Why a Global Health Sector Strategy now?
WHO Universal Access plan ends 2010Global HIV and health context and architecture are changingWorld Health Assembly resolution requesting WHO to develop a Global health sector strategy for HIV/AIDS for 2011-2015, through a broad consultative processThe strategy will build on experiences of "3 by 5" initiative and universal access plan and be aligned with UNAIDS strategy currently under development.

1. To optimize HIV prevention, diagnosis, treatment and care outcomes by expanding coverage and impact of HIV interventions.
2. To maximize the impact of HIV responses on other health outcomes by linking and integrating programmes and services.
3. To build strong and sustainable systems to address HIV/AIDS and other major public health threats.
4. To reduce HIV vulnerability and address structural barriers to accessing HIV services by creating supportive environments for HIV responses.

What next?
The Standing Committee for the Regional Committee for Europe requested a European Regional HIV/AIDS Action Plan be presented at the 61st Session in September 2011 in Baku.Will be framed by 4 strategic directions of the Global Health Sector Strategy on HIV/AIDS.Will provide concrete guidance to Member States on comprehensively addressing HIV/AIDS. The primary audience of the Action Plan is the health authorities of the Member States in the European Region, but also a broader constituency from social and developmental sectors.

Action Plan Development Process
WHO European Region consultation on Global Health Sector Strategy for HIV/AIDS 2011-2015: August–October 2010.Concept note developed based on results of the European consultation for GHSS October 2010.Concept note presented to SCRC November 2010 in Andorra.Consultation process start mid November 2010 with the first draftWeb based consultation November 2010–February 2011.In-country consultations (5 countries – 2 EU, 3 non-EU) February 2011.Regional consultation (representatives of Member States, civil society, donor and development agencies, United Nations’ and EU institutions, private sector and academia) February 2011.Draft action plan to SCRC March 2011.Action plan to be presented at the RC 61 in Baku September 2011.
The development process will ensure alignment with UNAIDS Strategic Plan 2011-2015 and the European Commission communication and action plan on HIV/AIDS 2009-2013.
