1.0 PROPOSAL SUMMARY

The following information is being submitted in response to the Request for Qualification (RFP) titled “Geomatics Provider Provincial Mapping Project” circulated by the Quad Riders ATV Association of British Columbia, on October 7th, 2009.

Chartwell Consultants Ltd. is a resource-consulting firm providing services and solutions for the Forestry and Environmental Science sectors. Founded in 2000, Chartwell was created following the reorganisation of Hugh Hamilton Limited (est. 1968) into separate service components. As such, Chartwell draws on over thirty years of consulting experience. Our present staff is comprised primarily of former Hugh Hamilton employees. Chartwell specializes in GIS analysis, mapping, and forestry fieldwork, and has undertaken numerous projects that required our experience and capability to complete on time and on budget.

Chartwell Consultants Ltd. is a diverse and talented company with a solid skill-set. We employ eight full-time GIS and Mapping employees as well as sixteen full-time and eleven seasonal Forestry employees. Chartwell is considered an excellent place to work and is valued by our staff. As a result, our workforce is exceptionally stable. On average, employees have been with Chartwell (and previously Hugh Hamilton Ltd.) for eight years. All of our team members contribute to projects on a daily basis.

It is our understanding that ATV/BC is seeking a consultant who can provide Geomatics Services to support its standards development and mapping needs. The successful proponent will be required to complete a variety of services as outlined in the Statement of Work For Geomatics Provider in the RFP. Through past corporate and personal employee experience, Chartwell Consultants Ltd. is well equipped to successfully complete this project. Our current and past involvement with resource-based projects in BC, along with experience completing similar projects for private companies, demonstrates we have strong background with mapping projects.

Our project team is comprised of Ken Cheung, Helen Habgood, Rob Oostlander and Eric Ortmayr. Eric Ortmayr will be the project manager and technical lead, Ken Cheung will act as the database and GIS programmer if required, Rob Oostlander and Helen Habgood will be the GIS analysts. Eric’s experience managing past projects will provide the leadership needed for a successful team.

Chartwell holds current ArcGIS 9.3 ArcInfo-level licenses and all our GIS staff have over two years GIS experience and formal GIS training at recognized institutions. Our team members work closely with one another, which increases communication and efficiency. Chartwell Consultants Ltd. works in the Natural Resource sector in British Columbia and is very familiar with recreational and resource mapping in the Province. We routinely create resource maps for government ministries and private companies and clubs in BC. Below is a small excerpt of projects that were completed in the past year. A database was developed on a PDA platform which is used to capture information about forest resource roads in the Chinook Businees District (Chilliwack, Squamish and Queen Charlotte Islands Forest Districts). The PDA capture information about culverts, bridges and general road conditions and is used to derive hazard risk ratings for forest service roads.

Powder Mountain Snowmobile & Outdoor Recreation Club Trail Mapping:

Produced 1:50000 map showing the snowmobile trails in the Brandywine area. GPS’d data was incorporated into a base map to show locations of trails and access to alpine routes.

Vedder Mountain Trail Mapping Project for the Vedder Mountain Trail Association:

Compiled a map of ATV, dirt-bike, mountain-bike, horse and hiking trail networks on Vedder Mountain. The map was used to facilitate discussions between various interest groups in the area.

BC Transmission Corporation Vegetation Maintenance and Road Mapping Project:

Vegetation and Road access maps were created for the BC Transmission Corporation to support their vegetation management program. Access and vegetation treatment maps of various areas in BC were produced at scales ranging between 1:1500 to 1:50000 to lead contractors to treatment sites and to identify the areas of different treatment types.

2.3 Technical Proposal

2.3.1 Understanding of the work

It is our understanding that ATV/BC is seeking a consultant who can provide Geomatics Services to support its standards development and mapping needs. The successful proponent

will be required to complete a variety of services as outlined in the Statement of Work For Geomatics Provider in the RFP. These services include developing a set of guidelines that member clubs can follow to produce a consistent looking trail map for their respective locations. The provider will be tasked to develop map templates and compile royalty or copyright-free data to use as a base for the maps. In addition the data collected by the ATV/BC will be incorporated into the maps. Standards and guidelines will be developed to ensure that various member clubs can produce consistent looking products.

2.3.2 Approach

Chartwell will work with ATV/BC to agree upon standard map scale and base map data to include in a pilot map and other area maps as determined in pre-work discussions. The approach to take will largely depend upon the association’s needs, however the base data will likely consist of free 1:50000 scale NTS vector data from the Canadian Government.

Chartwell believes there are three aspects to this project:

1. Standards/template development 2. Data acquisition 3. ATV/BC GPS data incorporation

The maps, symbology and templates will be compiled using ESRIs ArcMap desktop mapping environment. ArcGIS has the ability to export to to a variety of different vector-based file formats such as adobe illustrator. In addition, the data can be supplied in ArcGIS MXD format along with ESRI Shape files if the association can use these formats as well.

Base data can be obtained from Geogratis and the BC Land Resource Data Warehouse (LRDW) or possibly various BC Government Ministries. Water features will come from vectorised NTS 1:50000 data from Geogratis, Roads, trails and recreational features will come from LRDW.

If a larger scale mapping is required and depending on the associations need for controlling the look of the base map, the BC Government produces royalty free, georeferenced TRIM base maps in geoTIFF format. GPS’d trail data can be overlaid and symbolised as needed and a seemless map can be produced from this product. Because this base is already compiled, it will not cost as much as using raw vector base data. A separate price proposal can be included if this less-flexible option is desired.

2.3.3 Tasks

To support base map development:

1) Identify pilot project area for initial map sheet mapping.

2) Establish logical storage mechanisms for base data.

3) Obtain base data from various sources and organise into logical units as determined in pre-work discussions.

To support approval of trail information:

1) Obtain GPS’d trail data for pilot area from all sources.

2) Review data to ensure completeness and consistency.

3) Organise data into a standardised storage format.

To support approval of draft layout ready for printing:

1) Identify and document all layers to place in final map.

2) Develop and test symbology for all data layers on map.

3) Create map template for review.

4) Incorporate changes and produce final map template.

5) Develop and document data management and mapping guidelines.

2.3.4 Mandatories

The base data, GPS incorporation and standards/template development for the pilot map sheet area are the only mandatory products that are required to obtain the objectives of this RFP. Any subsequent areas can be deleted reduced or eliminated and the objectives would still be met.

2.4 Price Proposal

Piece work cost based on completed map sheets:

Initial pilot map sheet, project setup and standards development: $6500

Subsequent map sheet areas $2000

2Per hour cost for any work that is over and above that identified in the attached statement of work: $48/hr.
