The referendum will seek support of voters to exceed the village tax levy by 14.4 percent, or $1,607,756 over the most recent levy. According to information in vil- lage documents, the village is cur- rently served by four full-time and four part-time staff, with the rest of the department being "paid-on-call" staff that respond to specific incidents. After the meeting, Fire Chief Gary Weiss said the department is running 110 calls above the same period last year. He cited a situation during the afternoon of Aug. 2 where there were five calls within 15 minutes "that stretched us so thin it was crazy. We had to call for mutual aid because we ran out of people." That situation included a structure fire at the Germantown Little League complex, in which the Cedarburg Fire Department provided assistance. If approved, the referendum would allow the department to have a total of 16 full time-staff and pro- vide 24/7 coverage to residents. Weiss said the staff would include a full-time fire chief, assistant fire chief/training officer, three shifts of four full-time firefighters and two full- time fire inspectors. Weiss later added that if the ref- erendum question is approved, the department could upgrade to a para- medic service and increase revenues, as higher service would charge high- er fees. "This helps to get it in place faster but could also be done without a ref- erendum on step-by-step basis," Village President Dean Wolter said during the meeting. "It isn't the only vehicle that would make it occur but it is allowing for it to occur along with full time staff." dum question on the ballot was approvedby a 6-1 vote, with Trustee Art Zabel votingagainst the question. Trustees David Baumand Rick Miller were not present.

"The only issue I have is I think we canwork it out within our budget without goingto referendum," Zabel said.

Trustee Terri Kaminski said the board

has had many discussions over the past sev-eral months about placing the item on theballot for residents to consider.

"I totally support letting them decide,"Kaminski said.

She then asked Zabel how he thoughta full time department could be fundedwithin the current budget.

Wolter responded that going from thecurrent status of the Fire Department to a

full-time department "really can't bereached without this referendum and I'm insupport of letting residents have a say. We've discussed it and have looked at itmany different ways, we've haven't had away to come up with it, to wholly fund afull-time department to that level. We'velooked at ways of weekend staffing, we'velooked at ways to do it incrementally, but

we haven't found a way to put it in place asa full-time time, 24/7 (operations). This isthe only avenue and the only vehicle thatdoes that. It gives the residents the power todecide if this is something they want or if this something they want to put back on usto figure out."

Zabel said that as a result of new con-struction, the village will be able to raisethe current levy by $667,000 as a result of the growth provision under the levy limit.

He said that compares with around$200,000 and $300,000 on an annualbasis.

"So you do have additional moniesavailable this year so that if you choose toramp it up, you can do it," Zabel said.

Wolter replied that in the past theVillage Board has been in a position toincrease the tax levy by 3 percent but has

chosen not to increase the levy by the fullamount allowed. He added that the villagewould be facing increases in insurance thisyear.

After the meeting, Weiss said thedepartment will provide the public with thegeneral information regarding the referen-dum question.

Background: After the meeting, Weisssaid fire department responses with a paid-on-call fire operation can be problematic,

especially at night. For paid-on-cthey are on call every other weemeans they cannot drink alcohol the village, but have to remain afor a call. If there are no calls, thmade no money.

He added that the paid-on-call ice nationwide "is suffering acboard, everywhere."

He explained that with smalleand pop" businesses in the pastwould let their employees respocall. Now with larger businesses antry, they can't afford to let their emrespond because of the impact it wtheir workplace.

"That small-knit community stuof waning away in your suburbannities, and we're pretty much a scommunity right now," Weiss said.

Renovations to the Christ ChurchMuseum in northern Germantown arewrapping up.

The church is located at the northwestcorner of where Division Road, Holy HillRoad and Fond du Lac Avenue meet. It ispart of the Dheinsville Historic Park site.

Jeff Dhein, president of theGermantown Historical Society, said thework has included re-roofing the steeple, lighting up the cross on the steeple, installing inside lighting for the stainedglass windows for the steeple, adding a

footing to the steps and then re-installingthe original steps (which were originallyplaced on gravel), removing a silver maple

tree nearby and installing air conditioningin the church.

Contractors for the project included Jackson Hardware and Heating, NoffkeRoofing, and Guenther Contracting. Dheinadded that Riteway Bus Company con-tributed to the roof installation on thesteeple while Bill Wetterau donated fundsfor the re-lighting of the cross. The societyalso used operating funds for work on the

stained glass while the Dix family donatedfunds for re-stalling the steps. Grass is alsonow being re-sodded at the site.

Dhein estimated the cost for the projectwould have come in at just under

$100,000 but noted that the received donations for 75 to 80 pethe work.

The Germantown School Boardapproved the co-curricular handbook July27.

During brief discussion on the hand-book, board member Bruce Warnimontasked if individuals who participate in co-curricular activities are subject to randomdrug testing. Athletics and ActivitiesDirector Jack Klebesadel said randomdrug testing is not included in the hand-book, and noted that the testing is "awfullycostly."

Warnimont noted that the Muskego dis-trict has drug testing for co-curricular par-ticipants and will make it a prerequisite forallowing students to park on school prop-erty.

Superintendent Jeff Holmes added thatin the two years he has been in the district, when the Police Department K-9 officer hascome through the school, there has not

been a situation where police havinterview a student.

"You hear about so many proso many other schools, Germantoas bad as other places," Holmes saalways get better at it, but it's onethings where I greatly appreciatGermantown is already. I just hathat."

Warnimont added that "nine tof 10 the entire student populatiowhat's going to be happening."

Board President Robert Soadded there have been fewer ehearings this past year than previo

"From the increased awarenadministration does at the high schefforts of (Germantown Police OffOlson ," I think it's a pretty gooage," Soderberg said.
