North Carolina's unemployment rate remains substantially higherthan the national average and, for the last decade, the median percapita income of North Carolinians has declined compared to thatof the nation.

Indications are this trend will continue far into the future. Researchfrom Georgetown University's Center for Education and theWorkforce shows that North Carolina can expect to have a smallerpercentage of high-paying jobs that require college degrees thanis typical of the country as a whole. Even given the difficult times,however, it is possible for the state to reposition itself and to createa more prosperous future. It can start with its tax policies.

Commentators of all political stripes agree that innovation andentrepreneurship are the keys to future prosperity. This isespecially true for business innovation based in science,technology, engineering and mathematics (the STEM disciplines).There are many things that affect the ability of a state to competein these key fields. A project directed by the Cabarrus Health Alliance (CHA) to provide broadband servicesthat link health programs and sites across the state was honored last month with the Public Leadership Award atthe 21 Awards Gala in Durham. The event was hosted by the North Carolina Technology Association.

The North Carolina Telehealth Network (NCTN) through a three-year, $7.2 million contract with MCNC providesthese services to sites throughout the state that includes clinics, community health centers, public healthagencies, and non-profit hospitals.

The project will create easier, quicker access to medical records, not just for Cabarrus County, but also to 26other hospitals in the state, according to Dr. William F. Pilkington, CHA Director. The project has been online forabout a year and a half.

The Cabarrus Health Alliance wrote the grant for this project when it was proposed in 2007 and has providedadministrative services for the project.

NCTN provides these institutions with the network infrastructure required to use a diverse set of telehealth andhealthcare information applications.

As healthcare begins to depend more on Health Information Exchanges (HIEs), Electronic Medical Records(EMRs) and Internet-enabled research, the NCTN will serve the high-bandwidth, low-latency network needs ofhealth practitioners and researchers throughout North Carolina.

“The NCTA Public Leadership Award is geared toward people and organizations that have made significantadvances in the well-being of North Carolinians through the effective use of technology,” said Brooks Raiford,president and CEO of the North Carolina Technology Association. “The NCTN is a great example of how the rightpartners can bring meaningful improvement to people’s lives and serve as a model for similar initiatives acrossthe country.”

The Federal Communications Commission (FCC) awarded a three-year, $6 million grant to the Cabarrus HealthAlliance in 2007, on behalf of the Southern Piedmont and the Northeastern North Carolina Partnerships for PublicHealth and the North Carolina Association of Free Clinics. Three other awardees, Albemarle Regional HealthSystem, University Health Services and Western Carolina University, later merged their pilot program awards of$6.1 million to help fund phase two for North Carolina hospitals.

“We are pleased to see how this network has come alive, and how it has helped many health care providers meetthe new challenges in using information systems to support health and care, especially non-profit and ruralproviders,” Pilkington said.

To date, 54 public health sites have been connected to the network. An additional four public health sites and 24nonprofit hospitals have subscribed to the project and are in the process of being connected.

“Next year it will be 60 hospitals throughout the state,” Pilkington said.

The next NCTN phase will focus on improving broadband facilities at low cost for North Carolina hospitals usingpart of the FCC funding.

“In the future, no matter where you go to receive health care, your information will be available to the doctor there.For example, if you are in Wilmington being seen because something has happened to you in an emergency orurgent basis, they will be able to access your records in a rapid basis back in Cabarrus County,” Pilkington said.

Editor's note: MCNC is nearing the completion of the first stage ofa $144 million expansion of the North Carolina Research andEducation Network. Funded through $104 million in federal BTOPgrants and another $40 million in matching funding from theGolden LEAF Foundation, private partners and MCNC'sEndowment, the project will be completed in 2013. To

commemorate the launch and progress of the project, MCNC is celebrating "12 Days of Broadband"in a series of blog posts between Dec. 8 and Dec. 23. These will be published in WRAL Tech Wire.

Day One: ECU network boost to benefit all of eastern North Carolina

East Carolina University (ECU) received a 10gig connection to NCREN this fall replacing its 1gigconnection. ECU now serves as the main network hub for most community anchor institutions inNorth Carolina east of I-95. The upgrade was completed through the first phase of the $144 millionGolden LEAF Rural Broadband Initiative. ECU Director of IT Infrastructure Tom Lamb said theupgrade provides essential bandwidth and broadband capacity to service the school’s online anddistance learning programs, videoconferencing, economic development, and other essentialservices. Expansion of high-speed connectivity on NCREN has positive impacts statewide in 2011

RESEARCH TRIANGLE PARK, N.C., Dec. 7, 2011 /PRNewswire-USNewswire/ -- MCNC, the private, not-for-profit operator of the North Carolina Research and Education Network (NCREN), announced today that the "12 Days of Broadband" kicks off tomorrow through Dec. 23 and highlights a dozen innovations directly impacted by the historic expansion of NCREN and high-speed broadband connectivity throughout the entire state in 2011.

Beginning Dec. 8 through Dec. 23, MCNC will showcase 12 unique innovations/applications or locations benefiting from high-speed access on NCREN as well as preview what's to come in 2012.

MCNC currently serves 17 UNC System Institutions, 27 of 36 independent colleges and universities, 58 Community Colleges, 115 Local Education Agencies, and 20 Charter Schools. This year, MCNC expanded into healthcare and will serve 30 non-profit hospitals and 55 county health agencies and free clinics in the state by the middle of 2012.

"NCREN is the digital highway allowing North Carolinians to thrive in today's globally interconnected society," said MCNC President and CEO Joe Freddoso. "For example, having high-speed connectivity is often required to pursue, apply for, and obtain jobs. What MCNC has been able to do this year, and in the years to come, will provide the critical infrastructure for our communities and citizens to be successful in work and in life."

MCNC currently is working on a $144 million expansion of NCREN scheduled to be completed by 2013. This initiative labeled the Golden LEAF Rural Broadband Initiative (GLRBI) was made possible through two federal Broadband Technology Opportunities Program (BTOP) awards and additional funding from the MCNC Endowment and others such as the Golden LEAF Foundation. No direct funding from the State of North Carolina was required.

The two BTOP grants awarded in 2010 represent the largest recorded investment in "middle-mile" broadband infrastructure in North Carolina history. The expansion of connectivity and services by MCNC through its operation of NCREN will benefit almost every citizen in every community throughout the entire state.

The first phase of the GLRBI project is near completion. The Round 1 build encompasses 37 counties located in southeastern and western North Carolina. The mileage breakdown has finalized as the following: 414 miles of new build; 291 miles of acquisition; and 197 miles of upgraded fiber. Construction on the second phase of the GLRBI began in July 2011 and is three-times the size of Round 1.

The GLRBI is part of a coordinated strategy developed by the Office of N.C. Governor Bev Perdue, the N.C. Office of Economic Recovery & Investment, and e-NC Authority to improve broadband access for businesses and residents in underserved areas. Once all work is complete, the two rounds of BTOP infrastructure have the potential to serve directly, or through MCNC partnerships with private-sector service providers, more than 1,500 community anchor institutions, 180,000 businesses, and reach more than 300,000 underserved families.

RESEARCH TRIANGLE PARK, N.C.,Dec. 7, 2011 /PRNewswire−USNewswire/ −−MCNC, the private,not−for−profit operator of the North Carolina Research and Education Network (NCREN), announcedtoday that the "12 Days of Broadband" kicks off tomorrow throughDec. 23 and highlights a dozen innovationsdirectly impacted by the historic expansion of NCREN and high−speed broadband connectivity throughoutthe entire state in 2011.

BeginningDec. 8 through Dec. 23, MCNC will showcase 12 unique innovations/applications or locationsbenefiting from high−speed access on NCREN as well as preview what's to come in 2012.

MCNC currently serves 17 UNC System Institutions, 27 of 36 independent colleges and universities, 58Community Colleges, 115 Local Education Agencies, and 20 Charter Schools. This year, MCNC expandedinto healthcare and will serve 30 non−profit hospitals and 55 county health agencies and free clinics in thestate by the middle of 2012.

"NCREN is the digital highway allowing North Carolinians to thrive in today's globally interconnectedsociety," said MCNC President and CEOJoe Freddoso. "For example, having high−speed connectivity is oftenrequired to pursue, apply for, and obtain jobs. What MCNC has been able to do this year, and in the years tocome, will provide the critical infrastructure for our communities and citizens to be successful in work and inlife."

MCNC currently is working on a$144 million expansion of NCREN scheduled to be completed by 2013. Thisinitiative labeled the Golden LEAF Rural Broadband Initiative (GLRBI) was made possible through twofederal Broadband Technology Opportunities Program (BTOP) awards and additional funding from theMCNC Endowment and others such as the Golden LEAF Foundation. No direct funding from theState ofNorth Carolina was required.

The two BTOP grants awarded in 2010 represent the largest recorded investment in "middle−mile" broadbandinfrastructure inNorth Carolina history. The expansion of connectivity and services by MCNC through itsoperation of NCREN will benefit almost every citizen in every community throughout the entire state.

The first phase of the GLRBI project is near completion. The Round 1 build encompasses 37 counties locatedin southeastern and westernNorth Carolina. The mileage breakdown has finalized as the following: 414 milesof new build; 291 miles of acquisition; and 197 miles of upgraded fiber. Construction on the second phase ofthe GLRBI began inJuly 2011 and is three−times the size of Round 1.

The GLRBI is part of a coordinated strategy developed by the Office of N.C. GovernorBev Perdue, the N.C.Office of Economic Recovery & Investment, and e−NC Authority to improve broadband access for businessesand residents in underserved areas. Once all work is complete, the two rounds of BTOP infrastructure havethe potential to serve directly, or through MCNC partnerships with private−sector service providers, morethan 1,500 community anchor institutions, 180,000 businesses, and reach more than 300,000 underservedfamilies.

impacted by the historic expansion of NCREN and high-speed broadband connectivity throughout the entire state in 2011.

Beginning Dec. 8 through Dec. 23, MCNC will showcase 12 unique innovations/applications or locations benefiting from high-speed access on NCREN as well as preview what's to come in 2012.

MCNC currently serves 17 UNC System Institutions, 27 of 36 independent colleges and universities, 58 Community Colleges, 115 Local Education Agencies, and 20 Charter Schools. This year, MCNC expanded into healthcare and will serve 30 non-profit hospitals and 55 county health agencies and free clinics in the state by the middle of 2012.

RESEARCH TRIANGLE PARK, N.C.,Dec. 7, 2011/PRNewswire−USNewswire/ −−MCNC, the private,not−for−profit operator of the North Carolina Research and Education Network (NCREN), announcedtoday that the "12 Days of Broadband" kicks off tomorrow through Dec. 23 and highlights a dozeninnovations directly impacted by the historic expansion of NCREN and high−speed broadband connectivitythroughout the entire state in 2011.

Beginning Dec. 8 through Dec. 23, MCNC will showcase 12 unique innovations/applications or locationsbenefiting from high−speed access on NCREN as well as preview what's to come in 2012.

MCNC currently serves 17 UNC System Institutions, 27 of 36 independent colleges and universities, 58Community Colleges, 115 Local Education Agencies, and 20 Charter Schools. This year, MCNC expandedinto healthcare and will serve 30 non−profit hospitals and 55 county health agencies and free clinics in thestate by the middle of 2012.

MCNC currently is working on a $144 million expansion of NCREN scheduled to be completed by 2013.This initiative labeled the Golden LEAF Rural Broadband Initiative (GLRBI) was made possible throughtwo federal Broadband Technology Opportunities Program (BTOP) awards and additional funding from theMCNC Endowment and others such as the Golden LEAF Foundation. No direct funding from the State ofNorth Carolina was required.

The two BTOP grants awarded in 2010 represent the largest recorded investment in "middle−mile" broadbandinfrastructure in North Carolina history. The expansion of connectivity and services by MCNC through itsoperation of NCREN will benefit almost every citizen in every community throughout the entire state.

The first phase of the GLRBI project is near completion. The Round 1 build encompasses 37 counties locatedin southeastern and western North Carolina. The mileage breakdown has finalized as the following: 414miles of new build; 291 miles of acquisition; and 197 miles of upgraded fiber. Construction on the secondphase of the GLRBI began in July 2011 and is three−times the size of Round 1.

The GLRBI is part of a coordinated strategy developed by the Office of N.C. Governor Bev Perdue, the N.C.Office of Economic Recovery & Investment, and e−NC Authority to improve broadband access for businessesand residents in underserved areas. Once all work is complete, the two rounds of BTOP infrastructure havethe potential to serve directly, or through MCNC partnerships with private−sector service providers, more

Expansion of high-speed connectivity on NCREN has positive impacts statewide in 2011

RESEARCH TRIANGLE PARK, N.C., Dec. 7, 2011 /PRNewswire-USNewswire/ -- MCNC, the private, not-for-profit operator of the the North Carolina Research and Education Network (NCREN), announced today that the "12 Days of Broadband" kicks off tomorrow through Dec. 23 and highlights a dozen innovations directly impacted by the historic expansion of NCREN and high-speed broadband connectivity throughout the entire state in 2011.

Day 2: MCNC upgrades video services on NCREN

The video services infrastructure on NCREN was upgraded on July 1. As a result of theseupgrades, MCNC now is able to provide several additional services to NCREN Video Servicecustomers including support for the use of Cisco TelePresence across the statewide community.

MCNC also began to pilot Movi desktop video conferencing software at no charge to the NCRENCommunity earlier in the fall. Now, you can experience the benefits of HD, telepresence-qualityvideo conferences and collaboration anywhere and at anytime.

MCNC asked for volunteers from the NCREN video services community to participate in the testingand integration of the new video service improvements in the summer.

Those participating institutions included Duke University, Elon University, N.C. Office of InformationTechnology Services, N.C. School of Science and Mathematics, N.C. Day 3: CeCTO program gives school leaders the skills to succeed

Twenty-one school technology directors in North Carolina along with three representatives fromthe N.C. Department of Public Instruction (NCDPI) have successfully completed the 2011 Certifiededucational Chief Technology Officer (CeCTO) program offered through a partnership betweenNCDPI, UNC School of Government’s Center for Public Technology, and MCNC.

CeCTO is one of the nation’s first technology-centered certification programs for educators andfeatures two components – one for superintendents and one for technology directors. Theprogram was added in 2010 as a new offering in the nationally-acclaimed Certified GovernmentChief Information Officers (CGCIO) series pioneered by the UNC School of Government’s Centerfor Public Technology.

Instruction for the CeCTO course covers topics such as strategic technology planning,communications, project management, emerging trends, risk assessment and management,acquisition management, change management, leadership, security, legal issues, and financialtrends.

Now that the program has finished its second year, North Carolina has a total of 58 CeCTOgraduates in senior technology positions in K-12 education throughout the state. Read more.

Day 5: DPI and MCNC bring broadband to N.C. Charter Schools

In late January 2011, MCNC announced that 13 North Carolina Charter Schools were receivinghigh-speed connectivity and services on NCREN. As of today, there are more than 20 connectedto NCREN, and the population is growing.

The state's limit on the number of these independent schools may increase from 99 after goingunchanged for more than a decade. All 115 K-12 public school districts in North Carolina wereconnected to NCREN in May 2009 under the N.C. School Connectivity Initiative. This year will bethe first full fiscal year of charter school participation on NCREN.

Each charter school connected to NCREN receives the same quality broadband connections,equipment, and support as the school districts that already are connected. Read more.

Day 6: MCNC expands broadband to all North Carolina Community Colleges

MCNC, working with the North Carolina Office of Information Technology Services and the N.C.Community College System, announced in January 2011 that all 58 community colleges in thestate now were connected to NCREN.

North Carolina is home to the third largest community college system in the United States, behindonly Texas and California in numbers of students; currently serving more than 800,000 students.

Beginning Dec. 8 through Dec. 23, MCNC will showcase 12 uniqueinnovations/applications or locations benefiting from high-speed access on NCREN aswell as preview what's to come in 2012.

MCNC currently serves 17 UNC System Institutions, 27 of 36 independent collegesand universities, 58 Community Colleges, 115 Local Education Agencies, and 20Charter Schools. This year, MCNC expanded into healthcare and will serve 30non-profit hospitals and 55 county health agencies and free clinics in the state by themiddle of 2012.

others such as the Golden LEAF Foundation. No direct funding from the State ofNorth Carolina was required.

The two BTOP grants awarded in 2010 represent the largest recorded investment in"middle-mile" broadband infrastructure in North Carolina history. The expansion ofconnectivity and services by MCNC through its operation of NCREN will benefitalmost every citizen in every community throughout the entire state.

The first phase of the GLRBI project is near completion. The Round 1 buildencompasses 37 counties located in southeastern and western North Carolina. Themileage breakdown has finalized as the following: 414 miles of new build; 291 milesof acquisition; and 197 miles of upgraded fiber. Construction on the second phase ofthe GLRBI began in July 2011 and is three-times the size of Round 1.

The GLRBI is part of a coordinated strategy developed by the Office of N.C.Governor Bev Perdue, the N.C. Office of Economic Recovery & Investment, and e-NCAuthority to improve broadband access for businesses and residents in underservedareas. Once all work is complete, the two rounds of BTOP infrastructure have thepotential to serve directly, or through MCNC partnerships with private-sector serviceproviders, more than 1,500 community anchor institutions, 180,000 businesses, andreach more than 300,000 underserved families.

Expansion of high-speed connectivity on NCREN has positive impactsstatewide in 2011

RESEARCH TRIANGLE PARK, N.C., Dec. 7, 2011 /PRNewswire-USNewswire/ --MCNC, the private, not-for-profit operator of the North Carolina Research andEducation Network (NCREN), announced today that the "12 Days of Broadband" kicks off tomorrow through Dec. 23 and highlights a dozen innovations directly

impacted by the historic expansion of NCREN and high-speed broadband connectivity throughout the entire state in2011.

Beginning Dec. 8 through Dec. 23, MCNC will showcase 12 unique innovations/applications or locations benefitingfrom high-speed access on NCREN as well as preview what's to come in 2012.

MCNC currently serves 17 UNC System Institutions, 27 of 36 independent colleges and universities, 58 CommunityColleges, 115 Local Education Agencies, and 20 Charter Schools. This year, MCNC expanded into healthcare and willserve 30 non-profit hospitals and 55 county health agencies and free clinics in the state by the middle of 2012.

"NCREN is the digital highway allowing North Carolinians to thrive in today's globally interconnected society," saidMCNC President and CEO Joe Freddoso. "For example, having high-speed connectivity is often required to pursue,apply for, and obtain jobs. What MCNC has been able to do this year, and in the years to come, will provide the criticalinfrastructure for our communities and citizens to be successful in work and in life."

MCNC currently is working on a $144 million expansion of NCREN scheduled to be completed by 2013. This initiativelabeled the Golden LEAF Rural Broadband Initiative (GLRBI) was made possible through two federal BroadbandTechnology Opportunities Program (BTOP) awards and additional funding from the MCNC Endowment and otherssuch as the Golden LEAF Foundation. No direct funding from the State of North Carolina was required.

The two BTOP grants awarded in 2010 represent the largest recorded investment in "middle-mile" broadbandinfrastructure in North Carolina history. The expansion of connectivity and services by MCNC through its operation ofNCREN will benefit almost every citizen in every community throughout the entire state.

The first phase of the GLRBI project is near completion. The Round 1 build encompasses 37 counties located insoutheastern and western North Carolina. The mileage breakdown has finalized as the following: 414 miles of newbuild; 291 miles of acquisition; and 197 miles of upgraded fiber. Construction on the second phase of the GLRBI beganin July 2011 and is three-times the size of Round 1.

The GLRBI is part of a coordinated strategy developed by the Office of N.C. Governor Bev Perdue, the N.C. Office ofEconomic Recovery & Investment, and e-NC Authority to improve broadband access for businesses and residents inunderserved areas. Once all work is complete, the two rounds of BTOP infrastructure have the potential to servedirectly, or through MCNC partnerships with private-sector service providers, more than 1,500 community anchorinstitutions, 180,000 businesses, and reach more than 300,000 underserved families.

operator of the North Carolina Research and Education Network (NCREN), announced today that the "12 Days of

Broadband" kicks off tomorrow through Dec. 23 and highlights a dozen innovations directly impacted by the historic

expansion of NCREN and high-speed broadband connectivity throughout the entire state in 2011.

Beginning Dec. 8 through Dec. 23, MCNC will showcase 12 unique innovations/applications or locations benefiting from

high-speed access on NCREN as well as preview what's to come in 2012.

MCNC currently serves 17 UNC System Institutions, 27 of 36 independent colleges and universities, 58 Community

Colleges, 115 Local Education Agencies, and 20 Charter Schools. This year, MCNC expanded into healthcare and will serve

30 non-profit hospitals and 55 county health agencies and free clinics in the state by the middle of 2012.

"NCREN is the digital highway allowing North Carolinians to thrive in today's globally interconnected society," said MCNC

President and CEO Joe Freddoso. "For example, having high-speed connectivity is often required to pursue, apply for, and

obtain jobs. What MCNC has been able to do this year, and in the years to come, will provide the critical infrastructure for

our communities and citizens to be successful in work and in life."

MCNC currently is working on a $144 million expansion of NCREN scheduled to be completed by 2013. This initiative

labeled the Golden LEAF Rural Broadband Initiative (GLRBI) was made possible through two federal Broadband

Technology Opportunities Program (BTOP) awards and additional funding from the MCNC Endowment and others such as

the Golden LEAF Foundation. No direct funding from the State of North Carolina was required.

The two BTOP grants awarded in 2010 represent the largest recorded investment in "middle-mile" broadband

infrastructure in North Carolina history. The expansion of connectivity and services by MCNC through its operation of

NCREN will benefit almost every citizen in every community throughout the entire state.

The first phase of the GLRBI project is near completion. The Round 1 build encompasses 37 counties located in

southeastern and western North Carolina. The mileage breakdown has finalized as the following: 414 miles of new build;

291 miles of acquisition; and 197 miles of upgraded fiber. Construction on the second phase of the GLRBI began in July

2011 and is three-times the size of Round 1.

The GLRBI is part of a coordinated strategy developed by the Office of N.C. Governor Bev Perdue, the N.C. Office of

Economic Recovery & Investment, and e-NC Authority to improve broadband access for businesses and residents in

underserved areas. Once all work is complete, the two rounds of BTOP infrastructure have the potential to serve directly,

or through MCNC partnerships with private-sector service providers, more than 1,500 community anchor institutions,

180,000 businesses, and reach more than 300,000 underserved families.

This year, MCNC expanded intohealthcare and will serve 30 non-profit hospitals and 55 county health agencies and free clinics inthe state by the middle of 2012. The first phase of the GLRBIproject is near completion. The Round 1 build encompasses 37 counties located in southeasternand western North Carolina. The mileage breakdown has finalized as the following: 414 miles ofnew build; 291 miles of acquisition; and 197 miles of upgraded fiber. Construction on the secondphase of the GLRBI began in July 2011 and is three-times the size of Round 1. The GLRBI is partof a coordinated strategy developed by the Office of N.C. Governor Bev Perdue, the N.C. Office ofEconomic Recovery & Investment, and e-NC Authority to improve broadband access forbusinesses and residents in underserved areas. Once all work is complete, the two rounds ofBTOP infrastructure have the potential to serve directly, or through MCNC partnerships withprivate-sector service providers, more than 1,500 community anchor institutions, 180,000businesses, and reach more than 300,000 underserved families. Beginning Dec. 8 through Dec. 23, MCNC will showcase 12 uniqueinnovations/applications or locations benefiting from high-speed access on NCREN aswell as preview what's to come in 2012.

MCNC currently serves 17 UNC System Institutions, 27 of 36 independent collegesand universities, 58 Community Colleges, 115 Local Education Agencies, and 20Charter Schools.
