EExxeeccuuttiivvee SSuummmmaarryyThe plastics industry is becoming increasinglyimportant to Georgia’s economy. Currently, thereare over 470 plastic production facilities in thestate.
Growth in Georgia’s plastics industry has outpacedthat of the U.S. overall. Since 1991, plasticsshipments in Georgia have increased by 112percent. Employment has grown by 88 percent.By comparison, plastics shipments in the U.S. grewby 86 percent since 1991 while employment grewby 42 percent.
Additionally, plastics industry capital investment in Georgiagrew at a faster rate than that of the U.S. overall. Between1994 and 1999, Georgia’s plastics industry capital investmentgrew by 59 percent. U.S. capital investment grew by 57percent.
Plastics shipments in Georgia reached $10.7 billion in 2000,making the state the 11th largest in value of shipments in thenation. Georgia ranks 3rd nationally in shipments growth.
Over 39,000 Georgians work in the plastics industry. From1996 to 2000, Georgia was the 4th fastest growing state in thenation in terms of plastics industry employment. In 2000, thestate ranked 14th nationally for plastics industry employment.
Georgia’s average weekly wage for the plastics industry is 8.3percent below the national average.
Membership in Georgia’s three active unions that haveplastics manufacturing workers continues to shrink,decreasing by 34 percent over the past ten years. Overall,Georgia’s union membership levels are the 11th lowest in thecountry.
The plastics industry in Georgia is supported by a number oforganizations and programs. The Georgia Department ofTechnical and Adult Education offers a variety of trainingopportunities for workers. Georgia’s award-winning QuickStart program offers customized training at no cost to new orexpanding companies. World-class research and developmentprograms at the Georgia Institute of Technology focus onbringing cutting-edge technology to real world applications.
Defining the plastics industry is a challengedue to the way plastic products andcomponents have entrenched themselves intothe fabric of our everyday lives. Marketcategories ranging from packaging to buildingand construction to transportation toconsumer and institutional products areinundated with plastic components andadditives.

IInnttrroodduuccttiioonnSome view the rise of polymer technologies asone of the most important innovations of thetwentieth century. Certainly our everyday liveshave been transformed by the use of plastics ineverything from orange juice containers tocomponents in airplanes.
Increasing product shipments and employmenttrends exceeding those of overall manufacturingattest to the growing demand for plastic products.
Georgia’s 1999 rubber and plastics industry GrossState Product (GSP) contribution of $1.5 billionrepresented 3.3 percent of total manufacturingGSP – up from 2.5 percent in 1980. Nation-wide, rubber and plastics contributed $55 billionto Gross Domestic Product in 1999 compared toa $17 billion contribution in 1980.
While U.S. employment in manufacturingdeclined by 0.5 percent annually between 1980and 2000, employment in plastics increased by 2.1percent. In Georgia, rubber and plasticsemployment increased by 4.3 percent annually, faroutpacing the state’s 1.1 percent manufacturingemployment increase.
The number of plastics-producing facilities is alsoon the rise. Since 1991, the number of plasticproducers in Georgia grew from 368 to 474, a 29percent increase. Many of the top plasticsprocessors in the country, such as PactivCorporation, Sweetheart Cup, and Owens-Illinoishave facilities in Georgia.
The data in this report reflect numbers from boththe primary and captive plastics industries. Theprimary plastics industry includes StandardIndustrial Classifications (SICs) 2671, PlasticPackaging, 2673, Plastic Bags, 2821, Plastics
Plastics are polymers – mostlythermoplastics, which can be heated andreformed over and over again. Polymers’resistance to chemicals, thermal and electricalinsulating properties, light weight, andprocessing flexibility give them unique appealand the capability to be manufactured to meetvery specific needs.

Materials and Resins, and 308-, MiscellaneousPlastics Products. Plastics industry NAICScodes (North American ClassificationSystem), adopted in the most recentEconomic Census data from the CensusBureau, include all the 3261 segments (PlasticsProduct Manufacturing) as well as 325991(Custom Resins).
The captive plastics industry includes thoseactivities related to the primary industry butperformed in plants classified in otherindustries. The most obvious example wouldbe the production of plastic milk bottlestaking place in a milk processing plant.
More specific primary industry informationwill be given for nine separate four-digitclassifications in SIC 308 – (NAICS 3261 and325991) shown in the following table. As a
whole, SIC 308- accounts for 88 percent ofjobs in U.S. primary plastics manufacturing.
Since 1991, Georgia’s employment in theseclassifications has increased 88 percent whileshipments have increased 112 percent.Between 1994 and 1999, capital investmentgrew by 59 percent. With such substantialgrowth, Georgia’s plastics industry will remaincompetitive at the national level and offer awealth of opportunity for investment in thefuture.

With shipmentstotaling $10.7 billion, Georgia is one of onlytwo southeastern states in the top eleven. Thestate alone generated over 3 percent of thenation’s total industry shipments. Combined,the top eleven states for plasticsmanufacturing make up 63 percent of thenation’s $330 billion plastics industryshipments.

Over 470 plastics facilities, most of which areclassified in SIC 308-, contributed toGeorgia’s high level of production. The 308and 2671/2673 SIC subcategories (or 3261 &325991 NAICS) made up over $4.2 billion ofGeorgia’s plastics shipments in 1999.
The value of shipments from the largest four-digit SICs, Miscellaneous Products, FoamProducts, and Film, totaled $2.5 billion.
Approximately 75 percent of the plasticsmanufacturing companies in Georgia areclassified in one of three SICs; 3089, 3086 or3081.

PPllaassttiiccss EEmmppllooyymmeennttThe rapid expansion trend for plasticsindustry shipments is paralleled by the equallyexceptional growth in plastics employment.Over 1.5 million U.S. workers were employedin primary or captive plastics manufacturing in2000.
Nearly 440,000 of these jobs have been addedsince 1991, representing a 42 percent increaseover the past nine years.
Georgia’s employment numbers are evenmore impressive. Currently 39,400 Georgianswork in the primary and captive plasticsindustry.
Over 18,400 of these plastics employees havebeen added to Georgia’s workforce since1991. This 88 percent increase substantiallyexceeded national plastics industry growth of42 percent.

In Georgia, employment in the Rubber andPlastics SIC segment 30 has grown at 3.2percent annually since 1980, exceeding annualgrowth in U.S. employment by 1.8 percent.
While SIC 30 is not the definitive category forthe plastics industry (it contains someproducts not considered part of the plasticsfamily and excludes others) data for this SICis more widely available and captures a largeportion of plastics products.

UUnniioonniizzaattiioonnAccording to the Bureau of National Affairs,overall union membership in Georgia isshrinking. From 1987 to 2001, total unionmembership for all private manufacturingdropped from 15.1 percent to 8.3 percent.
Georgia’s union membership level (8.3percent) is the 11th lowest in the country andwell below the U.S. average of 14.6 percentfor private manufacturing.
There are currently three active unions inGeorgia that may have plastics manufacturingworkers as part of their membership. Thelargest union, Glass/Pottery/Plastics,currently has 1,002 members.
Total union membership for all three unionsis only 1,421. Membership has been steadilydeclining, decreasing by 834 or 34 percentover the past ten years.

PPllaassttiiccss GGrroowwtthhThroughout the nation, plastics industryshipments and employment numbershave historically increased more rapidlythan that of other manufacturinggroups. Georgia is no exception.
Employment
Employment in Georgia’s rubber and plasticsindustry experienced a surge during the 90s. From1991 to 2000, the number of workers in rubber andplastics increased by 68 percent or 5.8 percentannually. As mentioned earlier, employment in
plastics alone grew by 88 percentor 7.2 percent annually for the
same period.
After a brief decline in 2001,Georgia’s rubber and plasticsemployment forecast calls forresumed growth starting in2003. Georgia’s manufacturingemployment will grow by 0.41percent annually between 2001and 2015 while rubber andplastics will grow by 0.17percent yearly over the sameperiod. Given the robustexpansion of the 90s, thesegrowth rates seem somewhattame.
The U.S. is expected toexperience a slight decline inRubber and Plastics industryemployment of –0.44percent annually between2001 and 2015.

Rubber and Plastics Production in the U.S. Will Continueto Grow
Shipments
Since 1980, nominalvalue of shipments forthe rubber and plasticsindustry has grown at a6.47 percent rateannually. Value ofshipments for allmanufacturing has onlygrown by 4.56 percentannually.
The U.S. productionindex for rubber andplastics grew by 5.1percent annually from1980 to 2000. Theproduction index formanufacturing overallonly grew at 3.5 percentannually.
Historically, plasticsproduction has managed tooutpace that ofmanufacturing overall. Inthe future, plastics willcontinue to grow, but at aslower rate. Georgia, asone of the country’sleading plastics producers,will continue to contributeto this anticipated growth,both in terms ofproduction and in terms ofdemand.

While the nation’s plastics industry is hot,Georgia’s is even hotter. As mentionedearlier, plastics shipments in Georgia were upfrom $5 billion in 1991 to $10.6 billion in2000, making Georgia the third fastestgrowing state.
More specifically, from 1997 – 1999 theGeorgia growth rates for shipments in eightof nine subcategories in SIC 308- exceededthose for the U.S. overall.

SSuuppppoorrtt SSeerrvviicceess && RReessoouurrcceessPlastics companies in Georgia have access to anumber of resources for improving theircompetitive position and productivity.
The Georgia Department of Technicaland Adult Education (DTAE)www.dtae.org and Georgia’s Quick StartProgramBecause of the importance of the plasticsindustry to the state's economy, the GeorgiaDepartment of Technical and AdultEducation’s Quick Start Program has focusedits efforts on meeting the training needs of theindustry.
Through DTAE's network of 34 technicalcolleges, a wide range of training programs isavailable. At selected technical colleges,Plastics Technology is available in both degreeand diploma programs. A three-year Mold-Making Apprenticeship Program providestechnical training combined with hands-onexperience. Operator Training is available fora variety of processes including injectionmolding, extrusion molding, blow moldingand thermoform molding.

The next step in extending trainingopportunities for the industry will be thePlastics Training Center, part of GriffinTechnical College's expansion plan.Scheduled to open in 2003, the Centerwill provide entry-level training aswell as career enhancementopportunities. Designed withindustry input, programs willinclude introduction tomanufacturing and introduction toplastics for new employees; operatortraining in injection, extrusion,thermoform and blown film; technicaltraining in plastics technology and industrialmaintenance; and apprenticeship programs inmold-making and set-up technician. TheCenter also will accommodate specialtyprograms such as ISO/QS 9000, as well asseminar presentations on timely topics.
DTAE and Quick Start are committed toensuring the growth and expansion of theindustry within the state. Quick Start worksclosely with the Georgia Plastics IndustryCouncil, Society of Plastics Engineers, Societyof Plastics Industries, and American PlasticsCouncil.

Composites Education and Research Centerwww.cerc.gatech.edu (CERC) promotesmultidisciplinary education and researchopportunities in the areas of materials andstructures among six participating schools atGeorgia Tech (Aerospace, Civil/ESM,Chemical, Mechanical, Textile and Fiber, andMaterials Engineering). CERC also works todevelop close relationships with industrialusers and manufacturers of compositematerials and with government agencies.Short courses are offered for industrialparticipants. Research contracts with industry andgovernment are regularly undertakenthrough the Composites ManufacturingResearch Program (CMRP) which operatesthe Polymer Composites ProcessingLaboratory in the ManufacturingResearch Center at Georgia Tech. Thelab conducts research in compositesmanufacturing and testing covering thespan between polymer synthesisthrough compounding, prepregformation to product manufacture andmechanical and non-destructive testing.Lab facilities include a 3,500 square foothigh-bay area which houses industrialpolymer and composites processingequipment and an 800 square footchemistry and non-destructive testinglaboratory. Polymer Education and Research Centercoordinates multidisciplinary educationand research opportunities in polymerscience and engineering at GeorgiaTech. The Center is also stronglycommitted to providing assistance topolymer and related industries, assisting40 to 50 companies per year. Examplesof joint research projects with industriesinclude investigation of the role ofpolymer additives in making rubbergloves more puncture resistant andimproving the quality of valves used inheart transplants.

High Performance Fiber Formation Laboratory includes abroad range of facilities for formation of carbon andceramic fibers from polymer derived precursorsexists in the School of Textile and FiberEngineering.
Ceramic Composites Processing Laboratorycontains equipment for fabrication of ceramiccomposites and measurement of their physicalproperties. A UNIX-based DEC 3100 workstationis used for process modeling and simulation.Extensive networking within and beyond theGeorgia Tech campus provides access to additionalmainframe and supercomputer facilities. State-of-the-art visual data analysis software allows effectivedisplay and presentation of multi-dimensional andmulti-variate model results.
The Mechanical Properties Research Laboratory is thenucleus of all-experimental fracture, fatigue, creepand deformation behavior research at the GeorgiaInstitute of Technology.
The Advanced Composite Structures Laboratory is locatedin the School of Aerospace Engineering. Facilitiesinclude an autoclave, a hot compression moldingpress, a filament-winding machine for manufactureof composites, two servohydraulic materials testingmachines, and a miniature tensile tester withacoustic emission. Other capabilities include x-rayradiography, acousto-ultrasonics, ultrasonic c-scanand microscope-videoscope systems.

Nondestructive Testing and Evaluation of Compositeshas extensive facilities for x-ray computedtomography. It is located in the School ofMaterials Science and Engineering.
The Optics Laboratory for Nondestructive Evaluationis located in the School of Civil Engineering.Its facilities allow investigation of both theoptical generation and detection of elasticwaves in solids.
The Southern Section of the Society ofPlastics Engineers
The local chapter of this national professionalassociation meets monthly from Augustthrough May in the Atlanta area. The groupfocuses on the technological developments inthe plastics industry and promotes educationin plastics.
