Glynn County – it continues to be a point of pride to call this gorgeous place home! As I reflect on the last year of accomplishments and opportunities that we have faced as a community, I am reminded why Glynn County is so special. It is a place where people want to be. Families want to live where they have opportunity and their children can grow, businesses want to set up shop in a place where their efforts can flourish and visitors want to return year after year to experience all of the wonderful resources we have to offer.
In the next pages, you will see highlights of our endeavors during the last fiscal year. We have maintained a high quality of services to our citizens, even as we have worked to cut expenditures.

GLYNN COUNTY BOARD OF COMMISSIONERS
The Board of County Commissioners is composed of seven members elected by the voters for staggered four-year terms. Five members represent specific districts and two members serve at-large. The Chairman is chosen by the Board on a yearly basis. The Board, as the county’s governing authority, is responsi-ble for establishing policy for county operations, enacting ordinances and resolutions to promote the county’s health, safety, and welfare, and approving the annual budget which funds the operations of the constitutional officers’ as well as the departments under the Board’s jurisdiction.
The County Commission meetings are held the first and third Thursday of each month at 6:00 p.m. in the His-toric Courthouse, 701 G Street in Brunswick.
The Board appoints the County Administrator, County Attorney, and Chief of Police. The County Administrator hires the department directors for the departments under the Board’s jurisdiction. Those depart-ments include Administration, Community Development, Public Works, Recreation & Parks Department, Fire and Emergency Medical Services, Information Technology, Human Resources, and Finance.

A united front, our Police, Fire/Emergency Medical Services and Glynn-Brunswick 911 Dispatch work to protect and serve around the clock.
Improving the training and resources available to do this important job are a priority for Glynn County.
The Board of Commissioners has a goal to make our County a premier coastal community.
Our last year of growth continues to make Glynn a desirable place to live.
The Special Purpose Local Option Sales Tax is a penny tax previously approved by the voters of Glynn County. In FY 2013, the County completed projects that improved the safety & welfare of both citizens & visitors.
Through the guidance of elected officials and the expertise of staff, Glynn County has been able to successfully weather the economic changes of the last several years. Fiscal responsibility is our goal in daily operations and planning for the future.

The Glynn County Fire Department and Emergency Medical Services (EMS) Division provide fire protection, rescue operations and hazardous materials response to all areas of Glynn County located outside of the City of Brunswick and Jekyll Island. Services are provided county wide through the use of 8 fire stations and 7 advanced life support ambulances.
Responding to an average of 11,000 calls a year our Fire/EMS personnel undergo a combined total of 64,343 training hours.

Glynn County Police responded to a total of 54,937 calls from July 2012 to June 2013. 25,862 of these calls were dispatched by the Brunswick-Glynn E-911 Center. Officers made 18,682 traffic stops and issued 17,185 citations for items related to County ordinance violations, moving traffic violations, non-moving traffic violations and traffic/state code warnings.

The Glynn County Wellness Center opened to serve County employees and their dependents in January 2013. In the first six months the County has shown a total cost savings in excess of $100,000, mostly related to lab and pharmacy purchasing at wholesale rates.
Savings related to improvements in health and wellness are expected to become manifest as the program matures and patients’ health improves, especially in the second and subsequent years.

The Special Purpose Local Option Sales Tax, also known as SPLOST, is a penny tax placed on items purchased by residents or by visitors to our county. Glynn County voters have passed the referendum that allows the local government to raise funds for projects which would otherwise be funded by property taxes. In FY13 spending totaled $18.7 million toward the completion of approved projects.

Part of the appeal of the Golden Isles are our wonderful opportunities for outdoor recreation. The Recreation & Parks Department continues to focus on adding to the Quality of Life of Glynn County residents and visitors. This commitment to Quality of Life manifests in various forms that include park safety & facility improvements, maintenance of existing facilities and the addition of new projects that help us all enjoy the scenic beauty of Glynn County. and basketball court.
A New Marina for Blythe Island Regional Park! Upgrade included a new boat lift!
North Glynn Recreation Complex eight court lighted tennis complex.
Through community partnership, Glynn County was able to make upgrades to the marina located at Blythe Island Regional Park. Georgia Department of Natural Resources and Honeywell contributed funding to the $614,440 total that was needed to build a new marina at the park.
The Coastal Resources Sportfish Boating Access Grant was awarded to the project in the amount of $150,000. Honeywell donated $150,000 from its trust fund to support this community initiative. The marina can now accommodate boats up to 10,000 pounds with it’s boat lift, making it a much desired entry point to access the South Brunswick River.

Looking Ahead
a Vision for glynn county
in 2011, the glynn county board of coMMissioners began working on a Vision for all of glynn. what began as a Vision stateMent soon turned into coMMunity wide goals that the coMMission enVisioned all organizations in glynn county aspiring to achieve. The Board of commissioners worked wiTh a commiTTee of local leaders To elaborate on the Vision stateMent and craft obJectiVes in nine key areas. the resulting work becaMe what is now the glynn county strategic plan.
attractiVe gateways & corridors STRATEGIC PLAN
Every ten years, the City of Brunswick and Glynn County negotiate the terms of how dividends of the Local Option Sales Tax funds will be distributed. Upon renegotiation of the terms of L.O.S.T. both entities entered and intergovernmental agreement that have Glynn County government assuming the operational responsibilities at Howard Coffin Park. In January 2013, Glynn County Recreation and Parks Department transition into its role of operating the administrative office building with gymnasium, pool complex, program space, athletic fields, soccer field, tennis courts and playground at Howard Coffin Park. Since that time County personnel has continued the City’s existing track program with 114 athletes participating. Over 5,000 swimmers were admitted for public swim and over 80 children participated in the swimming lessons. The community has embraced the upgraded ball fields and facilities which is apparent in the 11 ball field rentals, 13 building rentals and 39 pavilion rentals that were recorded in a six month period.
In fiscal year 2013, local leaders determined that the first area of focus for the Strategic Plan would be the Gateway corridor of Highway 17 in Glynn County and the City of Brunswick. Graduate students in Urban Design at the Savannah College of Art and Design collaborated with the local government and citizens of Glynn County and the City of Brunswick to conduct research and develop design proposals for the Gateway corridor. The goal of this collaboration was to improve the corridor’s appearance and functionality and to enhance cultural and environmental assets. After gaining input from local governments and community leaders, the Masters level students presented their proposals at a well attended public meeting on May 30, 2013.
