KABUL - Pine nut production has increased by 12 percent this crop year, the Ministry of Agri-culture, Irrigation and Livestock said on Sunday.Around 24,000 tonnes of pine nuts were produced in Afghani-stan this year. Last year, 23,000 tonnes pine nuts were produced in the country, the ministry said.Pine nuts trees are in nine provinces of the country in-cluding Khost, Paktia, Paktika, Nangarhar, Kunar, Laghman, Nuristan, Kapisa and Kabul, and cover 44,000 hectares of land.In Khost and Paktia alone, 40,000 are working on harvest of pine nuts and related activities.Pine nuts are among Afghani-stan’s key export items and have demand in 16 countries.

Curb Crimes

Currently, Afghanistan is suffering from myriads of problems and among them the rising rate of crimes is a dominant one. The persistent insecurity and instability have provided the

opportunity to the criminals to take full advantage. Moreover, the prevailing circumstances – the snowballing poverty and unemploy-ment, growing injustice and unreliable law and order system – are further pushing the people towards crimes and corruption. It is al-ways important to see that there is a prominent link between pov-erty and crimes. There are many people who commit crimes only because they are not able to feed their families or they are capable of fulfilling the ever-growing necessities of life. The important point is to realize that though poverty is one of the ba-sic reasons of why people commit crimes, it is not the only reason. It can be observed that the criminals are mostly rich and have connec-tions with authoritative people in the society. Moreover, there are criminals among the ruling elite and they commit huge crimes and never brought to justice. Thus, there are different reasons behind the crimes that are commit-ted within a society and they are not always evident to us. What is evident is the outcome of the crimes as it directly influences the people. Whether there is a murder, robbery or a kidnapping, the ef-fect is very direct and can be felt by the victims, their relatives and other people who come across those crimes. These impacts of the crimes disturb the normal social life and may prove to be a ripple that can generate more crimes and disturbances within the society. Therefore, it is important to safeguard the society from these influ-ences and control the crimes in the best possible manner. Two types of strategies can be effective in this regard – short term and long term strategies. The short-term strategy is basically car-ried out by the law-enforcement system in the society that works through the institutions of courts and police. Law-enforcement sys-tem within a society basically works on the principle of identifying the criminals, bringing them to the justice and punishing them. The countries with weaker law-enforcements systems suffer to a large extent in providing justice to the alleged criminals. Such societies also suffer from lack of providence of timely justice. The system of courts is not very efficient. There are many cases that take many years in courts and yet remain undecided. The people who are in-fluenced by such cases experience a complete change in their lives, which is from bad to worse and by the time they reach to justice, their lives are already destroyed. It has been also observed that the cases that belong to influential people are pursued immediately while the ones that involve the ordinary people are kept in files and they never reach to the courts. And then there are detention centers that, in fact, do not transform the criminals into useful citizens, which is the basic philosophy of them. They, on the other hand, turn them into bigger criminals and if unfortunately, which mostly happens, there is a person who has been punished wrongfully; such a person becomes a true criminal after leaving the detention center. Unluckily, Afghanistan is one of the same types of countries that suffer from weak law-enforcement system. Though there has been much development in this regard, serious concerns still prevail and raise questions about the system. The police force in Afghanistan is still in the preliminary stages and it really requires years of attention and support to reach to a truly professional stage. There are many areas in the country where the police do have enough penetration and where they cannot reach to crimes and criminals. Then there are many areas wherein the people still go to traditional courts, which are dominated by religious and tribal leaders instead of going to the courts that are established by the government.There is a great margin of tireless efforts for the improvement of de-tention centers as well. The basic facilities that the prisoners get are in no way enough and the environment is not very much healthy. Even within the detention centers the criminals are able to keep their communication with the outside world and are able to lead or to participate in their unlawful activities. It is really imperative to keep in consideration that the law-enforce-ment system can provide short-term solution to the crimes. If a so-ciety is really interested in controlling them there should be a long-term strategy that must deal with the basic reasons of the crime and try to nip the evil in the bud. There should be efforts to work on ef-ficient administration, better economic condition, political stability, good governance, providence of basic human rights and control of corruption. Justice should reach to all the people of the society alike and the citizens must not feel alienated from the society. Moreover, there should not be discrimination as far as practical implementa-tion of the criminal law is considered. Law should not serve the rich alone as is happening in many societies of the world; rather all should be treated equally in this regard.

Political party is defined as a group of people having similar ideas about a country’s policies and commonly seeking to gain political power. The relation between democracy and political party is likened to two wings

of a bird or termed as backbone of democracy. No bird can fly without two wings and no democracy can succeed without active political parties. Its main function consist of introducing right election nominees, making general poli-cies, criticizing the government, raising political awareness and bridging be-tween people and government. Therefore, all pioneer democracies are based on strong and lawful political parties. In the other words, every citizen holds a constitutional right to organize with like-minded citizens to form a political party so as to attain some common political goals. The right to form a political party is derived from the constitu-tional right of association, free speech, and equal protection. A political party is a voluntary association formed out of the free will and consent of those who created it. A political party upholds certain principles regarding public poli-cies of a government. A political party seeks to attain and maintain political power within a government. So, political parties can play essential roles such as opinion-making, acting as a watchdog, introducing candidates, bridge be-tween government and people, and propose useful political programs.In a democracy, all citizens should be involved in political activities. However, a direct democracy where every citizen is directly involved in all political deci-sions is not possible within modern mass societies. This is why a modern de-mocracy needs institutions and organizations that represent the will and the interests of the citizens as authentically as possible. These can be associations, political parties, informal groups or non-governmental organizations. In par-ticular, the political parties carry out such a representative function. They offer to the citizens the possibility to influence politics and political decisions. They are an important instrument and institution of politics. Hence, without politi-cal parties, a modern representative democracy is not conceivable. Only, the parties ensure that the citizens are permanently capable to act politically. They articulate and integrate different interests, visions and opinions. They are also the main source for the recruitment of political elites.For the first time in history, the new Afghanistan’s constitute enabled the po-litical parties to operate openly and they are fully legal but they never have performed their role and function as it is expected. In modern political sys-tem, they should exercise an important function in a democratic system as a “watchdog” of government policy and as a political alternative in the future, and expected to express itself on all issues relevant for government. Parties are expected to propose views on domestic and foreign policies, economic and social policies, and youth and civil policies etc. In order to meet these require-

My family members fondly recall the charming, genial, irradiant persona of the Kabulliwallah, hearty, humorous simpletons who narrated dramatic anecdotes and elaborate descriptions of distant

lands. Unlike the manipulative, adulterating, exploitative native banias of the village, they sold goods from original sources, unaltered in form, pure, uncon-taminated and intense, at candid, modest prices. They thus built a repute for their honesty and immaculate moral integrity, in spite of the prevalent suspi-cion and prejudices of the era - both generic (against any outsider even hailing from a different village in the same state) to ones specific towards frontier-dwellers, typecasting them as uncouth, unrefined, brutish and boorish. The latter archetype was partly owing to a wave of homologous assailants and conquistadors who invaded medieval India throughout the course of the mil-lenium with the mountain passes in the Hindu Kush being the natural entry passage, leading to a misattirbution of even the Turkic and Mongoloid invad-ers to the place.Deriving sustenance and livelihood, and just that, was the sole purpose of their trade; monetary materialism never impelled these mercantile trans humans. They put impetus on seeing facets of life that prevail the aalam (world) of the parwardigaar (Nourisher, raiser and sustainer of the world: The Almighty), and amassing the treasure of exploration, experience, adventures and memo-ries. They stressed living a simple, frugal but eventful, diverse life and empha-sized the bond all humans share, notwithstanding individual differences, and disregarding petty sectarian bounds. Akin to a mobile weekly Baazaar, the seasonally recurring transhuman trad-ers, The Kabulliwallahs were traditionally the most eagerly-awaited guests in India. Irrespective of the region, terrain or habitat, Indian households urban and rural alike, counted on annual, biannual or even more frequent visits from these far-fetched yet close-to-heart highlanders. Unlike traditional inmigrants, vagabonds, tramps or drifters, who were met with skepticism or condescen-sion, Afghan traders came to be warmly welcomed. Semiprecious gemstones, predominantly the endemic lapis lazuli, (long the exclusive source of the coveted imperial hue of ultramarine, used for rega-lia), Chickpeas (Kaabuli Chanaa i.e. Gram of Kabul), Rock Salt, Black Salt, traditional herbs and remedies brewn thereof, especially vitality-boosting folk medicines, and motley spices were the frequent subject of sale, besides occa-sional artefacts. Peddling these articles and items was a vulnerable job and traders were prone to loot - exposed to wandering bandits, thugees, pindaris, etc whilst trudging in the wilderness. Undertaking a perilous journey wind-ing and traversing through tricky mountain passes, arid stretches, badlands vast expanses of hillocks and ravines, and vast thickly forestedw tracts. Being straightforward, candid, generous and credulous people, they were also soft targets to rumormongers, manipulation and underhanded scapegoating, such as being framed for child abduction and thievery, often at hands of the very perpetrators themselves. The native conmen would instigates the villagefolk against them, and subsequently loot them. However, over time their integrity of character, consistent conscientious sanction and solid conduct established a credential of uncompromising virtue, and undented hard-earned repute. They transitioned from the susceptible to the dependable, being augmented into vernacular colloquialisms and local parlance as cultural exemplaries. It

ments, each party should have certain platform and programs.unfortunately the Afghan political parties could not establish a factual place in the system; This is particularly the case in the parliamentary elections, where candidates are free to identify themselves as members of a certain party (although many do not), parties as such are unable to play an official role. Most significantly, in the current electoral system, which are individual-based, parties cannot field lists of their candidates, there are no parliamentary seats reserved for political parties, as in other countries, and parties are not allowed to establish factions in parliament. The latter provisions, even more paradoxically, have never been laid down in any legislation, yet they are still adhered to.Usually the leaders of political parties are chosen on the basis of internal elec-tion but in Afghanistan it is like a patrimonial property which is passed from one generation to other one and from father to son. They always criticize government for being autocratic and monopolist while they have further monopolized the leadership of political parties. This shows that the political parties which are the central institutions for a modern democracy have not lawfully formed in Afghanistan yet. Neither people trust on political parties and nor young educated generation are willing to join such parties. They are more likely to a personal business firm which is fighting for their personal interest instead of public interests. In order to have a successful role, the political parties need to hold internal election and also establish various levels of provincial offices following the structure of the state. The local party organizations are of particular impor-tance for a stable and active party. Here, members can directly be politically active. At this level, they have the deepest contact with their party and politics in general. Local party organizations should conduct regular membership meetings, and support, promote and integrate (new) members. These should be invited to the party and district meetings and social events, as well as to discussions on local politics issues and local initiatives, for instance, residen-tial redevelopment, road building or laying, schools, business settlements etc.Lastly, without political parties, a modern representative democracy is not conceivable. Only, the parties can ensure that the citizens are permanently capable to act politically. They articulate and integrate different interests, visions and opinions. They are also the main source for the recruitment of political elites. On the other hand, political parties are not able to play a con-structive role in the country unless they start the reforms from themselves. Political parties should not be formed on the basis of sectarian criteria but merely on the basis of national and meritocracy.

They were popular with children, whom they brought fascinating tales of distant lands, and showered with affection and petty novelties, often freebies. The Kabulliwallahs thus played a pivotal role in cultural exchange, in the mercantile process trans-mitting tales far and wide and inadvertently accomplishing an information dissemination between various otherwise geographically isolated provinces. Indeed, they were a testimony to human zeal, and defied the doctrine that geographical isolation implied cultural alienation. Kabulliwallahs were sparingly, if ever treated as other tramps, and ordinary vagabonds: being coveted visitors, engaging conversators, and capturing folk imagination, trickling into various mainstream literary narratives and dins of the ruralfolk. Although eking out a humble living, a popular saying in India la-bels them as having hearts of gold, and as vast as the fields. Though they dwelt arid lands, their hearts were teeming meads, pastures and gardens, where un-bridled tales grazed. Fascinating tales of Indian lands were also frequently the subjects of minstrelling and qissagoi of wandering bards, back in the frontiers. Memoirs of Kabulliwallahs rescuing and salvaging children and men in need or critical situations, at times, sacrificing own selves have been popular nar-ratives in stories regarding them. Eastern India and Afghanistan shared a re-lation, notwithstanding and circumventing intermittent regions as Pakistan and West India, making it sad that modern cultural ties bear privy and de-pendence to mediators and liaisons. Afghanis and Indians as far east as Ban-gladesh shared a direct heart-to-heart bond, with a chunk of Afghanistan to be found in every Indian kitchen (where spices are vital and venerated) and ev-ery storyteller’s captivating repertoire of enrapturing tales of distant lands. De-spite being susceptible to the myriad dangers venturing through wilderness, the traders loved the land, its diversity, eclectic tehzeeb, and looked forward to each visit. The eager await to visit India at times negated if not outweighed the temporary parting from their families. Despite, and perhaps because of, their cultural dissimilarities, Indians and Afghans were mutually charmed by re-spective, vivid cultural descriptions and resonated with the idea of Universal Brotherhood, Vasudhaev Kutumbakam. The shared heritage of mutual rev-erence for guests and fondness of narration, human interaction and novelty strung the subcontinent together. The interfaith candour bypassed distinctions of nationality, regionalitwy and religion, whatsoever, hence forging the purest and most-selfless of friendships. It’s thus aching to see that Indo-Afghan rela-tions today don’t often bypass the geopolitical intermediary Pakistan, and are reliant on the occasional shared animosity towards Pakistan, and the mutual sympathy of predicament of Pakistan-grown terror. This inherent underlying unity of humanity is immortalized in Tagore’s short story Kabuliwala, a touching tale of generosity, integrity, transcenden-tal friendship, and pluralism; subsequently adapted into an eponymous 1961 film, widely considered to be an unprecedented cinematic milestone.

in southeastern Paktika prov-ince are unable to provide standard health services, of-ficials and residents said on Sunday.Paktika Governor Mujibur Rahman Chamkani inspected several private hospitals dur-ing his visit to the Kherkot district of the province.He checked work permits of the hospitals and the health-care services they offered. While some of the facilities were found working satisfac-torily, others had problems in offering basic services.The hospitals, where unquali-fied doctors treated patients, would face strict legal action, the governor warned.During his trip to Kherkot district, the governor ordered the closure of a private hos-pital which did not provide people with standard health services.Chamkani ordered the crea-tion of a delegation in the framework of the Public Health Department to ensure the provision of quality ser-vices by all public and private clinics across Paktika.Provincial council member Niamatullah Babari alleged substandard medicines were being sold in Paktika on the one hand and some people had opened private hospitals on commercial lines on the other.

FARAH CITY - The western Farah province has produced 145 metric tonnes of pome-granate this year --indicating an 11 percent increase over last year, an official said on Sunday.Agriculture Director Abdul Manan Matin told Pajhwok Afghan News more than 8,284 hectares of land had been cul-tivated with pomegranates this year in Farah.The province produced 145 metric tonnes of the fruit, he said, recalling that 130 metric tonnes of pomegranates had been collected from 7,840 hec-tares of land last year.He added Farah’s pome-granates were transferred to markets in Herat, Nimroz, Helmand, Ghor, Badghis and Kabul provinces. The fruit is also exported to neighbouring Pakistan.Haji Gul Agha, owner of an orchard, expressed happiness over the increase in yield but said the price remained un-changed, showing no hike.
