1 Glossopdale Community Wellbeing Programme Grants Guidance 2019-2020 1. Background to the Community Wellbeing Programme There are challenges facing the traditional health and social care system, including more people, people living longer (but with more conditions in their later years) and of course financial pressures. The current system and the way health and care is delivered cannot cope and most people agree that things have to change. Part of this change is helping people to access support when they need it. For example, the NHS sees lots of people whose medical needs are not the underlying cause for why they are seeking support e.g. being isolated and lonely; if you have few connections in your community, few friends and no family, this is not medical in nature but can seriously affect the wellbeing of a person, leading to poor health in the long term. Health and care professionals don’t always have the answer to these ‘social’ needs, but we believe that by working together with health and care professionals, partners, local Voluntary, Community and Social Enterprise (VCSE) organisations and local people, we can better enable local people to get the support they need, when and how they want it. The Community Wellbeing programme relies on building the capacity of local people and communities. For this reason, we are providing the opportunity for local VCSE organisations to access funds to deliver quality services and activities that support the programme. We want the Community Wellbeing programme to fund good ideas that meet people’s needs and aspirations, and existing services that we can refer people to. We want this to be in partnership with local groups who know what works, and how to do it! 2. Where is the money coming from? As a result of feedback from these rounds, analysis of local gaps along with securing funds to 2020 we have decided to re-launch this work as the Community Wellbeing Programme, mirroring the model delivered by our partners Action Together in Tameside.

1. Background to the Community Wellbeing Programme

3. Priorities of the Community Wellbeing Programme

4. What WILL we fund?

• New services or activities which meet Community Wellbeing priorities • Existing services or activities which create additional capacity • Expansion of your service or activities into other areas within Glossopdale

• Revenue costs for both specific projects and general running core costs including salaries, rent or training for increased capacity or expansion projects

• Reasonable capital costs (quotes required)

5. Who CAN be funded? To be eligible to apply, an organisation must be:

• Voluntary, Community and Social Enterprise (VCSE) organisations/groups (if you’re a group of local people looking to establish yourself as a group to work on a particular project

we may still be able to help you.

• Based or working in Glossopdale • Willing to participate in a Glossopdale VCSE network which is to be established in next 12 months

The main aim of the Community Wellbeing Programme is to reduce demand and dependency on health and social care services by connecting people to community-based activities and services to help improve their health and wellbeing.

The Community Wellbeing Governance Panel are currently looking for groups and

projects that will meet the following priorities:

Improve the health and wellbeing of people, particularly those

with long term health conditions Reduce social isolation (lack of contact with people and society)

Reduce loneliness (emotional response to isolation - a lack of

connection or communication with people) Create mutually beneficial networks of support and resilience

(including carers) Support people with low mood, low self-esteem / loss of

confidence Support place-based working that improves lives in local

communities

6. What and who CANNOT be funded? Applications will not be accepted from groups/organisations that:

• Are trading for profit or are statutory services or are intending to redistribute grant awards • Are aimed at increasing the membership of a particular Political party

• Are aimed at the promotion of one religious belief. Projects that have already taken place or are activities based outside of Glossopdale

Activities that don’t contribute to the priorities of the Community Wellbeing Programme

Projects funded in previous rounds unless creating more capacity or expansion

7. How much funding is available and how do we apply?

We have a very limited grant pot of £40,000 over 18 months and

expect to award approx. 15 projects in this period.

Projects can range from £500 to £5000 and the amount of funding approved will vary depending on the scale and nature of the project.

This isn’t a traditional grants scheme. We want you the VCSE in

Glossopdale to come to us with good ideas that you think meet the priorities and will make a big difference to the people and communities

you work with and in.

We know groups struggle to work out what to do with their ideas and what support is available, so will often change their ideas to fit a funder’s

requirement. We don’t want you to do this.

With this in mind we’ve tried to make the process easy and responsive.

We don’t just want to fund a group of projects that apply to a one-off fixed deadline, we want to have a programme that is able to respond to

project ideas throughout the 18 months period.

Therefore, there will not be any deadlines for applications to be submitted. We advise you to speak to us about any ideas you may have

and we can offer support with your application and further information about timelines. You can then apply at any time through the

application form attached and you will receive a decision on your application in approx. 10 weeks.

Projects can be between 6 and 18 months in length and should be

completed by June 2021.

9. How are decisions made?

Applications will be considered by a governance Panel of local health, social care, Patient

Neighbourhood Group, Borough and County Council representatives.

The Panel meets every 2-3 months to review projects, monitor progress and identify gaps.

10. Monitoring and evaluation We will require that:

Successful projects will be required to submit a monitoring and evaluation form to show what difference you have made through the project and a case study to demonstrate

this. This will be provided to you at the start of your project and support will be available to complete.

Projects must be able to provide basic evidence to support how their activity has been

delivered. This may include details of accounts, invoices, receipts, photos, articles, attendance records, evaluation forms etc.

9. Declaration
