gizArticle 1 Amount, Duration and Purpose of the Grant
1.1 We refer to your request for finance dated 22"^ June 2016. The BMZ has agreed to finance
the research project entitled
"Impact evaluation of SLM options to achieve land degradation neutrality"
1.2 This assistance shall amount to up to € 180,000
(in words: Euro one hundred and eighty thousand)
1.3 The grant is made available for the period from 01.08.2016 to 30.11.2017.
Only expenditures effected during this period and relating to activities carried out during this
period may be financed from the grant. Dates relating to research activities may only be
altered after prior written approval by GIZ.
1.4 Payment is scheduled to be effected as follows:
in 2016, after signing of the contract up to € 90,000
in March 2017 upto€ 90,000
The amount of € 5,000 shall be withheld from the last payment. The amount withheld shall be
disbursed without further request as soon as all obligations by ICARDA arising from the
Agreement, in particular those regarding the evidence of use of the funds for the purpose
stipulated and the reporting, have been met. Actual payment requests shall be aligned with
the effective financial requirements, considering the actual €/US$ exchange rate but may not
exceed the total amount in € as stated in article 1.2.
1.5 ICARDA shall spend the funds available exclusively for the above mentioned research
project, not already financed under other subsidies and/or long-term loans. The project
proposal is attached in Annex 1 and forms an integral part of the contract together with the
financial plan, Annex 2.
1.6 ICARDA shall be entitled to spend up to 20% more than the amounts mentioned for any
subtotal budget line provided that expenditures are reduced by the same amount in one or
more of the other subtotal budget lines.

gizArticle 2 Reports and Financial Statements
2.1 ICARDA shall submit short progress reports as electronic version by the end of February of
each year for the previous calendar year to [email protected].
2.2 The final report of the project covered by the funds provided through this contract shall be
submitted as electronic version not later than 28.02.2018 to [email protected].
The reporting requirements of BMZ shall be observed. For details please see the stipulations
in Annex 3.
2.3 The internal financial statements shall be fonwarded to GIZ as hardcopy half-yearly latest by
September 30 and March 31 for the previous half calendar year and shall provide GIZ with a
breakdown of the actual costs incurred.
The internal statements due by March 31 shall be accompanied by
a) A declaration that the expenditures have not been financed from other parties and
that the contributions to be borne by ICARDA or other donors have been paid;
b) An inventory on the goods purchased within the previous calendar year from the GIZ
grant whose costs exceed Euro 1.000.
2.4 After completion of the whole project ICARDA shall give proof of expenses by a final financial
statement for the whole project period to be confirmed by external chartered auditors and to
be sent to GIZ as hardcopy by 28.02.2018.
The procurement of equipment and materials and the awarding of contracts shall be carried
out in accordance with the regulations of ICARDA. The correctness of these procedures shall
also be subject to the audit by external chartered auditors. The final financial statement shall
be accompanied by an inventory on the goods purchased within the whole project duration
from the GIZ grant whose costs exceed Euro 1.000.
Article 3 Disbursement Procedure
3.1 Payment shall be made only on receipt of invoices as hardcopy submitted originally signed
and containing the project number and the contract number.
ICARDA shall submit with each request for advance payment a financial statement as
hardcopy originally signed providing evidence of the use of the foregoing payment except for
the first and second instalment. The financial statement must be made up in Euros. GIZ may
debit any funds remaining from the previous instalments.

3.2 New instalments wiil reflect the balance of the previous internal statement of accounts.
Excess expenditure shall not be acceptable. Funds not utilised shall be returned to the GIZ.
GIZ reserves the right to inspect and audit ICARDA's book-keeping with respect to the above
mentioned funds by GIZ internal auditors or any other person duly authorized by the GIZ on
its behalf.
3.3 ICARDA shall submit proof by the bank of the amount that has been credited in the currency
of account for the funds disbursed by GIZ. The expenditure in the currency of account shall
be converted to Euros at the exchange rate resulting from the amount credited to the account
and the disbursement in Euros.
Settlements for expenditure in a currency different to the contract currency or the currency of
account shall be made at the rate based on the foreign-exchange purchase vouchers
presented in evidence of the amount charged. In the absence of the required documentation,
the GIZ may choose either to reimburse the expenditures in foreign currency or to convert
the expenditures on the basis of the exchange rate in the monthly GIZ exchange-rate list that
can be accessed by the Recipient (www.GIZ.de => Bidding opportunities => Important
Documents) and reimburse them in the contract currency.
3.4 ICARDA shall keep a separate project record exclusively for the funds disbursed by the GIZ.
In this project record all receipts and expenditures related to the measures and/or
expenditure categories to be financed from the GIZ grant are entered according to the
regulations for proper and orderly accounting. These expenditures shall be subdivided into
the categories specified in the financial plan, Annex 2.
3.5 Upon completion of the Project ICARDA shall submit to the GIZ a final financial statement
according to article 2.4. Any funds remaining from the grant, including any interest accrued,
shall be returned to the GIZ in the contract currency immediately and without separate
request at the exchange rate resulting from the latest advance disbursement/s credited to the
account (see article 3.3). To minimize the risk of repayment, ICARDA shall make sure that
the effective balance of funds is taken into account when requesting the final advance
payment.

gizArticle 4 Suspension of Disbursements and Repayment
GIZ shall be entitled to either suspend, recall or terminate disbursements if
a) Financial statements or technical reports are not submitted in accordance with article 2
of this Agreement:
b) The breakdown of the costs is not in accordance with the budget stipulated in Annex 2;
c) ICARDA is not able to furnish evidence proving the use of the grant for the purpose
stipulated in this Agreement;
d) ICARDA has violated any other obligation under this Agreement.
Article 5 Implementation of the Project
5.1 ICARDA shall ensure that all results of the project's activities will be made available to all
institutes within the framework of the CGIAR. The products of research supported by GIZ /
BMZ are international public goods available to NARS, extension services, small scale
farmers, and other users, across national boundaries. ICARDA is requested to take
appropriate steps to avoid results being used by third parties for patenting.
5.2 Scientific and other material published as a result of German funding must indicate the
Federal Republic of Germany as donor. Regardless of whether the funds were made
available by BMZ directly or through GIZ on behalf of the BMZ, funding should be
acknowledged as "With the financial support of the Federal Ministry for Economic
Cooperation and Development, Germany".
5.3 ICARDA shall ensure that the persons it entrusts with the preparation and implementation of
the project and the awarding of contracts for the provision of materials and services to be
financed do not demand, accept, provide, grant, promise or accept promises for illegal
payments or any other advantages in connection with these tasks.

gizArticle 6 Final Provisions
6.1 This agreement shall be governed by German law. Place of performance for payments shall
be Frankfurt am Main. Place of jurisdiction shall be Frankfurt am Main.
6.2 This agreement shall be drawn up in two originals in English language whereby each of the
contracting parties shall receive one original.
6.3 Amendments and changes to this Agreement as well as any statements and notices which
shall be made under this Agreement shall only be valid in writing.

6.4 The invalidity of one or more provisions of this contract shall not affect the validity of the
other provisions. In the event of the invalidity of particular provisions, the respective invalid
provisions shall be deemed replaced by such a provision that comes closest to the economic
purpose which the contracting parties are striving for.

Project overview:
1. The lARC applicant
CRP1.1: International Center for Agricultural Research in the Drv Areas fiCARDA): CRP-DS
Program Management Unit hosted by ICARDA (to be part of the Water, Land and
Ecosystems - IWMI).
ICARDA has been working with partners in the ELD initiative and currently hosts the
scientific coordination unit. ICARDA specializes in:
• Productivity of agricultural systems• Natural resources conservation and management• Genetic resources
• Socioeconomic and public policy research including impact assessment• Geo-informatics
• Capacity Development• Monitoring, Evaluation, Learning
The research will be done with a range of partners, who share expertise and experience
across countries and in close collaboration with the ELD initiative. Partners include national
and international agricultural research institutions, UNCCD-Global Mechanism, development
agencies, and universities.

4. Project Description and Work-plan
Project goal: The overall goal of this project is to improve current land management and
related economic activities to achieve sustainable economic development through the
development of an impact evaluation tool for sustainable land management (SLM)practices. The tool will be a GIS and web-based facility based on sound knowledge and
information on the economics of land degradation and sustainable land management
practices for public and private decision-makers. It will pilot test the tool in one countrywith partners with experience in SLM and in so doing build capacity. The tool will be used
to continuously assess impacts based on local assessments linked to remote sensing
data.

Project purpose: As part of the ongoing Economics of Land Degradation initiative
(www.eld-initiative.ora) the proposal aims to value current land use strategies and
feasible alternatives in economic terms, in order to promote more sustainable land
management that is also in line with national development goals. The project is a
response to the demand from countries for help to implement land degradation neutrality
under their obligations to the UNCOD and UN SDGs. To date more than 70 countries
have submitted requests to the UNCOD for such help. The project will contribute to the
CGIAR's goals of reversing land degradation on 55 million ha of land by 2022 and lifting
30 million out of poverty (CGIAR 2015). In addition the project will contribute to the
achievement of SDG 15 and specifically target 15.3 which is that 'by 2030 combat
desertification and restore degraded land and soil, including land affected by
desertification, drought and floods, and strive to achieve a land-degradation neutral world'
(UN 2015).
Details of the goal, purpose and outputs are shown in the attached Logical framework
In order to derive a holistic understanding of land use, it will focus on both the regional and
national levels. The proposed intervention is framed within the CGIAR Research Program on
Dryland Systems which is currently operating with synergistic initiatives in West and Central
Africa (Niger and Burkina Faso) and East and Southern Africa (Kenya, Ethiopia and
Tanzania) The joint development with the GIZ Sectoral project to combat desertification
(SSV-CCD) will ensure that this tool will be utilized in the context of a bi-lateral GIZ project
focused on SLM as well as other planned projects such as the ICRAF-GIZ cooperation for an
EC project and LDN under the UNCCD Global Mechanism.
Target Country: Tunisia will be used as case study while the tool can be applied in any
ongoing ELD case studies e.g,, the proposed ELD study in Benin.
The project will result in increased impact assessment capacity, piloting sustainable land
management practices for target countries on a common platform maintained by the CGIAR
and accessible by all stakeholders involved in the present initiative and related ones. The
outputs will include a functioning, scalable, interoperable tool for impact assessment, key
stakeholders capacity increased, spatial interoperable databases and at least one scientific
publication on impact assessment methodologies using an option by context approach. As
the lARC, ICARDA will be responsible for the deliverables as well as the coordination of work
amongst contributing partners.
The application of the ELD Initiative's approach produces results directly applicable by public
and private decision-makers, inclusive of policy-makers. The outputs of this project at the
regional and national levels can be directly used by decision-makers to improve land
management in order to reduce land degradation, improve local livelihoods, and enhance the
economy. The outputs of the project can be directly integrated into country-specific policy
design for land degradation neutrality, improved land management, removing potential
barriers to economic development while securing the natural capital base. Continuous
consultation and dialogue with key stakeholders will ensure that the results are directly
contributing to the goal of this project.

Although aimed at agricultural production systems, the project will analyze both options andcontexts with a gender lens in order to generate impact scenarios embedding CGIAR Gender
Outcomes and SDG 5 objectives. For example when mechanization is considered as a SLM
option it needs to evaluate effects on women's labour and employment. The followingactivities are an integral part of the outputs and related research:
I. Identifying, describing and anaiyzing existing, tested and adopted Sustainable Land
Management (SLM) options (from approaches, to technologies and practices) versusdifferent socio-ecoiogical contexts by meta-anaiysis of the state-of-the art literature
using standardized, geo-referenced protocols developed by CRP1.1
Output: The first countrv-specific. vet an accessible knowledge base of standardized,
geo-referenced SLM options-by-context and impact assessment of the tested SLMs
that is embedded in the GeoCOs (Global Geoinformatics Context and Options) beingdeveloped by CRP 1.1 and ICARDA.
Outcome: Stakeholders involved in the activities will acquire knowledge and tools to setstandards and approaches in their own institutions.
II. Systematically reviewing and cataloguing existing and completed projects in targetcountries having an impact in terms of SLM options and lessons learned.
Output: Accessible knowledge base of projects in target country.
Outcome: Stakeholders at country level able to plan strategic interventions and steerforeign aid based on historical and current data of interventions.
III. Spatial mapping of pre and post impact of inventory projects that utilize the SLM
options by context database generated by activities i and il, as weli as related the
geoinformatics tools of CRP 1.1. and ICARDA.
Output: Detail mapping of at least 10% of completed interventions sub-sets (pilots)Outcome: Stakeholders involved in the activities will acquire knowledge and tools to set
standards and approaches in their own institutions.
IV. Online SLM impact assessment tooi
Output: User-friendly, interoperable online tool with operating manual to enablestakeholders to query SLM options in different context in order to assess potential
impact for applying options in time and space.
Outcome: Stakeholders involved able to prioritize interventions based on plannedoutcomes in terms of sustainable land management and livelihoods.
The project will use the following organizational scheme for the activities described
above and shows how it will link with ELD case studies with existing databases andnew activities initiated in 2017.
