TRANSCRIPT

In January 1939 the Soviet Union invaded the small peaceful nation of Finland. In Winter War (WWR) players fight this epic conflict with a host of new weapons including Ski Troops. Finnish special forces, Soviet Aerosanis and more! This set has a full set of 25 molded plastic units and special markers for ski troops, Utti Jaeger and Sissi infantry.

1.1 Ski Troops: Any nation may build Ski Troops. Ski troops are treated as if they

are a regular infantry unit unless they are in the Northern most land zones on the map

(i.e. the ones that touch or are closest to the northern border.) They are also Ski

Troops if they are in the following land zones: All of Finland, Sweden and Norway and

in all of the Soviet Union.

First Strike: All ski troops have first strike.

Retreat: Ski Troops may retreat even if they are the defender.

1.1 Finnish Jaegers: Jaegers are Finnish elite troops. All Jaegers are Ski troops.

Finland can build 1 Jaeger unit per turn. Jäger troops were recruited from the most

able men and were extremely capable fighters. The Utti Jäger were Finish long-range

reconnaissance units organized for the Continuation War against the Soviet Union.

This unit consisted of about 740 men and women and was equipped with amphibious

He-115 floatplanes. The Utti Jäger were used often used to disrupt Soviet supply lines.

Ski Troops: Utti Jäger are ski troops per WWR 1.1

1.3 Sissi Militia: The Sissi Infantry were organized at about half the strength of a

regular battalion. These units were formed from 2nd line troops and intended for

irregular warfare. In reality these were used to shore up Finnish defenses.

First Strike: Sissi infantry have first strike.

Militia: Sissi are Militia that can move within Finland.

Ski: All Sissi are Ski units as per WWR 1.1

2.1 RF-8 Aerosani: The RF-8 represents a motorized ski unit of the Soviet

Union. The RF-8 has first strike. It cannot Attack or Defend in an area that a Ski

Troop could not be in as per WW1.1. If it is not in a Ski-Troop area it cannot

move except by Strategic Rail Movement or Naval Transport.

First Strike: The RF-8 has First Strike.

3.1 Allied Intervention: If the USSR is at war with a neutral Finland, Germany, France and

Britain can send lend-lease to Finland, tracing a lend-lease supply path through neutral Norway and

Sweden. They may do this after the USSR attacks and until Finland aligns to a Major Power or is

conquered.

4.1 Finnish Forces: Replace all Finnish forces with the following:

Vipuri: 2x Utti Jaeger, 2x Sissi Militia, Change three Elite 3/5 infantry to Utti Jaeger.

Helsenki: Change one elite 3/5 infantry to Utti Jaeger.

Torino: 1x Utti Jaeger

4.2 Soviet Forces: 1936: Add one RF-8 Aerosani and 1 Ski Infantry in Leningrad.

1939: Add one RF-8 Aerosani and 1 Ski Infantry, 1 Light Armor and 1

Armored Car in Lenningrad. Add one Militia in Murmansk.

3.0 Expanded Intervention

4.0 Set Up Changes

The rules surrounding Finland require a little bit of clarification. There are two

scenarios that could play out regarding this conflict:

USSR & GERMANY SIGN THE MOLOTOV-RIBBENTROP PACT:

Once the M-R pact is signed, the USSR can attack and attempt to

capture the Vipuri land zone in Finland, after which the war is over

and Finland and the USSR return to a peaceful status. Usually the

USSR will win this battle but if they don’t Finland would remain under

German Control until they do win. Afterwards Germany would not

maintain control of Finland but Finland will Align with Germany as

soon as Germany and the USSR are at war.

USSR INVADES FINLAND WITHOUT SIGNING THE

PACT: This is where things get a little bit more interesting. First,

without the pact nothing stops the USSR from rolling over all of

Finland. Finland will remain German controlled throughout the rest

of the game until the USSR and Germany are at war in which case it

Aligns. Finland remains at war with the USSR until it is conquered.

Thus lend-lease can continue to be pumped into the country

Expansion Compatibility

Partisans: If playing with the Partisans

(PAR) expansion, the Finnish player may

convert any number of Utti Jaeger units into a

Partisans during friendly or enemy combat

movement. The unit remains a Partisan for

the rest of the game. A Sissi infantry that is

selected as a casualty is not eliminated but

replaced with a partisan.
