STRATEGIC CONTEXT
• The Greater Sydney Commission has released a series of District Plans – they link the planning directions set out in the Metropolitan Plan and detailed planning control for local areas.
• Georges River lies within the South District Plan along with Canterbury-Bankstown and the Sutherland Shire
• The South District Plan identifies Kogarah Town Centre as a Strategic Centre (super medical and education precinct) and Hurstville as a District Centre.
SOUTH DISTRICT PLAN
• The vision for Sydney is based on the concept of three cities – the Eastern City, Greater Parramatta and the Western City as a central strategy as shown
• Georges River LGA is included in the Eastern City which includes the Sydney City and economic arc from Macquarie Park down to Sydney Airport and Kogarah
• The Eastern City is an economic engine – has financial, business, professional services and innovation start-up sectors and a large proportion of knowledge-intensive jobs.

STRATEGIC CONTEXT
• In May 2017, the Kogarah Local Environment Plan (LEP) 2012 – Amendment No 2 (known as New City Plan) was gazetted by the NSW State Government and is now in effect.
• The new plan creates a framework that will deliver the additional housing and employment to meet the needs of the Georges River LGA.

PLANNING UPDATE
Council commissioned SJB to prepare the Hurstville City Centre Urban Design Strategy. The Strategy will: • Reinforces the role of Hurstville as the gateway to
Southern Sydney • Strengthens the use of public and active transport
to and within the centre • Enhances pedestrian connectivity and movement • Provides block by block planning controls Council on 7 August resolved to place the strategy on exhibition.

PLANNING UPDATE
• Council together with local businesses and landowners will commence a project to deliver a masterplan for the revitalisation of Beverly Hills Local Centre.
• The masterplan will provide a clear vision and urban design framework for the centre including recommendations for future land use zones, building heights and floor space ratios that will facilitate urban renewal.
• A project control group comprising of Council, businesses and landowners is being established in October 2017.

• Council in April exhibited draft Georges River Employment Lands Study
• Stage 1 provides background information on industrial zoned and business zoned land
• Stage 2 provides an assessment of IN2 industrial land and B1 Neighbourhood Centres and B2 Local Centres
• Council resolved on the 7 August to seek a peer review on the interim categorisation of the industrial zoned precincts
EMPLOYMENT LANDS STUDY
PLANNING UPDATE
• Council is about to commence the development of a Place Making Strategy
• The strategy will enable businesses and the community to develop projects to improve places in our local area
• Projects will focus on revitalisation, rejuvenation and reinvention of our town centres and public spaces with the aim of developing safer precincts and assisting the night time economy
• A budget of $250,000 has been allocated with a timeframe of 6 months

PLANNING UPDATE
• In November 2016 Council appointed an interim Economic Development Advisory Committee
• The Committee has met on four occasions and provided valuable input into the draft Economic Development Strategy. The Strategy will:
• Survey local businesses and the community • Articulate a shared economic road map for Georges
River • Outline strengths, opportunities and challenges • Set clear actions to achieve investment and job growth
• A budget of $280,000 has been allocated with a timeframe of 6 months
ECONOMIC DEVELOPMENT
PLANNING UPDATE
• Council is in the process of engaging consultants to prepare a Car Parking Strategy for business zoned land across the LGA
• The principles guiding the strategy include: • Managing the parking demand • Increasing sustainable transport outcomes (public
transport, cycling and walking) • Enhancing local amenity and ensure a pedestrian
focused environment • Investing parking revenue to fund relevant improvement
schemes and public transport • Ensuring a clear parking pricing parking
• It is anticipated the project will commence in October 2017 and
be finalised by June 2018.

• In 2015/16 there were 886 Development Applications determined
• In 2016/17 there were 883 Development Applications determined. The estimated construction cost was $746,000,161
• In the financial year to 2016 to April 2017 the value of building approvals was $232,696,000
OVERVIEW
The Acute Service Building above the new Emergency Department on Gray Street is due for completion in October 2017. Part of a $307million investment by the NSW Government the new centre will include: Intensive care department High dependency unit Cardiac intensive care Extra operating theatres 128 new inpatient beds
ST GEORGE HOSPITAL REDEVELOPMENT

St Patrick’s Green is aged care retirement village located in Chapel Street, Kogarah. The development includes: 105 independent living apartments with in-home
services 92 room residential care facility with a capacity for
100 beds. The facility is due to be opened in late 2017.

• This site is a Deferred Matter under Hurstville LEP 2012 • The current controls are 19m (height) and 2:1 (FSR) • The PP requests a maximum building height of 138 AHD
and FSR of 5.53:1 • The development anticipates 456 residential apartments
and 793 mixed use units (serviced apartments and student accommodation)
• Department’s Gateway Determination timeframe to finalise the PP is March 2018

• The project has been approved by the Southern Sydney Planning Panel and includes a planning agreement for intersection works and an upgrade of Kempt Field.
• Approved height of 66.9m and 31m and an FSR of 3.5:1.

• Proposes to rezone the site from B2 – Local Centre and R3 – Medium Density to B4 – Mixed Use
• Increases the building height from 9m-23m to 34.5m-46.5m

development with approximately 200 residential apartments

PP for No 9 Gloucester Road, Hurstville to: • Increase the FSR from 3:1 to 4.5:1 (including a minimum
commercial FSR of 1:1) • Increase the Height of Buildings from 23m to a range of
heights varying from 23m-60m. • Retain the existing commercial floor space on the site
(approximately 1:1) The PP proposed 350 residential apartments, 9,000sqm of commercial FSR and 1,000sqm of publicly accessible open space and through site links.
MAJOR DEVELOPMENTS
• Consistent with the Central Plaza Plan of Management 2016, this project will create a new plaza in the Hurstville City Centre
• Planning will be undertaken in stages, including design, demolition and construction (including seating, outdoor dining areas, and soft landscaping)
• The aim is to improve street-level connectivity between Hurstville Central, Hurstville Westfield and the Hurstville Transport Interchange
• Demolition has commenced and the DA for construction has been approved
• The budget for the project is approximately $1.2 Million

A DA is under assessment for commercial development for: • The subject site adjoins the Central Plaza and
the ground floor retail area opens into the plaza.
• The development comprises of a 14 storey building with three storeys of retail and 11 storeys are commercial floor space
• Includes 4 levels of basement parking for 84 spaces and bicycle parking.
• To be considered at Sydney South Planning Panel on 15 August
• A mixed use development nearing completion comprising 227 apartments and retail uses, 273 car parking spaces
• Approved by the Planning Assessment Commission in 2014
• Approved height of 55 metres and FSR of 7.3:1
