GLOBAL CAMPUS EMERGENCY AND CRISIS PROCEDURE

FLIPCHART The Global Campus Southfield Center is located at 26555 Evergreen, Suite 119, Southfield, Michigan. The Center is located in the Traveler’s Tower building and is located on the first floor along with various small businesses. The building is of new construction containing eighteen floors, consisting of brick and glass construction, and housing a variety of offices. The area surrounding the building consists as follows:

• To the East: Parking Lot • To the South: Parking Lot • To the North: Parking Lot • To the West: Large Office Building

Fire In the event that a fire is spotted in the facility, it is extremely important to know the evacuation procedure. It is also imperative that the following procedure be initiated immediately:

1. Immediately trigger the fire alarm by using one of the walls pull stations. The

locations of these stations are located at the entrance to each stairwell and in the elevator lobby.

2. Evacuate the facility to the designated meeting place, which is in the South Parking Lot. It is the responsibility of faculty and staff to make certain all occupants are out of their immediate area. Move as far away from the building as possible. Once evacuated, roll call will be performed by the classroom instructor for each individual class and relayed to the Southfield Police or Southfield Fire Department.

3. If possible, close doors behind you as you leave the building.

4. Call 911 and provide the location of the fire.

5. Call Global Campus Emergency Response Team phone list until someone is

reached to notify them of the incident.

6. Wait for further instructions from the emergency response team.

ROUTES BLOCKED BY FIRE and/or SMOKE

If routes are blocked by fire, move to a classroom with an outside window. Close the door and stuff all cracks around the entrance doors, windows, and ventilation grills. Use the phone to notify the Southfield Police or Southfield Fire Department of your location. Signal for outside assistance to show your location. Do not break the window out unless absolutely necessary. Stay close to the ground next to the window, remain calm and wait for help to arrive.

DO NOT RE-ENTER IF THE FIRE ALARM STOPS - THIS IS NOT AN ALL CLEAR SIGN.

Wait until a Southfield Police officer, or a firefighter, has given the all clear to re-enter the building.

ALL RELEASE OF INFORMATION CONCERNING THE FIRE EVACUATION WILL BE HANDLED THROUGH THE DIRECTOR, MARKETING, PUBLIC RELATIONS AND COMMUNICATIONS/GLOBAL CAMPUS, OR CMU’S UNIVERSTIY COMMUNICATIONS OFFICE.

Severe Weather

In the event of threatening weather conditions stay tuned to local TV and radio stations for school closings. For current weather conditions stay tuned to the NOAA Weather Radio located in the office area.

Tornado WATCH: Conditions are favorable for a tornado to develop. Do This: Tune your radio to the local radio stations for up-to-date weather information.

Tornado Warning: Tornado has been seen in the area. Do This: Take Shelter Immediately.

Tornado Danger Signs: Bad Thunderstorms: thunder, lightning, hard rain, strong winds Hail: bullets of ice from a dark, cloudy sky Roaring Noise: similar to ten jet planes or a hundred railroad trains Funnel: a dark spinning rope or column from the sky to the ground

In the event that a Tornado Warning is issued, the following list describes procedures to take. Generally, there are 3 minutes after a warning is issued before a tornado hits, so it is very important to be able to guide occupants to shelter areas as quickly and efficiently as possible.

1. Leave all exterior rooms and close the door. 2. Move to any of the following areas:

a. Classroom A b. Classroom B c. Classroom C d. Student Lounge e. Men’s and/or Women’s Restrooms adjacent to Classroom E f. Between 9 a.m. and 6 p.m. the academic advising offices and the storage room

in the office area.

Note: if there is not time to get to one of these areas, move to an interior room, interior corridor or interior stairway of the building, away from all glass windows, display cases or areas with large amounts of debris, or free span area roofs (i.e. gym or auditorium).

3. Protect yourself by covering your head with hands.

4. Do not attempt to leave the building. Wait for an “all clear” signal or announcement from

NOAA weather radio.

Chemical/Biological Threat Chemical release INSIDE the building:

1. Evacuate to the parking lot area.

2. Call 911 utilizing classroom phones or any phone available.

3. Once evacuated to the parking lot, roll call everyone from your office/classroom.

4. Call Global Campus Emergency Response Team phone list until someone is reached to notify them of the incident.

Chemical release OUTSIDE of the building:

1. Stay in the building.

2. Shut down your heating/cooling thermostat, if possible.

3. Quickly move to an interior hallway away from the windows or go into the restroom.

4. Call 911 utilizing classroom phones or any phone available.

5. Call Global Campus Emergency Response Team phone list until someone is reached to notify them of the incident.

Biohazard (bodily fluids):

1. For a serious medical emergency involving bodily fluids call 911 and follow their instructions to either stay in place or to evacuate to the parking lot.

2. Avoid physical contact with the biohazard threat or with those exposed.

3. Call Global Campus Emergency Response Team phone list until someone is reached to

notify them of the incident. The off-campus emergency response team will dispatch someone to clean up the biohazard. See Appendix A.

4. For all instances where there is a release of bodily fluids contact the Program Administrator for clean-up information. At no time should faculty or students perform the clean-up of bodily fluids. Avoid the bodily fluid and keep others out of the area until the fluids have been cleaned up.

Bomb Threat/Event

Bomb threats are generally hoaxes which are made in an effort to disrupt normal business operations. However, NO bomb threat should be treated as a hoax. The following procedure is to be used if you are the recipient of a bomb threat over the telephone.

1. DO NOT HANG UP!

2. Remain as calm as possible.

3. Be kind and courteous to the caller and note all information you are given as best as possible using the bomb threat checklist (following page). Attempt to keep the caller on the line as long as possible.

4. If possible, gain the attention of a co-worker and have them notify the Southfield

Police Department (911) of the incoming bomb threat. This can be done through the use of writing or gestures. Do not allow the caller to know that the Southfield Police Department is being informed while you speak.

The Southfield Police Department will decide if evacuation procedures are necessary and will initiate such procedures.

Act of Workplace Violence

Due to the nature of the activities that take place at the Southfield Center, disturbances may occur when aggression overtakes rational judgment. An aggressive dispute can often be resolved with a few words from a person of authority. The following procedure is for disturbances which have escalated to be potentially dangerous to property or people.

• Use your best judgment when assessing the situation; determine whether it is something that can be resolved with intervention. NEVER put yourself into a situation that can become harmful to you.

• If the situation is dangerous, immediately call the Southfield Police Department (911) and inform them of the location and actions of the individual(s) creating the disturbance.

• If a person(s) has or appears to have a weapon, is physically assaulting another, has behavior that appears to be drug or alcohol induced, has done or is doing malicious damage to property, immediately call the Southfield Police Department (911).

• If you intervene and they refuse to cooperate, immediately call the Southfield Police Department (911).

• Call Global Campus Emergency Response Team phone list until someone is reached and notify them of the incident.

• Only the designated Global Campus Emergency Response Team official may talk with the Press/Media. Please refer all communications to the Emergency Response Team.

Should an active shooting occur?

• Contact the Southfield Police Department at 911. Classroom phones are available for this purpose.

o Be aware that the 911 system may be overwhelmed. Program the Southfield Police Department Administrative Line into your cell phone (248-796-5000) for emergency use or consider e-mail.

o What to Report: Your specific location-building name and office/room number. Number of people at your specific location. Injuries-number injured, types of injuries. Assailant(s) – location, number of suspects, race/gender, clothing

description, physical features, type of weapons (long gun or handgun), backpack, shooters identity if known, separate explosions from gunfire, etc.

• Secure the immediate area:

o Lock and/or barricade doors. o Turn off lights. o Close blinds. o Block windows, if applicable and possible. o Turn off radios and computer monitors. o Keep occupants calm, quiet, and out of sight o Keep yourself out of sight and take adequate cover/protection i.e. concrete walls,

thick desks, filing cabinets (cover may protect you from bullets). o Silence cell phones.

• Un-Securing an area:

o Consider risks before un-securing rooms. o Remember, the shooter may not stop until they are engaged by an outside force. o Attempts to rescue people should only be attempted if it can be accomplished

without further endangering the persons inside a secured area.

• Police Response:

o Objective is to immediately engage assailant(s). o Evacuate victims. o Facilitate follow up medical care, interviews, and counseling. o Investigation.

Potential Act Violence (Deescalating angry interactions)

1. Remain calm and allow the person to express their feelings. Be non-judgmental. 2. Show interest and support. 3. Determine, if possible, the intensity or severity of the individual’s emotional state. 4. Signal another staff member to call 911 or your local emergency phone number, if

necessary. 5. Allow Southfield Police personnel to take over, if possible. 6. Call Global Campus Emergency Response Team phone list until someone is reached

Medical/Injury/Accident Injuries to University Employees:

In the event of a serious injury to a University employee, no matter how insignificant, an investigation must be conducted, and an accident report filed. The accident report should be distributed utilizing normal means to the Workers Compensation Office by calling (989) 774-7177. Normally, it is the responsibility of the immediate supervisor of the injured party to conduct the investigation; however, a staff member of the department in which the injury occurred can assist in this investigation. In the case of a severe injury such as, but not limited to, severe bleeding, hospitalization, ambulatory care or blunt force trauma, contact Environmental Health & Safety (989) 774-7398. When a work-related accident occurs that results in a severe injury to one or more employees, do not move the injured employee(s) unless it is absolutely necessary to protect them from further injury. Shut down any machine or equipment in the area that could present a hazard to the injured employee(s) or potential rescue personnel. Where possible and reasonable under the circumstances, persons possessing the necessary training and personal protective equipment may, but are not required to, administer first aid to the injured person pending the arrival of emergency personnel at the scene. Notify 911 of the accident and provide the specific location of the accident and the nature of the injury. Do not hang up until 911 dispatch hangs up. If a work-related accident involves any type of equipment, machinery, mechanical device or tool, the item must be removed from service and stored in a secure location under the direction and control of the Program Administrator. The item must not be adjusted, altered, repaired or modified in any way prior to an inspection by Environmental Health & Safety. Regular reporting procedures for work related injuries should be followed in accordance with the University's Workers Compensation procedures. If a work-related accident results in a fatal injury or the hospitalization of three or more employees for the same incident, the Michigan Occupational Safety and Health Administration (MIOSHA) must be notified within eight hours of the incident. This notification is the responsibility of Environmental Health & Safety. University Counsel will also be notified. Injuries to University Students and Visitors:

In the event of an injury or medical emergency involving a Central Michigan University student and/or visitor, contact rescue services immediately by dialing 911. The caller should provide a brief description of the injury or medical emergency, and the location of the person involved. Do not hang up until 911 dispatch hangs up. Where possible and reasonable under the circumstances, persons possessing the necessary training and personal protective equipment may, but are not required to, administer first aid to the injured student or visitor pending the arrival of emergency personnel at the scene. Complete an Accidental Personal Injury Report for all injuries to students and visitors. The Accidental Personal Injury Report forms can be

Appendix B – Severe Weather Closing Procedure Southfield Center Weather Closing Information: There are no set criteria for closing the center and re-scheduling classes due to weather related conditions. In making the decision to remain open or cancel classes a number of factors are taken into consideration at a particular location, the primary being overall safety of students and staff. Center staff gathers information by observation, checking local media, weather alerts to workstation (Weather.com or Accuweather.com) and seeking feedback from faculty. The decision made by the Associate Director of Student Services based on the information and recommendation of the center staff is done with the needs of students, faculty and staff in mind. We do the best we can to make the right decision for everyone. Ultimately, whether or not classes are cancelled, each individual has to make her/his own decision on going out based on their own perception of conditions. Once the decision is made to cancel class or alter the schedule, the information must be conveyed to students. Center staff is responsible for updating the information resources available to students. Students will be able to access information from four sources for weather related schedule changes at the Southfield center:

A. www.cel.cmich.edu (Global Campus Home Page), www.cel.cmich.edu/weather (Weather related Center Closings and www.cel.cmich.edu/student (Current Student page under “News”)

B. Call toll free 888-299-5899 and enter the center extension 483 C. Call the center directly at (248) 357-8600 D. Local television: WDIV-TV/Local 4 News. “Official School Closing Network”

A: Website Update: To update the website information: If you are able to send an email, address it to Karen Juday with cc’s to Sheila Schrot and Eric Gustafson. One of the web development team members will update the site. If passing the information on by phone; please contact team members in the following order, as necessary, 1) Karen Juday, 2) Sheila Schrot, 3) Eric Gustafson. You will not have to call back to have it removed from the site as the web team puts an automatic removal mechanism depending on the anticipated length of schedule change at the center involved. B: Toll Free Telephone Number Update: To update your center information at the toll-free number, please use the following steps.

1. Call 888-299-5899 (it can also be dialed directly, not toll free, at 248-526-2649).

2. When the tape-recorded welcome message starts, press the pound (#) key. Note: In steps 3 through 7 you can just enter the numbers; you don’t actually have to listen to the prompts. 3. You will be asked to enter a mailbox number. Enter 337. This gets you in to the

administrative function. 4. The system will talk to you about messages you may have and suggest you press “0”

for a list of features. Ignore the message and Enter 72. 5. You will hear, “welcome to the system administrator menu.” Enter 26. 6. You will be prompted, “Please enter the mailbox number for the announcement

message.” Enter 483 for the Southfield center. 7. You will be prompted to: Listen to your message - press “L” or 5 key Record a new message - press “R” or 7 key Erase your message - press “E” or 3 key 8. If you press R in step 7, record your message. If you are satisfied with it, press the

pound (#) key and hang up; you’re done. If not satisfied, please follow the prompts to review or re-record your message. Continue until successful then press the # key and hang up.

Note: In your telephone message please include the name of the center, day, date and time in some fashion along with the information about the schedule you are imparting.

For Example: Today is Tuesday 1/9/07. You have reached the Southfield center weather voice mail box after 3:30pm. MSA 620 and ACC 201 scheduled for tonight have been cancelled due to the snowstorm. Please check your blackboard shell for assignment changes etc. or contact the center when we re-open. This message will be updated when changes occur.

What will students hear?

1. Students will dial 888-299-5899.

2. The greeting indicates: “You have reached the Troy Administrative Offices of Central Michigan University’s Off-Campus Programs. If you know your party’s extension, you may dial it at any time. For a directory by last name, press ‘8’…”

3. Student enters the extension assigned to your particular center or enters the center

in the alpha directory and is connected to the mailbox.

4. They hear your recorded message and the line automatically hangs up. There is no opportunity to leave a message at this extension.

Appendix C - Power Loss Checklist and Process In the event of an electric power failure: Power goes out prior to the start of classes:

1. Assess the situation. IE check with neighbors, contact landlord to report and determine extent of outage.

a. Get the analog single line backup telephone and plug it in to the fax machine line (248-357-8606). This will allow two-way communication. Also, there are telephones in the classrooms, Resource room and Student Lounge that may be used for this purpose. Calls from these phones are limited to 911 emergency calls, local calls, toll free numbers or use of a phone card for long distance calls.

2. If power is out in the area (IE not due to building factor such as maintenance or construction), contact DTE Energy to report outage at 1-800-477-4747. Obtain an estimate of time to restore power.

3. Contact instructors for the day. a. Brief them on the situation. b. Request feedback about options available and holding classes.

4. Call Emergency Response Team until you reach someone to whom you can report the

outage. a. Brief response team member about the situation. b. Review tentative plan of action c. Discuss options including outside resources that may be needed to assist with

student contacts.

5. Decisions on whether or not to hold classes, where, etc. are judgment decisions taking in to account the time of year, weather conditions, time into the term, etc.

a. If classes are to be held, make arrangements as necessary to accommodate the situation

b. If classes are to be cancelled: i. Call radio and television station school closing networks. See Appendix B. ii. Change center voice mail indicating the situation and action students

should take including calling back for further information. Include day/date/time in the message.

iii. Attempt to call students to advise them of closing and action to take. Engage the assistance of sister centers in obtaining class lists and making

calls. Note calls made and success or lack thereof in getting through to the students.

iv. Put sign on door indicating situation and action students should take. This will give information to any students missed in the above contact efforts.

6. With approval, leave and secure area.

If power fails after hours while classes are in session, instructors should: 1. Remain calm. Locate emergency flashlight in classroom.

2. Assess the situation. Try to determine extent of the outage (IE. Room, building, general

area).

3. Use best judgment based on time of year and weather conditions to determine if release of class is warranted.

a. If students are to be released from class, ensure students are safely let out of the building. Be sure everyone gets out.

b. Contact Emergency Response team beginning with the Program Administrator until someone is reached, the outage and plan of action reported. Appendix E – Infectious Disease CODE GREEN Infectious Disease (including Flu)

• Encourage sick students and staff to stay home and seek medical attention for severe illness.

• Facilitating hand hygiene by supplying soap and paper towels and teaching good hand hygiene practices.

• Provide reminder message to students and staff about preventing infectious disease. • Encourage students and staff to get annual influenza vaccinations. • Clean and disinfect classroom materials and surfaces if information is confirmed

regarding an infected student or staff member.

Ebola Measures

• Be particularly aware if students or staff members display Ebola related symptoms and if it is known that they travelled to Countries where the Ebola outbreaks are occurring (Guinea, Liberia, and Sierra Leone).

• If Ebola symptoms present themselves, separate the infected person in a private room with access to a private bathroom where available.

• If you come into contact or are in close proximity to the infected person, wash your hands using soap and water (preferred) or an alcohol-based hand sanitizer containing at least 60% alcohol. Use soap and water when hands are visibly dirty.

• Notify your local or state health department immediately if Ebola is suspected. The health department can provide additional guidance regarding medical evaluation or testing, if indicated.
