The Germantown Village Board lastweek approved a request for an off-siteparking lot that was made by the owner ofthe Old Town Inn and the Von RothenburgBier Stube businesses.

Chaz Hastings requested the off-siteparking for a 1.03 acre parcel located atN116 W15987 Main Street. According toinformation from village staff, 47 lots wouldinitially be created while another five lotswould be added at a later date.

A conditional use permit was requiredfor the request to move forward. Among theconditions in the conditional use permit isthat the off-site parking only be used by OldTown and the Bier Stube and that it only beused for parking. Another condition statesthat should the parking become a nuisanceto nearby property owners, residents andbusinesses, the village could require instal-lation of a privacy fence or additional land-scaping. The owner has proposed to installa privacy fence along the portion of theparking area near an apartment.

There will be four lights for the lot, which will go down to 50 percent at 10p.m. and will shut off at midnight, according

to Planning and Zoning Administrator JeffRetzlaff.

During a public hearing on the request, Jeff Theis, representative f rom Gehl Foods, said the company was concerned aboutstormwater runoff coming from the site andappropriate setbacks being followed.

Another resident requested that thefence be installed along the west side of theproperty as part of the initial parking lotconstruction.

During board discussion, Trustee AlVanderheiden noted the drainage was aconcern in the past when parking proposalshave come forward and asked if a pondwas necessary. Retzlaff said it s the opinionof engineering staff that a pond is notneeded and won’t require additionalimprovements for stormwater management.

Trustee Art Zabel questioned whatwould happen to future development ifthere are similar proposals that come for-ward. He also asked if the village could puta moratorium on development until neigh-borhood plans are completed.

Village Attorney Brian Sajdak said thevillage could explore a moratorium, but thatit would not apply to existing applications.

“The application has been made, itcomplies with all the requirements we cur-

rently have,” Sajdak said.Zabel agreed that parking is needed in

the area but is concerned what would hap-pen if land is developed between the rail-road tracks and existing dwellings.

Village President Dean Wolter saidthere were discussions at the PlanCommission about formulating a downtownplan, but nothing is “formalized” yet.

Trustee Terri Kaminski expresport for the proposal.

“There is no reason to not appparking lot at all. We desperateparking on Main Street. It’s almostous to drive down Main Street on or Saturday night because of thesituation,” Kaminski said.

Germantown School District officialsare negotiating with Stony HillsPresbyterian Church for leasing space forthe district early childhood education pro-gram, while not ruling out other possiblelocations.

Approximately 39 students are in theprogram, which is currently located atRockfield Elementary School. The item wasdiscussed at the Sept. 8 School Board meet-ing.

Tip of the Week: When it comes to litterbox problems, prevention is the key! Did you know tshould have one litterbox per cat in your household, plus one more? Extra boxes are imbecause some cats won’t go where others have gone, plus having them scattered throughhouse can prevent location-avoidance problems. For more tips, call 414-ANIMALS!

tionary times for public school districts. Wedo intend to get better and GermantownSchool District will improve as we movetoward a more modern, comprehensive, and systemic setting in a purposeful man-ner.”

When reached for comment,Superintendent Jeff Holmes said the districtdoes a “deep dive” into the results to makedeterminations about how the informationmay help improve instruction.

Holmes added that the quality of edu-cation in the district goes beyond the resultsof the report card.

“For me, the true quality of a teach-ing/learning organization is not capturedin the School Report Card system and, while we do exceed the State's expecta-tions, which is nice, it does not go farenough in capturing the true essence ofGermantown School District,” Holmes said.“We are a district that excels in much morethan just reading and math and that is oneof the limitations of the report cards. Peopleare not provided with the whole picture thatillustrates what it means to be a part of ourdistrict. Unfortunately, with an emphasis

placed on just the report cards, peopleinside and outside of the District do nothave a complete understanding of howawesome we are--we are attempting toimprove upon that understanding.”

He added that “while we certainly haveobstacles, and who doesn't, we are in anexcellent place and poised to make thatleap into a greater position for providingenhanced modern, comprehensive, and sys-temic education in a productive, purposefulmanner.”

This is the second year for district reportcards and third year for school reports. In astatement on the report cards, the StateDepartment of Public Instruction noted that88.3 percent of schools statewide scored inthe “meets expectations” category or higher.

"Most of our public schools and schooldistricts are providing a solid education toour children, but we don’t want to rest onour laurels. These report cards are a goodcommunication device to focus discussionamong parents, schools, and communitieson how our schools and school districts aredoing and how they can continue toimprove," State Superintendent Tony Everssaid in a statement issued by the agency.
