australian centres.
